New Jersey Governor Phil Murphy has announced that former Attorney General Christopher Porrino
partner and Chair of Lowenstein Sandler’s Litigation department
will chair the New Jersey Criminal Sentencing and Disposition Commission
Porrino was appointed by Governor Murphy to the Criminal Sentencing and Disposition Commission and was jointly designated as the Chair by Senate President Scutari and Speaker Coughlin
He will succeed former Chief Justice Deborah Poritz
who chaired the Commission from 2018 to 2023
The Criminal Sentencing and Disposition Commission was created by statute in 2009 to examine racial and ethnic disparities in the state’s criminal justice system
It is a 13-member Commission comprised of designees of prosecutors and law enforcement
as well as public members appointed by the Governor and the Legislature
Governor Murphy said: “Chris is widely respected throughout the legal world and across the political spectrum
During his time as Attorney General and Chief Counsel to the Governor

New Jersey Attorney General Chris Porrino shared his perspective on policing with students
who had gathered in Stokes Auditorium to hear his keynote address
The talk was part of a three-part series hosted by the College’s Community Conversations and Actionable Solutions (CCAS) initiative
which brings in speakers to discuss policing
Porrino described his role in the Attorney General’s office
and how he has entered the conversation about policing
“The very nature of my position requires me to have a balanced and fair view of law enforcement and its relationship with the community,” he said
Porrino discussed the “deep gap in trust” that exists between police and the people they serve
and described some of the ways that New Jersey has tried to restore this trust
He outlined about eight different strategies that the state has implemented – which he said others may replicate – to start bridging the “gap in trust.” These included measures that can be taken before
and after police encounters: building community programs that bring police officers and people together
equipping police officers with body cameras
and improving the legal structures that handle cases of police force
“My view is that the only way to really achieve lasting reform is through education and training,” Porrino said
Porrino also took questions from the audience
the student feedback for the event was actually quite mixed,” wrote Nathan Sokolic ’19
“Students came with strong fiery questions around policing issues
articulating themselves in a passionate but respectful manner

Attorney General Christopher Porrino will rejoin his old law firm when his term expires next week, according to a press release posted on the Lowenstein Sandler website.
Peter Slocum, the First Assistant Attorney General, will also join the Lowenstein firm.
Porrino was a partner at Lowenstein until joining the Christie administration in 2012. He was Chief Counsel to the Governor from 2014 to 2015, and returned briefly to the law firm until his appointment as Attorney General in 2016.
Slocum had also worked at Lowenstein. Christie appointed him to serve on the State Board of Psychological Examiners yesterday.

So rarely does doing the right thing also save money. Such a rare opportunity exists in what would be, if approved, the most significant reform in the history of New Jersey’s juvenile justice system.
Our state’s youth corrections system is seriously outdated and flawed in certain respects. The New Jersey Training School, the Juvenile Justice Commission’s largest youth prison, is one of the oldest, most antiquated youth corrections facilities in the nation.
Built in 1867 to house thousands of young people, and comprising 68 buildings sprawled over 900 acres, the Training School is no longer effective or sustainable. Thanks to New Jersey’s success in reducing youth incarceration, the Training School presently averages just 144 residents. Incarcerating this small number of youth on an aging and largely empty campus is inefficient, impractical and wildly expensive.
With an annual budget appropriation of $44.2 million, the cost to house a single resident at the Training School is staggering — more than $300,000 per resident per year. That’s more than four years at Harvard, including room and board, with enough cash left over to purchase a luxury car as a graduation gift.
Worse is that the facility is in a remote location, with little, if any, access to public transportation, making family visits extremely difficult and severely limiting the critical role families can play in the care and rehabilitation of their loved ones.
The cornerstone of our plan is to shutter this Civil War era relic of a facility and reduce the overall secure care capacity by replacing it with three much smaller (approximately 48 beds each), state-of-the art regional facilities. While the construction of these facilities requires an investment of approximately $175 million, operating them on an ongoing basis will create savings of approximately $20 million a year for New Jersey taxpayers.
The savings will pay for the project in the early years of its operation. In the future, these savings can be applied to support additional therapeutic and delinquency prevention services. They will further enhance community safety and serve our youth and their families before they have contact with the juvenile justice system in the first place.
New Jersey is nationally recognized for its success in safely reducing the number of youths who are incarcerated and for implementing community-based alternatives to detention. We must now take the next step and make sure that, for those youth who require out-of-home placements, the rehabilitative-focused facilities where they are housed offer the greatest promise for success, so that they can live productive lives upon returning to their communities.
For example, one facility is to be located in Woodbridge, which is on state-owned property within a quarter mile of East Jersey State Prison and the Adult Diagnostic and Treatment Center (a facility for sex offenders), and is bordered by a light industrial area. Local objections should be regarded for what they are — unprincipled NIMBY sentiments — that will be lodged no matter where the projects are proposed.

Porrino today honored more than 30 law enforcement agencies and individual police officers for their outstanding achievements and innovative approaches in community policing. The award ceremony was held at Rutgers University’s Livingston Campus Student Center in Piscataway

Highlighted innovative approaches to community policing included an outreach effort by police reading with kindergarten students
engaging with entire families to steer kids away from gang recruitment
and spending full days with young people to experience field trips
cultural programs and community events together
Another approach features an agency’s newly painted police cruisers for clergy patrol members who join police officers to visit local business owners and residents at their homes
Additional community outreach programs included movie night with police
and a swim meet for charity. Educational programs featured anti-bullying
An innovative outreach drug interdiction program was presented that provides an outlet and resources for residents and their families battling opiate addiction
Leadership programs included demonstrations about how students can learn to de-escalate crisis situations
and participation in hands-on police programs including ride-alongs for age 18 plus
The award ceremony featured video presentations and a panel discussion from selected law enforcement agencies showcasing their programs that could readily be duplicated and might serve as a model for other police departments
“The goal of this awards program is to recognize novel and successful community engagement initiatives from around the state
and to learn from those agencies that have succeeded in this field,” added Porrino

Porrino returned to private practice 11 months ago after serving several years in the Christie administration
Christie has asked his friend to return to public life
Porrino, 48, born in Teaneck and living in Union County with his wife and their two children, gave up a lucrative law practice to become director of the state's Division of Law under the Attorney General's Office for two years beginning in 2012. Then, Christie tapped him to serve in his senior staff as chief counsel in December 2014
he fought for the state against a shore homeowner who opposed dunes to protect the coast from another catastrophic storm
helped bring stability to an administration rocked by scandal and he worked behind the scenes with lawmakers to work on legislation
Porrino said he's "honored and privileged" by the opportunity to return to public service -- despite having thought he was done with it after he returned to private practice in July 2015
"Among those tens of thousands of cases the Attorney General's Office handles there are matters that are extraordinarily important to the people of the state," Porrino told NJ Advance Media
"There's not another job that I can think of in the entire state of New Jersey that provides a lawyer with an opportunity to participate in those kinds of important matters
very unique job and it's an incredible privilege to even be considered," he said
the Senate will decide if it agrees that I'm qualified and I hope that they will view my candidacy favorably."
Unlike many of the people Christie has nominated over the years to top positions in state government
Porrino's relationship with the governor doesn't go back to Christie's time as U.S
Porrino said he was "an unknown quantity" when former Attorney General Jeff Chiesa "took a little bit of a risk" and hired him as director of the Division of Law in 2012
where Porrino oversaw a team of 500 lawyers
"It was against every financial incentive you could ever think of
but I never really had the opportunity to do public service and it was an itch I really felt like I needed to scratch," Porrino said
"Everything I heard about opportunities on the public side turned out
to be true -- and them some," he said
Porrino expected to only spend a short time in state government when he left his job as a partner at Lowenstein Sandler
he held the position for two years and then was asked to consider another public position: chief counsel to the governor
He joined the administration just as Christie's office was thrust into crisis
when documents revealed a member of the governor's senior staff had a hand in the politically motivated lane closure scheme at the George Washington Bridge
Porrino worked closely with the governor as he struggled to maintain stability in the office
"I started the job in the governor's office at a time when things were not ideal
so we got to know each other a bit in that context," Porrino said
Porrino worked with lawmakers to broker deals on legislation that includes bail reform and ban the box legislation
He also he played a significant role in protecting the state for generations to come from future storms like Hurricane Sandy
Porrino has been described in glowing terms by his peers
"I really think he's one of the best lawyers I've ever worked with," said former Republican U.S
"The time he spent (in the Division of Law) he developed the respect and the confidence of everybody in the department," Chiesa said
"He did just a tremendous job in that role and I relied upon him very heavily."
Chiesa was the last person to work as attorney general who was confirmed by the state Senate. He left the position in 2013 after Christie appointed him to the U.S. Senate after the death of Frank Lautenberg
Porrino will replace Acting Attorney General Robert Lougy

Porrino opened a presentation to Willingboro High School students on Wednesday afternoon with a story about his son
Porrino told the group of about 30 students that he asked his son
what he would do if he were pulled over for a traffic stop
Porrino said, would immediately get out of the vehicle
It reaffirmed to Porrino that there was a need to inform drivers about proper protocol at traffic stops

Porrino’s office launched the statewide “Safe Stop” initiative in November
The AG’s website says the program “takes the next step by providing information for the general public about what to do
to ensure that all stops are safe and fair.”
Burlington County Prosecutor Scott Coffina joined the presentation and participated in a question-and-answer session after showing a short video

“It’s really very simple,” said Porrino
who plans to retire when his term ends next week

So the goal is to get the driver to do the things that is going to cause the police officer to be reassured that that stop is going to be an easy and safe one.”
Coffina talked to the group about when he first became the prosecutor in March of 2017 and how he did a ride-along shift with local officers in Willingboro one night
“The thing that struck me the most was when the officer I was riding along with pulled over a car,” he said
it was dark and he had to walk up to that car
but as he approached a window that was up on a dark car
it struck me from my front-row seat just how dangerous that situation can be
has no idea who’s in it and has no idea what the story or mental state of the person in that car is
that’s a moment where that police officer
no matter how well trained and how great they are
has to hold their breath for just a second ‘is this going to be OK.’ Then a few months later
Attorney General Chris Porrino rolled out this program to teach people
how to stay safe and be sure that that traffic stops goes from beginning to end safely.”
The essential message was that drivers can take certain measures to help ensure that traffic stops end well and if the driver does not feel they were treated fairly during a stop
there have been multiple high-profile controversial incidents in the past few years involving the use of deadly force by police officers at traffic stops
Students asked plenty of questions during the 45-minute session
some about what should be done if you feel you are mistreated or discriminated against in a traffic stop based on your skin color
such as being physically removed from your car in an abusive way
“The way we handle that is if you’re being pulled out of your car because of the color of your skin
and you’ve made a complaint in whatever town it happened and you didn’t get a response as to why that occurred and one that is satisfactory to you
because we don’t want police officers walking the street who are making decisions based on the color of someone’s skin,” Porrino said
Porrino said the reception to the program has been “very good and very strong” and “I wish that the state Legislature would get together and mandate this kind of training within driver's ed
District superintendent Ron Taylor and Willingboro High School principal Kimberly Ash thanked Porrino and Coffina for taking the time to come out
Willingboro police Director of Public Safety Greg Rucker also attended along with several Willingboro police officers
“We will infuse Safe Stop in our driver's ed curriculum
Taylor told the students they have a responsibility now
and said they can tell their family members they met with the “top cop” in the state of New Jersey
“You’ve been given information that is not small information,” he said
“This is information that can impact your life

special agents of ICE Homeland Security Investigations (HSI) and detectives of the Division of Criminal Justice and New Jersey State Police monitored several online file-sharing networks that are popular with offenders who download and trade child pornography
the investigators searched for telltale digital “fingerprints” of known child pornography
as well as search terms used by those who download and share child pornography
they identified New Jersey residents who were downloading child pornography and making child pornography available to others in “shared folders” on their computers
when agents and detectives conducting Operation Safeguard executed a search warrant at his residence in Manalapan
Detectives monitoring a peer-to-peer network had associated him with more than 200 files of suspected child pornography
detectives seized computer equipment belonging to Morgan that contained numerous files of child pornography
including files store in a shared folder where they were readily available for any other user to download using file-sharing software
2016 in a separate but similar investigation targeting users sharing child pornography on a file-sharing network
Detectives of the Division of Criminal Justice downloaded several files of child pornography from an IP address traced to Harvey-Martinez
They then executed a search warrant at his residence in Elizabeth
which contained numerous videos and images of child pornography
A forensic preview of the laptop revealed approximately 1,459 files of suspected child pornography in a shared folder
The Elizabeth Police Department assisted in the operation
