investigating a criminal network based in India that shipped illicit drugs to U.S Federal agents were suspicious of Segovia due to the “immense quantities” of pills she was receiving Investigators said Segovia ordered roughly 18,000 tapentadol pills over a 17-month period in 2021 and 2022 sharing “significant quantities” of pills with two people she knew but also consuming an “extraordinarily large amount” of them herself She was a “good customer” of her supplier spending between as much as $27,000 on the pills in 2022 alone She often coordinated the shipments and payments with her Indian supplier via WhatsApp and “pumped tens of thousands of dollars over the years into the coffers of these unscrupulous networks,” Tartakovsky wrote Tartakovsky noted that there are many people in America illicitly ordering drugs off the internet because of their addictions and that the federal government doesn’t typically charge “pure users” with crimes “She became a sort of auxiliary of this Indian network She carried water for them,” Tartakovsky said This is the core of how these schemes work They rely on Americans to re-ship for them.” Segovia was not profiting off these actions but was instead “spending this massive fraction of her income” and “essentially almost bankrupting herself” to feed her addiction Segovia was arrested in March 2023 initially on one count of illegally importing a form of fentanyl later removed the fentanyl charge after admitting that a lab test of the contents of one of the packages sent to her had produced a false positive result The charge was subsequently changed to the illegal importation of tapentadol In August 2024, Segovia, who had maintained her innocence until that point, indicated to the court she’d be willing to accept responsibility for her crime 18 personal written statement asking the judge for leniency saying she “would do anything to take it all back,” and noted that she is heavily involved in the lives of her grandchildren and is a caretaker for her 81-year-old husband “I never realized the magnitude of what I had done until a gun was pointed at me This was something I had only seen in movies It was the most traumatic thing that has ever happened to me,” she wrote She said she has also stopped taking pills since her arrest and has passed 45 random drug tests while undergoing counseling and treatment “I have this nice little life and it was all blown up in front of me,” Segovia said in court on Tuesday “And being sober made me know how horrendous my conduct was And I’ve never done anything but be for the law neighbor and current and former San José police officers loving family member and a reliable colleague who cares deeply for others Segovia was fired from her role as executive director of the police union shortly after her arrest in 2003 The union denied any involvement or knowledge of her actions the arrest sparked outrage among local elected officials prompting protests outside San José City Hall with demonstrators calling for further investigations and demanding city leaders to stop taking donations from the powerful police union The police union hired a private investigator to look into whether Segovia’s actions were connected to her work releasing the results after her conviction The investigator concluded there was “no evidence whatsoever that any POA representative had any involvement or suspicions regarding Segovia’s alleged criminal activities” and that all the facts indicate she acted alone Prosecutors agreed with that assessment but also criticized the union for interfering in the federal investigation following Segovia’s arrest “The SJPOA announced publicly after the search of Segovia’s office that it wished to cooperate with this investigation Yet counsel for the SJPOA engaged in stonewalling even threatening to ‘seek judicial intervention’ to stop the prosecution from reviewing Segovia’s SJPOA email contents though the SJPOA never followed through on its threat,” Tartakovsky wrote in the court memo the union walled off public access to major portions of its website including pages that list its board members and staff — a change that its leadership said was aimed at protecting them While Segovia was a civilian employee for her entire 20-year career with the police union Tartakovsky wrote that “she held a position that should have instilled her with firmer respect for the law and for her obligation to be truthful with law enforcement.” And though she has since admitted her conduct was wrong and accepted responsibility for it Tartakovsky noted that she initially lied to federal investigators attempting to pin everything on her housekeeper a move he called “reprehensible.” “This was not just the normal blundering dissimulation blurted out when a target is first surprised and confronted by law enforcement,” Tartakovsky wrote he said “Segovia took six weeks to ponder her predicament concocted a story” in an unsuccessful attempt to dupe investigators said in his memo to the court that Segovia initially denied her crime “in a desperate attempt to preserve the secret of her addiction as the barrier between her normal and illicit life broke down.” Prosecutors ultimately concluded that Segovia’s actions were “not the behavior of a ‘mastermind,’ but a scared and addicted woman who saw the walls collapsing around her,” Tartakovsky wrote Judge Lee said Tuesday she had weighed all the facts of the case and agreed Segovia’s actions appeared to be “those of an addict and not a dealer,” and she also I’ve Been Meaning to Tell You is essentially an ode to guilty pleasures. It was so much fun to invent—the director, the stars, all of it. I knew that I wanted to use this script as a jumping-off point for a series of paintings, and I started telling everyone that the movie was real. I started drawing out the storyboards for two or three major scenes in the movie, which is the MoCA show. One of the suites of paintings is the dance montage, which is my favourite thing about 80s dance movies; I have this theory that, because of the advent of MTV, there was a visual language that contaminated mainstream movies—a lot of them are good, but they feel like an excuse to make a bunch of fun video clips. So I tried to hone into that montage language of very, very tight close-ups on the crotch and other body parts. Like, “How sexy, look at this person’s butt!” The show features a lot of wooden armatures that the public has to move through in a specific way. How does that impact the way the work feels in the space? I’ve always had fun removing paintings from the walls, thinking about how the body of the viewer relates to the object. I knew that for this, because it’s a stage show, I wanted to allude to the construction materials of a set, which is something that’s alive, and to find a way to make these paintings feel suspended. Kicking off: Segovia’s cowboy-themed I’ve Been Meaning to Tell You #1 (2023) from the MoCA show Do you feel this new direction reinvigorated your interest in cowboy masculinity? It did. It made me realise that I was taking the archive way too seriously. I was documenting and commenting on this thing, and it had to be super smart, well-researched and talk about culture and John Ford. But sometimes it can just be inspiration! Fictionalising is what art does all the time—it’s always something other than it is, it’s always telling lies. This opened a world of possibilities. “both/and-ness”—the ability to exist within contradictions—is inherently tied to the queer experience “This is awful—what I’m gonna tell you—but I think it’s important to say.” I brace myself only to be met with a moment of pure revelation “I was experiencing my transness for the first time and tried to assume my own masculinity and I ended up performing the most toxic masculinity imaginable Segovia’s ilk—a lineage of genre-blurring innovators “I mean [the paintings I was making at that point] were really not exciting at all,” he confesses “It all sort of coincided with my crisis of Former Doña Ana County Assessor Andy Segovia was overpaid by more than $13,000 over his two terms in office according to the county's annual audit.  state Senator Joseph Cervantes asked New Mexico Attorney General Hector Balderas for an opinion regarding bonus compensation paid to Segovia and whether the county is obligated to seek repayment.  The audit determined that Segovia was overpaid due to a misinterpretation of statutes setting incentive pay for certified appraisers employed by the assessor's office the increase did not apply to the elected county assessor and "the County Assessor began collecting $7,500 per year beginning on July 1 the County Assessor was overpaid $13,661.88 during his term." smuggling case against Joanna Segovia the “grandmother” of the San Jose police union A criminal complaint against Segovia last year charged her with one count of attempting to smuggle fentanyl into the Bay Area But at a Thursday hearing – in a case drawn out by repeat delays – lead federal prosecutor Joseph Tartakovsky said subsequent tests on a package they intercepted and initially found to have tested for fentanyl were incorrect “The government has concluded that the test was an error,” Tartakovsky said at the hearing The development Thursday means the charge against Segovia changes from attempting to smuggle fentanyl to attempting to smuggle Tapentadol Both drugs carry a maximum sentence of 20 years in prison if Segovia is convicted She entered a non-guilty plea on Thursday in response to the revised charge but her attorney said the plea could change “She’s going to be admitting to the importation of those drugs,” Adam Gasner told San Jose Spotlight “She was an abuser herself and to the extent that any drugs were turned around and distributed is the result of her being taken advantage of.” The information supersedes authorities’ 13-page criminal complaint against Segovia in March 2023 which outlined several years of activity that investigators said was consistent with shipping and receiving illicit drugs Tartakovsky’s announcement stunned onlookers in the courtroom on Thursday But Segovia’s attorney said he’s pleased the government admitted what “we always knew to be the truth.” it’s never been a fentanyl case,” Gasner told reporters outside the courthouse “There were mistakes in the testing that originally caused the complaint to allege that drug (was fentanyl) Of course in our communities fentanyl is a trigger word and a serious situation which causes a lot of emotional reactions – often for very good reason.” Segovia was a police union office manager until the federal charges prompted her firing in April last year She was nabbed last year in a broader Homeland Security investigation into an international Bay Area drug smuggling network The fentanyl charge centered on a package labeled as containing a “clock” – sent from China and addressed to Segovia – which was seized by federal agents in Kentucky and was initially found to have contained valeryl fentanyl The case has been drawn out due to more than a dozen requests for extensions in the case recently withdrew from the case citing health and personal issues and was replaced by Gasner Federal authorities in March 2023 accused Segovia of using her personal and office computers to order thousands of opioid and other pills to her home and agreed to distribute the drugs elsewhere in the United States she used the police union’s UPS account and return address to ship a package to North Carolina which investigators believe was a drug shipment Investigators said Segovia lied to them when confronted and tried to blame her housekeeper for the entire scheme Segovia was placed on paid leave the month she was charged when the union was notified by federal officials of the investigation Investigators said they found pills in both locations At her office they seized 283 Tapentadol pills officials intercepted shipments to her home from China India and other countries and “found that they contained thousands of pills of controlled substances including the synthetic
