There were many times when Leila Soria’s parents
didn’t think she was going to make it
They knew after an ultrasound at 26 weeks that Jennifer Soria didn’t have any amniotic fluid
which is common in babies that don’t have kidneys that develop properly
“Our journey to kidney transplant started before she was ever born,” Jennifer Soria said during an event Wednesday morning recognizing National Donate Life Month
kidney transplant was always something that gave us great hope.”
It was thought that Leila’s lungs might not be developed enough for her to live when she was born at 34 weeks
breathing tubes and a respiratory virus to contend with after her birth
But Soria said she and her husband’s plan was to fight as long as Leila did
“It was truly a dream and a burden of love to get to our transplant date,” she said
“Nebraska Medicine has one of the best teams and transplant programs in the nation
and our surgeons have been wonderful.”
Leila was started on dialysis shortly after she was born
She was in the NICU for the first six months of her life
“Leila was born with kidney failure,” said Veronica Taylor
“That’s a condition that up until recently was considered to be fatal for neonates
Leila has overcome tremendous odds through the hard work and collaboration of multiple medical teams.”
Taylor said Leila’a parents are to be commended for helping their daughter in this fight
Leila received the generous gift of a living donor kidney transplant.”
Other members of the transplant team said one of the reasons Nebraska Medicine’s program is so successful (a record number of transplants were performed here in 2024) is because of the generosity of the people living in this part of the country
“Nothing else is like transplantation in health care today,” said transplant surgeon Alan Langnas
“It’s only through this community and people working together and having a spirit of giving is all of this even possible.”
“You have the opportunity to help not just the person that you’re donating to,” Dr

FRESNO, Calif. (FOX26) — Assemblywoman Esmeralda Soria officially announced she is running for California’s 14th State Senate District.
“I first ran for the State Assembly, to solve the problems that have frustrated Central Valley families and small businesses for too long. I’m proud of what has been accomplished, from protecting Madera Community Hospital to voting against increases on gas prices and delivering millions for affordable housing,” said Assemblywoman Esmeralda Soria. “The Central Valley is my home, and I have spent my entire career fighting for our working families, farmers, small businesses, and veterans."
She currently serves in the 27th Assembly District, which represents portions of Merced, Madera, and Fresno Counties.
The 14th District is currently held by Democrat Senator Anna Caballero, who also represents portions of Merced, Madera, and Fresno Counties.
Assemblywoman Soria previously served as a member of the Fresno City Council from 2015 to 2022, where she served as the president of the council.
Soria enters the race with an endorsement from Sen. Caballero.
“Esmeralda Soria is the fighter that the Central Valley needs in the Senate," said Sen. Caballero. "In the Assembly, she’s proven that she can bring resources home, stand up for working families, and deliver real results."

She said she wants to “continue fighting” for healthcare
“That’s why I’m stepping up to run for Senate District 14 — to continue fighting for our families
and small businesses and to ensure that the Central Valley gets the resources and representation we deserve

and I’m ready to keep delivering for our community,” Soria said in an email announcement
The district covers much of the city of Fresno
Fresno City Council candidate Nelson Esparza already announced his run for state Senate
Esparza and Soria served together on the city council from 2019 through 2022
“This is a democracy — and as such — I respect the Assemblymember’s choice to run and welcome my old friend Esmeralda to the race,” Esparza told Politics 101
Esparza said he is running “because the people of our Valley demanded a voice — someone who will go to Sacramento and shake things up.”
“I look forward to having a series of spirited debates
and a wide ranging dialogue about the issues impacting working families across our region,” Esparza said
Soria is in her second term representing Assembly District 27
she will vacate her Assembly seat after the 2026 November general election
One other candidate has filed to run so far for the Assembly seat in 2026 — former Merced mayor Michael Murphy
Esparza, D-Fresno, reported $275,195 in his campaign account as of Dec. 31. Soria reported $15,000 as of Dec
She pulled in $2 million for calendar year 2024
Soria also established a separate legal defense fund account in February — with a $5,000 contribution from her campaign account
and $7,500 from the California State Council of Service Employees Small Contributor Committee
She is embroiled in a defamation lawsuit from her 2022 run against Fresno City Councilmember Mike Karbassi
Soria also announced the endorsement of the woman she wants to succeed
Caballero is termed out of the state Legislature after 2026
“Esmeralda Soria is the fighter that the Central Valley needs in the Senate
she’s proven that she can bring resources home
I know she will continue that leadership in the Senate
and I am proud to support her,” Caballero said in a news release
Tyler Maxwell and Karbassi endorsed Esparza; Miguel Arias and Annalisa Perea endorsed Soria
Even the two Democrats on the Fresno County Board of Supervisors are split — Brian Pacheco for Soria
and State Center trustee Destiny Rodriguez
The state Democratic Party is expected to make its official endorsement at a convention later this year

The two candidates seeking to represent parts of Fresno
Madera and Merced counties in the California State Assembly didn’t have much to agree on at an Oct
incumbent Esmeralda Soria and challenger Joanna Garcia Rose gave their perspectives on a wide range of subjects including housing
health access and the nursing shortage in the San Joaquin Valley
referring to several bills she either sponsored or supported in the state legislature in the last two years
and emphasized her ability to secure state funds for the 27th Assembly District’s needs
Rose spent much of Friday evening emphasizing how California’s legislature is run by a supermajority of Democrats responsible for pushing businesses out of the state and ruining California with new laws and regulation
“My goal is to continue to bring additional resources,” Soria said
“not just to build more affordable housing
and also market-rate housing because I'm a strong supporter of first-time homeownership.”
Rose spoke to what she sees as a broader key issue: California Democrats driving businesses out of the state and doing nothing to change that
She said inflation is increasing costs for developers and businesses
Rose also said the way to tackle housing affordability is to make all things affordable in general
you do that by making everything affordable,” Rose said
if energy is affordable and not raising four times a year with no advocacy by the legislature to stop that
we're going to continue to see these problems.”
The two candidates butted heads on several subjects, including the factors behind the region’s nursing shortage. In July, Soria proposed AB 2104
which would’ve allowed community colleges to issue bachelor’s degrees in nursing — an alternative to getting the same certification at a four-year university
Although the bill was approved by California’s legislature, it was vetoed by Gov. Gavin Newsom. It also drew opposition from universities in California, including Fresno State President Saúl Jiménez-Sandoval
Soria said she was disappointed in the outcome and opposition to her bill when students in rural communities need programs and education to be more accessible, especially with an expected shortage of 10,000 nurses by 2030
“I will tell you what is happening is that our students in the rural communities are opting to go to private universities
and many of them not being able to afford to stay in the valley so they go to a bigger city where they're paying more.”
Rose said the regional nursing shortage is not because of a lack of educational opportunities or access to them
but because there isn’t much incentive to stay in the San Joaquin Valley after completing education
There's not a lot of opportunity,” Rose said
“So we really need to focus on building up the community and incentivizing people to want to be here in the Central Valley
rather than flee to some other bigger city with a bigger paycheck.”
Rose added that rural communities do not have “new housing opportunities” because developers are leaving California
The candidates also weighed in on the growing issue of labor and delivery services going away at hospitals across the state
Soria said that hospitals do not get reimbursed the full cost of services provided in labor and delivery rooms by insurance companies
“We need to revisit how we're doing reimbursements
so that hospitals have an incentive to continue to provide these services,” Soria said
a hospital has to at least break even in order to be able to keep its doors open.”
Soria also referenced co-sponsoring the bill behind California’s Distressed Hospital Loan Program
which extended $150 million in loans to struggling nonprofit or public hospitals
Madera Community Hospital, which shut its doors in December 2022 and filed for bankruptcy in March 2023, was approved for at least $57 million in April from the state loan program
Rose said she gave birth to her son at Madera Community Hospital
She said the state government fell short and should have kept the hospital from closing in the first place
“The state should have intervened before it ever even closed,” Rose said
“That's why we have to have balance back in California
We need legislative balance where people can't just one-sided pass everything they want to pass and look over the Central Valley and the rural communities.”
Rose went on to say that there has been no change in leadership at Madera Community Hospital, but it does have new owners and leadership after lengthy bankruptcy proceedings in the spring
Rose said Medi-Cal reimbursement rates need to be higher
especially for hospitals with a majority of patients on Medi-Cal
“There's a lack of efficiency in the state medical agencies and the federal agencies
“We need to make sure that people are not slipping through the cracks.”
both candidates said the California Public Utilities Commission should not have approved rate hikes this year for energy providers across the state
and yet here they are leaving us for the last two years
and it's very frustrating as someone who has had high utility bills,” Rose said
Soria said rising energy costs are hurting families and small businesses. She also pointed to how the Westlands Water District, which serves western Fresno and King counties, was authorized to convert some farmland to solar farms due to AB 2661
“We're exploring options like community solar to
but also for the small businesses that reside in these small communities,” Soria said
Another issue that Soria and Rose saw eye to eye on was Proposition 36
If voters approve the state measure on the ballot
it would reclassify some misdemeanor theft and drug crimes as felonies
The measure would also create a new category of crime called “treatment-mandated felonies.” Proposition 36 is an attempt to undo changes from Proposition 47
a state measure from a decade ago that sought to reduce overcrowding in prisons by downgrading some theft and drug crimes to misdemeanors
“There were things in Prop 47 that we've learned from that could be modified and be changed so that our law enforcement officials have the resources and the tools necessary to essentially hold people accountable,” Soria said
“I'm very excited about Prop 36 being a good first step as someone who's worked at California's Department of Corrections and Rehabilitation
who's seen the positives of rehabilitation
but also seen the burdens that we face by not having people be held accountable,” Rose said
They both also said prevention is incredibly important
that means investing in public education and communities
that means having the opportunity of a well-paying job to avoid poverty
which she said could lead to a life of crime

April 23, 2025 - SACRAMENTO, CA – On Tuesday, Assemblywoman Esmeralda Soria’s Public Safety bill aimed at protecting hospital patients from sexual battery
passed with bipartisan support by the Public Safety Committee.
“I want to thank my colleagues in the Public Safety Committee for passing my bill AB 848 today
We should all recognize that when you’re under the care of medical professionals
you should feel safe,” Soria said. “The increased penalty this bill allows will ensure individuals are held accountable for their predatory actions and breach of trust
We need to send a message to anyone that would seek to abuse the trust placed in them as medical professionals
that this type of predatory behavior will not be tolerated.”
AB 848, will increase penalties for felony sexual battery by fraud if the crime took place in a hospital setting.
“We are pleased with today’s outcome from the Public Safety Committee,” said Kim Stone, Legislative Representative for the California District Attorneys Association. “Assemblywoman Soria’s bill allows just sentencing for those medical professionals who betray the trust of their patients for their own sexual gratification
They should be held accountable for the harm they have inflicted on their victims.”

AB 1111 seeks to address challenges that local educational agencies (LEAs) face in adopting zero-emission school buses by the state mandated deadline of 2035. AB 1111 extends the deadline to 2045 for small rural school districts, adds infrastructure challenges and fire risks to the list of existing exemptions, and provides flexibility to an existing school bus scrapping program.
Despite attempts to accommodate challenges to the adoption of zero-emission school bus fleets, many hurdles have remained unaddressed. A recent survey of superintendents found that many faced challenges including cost, increased maintenance, and lack of charging infrastructure, along with existing electrical infrastructure not supporting new charging stations.

Kwizera’s frantic rhythm paid off quickly as he became a lonesome leader some 1500m from home
with Mathew Kipchumba Kipsang running a couple of seconds in arrears but himself some 10 metres clear of Tadesse and Addisu
While Kwizera flew the last kilometre on the hunt for his third win in Soria
a tiring Kipsang was overtaken by Tadesse with some 600m left

I saw issues that compelled me to run for Shawnee County Commissioner including
reduction of law enforcement support and the need for expansion of quality-of-life outlets
During the Great Recession the Shawnee County Commission had made cuts to mental health funding and drug and alcohol counseling
These budget cuts had caused a lack of services for those were most vulnerable
I have continually advocated for increased mental health services
support of law enforcement and the Department of Corrections have remained important issues to me
I have worked to ensure that these bodies remained fully staffed to protect the citizens of Shawnee County
both the Shawnee County Sheriff and Shawnee County Department of Corrections are highly staffed
and I am proud of the employees that work to protect our Shawnee County citizens

We are fed up with the status quo and I will change that

he has maintained a revolving door that puts real criminals back into our neighborhoods
and working hard every single day to be their voice
Tell us about a time you put forth a good idea that was put to use and brought positive effects.Cook: When Shawnee County Parks and Recreation looked at the assessment of the Oakland Pool there was serious discussion with not replacing the existing fifty-nine-year-old pool
had seen declining attendance and revenue was not sufficient to cover the expenses associated with the pool
As Commissioner I asked that the Department review why the attendance was low
The review showed that the pool had declined in appeal as it had no amenities (Diving boards
etc.) and the constant repair to the fifty-nine-year-old aluminum pool had left it very rough on the bottom
The review also showed that there was great interest for a community pool with the more than 5,000 residents of the neighborhood
As replacement of the existing pool commenced
I advocated to my fellow Commissioners for the replacement of the pool with the new Oakland Pool
The public engagement sessions reflected that the community also wanted to have the construction of a new pool
The new Oakland Community pool is set to be open in early August 2024

I pushed to implement GIS mapping of Shawnee County demographics
I am helping identify specific areas of need based on our strategic plan
This allows us to make sure our services are reaching people who need it most

the commissioner is operating on the same old approaches to serve our county
Using data requires us to be accountable to the facts and look at innovative ways to solve our many problems
Cook: The role of Shawnee County in addressing homelessness should be in the area of addressing mental health
drug and alcohol addiction and thinking of homelessness as a public health crisis
The City of Topeka has many resources to address homeless issues
only Shawnee County has the resources of the Shawnee County Health Agency
After discussions with local advocacy organizations
I believe that if homelessness was addressed as a public health issue there are additional resources that Shawnee County could use to help address and lift individuals out of homelessness
with the construction of the behavioral health wing at the Shawnee County Department of Corrections we will be able to get mental health services to individuals to reduce the rate of reoffending while addressing the criminal offenses that brought them into the Shawnee County Jail
Soria: The county has been irresponsible in partnering with the city to deal with issues such as homelessness
It is often perceived that our representative is uninterested until election time
We must take initiative when addressing complicated issues that impact a large portion of the area we serve
This isn’t going to be solved with one solution but must include a public health approach
Public health is the county’s responsibility
and I will ensure that the silos come down
The city has looked at different initiatives and have had public forums to gather input
I didn’t see my representative present nor address this publicly in the timeframe the city has committed
mentally ill leaves many residents feeling hopeless
I will make it a priority to work with the city to address these issues
Cook: My background is that I was raised in a blue-collar home where my father was a welder
As I child I was taught how to live frugally and make things last as long as possible
I have brought this perspective to Shawnee County in looking at whether a project is a want or a need
As a college/law school student I worked my way through school without taking on student loans
My wife and I have worked to pass on to our children these values
The value of saving for projects and setting budgetary goals is important for both a household and for government
I have worked to strengthen our financial standing and Shawnee County debt is less than eight percent of our annual budget
Debt is only incurred as needed for large projects and at a time when it will not adversely impact the Shawnee County budget
I have owned and operated a small business in our community for the past twenty-five years
I understand the challenges and opportunities that confront and frustrate the business community
I have worked to ensure that Shawnee County is engaged with the business community and is aware of how we can work to promote both small and large businesses to grow and thrive in Shawnee County

Soria: I have spent over 25 years living in the heart of District 2
raising a family in a low-to-moderate income neighborhood
As your Shawnee County District 2 Commissioner I will prioritize attending community meetings on a regular basis
rather than coming around only at election time
With a background in data analysis and nearly 30 years of work experience in public service
I will use my expertise to view community issues through a public health lens
leveraging fact-driven data to solve complex community issues will be central to my approach to improving our community
I have also been highly invested in volunteerism with LULAC Senior Center Board of directors
creating a neighborhood watch where I live
This has helped deepen my understanding of the need for and benefits of social services
I have demonstrated I can lead and bring people together for the benefit of the community
I understand the community and its needs because I am just like you
With the rapid acceleration of the assessed value of real estate in Shawnee County over the last four years the need to reduce the amount of property tax has becomes a priority
to reduce the mill levy from the rate set for 2024
I believe that my fellow commissioners are committed to examine all aspects of the 2025 budget to work towards further reduction of the mill levy assessed
The reduction of the mill levy will give relief to the taxpayers in the amount of taxes paid on property tax
Shawnee County taxpayers as part of the sales tax extension committed to the expansion of Rochester Road from the area just north of Wal-Mart/Dillons to Seaman High School
This public works project will be a massive undertaking for Shawnee County in that it will add needed additional traffic lanes
The project will last several years in construction
is necessary to the safety of the residents of North Shawnee County and will further enhance our community for future development

Soria: A key focus of my campaign is to strengthen the relationship between the city and county governments
fostering partnerships that benefit taxpayers and drive progress
there are other things that impact our community on a day-to-day basis such as public health and safety
Topeka is about 70% of the county and many people who live in the county work within the city
Ignoring this has been a huge disconnect in prioritizing how people's tax dollars are spent
It only makes sense that we have a better working relationship with the city on the human side of infrastructure development
While taxes are one of the main revenue sources for the county
it is important that we look at the efficiency of the funds we are spending
I plan to analyze how we are distributing funding and measure the outcomes- this includes never voting to raise my salary
We can look more closely at how we are taxing-are we using regressive tax methods that cost governments more in the long run or more

which will appropriate $455.5 million for improvements to State Highway Route 152
which are needed to accommodate increasing the water capacity of the San Luis Reservoir.
“California’s water system desperately needs increased water storage capacity in order to meet the needs of both our residents and our agriculture economy,” said Soria. “In order to increase this capacity
Sisk Dam and the San Luis Reservoir must be raised. However
which crosses over the reservoir must also be raised and improved.”
AB 707 helps deliver on California’s promise to secure water for its residents by providing funding for the state’s portion of the reservoir expansion project
the San Luis Reservoir has served as the hub of our water storage system for the farms
and ecosystems reliant on south-of-Delta water supply,” said Board Chair of the San Luis & Delta-Mendota Water Authority Cannon Michael
