by FirstCycling VILAWATT aims to drive forward energy transition in the Catalan city of Viladecans. The project has set up a public-private-citizen partnership (PPCP) to manage the different aspects of the process. Foremost amongst these is a local energy operator (LEO) producing and supplying renewable energy and offering energy saving and renovation services. The wider goal is to ensure efficient energy use as part of a socially just community in which citizens play an active role. The model is based on four principles: guarantee of supply, local renewable energy, energy savings and citizen participation. To translate this into action and determine the right structure for the project, 31 initiatives from around the world were analysed. A priority for VILAWATT is energy renovation of residential buildings in the Montserratina district and improving energy contracts for local people. In addition, the setting up of supply and renovation services is contributing to the creation of a local industry cluster. Capacity building and engagement are raising awareness of energy efficiency in the community. Savings from efficient consumption can be converted into an alternative currency for local use, thus boosting the city’s economy. Energy retrofitting of buildings in Viladecans had not progressed as planned, partly due to lack of private investment. VILAWATT takes a more inclusive approach. Home to some 20 000 people, 30 % of the city’s population, the district of Montserratina is a good starting point. Most of its dwellings were built before 1976, when Spain began to adopt energy legislation.Income is 15 % lower than the city average, so residents are more likely to live in fuel poverty. Creation of a local currency, the Vilawatt, provides efficiency incentives for participating families, who are paid in the currency in return for any savings they make. This encourages loyalty to local shops where purchases can be made with the Vilawatt. To raise awareness, several knowledge exchange spaces bring together community representatives who have launched activities aimed at cutting energy consumption, encouraging citizen involvement and promoting behavioural change. 50/50 communities is an initiative based on a nine-step method focused on saving energy and money through a community approach. Further awareness-raising workshops run educational programmes co-designed with participants to reduce households’ energy dependence. A capacity-building plan helps local energy workers develop skills to meet demand for building renovations. It also trains around 200 people from other fields who want to acquire such skills, thereby strengthening the local economy by generating jobs and expertise. The training is complemented by creation of a cluster of companies working for energy efficiency, and compilation of a catalogue of energy products and services available to residents. Total investment for the project “Vilawatt - Innovative local public-private-citizen partnership for energy governance” is EUR 5 300 000, with the EU’s European Regional Development Fund contributing EUR 4 269 862 through the “Urban Innovative Actions” Initiative for the 2014-2020 programming period. The route for the 2024 Volta a Catalunya cycling race has been confirmed, throwing up three mountain stages for riders to contend in the 103rd edition of the race.  Some of the best cyclists in the world will compete again on Catalan roads in a new edition that also features new locations. The historic UCI World Tour Catalan race will have seven stages, starting in Sant Feliu de Guíxols and finishing in Barcelona. For the second year in a row, the Volta will have three high-altitude finishes, at Vallter, Port Ainé, and Queralt.  Finishes at Queralt and Viladecans are new features for this year's tour, as is Altafulla as a stage departure point.  There will also be long-awaited returns in Berga, which will host a stage start six decades after it last did; Lleida, for the first time in 11 years; and departures from Sort and Sant Joan de les Abadesses. For the third consecutive year, Sant Feliu de Guíxols host the beginning of the race as the start and finish point of the first stage, as well as hosting all the preparations prior to the race. Tamara Carrasco can’t leave Viladecans despite dismissal of initial charges of terrorism and rebellion from pro-independence protests pro-independence activist Tamara Carrasco remains confined to the Catalan town of Viladecans after initial charges of terrorism and rebellion were dismissed over lack of evidence "It’s like a jail without bars,” she said in an interview with the Catalan News Agency A rare precautionary measure—which is more often applied in cases of gender violence—the restriction on Carrasco’s freedom of movement will be in place at least until a new court assumes her case Carrasco was arrested by Spanish police on April 10 She was accused of instructing a local branch of the activism group Committees in Defense of the Republic (CDR) to protest Beaches near Barcelona are in a state of "maximum fragility" after storms over Easter, the Barcelona Metropolitan Area (AMB) has warned.  On some beaches, including Montgat and Badalona to the north of the Catalan capital, and Viladecans to the south, there has been an "unprecedented" loss of sand, in some cases measuring up to 25 meters in width.  Storm Nelson also caused landslides and damage to some equipment.  AMB's Daniel Palacios, who oversees the metropolitan area's beaches, said that there has been an increase in south-westerly storms, which used to be less frequent on the Barcelona coast:  "This configuration of wind and waves has a much greater impact on the beaches because their morphology is based on a maritime climate of easterly systems."  Specialists at the AMB say that climate change is causing "abrupt oscillations" in seasonal patterns, which has implications for beach management: "Preparations for the high season overlap with the arrival of strong storms."  The scenario is repeated at the end of the high season: "Summer stretches into autumn and maritime storms are tending to arrive more prematurely."  Gonzalo Simarro, a civil engineer at the Marine Sciences Institute, believes that it may be worthwhile reconsidering the long-term use of beaches and coastal spaces.  As Barcelona's beaches are "artificial," constructed with sand brought in mainly from central Catalan coastlines, they are costly to maintain and will always continue to lose sand.  "These beaches are not stable so they keep losing sand," Simarro explains to Catalan News. He points to the "huge regeneration" project that Barcelona undertook in 2010 to fill the city's beaches with sand again, and 14 years later, authorities are facing the same question again.  "We have data because we have cameras looking at the beaches over the last 20 years so we have daily shorelines of Barcelona’s beaches and they’re getting narrower," Simarro points out. "Bogatell beach, for instance, in the last 14 years has lost 20 meters of width, on average." The scientist believes that maintaining Catalonia's beaches as they look today "is going to be too expensive." Authorities are already considering other solutions, he says, new ways of conceptualizing how people enjoy coastal spaces.  Some of these ideas involve platforms for people to enjoy the seaside without sand. "For instance, keep the best beaches, the easiest ones [to maintain], and others just lose them because they are too expensive," Simarro ponders.  However, all such ideas are only drafts and not concrete plans as of yet Simarro points out. When asked about potential future solutions, Simarro believes that "you have to think about different solutions for every different place." For some places, "you just have to forget about the beach," while others will be worth putting the effort and resources into saving. "It depends a lot, each place has to be studied differently."   The Spanish government is considering declaring an emergency on the Catalan coast to speed up recovery efforts at beaches.  The government's delegate in Catalonia, Carlos Prieto, met sub-delegates and other officials from Barcelona, Tarragona and Girona on Tuesday evening to assess the situation caused by Storm Nelson.  An emergency could be declared via a resolution from the Secretary of State for Ecological Transition.  Prieto gave assurances that summer tourism "will not be harmed" by the effects of the storm.  Only 8% of public spaces in the Catalan capital are named after women, as the city also removes the name of a slave trader from a square ACN | Barcelona The authority in charge of naming public spaces in Barcelona has approved new titles for 21 streets Among the changes are nine new spaces named after women and gardens in the city are named after women.  these are women who stand out for their local activism Two of the nine names will be for streets and seven will correspond to squares.  The squares that will now have female names are Plaça de Valerie Powles in Sant-Monjuïc; Plaça de Ros Galobardes i Alsina and Plaça Ramona Fossas i Puig both in Horta-Guinardó; Plaça de Lolita Torrentó i Prim in Sant Martí; Plaça d'Angelina Trallero i Bullich in Sarrià-Sant Gervasi; Plaça Francesca Vergés i Escofet while Carrer Duc is renamed Carrer Josefa Vilaret The Barcelona Nomenclature Conference also approved two changes to add the feminine gender in names that so far only referred to the masculine They are the Placeta de les Àvies i els Avis which until now was called Placeta dels Avis; and the Parc de les Treballadores and els Treballadores de la Maquinista The approved changes are also aimed at promoting the recovery of names of places that locals used informally in the city Barcelona has removed the name of Antonio López from the square at the bottom of Via Laietana The green light to change the name of the square was already given in June 2021 but the city had not made the change effective until now.  and they are now called Plaça Idrissa Diallo and Plaça Correus (Post Office Square).  In late January, an artist placed an anti-racist statue on the plinth where the former statue of Antonio López once stood. Mossos police strike a blow against one of the "most important" crime organizations in and around the city of Badalona ACN | Badalona First published: November 29, 2019 11:48 AM The Mossos d'Esquadra Catalan police arrested some 40 people on Friday morning in an operation against drug and weapons trafficking and money laundering in the Sant Roc neighbourhood of the city of Badalona, just north of Barcelona. In a series of raids, some of which took place in other towns in the metropolitan area, the Mossos said they had dealt a blow to one of the "most important" crime organizations devoted to trafficking drugs and weapons in the Barcelonès Nord area. The raids ordered by a Badalona court saw the participation of a number of different Mossos d'Esquadra units, including the team dedicated to working below ground and in confined spaces, to avoid the suspects trying to get rid of evidence in the sewer system. The first news of the raids came at around 6.30am, when the Mossos police posted a tweet announcing the start of the operation, saying "we are doing some 30 forced entries and raids in Badalona and the metropolitan area." It later became clear that about half the raids were in Badalona, with the rest in different towns in the local area, such as Barcelona, Alella, Santa Coloma de Gramenet and Viladecans, and at around 11am the police said they had made about 40 arrests. The Mossos police had cordoned off a number of streets in Badalona's Sant Roc neighbourhood, where most of the raids took place, while throughout the operation a police helicopter flew over the local area.
