The Provincial Council of Castellón has reaffirmed its commitment to local culture and traditions by increasing its financial contribution to the Vinaròs Carnival
one of the province's most emblematic festivals and declared of Regional Tourist Interest
The Governing Board has approved a collaboration agreement with the Vinaròs Carnival Organizing Committee
which will allocate a subsidy of 28,000 euros to the celebration of this event
representing an increase of 4,000 euros compared to the previous year
has highlighted that this aid is a demonstration of the provincial institution's determined support for local festivals: “With this financial aid we reaffirm our commitment to preserving the culture and traditions of our municipalities
and it deserves all the support to continue growing.”
Accompanied by the Vice President of the Council and head of the Tourism area
Clausell has visited the Carnival preparations and has valued the effort of the residents and comparseros who work throughout the year to make this celebration a festive and cultural reference in the Valencian Community
An Economic and Tourist Boost for the Region
The Vinaròs Carnival is not only a cultural event but also an important economic engine for the municipality and its surroundings
Andrés Martínez has emphasized that “edition after edition
the Carnival becomes a great attraction for tourists and visitors
which contributes to the economic dynamism of the area.”
The Council has assured that it will continue to support these types of events that strengthen the province's identity and encourage citizen participation

Firefighters and emergency workers were searching for 2 people reported missing after a vehicle fell into the Alberche river in Aldea del Fresno around 40km west of the city of Madrid late on 03 September 2023
The vehicle was carrying a family of 4 people at the time
Two of the passengers managed to escape the vehicle and were later taken to hospital for treatment
Local media have since reported one of those missing has since been located clinging to a tree for safety
The search for the remaining missing person is continuing
Two bridges have been damaged or destroyed in the area
further complicating the situation and leaving residents of Aldea del Fresno isolated
The nearby towns of Navalcarnero and El Álamo have also experienced severe flooding
Around 6 people had to evacuate their homes in Móstoles after the Guadarrama river broke its banks
The evacuees were moved to emergency accommodation at a nearby school
firefighters have reported 1,491 incidents related to the severe weather
Roads have been closed and train and subway services interrupted
The mayor of the city requested inhabitants remain indoors on 03 September and sports events were cancelled
Areas of Toledo Province have experienced severe flooding since heavy rainfall on 03 September
Numerous train services have been interrupted
In the last few hours local media reported two fatalities in the province
One person died after a vehicle was swept away by floods in Bargas
Another fatality was exported in Casarrubios del Monte but no further details were available
Among the hardest hit areas in the Castile-La Mancha Region is the municipality of Buenache de Alarcon in the province of Cuenca
First responders resuscitated a person who was trapped in a flooded house
Flooding has damaged water and power infrastructure
along with roads homes and vehicles and wide areas of farmland
Raquel Hortelano said “We are cleaning the streets of the mud and there are shops and houses flooded with mud and we cannot keep up.”
The mayor will request the declaration of a natural disaster to help the municipality in its recovery

This anniversary coincides with the start of the Decade of Ocean Sciences for Sustainable Development (2021-2030) proclaimed by UNESCO, and demonstrates the fundamental importance of marine science for the sustainable development of our society. This research, innovation and communication work is now more urgent than ever and will continue to be carried out for many decades to come, thanks to the efforts of the heirs of the IIP-CSIC.
The ceremony to celebrate the 70th anniversary of the IIP-CSIC was held at the headquarters of the ICM-CSIC and the UTM-CSIC in Barcelona, which is the main centre of marine and polar scientific and technical knowledge, not only in Spain, but also in the whole Mediterranean. In addition to the ICM-CSIC and the UTM-CSIC, the event was attended by members of all the other centres that emerged from the IIP-CSIC in 1979.

This approach was necessary because the unloading operation for this type of vessel requires sufficient depth for the ship to be partially submerged. This partial immersion, carried out in the early hours of this morning, meant that the jack-up could be unloaded and transported, as it is already taking place, to the Castor storage facility off the coast of Vinaròs.
Preliminary work to unload the rig got underway on Monday. For Noble Resolve, tasks included verifying its position, disconnecting the cooling and fire-fighting water services, which had been supplied by the HLV vessel on its journey from Denmark to Tarragona. In addition, a visual inspection to check the status of all critical rig connections was carried out and the rig was prepared so that it could be secured to the tugs involved in the operation.
There was a crew of 50 on board the jack-up rig, and eight crew members remained on board during the unloading process. They were responsible for directing operations and for commissioning the rig's critical systems so that it could be put into operation once it was in the water. The rest of the crew joined them once the unloading was complete.
For the semi-submersible HLV Cosco Xiang Rui Kou, the preliminary work focused on removing the moorings and other attachments used to secure the rig to the Heavy Lift Vessel. Half of the straps were removed during the last day of sailing and, once unloaded, 25% of the anchoring points remained attached to make it easier to move the rig, as a precaution against possible adverse weather conditions or other unforeseen circumstances.
Furthermore, the HLV manoeuvred to ensure that the main deck remained above the waterline. As a result, the time taken for the HLV to reach its final unloading depth was reduced.
The unloading operation got underway in the early hours of the morning. The first phase involved ballasting the HLV Cosco Xiang Rui Kou to partially submerge it, allowing the rig to remain afloat. The submersion process took around four hours. Following this, the Noble Resolve was leak-tested and, having passed the inspection, the unloading procedure got underway.
A total of four tugs took part in this operation, including three privately-owned vessels (Mukallah, Skandi Laser and Skandi Tender) and one belonging to the Port Authority of Tarragona.
The first step involved two of the tugs positioning themselves at their starting point and beginning to undock the rig from the vessel. The second step was to secure the rig to the two tugs and begin releasing the HLV's winch ropes, which allowed the rig to move into position for unloading.
The third step saw the winch ropes released completely, with the two tugs continuing to move the platform until it was gradually able to float on the water. At this stage, the Noble Resolve was secured to the third and fourth tugs, which would then take control of the rig.
After the unloading operation was complete, the tugs headed south and are now transporting the Noble Resolve jack-up rig to the Castor storage area off the coast of Vinaròs. According to the Spanish Council of Ministers' agreement of 31 October 2019, ordering the sealing and permanent abandonment of the wells, Enagás has been commissioned to carry out this work, scheduled to get underway this April.

The Spanish government will dismantle the controversial failed Castor gas storage plant. This is according to Spain's ecologic transition minister, Teresa Ribera.
The plant has never again been in operation since it provisionally closed down in 2013, after the facility was blamed for causing hundreds of earthquakes measuring up to 4.1 on the Richter scale, with tremors going on for weeks.
Ribera said on Tuesday that the project was "disastrous" and added that there is reason for lengthening the temporary stand by.
For her, the Castor project will not be necessary for the gas system "neither in the short, mid or long term."
The risk of more earthquakes in case the project is back in operation would not be gone either.
The Castor project off the coast of Vinaròs, a Valencian town near the Catalan border, goes back to 2008 but it never went into full operation and was shut down in 2013 after the storage facility was blamed for causing hundreds of earthquakes.
This led to protests and even the European Parliament passed a motion asking for compensations for the inhabitants of the area.
Yet the controversy over the building of the plant did not end there. A clause in the contract to build the facility promised compensation to its builder, Escal UGS company – Real Madrid football team chairman's ACS parent company – should the project fail.
The Castor plant was partially financed with 1.4 billion euros of EU bonds.
The Spanish authorities authorized a loan of 1.35 billion euros to compensate Escal UGS. This led more protests followed as it became clear that loan was to be paid off by gas customers over a period of 30 years, but Spain's Constitutional Court struck down the decision.

The ongoing controversy over a failed gas storage plant off the coast near the Catalan border with Valencia took a new turn this week, with the Supreme Court ordering Spain to return over 17 million euros to customers who in 2014 and 2015 were charged to pay for maintenance of the doomed facility.
The Castor project off the coast of Vinaròs, a Valencian town near the Catalan border, goes back to 2008 but it never went into full operation and was shut down in 2013 after the storage facility was blamed for causing hundreds of earthquakes measuring up to 4.1 on the Richter scale, with tremors going on for weeks afterwards.
This led to protests and even the European Parliament passed a motion asking for compensations for the inhabitants of the area.
It later became clear that costs of 17.3 million euros paid to the Enagás energy company for maintaining the failed plant were passed on by the Spanish government to customers in their bills. This was challenged in the high court by the Cecot business association, with the court ruling that the authorities must reimburse the firm's clients.
The ill-fated Castor project has been dogged by controversy from the very beginning. After a report identified the plant to store gas as an earthquake risk, the Catalan executive rejected a proposal for it to be built in Catalonia's territorial waters. While the Valencian authorities welcomed the project, it led to widespread protests by locals, including a human chain.
Nor does the controversy over the building of the plant end there. A clause in the contract to build the facility promised compensation to the Escal UGS company charged with its construction should the project fail. The Spanish authorities never asked for the approval of taxpayers, despite the fact that they might be called on to bail out the project should it fail.
What's more, the Castor plant was partially financed with 1.4 billion euros of EU bonds, while the head of Escal UGS' parent company, ACS, also happens to be the chairman of the Real Madrid. At the same time, the results of a technical and financial audit of the Castor project commissioned by the Spanish industry ministry was never made available to the public.
This latest high court ruling follows another from last year in which the Constitutional Court struck down the intention by the Spanish authorities to authorize a loan of 1.35 billion euros to compensate Escal UGS. More protests followed as it became clear that loan was to be paid off by gas customers over a period of 30 years.
