The Finnish Competition and Consumer Authority (FCCA) investigated the competitive effects of the merger between Stora Enso Oyj and Junnikkala Oy
particularly on the procurement of roundwood in the parties' procurement areas
The Authority assessed that the merger would not raise competition concerns
and therefore approved the merger unconditionally on 14 April 2025
Stora Enso announced in October 2024 that it would acquire the entire share capital of sawmill and processing company Junnikkala
Junnikkala has three sawmills located in Kalajoki
has a sawmill in Veitsiluoto and a board mill in Oulu
the FCCA examined in more detail how the transaction affects the log procurement market in the procurement areas of Stora Enso's Veitsiluoto sawmill and Junnikkala's Oulu sawmill
The procurement market refers to the companies' procurement of wood from forest owners
the parties' combined market share will remain moderate after the acquisition and there will continue to be several competing wood buyers in the area
The parties' market power is also limited by the fact that competing wood buyers may expand their procurement areas if log prices decrease
the FCCA notes that the parties' raw material needs and wood procurement strategies differ
Junnikkala Oy is a Finnish sawmill company whose business consists of manufacturing lumber and further processed products for both export and domestic sale
Junnikkala sawmills are located in Kalajoki
Stora Enso Oyj is a global manufacturer of renewable products for the packaging

Nordex Group is currently installing the first N163/5.X turbines at the Karahka wind farm in Finland’s North Ostrobothnia region
commissioned by a consortium consisting of Finnish energy supplier Helen Ltd and the Ålandsbanken Wind Power Fund
The unique feature of this wind farm is that it employs the first Nordex inhouse developed hybrid concrete and steel tower with a hub height of 168 metres
The tower has been developed based on the extensive expertise acquired by the Group in designing and producing concrete towers in Brazil
More than 2,500 units are already in successful operation
Lujabetoni Oy has been locally manufacturing the concrete elements of the wind turbine towers for the Karahka wind farm in Finland since the summer of 2023
A hybrid tower consists of convex concrete segments
which are assembled and braced on site before the steel sections
is the tallest the Nordex Group has installed so far
Leveraging its tried-and-tested hybrid tower technology
Nordex Group will also be able to achieve higher hub heights in the coming years
further increasing the production of clean wind energy
In 2024 the first installation of a 179 meter hybrid tower
The Karahka wind farm was developed by the Finnish subsidiary of the Dresden-based German VSB Group
which specializes in developing and managing operations of photovoltaic and wind power projects
The wind farm is located north of the town of Oulainen
about 40 kilometres east of the Gulf of Bothnia
To deal with the harsh winter weather conditions at the site
the Nordex Group wind turbines will be supplied in the cold climate version and will be equipped with its Advanced Anti-Icing-System to prevent icing on the rotor blades
The order for Karahka was placed in 2022 and comprises 25 N163/5.X wind turbines with a total capacity of 147.5 MW
The Nordex GroupThe Group has installed more than 44 GW of wind energy capacity in over 40 markets and in 2022 generated revenues of EUR 5.7 billion
The company currently employs a workforce of approx
The joint manufacturing capacity includes factories in Germany
The product portfolio is focused on onshore turbines in the 4 to 6.X MW class
which are tailor-made for the market requirements of countries with limited space and regions with limited grid capacity

The Karahka wind farm in Oulainen has been commissioned
representing the continuation of Helen’s significant investments in Finnish clean energy
the wind farm covers an area of approximately 2,300 hectares and has an electricity production capacity of approximately 148 MW
Helen is responding to the needs of our increasingly electrified society and significantly increasing the domestic content of wind turbines and
Finland's self-sufficiency in energy production
"The Karahka wind farm is a significant addition to emission-free electricity production for Helen and Finland as a whole
It strengthens Finland’s competitive advantage by lowering the price of electricity
thereby enabling investments in Finland that are based on the consumption of clean and affordable electricity
The completion of the wind farm also supports the achievement of Helen’s carbon neutrality target for 2030 and the clean transition to carbon-neutral and geographically dispersed electricity production," says Pekka Tolonen
The Karahka wind farm represents the continuation of Helen’s substantial investment programme
which will see Helen invest EUR 1 billion in emission-free energy production over a period of two years
Helen is the majority owner of the wind farm with a stake of 51 per cent
The wind farm's other shareholder is Ålandsbanken Wind Power Fund Non-UCITS
The construction phase began in autumn 2022 and was the responsibility of the project’s developer and client
which is part of the international VSB Group
"The Karahka wind farm is the second Finnish renewable energy project delivered by VSB to Helen and Ålandsbanken
The permit processes for the project were carried out by VSB
Its implementation for our customers has gone according to plan
and the wind turbines will be deployed on schedule
it is very important to help our customers achieve their goals of increasing emission-free electricity production capacity and thus participate in creating emission-free energy solutions in Finland and in the EU as a whole," says Seppo Tallgren
Managing Director of VSB Uusiutuva Energia Suomi
The construction of the wind farm also created over 100 person-years of work for Lujabetoni
which manufactured the concrete components for the new hybrid towers at its production plant in Kärsämäki
The Karahka wind farm features a new approach to wind power construction
with each tower being constructed from 27 concrete tower sections and a steel tower section on top of them
This represents a significant breakthrough in wind power construction
one that makes a higher hub height possible
"We are pleased to have completed this two-and-a-half-year construction project on budget and on schedule
What makes this project even more special is its exceptionally high domestic content owing to the concrete towers manufactured by Lujabetoni
The cooperation with VSB has been very smooth
I would like to thank VSB and all of the contractors involved for this successful project
is that the commissioning of this wind farm enables us to produce significantly more renewable electricity for the Finnish electricity market with our partner Helen," says Jimmy Forsman
portfolio manager at Ålandsbanken Wind Power Fund
The joint project between Lujabetoni and Nordex to manufacture the concrete towers for the Karahka wind farm also won the audience vote for the Finnish Wind Power Association's "Wind Power Achievement of the Year" award
Helen's Carbon neutrality programme
