Finland’s radioactive waste management company Posiva Oy says acceptance tests have been completed in Parkano on the installation and transfer devices of the Buffer Installation System (BIS) for the Onkalo underground used fuel repository near Olkiluoto The world’s first ever BIS for the final disposal of used nuclear fuel has been under development by Posiva for several years It is an assembly of several devices for the transfer and installation of the bentonite backfill between the final disposal canister and the rock Two special vehicles transported the 14-metre-long devices from Parkano to the Pori testing station for the implementation of system automation and its integration to the control system of the final disposal facility The acceptance tests of the installation and transfer equipment demonstrated the functionality of the system under manual control The automation and data transfer systems needed for remote control operation will be built at the Pori testing station The station provides a simulation environment for testing BIS “The system comprises an installation device and a transport container,” explains Eero Väisänen Project Manager for Equipment Integration at Posiva “The transport container is used to transport bentonite blocks and granular bentonite to Onkalo from an above-ground storage The blocks and the granular material are then carried by the transfer device from the container to the final disposal tunnel where the installation device installs the backfill between the canister and the rock.” The installation and transfer devices of BIS run on automated guided vehicle (AGV) platforms The devices navigate independently in the final disposal repository and feature an abundance of technology facilitating remote control and automation “The devices have been designed as autonomous equipment due to the radiation hazard and reasons of occupational health and safety “The implementation of automation and remote control systems naturally requires a high degree of expertise and testing.” Solid bentonite blocks are installed underneath and on top of the used fuel canister The nearest blocks surrounding the canister are like pineapple rings with a hole the size of the canister in the centre These blocks are installed in the deposition hole to about half the height of the hole before the copper canister that contains the used nuclear fuel is transferred to the final disposal tunnel The final disposal canister is then deposited in the hole and the installation is completed with bentonite blocks and granulated bentonite The canister is surrounded by more than 20,000 kilograms of bentonite clay Bentonite isolates the final disposal canister from the surrounding rock prevents water movement around the canister and acts as a buffer should any rock movement occur over the long time horizon The bentonite backfill surrounding the canister is part of the multi-barrier principle applied to the final disposal of used nuclear fuel Once the implementation of the automation has been successfully completed at the Pori testing station The transfer device was designed by Comatec and the installation device by Etteplan The decided to study there He learnt the language and became a translator for the Swedish Police in Uppsala Hewa travelled to Finland to enrol at an aviation college he couldn’t work for Finnair or others but his entrepreneurial spirit was looking for new opportunities Called Helen's Supermarket after his daughter (who later became a finalist in the Miss Finland competition for Miss World) he employed 25 people and he still owns a house outside the city after 17 years of running his hypermarkets he decided another direction was called for concentrating on furniture and clothes to and from Turkey and Dubai he opened boutiques and antique shops in Finland and many times his schedule involved a stopover in Riga and of course the Art Nouveau architecture and Hewa knew at once she was a woman that he could trust something that was to prove important to him in the future he noticed the popularity of international restaurants such as Japanese He decided to look for a property where he could open a place specialising in cuisine from Finland That was when he discovered how difficult it was to overcome the bureaucracy that existed seven years ago Used to being able to open new businesses easily in Finland it was a shock to him that government departments here had no communication with each other For example he was given the ok to place a wooden terrace outside with tables and chairs only to be told two weeks after it was installed that he’d have to take it down Last summer road works completely closed the road outside his bar without prior notice and passing trade ceased completely overnight and no compensation for loss of business was contemplated by the government it wasn’t just his business that suffered Good and reliable staff are important to Hewar But decisions like this don’t make it easy for him And by chance a property opposite the Karjala became vacant and in time we opened it as AKA offering Latvian food and beer How important to you is the Finnish-Latvian Chamber of Commerce I’m now a board member and we have monthly meetings here When I first came there were many Finnish companies such as Prisma and Hesburger We have good connections with the Finnish Embassy and other chambers of commerce I fly a private plane when I need to go back to Finland for business I have to take a yearly examination to keep the licence which is recognised throughout the European Union I fly a Cessna Cardinal which has a range of about five hours without refuelling There are thousands of lakes all over Finland I can easily catch between 10 and 12 fish on each trip It’s a relaxing hobby that takes my mind off business matters the Government needs to change its attitude it’s improved over the past seven years but still young workers are being forced to leave the country and finding replacements is becoming more and more difficult but to do that we need a change in the Latvian employment laws we must offer better wages and better prospects Denmark and Germany having a better lifestyle there and they’re tempted High taxes for both personal and business people make it difficult And many business people have given up because of the problem of finding suitable employees we employ 10 people and we have a responsibility to them to keep this business open They have families and they rely on us to give them a good wage Since I opened my business here there’s been a lot of change for the better but in the future the changes need to come quicker before it’s too late Latvia is a good country with wonderful people The disposable income of the average Latvian is less than it was a few years ago but that also applies to tourists from European countries we’re working harder just to stand still I’m confident in the future that our politicians will see what
