There must also be enough information to describe the child
or circumstances so that the alert can help find the child
Members of the committee include law enforcement officials
a community member and a victim's advocate
Amber Alerts were created after 9-year-old Amber Hagerman, of Arlington, Texas, was kidnapped and murdered in 1996
An observer reported to police that he saw Amber being abducted while riding her bike
and her body was found four days later in a creek near her home
An autopsy revealed she died from stab wounds to the neck and her case remains unsolved
A citizen suggested then that Texas radio stations should broadcast news of abducted children in the way they did weather warnings

Amber Alerts were first used in Ohio in 2003 and are now used in all 50 states, according to the U.S. Department of Justice (DOJ). They are also used in Washington

ORANGE COUNTY, Fla. – Orange County homicide detectives have arrested three family members after the body of a 27-year-old woman who was deaf, mute and had Cerebral palsy was found abandoned near the Valencia College campus in April
the Sheriff’s Office announced detectives had arrested the victim’s aunt Nellie Ambert
who is charged with first-degree murder of a disabled person
is charged with abuse and neglect of a disabled person and Christian Matias,18
All three suspects were arrested Monday night
The lead detective in the case became overwhelmed talking about the severe abuse and neglect Gladys Ambert suffered prior to her death
Joe Covelli described a couch in the family’s home that was covered in pee pads because the victim was tied there and forced to urinate and defecate on herself
The “horror" of the victim’s life began in July 2019
after Gladys Ambert’s grandmother died and she came to live with her aunt
The detective said after she arrived at her aunt’s apartment
Gladys Ambert was tied up every day and neglected either on the couch or in the bathroom
The people who lived in the apartment used ear plugs to block out Gladys Ambert’s cries
because even though she was mute and deaf she was in a lot of pain
Nellie Ambert reported Gladys Ambert missing
The family told detectives the woman with severe disabilities “walked away” sometimes during the night
a Valencia College security guard was driving by a wooded area on campus and noticed a pink blanket in the woods
“We have Gladys laying there probably about 20 feet off from the road into the wooded area with a pink blanket,” Covelli said
“It looked like she just went to sleep there.”
Covelli said detectives knew immediately “something wasn’t right.” The family continued to mislead detectives about what happened to the 27-year-old in their care
“It was very troublesome how they lied to us
The victim’s body was covered in ligature marks from where she was bound
A search of the trash compactor at the family’s apartment complex detectives found the ropes
phone cords and other items used to tie Gladys Ambert
An autopsy report revealed the 27-year-old died of positional fixation from injuries she suffered from being hit while bound
“They were hitting her so hard that she fell over and she was tied up,” Covelli said
The victim had a mental capacity of a 5-year-old
Covelli said the suspects should have notified the Department of Children and Families if they didn’t know how to care for a person with special needs
“These were disgusting crimes committed against a person who could not take care of herself,” the detective said
She was covered in obvious signs of neglect

“They discarded her like a piece of trash,” Covelli said
The detective said the motive was “700 bucks a month," the money the family received from Social Security for Gladys Ambert
The victim was living in the apartment from July 2019 until she died
not one person in the apartment complex saw her there
Orange County Sheriff John Mina said the department sketch artist created a new portrait of Gladys Ambert because detectives only found one other photo of the victim
“We had one really really bad picture of her and her entire life and our sketch artists had to redo that so that we can at least give her that honor of having to face,” Mina said
The suspects may face additional charges as the investigation is ongoing

AMBERT proposes a simple twist to BERT: tokenize the input twice
once with a fine-grained tokenizer and once with a coarse-grained tokenizer
This article is mostly a summary of the AMBERT paper meant to distill the main ideas without the nitty-gritty details
but I will occasionally chime in with personal observations
I will prefix my own comments / ideas with the 🤔 emoji
once with a fine-grained tokenizer (sub-word or word level in English
character level in Chinese) and once with a coarse-grained tokenizer (phrase level in English
The hope is to leverage the best of both worlds
The latter is meant to fight strong biases that attention-based models learn with fine-grained tokenization
the token "new" will strongly attend to "york" even when their co-existence in a sentence is unrelated to New York (e.g
"A new chapel in York Minster was built in 1154")
when the fine-grained "a" and "new" tokens are concatenated into a single coarse-grained "a_new" token
the model correctly directs its attention to "chapel"
coarse-grained tokenization cannot always be perfect – longer tokens imply more ambiguity on how to group characters into tokens
consider an input like "I’m dreaming of a New York with endless summers"
It’s possible that the tokenizer above would mistakenly produce two tokens "a_new" and "york"
the model will trust the fine-grained "a" / "new" / "york" tokenization more
A forward pass through the model consists of the following two steps:
Because AMBERT uses two embedding matrices (one for each tokenization)
its parameter count is notably higher than BERT’s (194M vs 110M for the English Base models)
latency remains relatively unchanged since AMBERT solely adds a new set of dictionary lookups
The vanilla version of AMBERT makes two strong design decisions:

Before diving deeper into AMBERT’s training procedure and performance
When considering aggregated metrics over benchmarks for classification and machine reading comprehension
vanilla AMBERT outperforms the two variations

The ablation studies support the following hypotheses:
the authors use the standard Masked Language Model (MLM) objective
masking the same spans of text in both tokenizations (for instance
if the coarse-grained token "a_new" is masked
then so are the fine-tuned "a" and "new" tokens)
The final loss sums up the standard cross-entropy losses from both tokenizations
the upstream classifier makes three predictions
based on the following contextual embeddings: a) fine-grained
Each of these predictions contribute equally to the final loss
together with a regularization term that encourages fine- and coarse-grained representations to be nearby in vectorial space
even though the wording is not entirely clear
AMBERT sometimes outperforms other BERT-derived models
with a higher margin on Chinese benchmarks than on English ones
I have to start with the disclaimer that I know very little about Chinese tokenization; the extent of my knowledge is limited to what the authors of the paper offer
it sounds like coarse-grained tokenization in Chinese is a natural grouping of characters into words:
The characters in the Chinese texts are naturally taken as fine-grained tokens
We conduct word segmentation on the texts and treat the words as coarse-grained tokens
We employ a word segmentation tool developed at ByteDance for the task
I will focus on coarse-grained tokenization in English:
We perform coarse-grained tokenization on the English texts in the following way
we first calculate the n-grams in the texts using KenLM (Heafield
We next build a phrase-level dictionary consisting of phrases whose frequencies are sufficiently high and whose last words highly depend on their previous words
We then employ a greedy algorithm to perform phrase-level tokenization on the texts
especially for a paper that has the word "tokenization" in the title
While the exact procedure deserves more clarity
the high-level algorithm seems to be: 1) build a dictionary of phrases from Wikipedia
2) prune it based on frequencies and a heuristic that identifies phrases in which changing start tokens heavily affects the meaning of the end tokens
The problem is – longer tokens inevitably become more domain-specific
especially when selected based on frequency
If the nature of the fine-tuning dataset (say
most coarse-grained tokens could be out-of-vocabulary
in which case the model would rely solely on fine-grained tokens (i.e
this problem is visible even without domain shift: an ablation study in the AMBERT paper coarse-tokenizes 10k English sentences (presumably from Wikipedia) and observes that 86% of them overlap with fine-grained tokens
Another question is whether coarse-grained tokenization can enable multilingual models – the joint vocabulary size might be prohibitively expensive
research on natural language understanding has been moving in the opposite direction
from coarser- to finer-grained granularities: BERT replaced the standard word tokens with sub-word units
There is indeed research [2] showing that masking longer spans in the MLM is helpful
but such papers make a statement about the output granularity
AMBERT augments BERT with two granularities of tokenization
showing promising results on benchmarks in Chinese
where coarse-grained tokenization is more ambiguous
the idea of multiple levels of tokenization remains appealing
One could consider even finer levels of granularity for English
or tokenizations of the same granularity produced by different algorithms

But her landlord is pushing ahead trying to evict her anyway

Ambert thought she would be protected by an order issued back in September by the Centers for Disease Control and Prevention that is supposed to stop people from getting evicted and forced into homeless shelters or crowded living situations where COVID-19 spreads more easily
Already, one study has found that evictions may have caused thousands of additional deaths because of displaced families catching or spreading COVID-19
which is following the issue in many cities and states
says it has tracked nearly 250,000 eviction filings since mid-March
The CDC order is preventing many of those people from losing their homes
But many others are being evicted regardless
The CDC protections haven't been working so well for Sheila Ambert
Ambert lost her job as an administrative assistant
She says her husband is making a lot less money
Ambert faced long delays receiving unemployment
And though she found sporadic part-time work when her savings ran out
One criticism of the CDC order is that to be protected
renters have to be aware it exists and know what to do
But Ambert did know about it and says she followed the rules. In a court filing, she said she gave the required paperwork from the CDC to her landlord
Renters are also supposed to try to make partial rent payments
Tenants are supposed to try to get rental assistance money
She told the court she did that too— $4,515 paid to the landlord
saying it was issuing what's called a writ of possession — giving the landlord the green light to go ahead and evict her family once the sheriff posts a notice on their door
There's nowhere else for the couple and their two kids to go
the landlord tells NPR that evictions are "a last resort." And that "we turn to the courts for cases where eviction is legal and warranted by the facts."
After NPR contacted a local legal aid group to ask if the landlord was following the CDC rules
one of its lawyers ended up taking her case
Breezi Hicks of Community Legal Services of Mid-Florida has been representing many renters facing eviction during the pandemic
She filed an emergency motion with the court that helped prevent Ambert and her family from being evicted
"If I could have an angel client for this matter
she is it," says Breezi Hicks of Community Legal Services of Mid-Florida
Hicks now represents Ambert and filed an emergency motion to stop the eviction
she helped Ambert show the judge that she checked all the necessary boxes and requirements to be protected by the CDC order
"She also was able to testify to the judge that before the pandemic
she was never late on her rent," says Hicks
The judge put the eviction on hold for now
But most people facing eviction don't have a lawyer
Studies show only about 10% of renters facing eviction have an attorney
"Landlords in some cases are just pretending that they didn't receive the declaration and moving forward with the eviction process," says Shamus Roller
the executive director of the nonprofit National Housing Law Project
He says the CDC order should be strengthened to be a blanket eviction ban
there are too many requirements and loopholes
the renter fails to show up at a hearing or join a hearing Zoom call
"Eviction courts are conveyor belts," Roller says
"And so the loopholes in the CDC order mean that many people are being evicted who should be protected under the order."
the landlord is now arguing in a court filing that the CDC order shouldn't apply
It says the Amberts have "made no effort at all to follow the requirements under the [CDC ] declaration."
The lawyer in the case for Sun Lake apartments declined to comment on ongoing litigation
Sheila Ambert says the family has been selling furniture to raise money and in case the landlord is successful in evicting them and they are forced to leave on short notice
Shamus Roller says he can't be certain what's happening with this case
but "if you are misrepresenting the facts in a case in court documents
it seems very clear to me that that is a violation of the CDC order."
On paper, there are stiff federal penalties for landlords who violate the order
including fines of hundreds of thousands of dollars and even jail time
there's no consequences for that in practice."

Ambert contends that after she paid one partial payment of $800
Sun Lake would not accept any more partial payments unless she made them on top of her full monthly rent

So she has the money to start paying rent again
But the landlord is still trying to evict her
And she says that's making it very hard to find another apartment
She realized the ongoing eviction case is in the public records
Now Ambert is applying to a new rental assistance fund
Congress approved $25 billion to assist struggling renters and landlords
But Roller says the money has only just started flowing to states and cities
So Ambert is desperately hoping she can stay in the apartment while she seeks that help and pays the back rent and late fees
She wants to be able to tell future landlords that she resolved a financial hardship during COVID-19 and wasn't actually evicted

Police in Rhode Island smashed two car windows to retrieve a toddler who had been locked inside a running car in a Walmart parking lot Tuesday afternoon
The toddler's mother, identified as 21-year-old Annelise Marie Ambert of Milford, was arrested on charges of child cruelty or neglect, according to the Providence Journal
North Smithfield police told the newspaper that the circumstances could have led to an easy abduction
as the keys were in the ignition and the air conditioning was on
A passerby called 911 to report the situation to police
Officers first broke the passenger-side window but could not reach the child
They then broke the driver's-side window as the mother arrived
Surveillance footage showed she had been inside the store for nine minutes
The police department posted a warning to others on its Facebook page Tuesday
"NSPD wants to remind members of our community that leaving children in unattended vehicles at anytime but especially in such high temperatures
is dangerous and we take reports of this nature very seriously
Even leaving children in a air conditioned vehicle is dangerous as it is running and an easy target for being stolen," the department wrote
Although the boy was not injured, the Department of Children, Youth and Families was called, according to WBZ-TV
