The city unified by the urban ramp of the open space workshopHow to connect the city center of Creil to the edge of the Oise, to a district positioned on a plateau while crossing a remarkable landscape on a vertical of 40 m? It was the challenge of this project led with determination by the team of the agency Espace Libre, landscapers and urban planners, with the support of the city of Creil.
What could have been a banal development operation turned into a real project featuring the landscape, ecosystems, views. The sensitive layout of pathways and observation platforms is part of a natural process rather than the setting up of new uses of the site.

“The commune of Creil has more than one hundred different nationalities”, says Jean-Claude Cabaret, deputy mayor of Creil
a town with a population of 35,000 located north of the greater Paris region
“The town’s commitment to international solidarity is logical given the make-up of its population”
referring to the launch of a second phase of the Water and sanitation project in Nabadji Civol
a rural commune in the north-east of Senegal with a population of 60,000
After a successful first phase that improved access to drinking water for over 3,000 people and enabled the construction of sanitation facilities in two schools and the commune’s market
eight villages with no access to water and four schools with no toilets will benefit from this second phase
This new phase was launched on 5 October last with the signature of the operational agreement by Pierre Jacquemot
in the presence of the deputy mayor of Creil and the international relations mission coordinator

Atelier Espace Libre | an urban ramp connects city and landscape in France
The project – developed by the French urban and landscape design office “Atelier Espace Libre” with the support of the city of Creil – moved from a plan aimed to connect two urban districts into an ambitious landscape design which – by respectfully adding footpaths
and panoramic terraces – also unveils the natural environment and the ecosystem of the Oise valley
The necessity of linking a suburban neighborhood built after World War Two with the city center – from which it is separated by a hill – and improving urban accessibility provided the opportunity to conceive a larger project which comprised the regeneration of the Creil urban space
The 1.2-kilometer / 0,7-mile long footpath includes a 100-meter-long pedestrian bridge which
ends with an observation deck providing exceptional views over the city and the river
The structure of the bridge is made of steel and clad with oak and larch wood boards

France’s Ministry of the Armed Forces has announced the winner of a tender for a PV power plant at the Creil air base
The procurement exercise was started in August
French company Photosol secured the contract and will be responsible for development and construction of the 246 MW solar park
which is expected to cost around €130 million
The plant will feature 547,000 solar panels on 180ha of the 253ha site. Set for commissioning in 2022, it should generate around 241 GWh per year. The project is due to be France’s second largest solar plant, after the the 300 MW Cestas solar farm installed on a 250ha site near Bordeaux in 2015
which claims to be the sixth largest French PV generator – and second largest independent – was awarded the project by secretary of state to the minister of armed forces Geneviève Darrieussecq
who said “Photosol brings together all the technical and financial skills essential to the smooth running of the project: [The] flexibility of an SME [small or medium-sized enterprise] and financial solidity.”
The tender also included construction of three smaller plants at military sites in Querqueville
Saint-Christol and Valbonne and the winners of those contracts will be announced soon
Darrieussecq’s communications advisor said a new 200ha tender will be launched this month
“It will be more fragmented because it has 12 sites,” she told pv magazine
the ministry plans to hold tenders for 400ha of land every six months

a rampart against difficulties and a fundamental presence in this sensitive region
The new social center of Creil City has been inaugurated in the end of April 2015
as a fundamental corner stone of urban renovation project which gives a new look to the Plateau Roucher
Over the last decade, Creil City in partnership with Creil Metropolitan and Urban Renovation National Agency, lead the urban renovation strategy of Rouher region. This area, located on the left shore of Oise, on the plateau overhanging the city, is typically a great set of constructions of 1960’s, made by orthogonal bars and towers.

Arjan Smit gazes out over his tulip fields
a riot of red and pink flowers he has cultivated all his adult life and part of a family business his grandfather started in 1940
The 55-year-old has seen many changes over a long career but he says climate change is making an all-consuming profession even harder
raining and you can see the result,” he said
the fields of Smitflowers are a picture-perfect row of flowers
the type found on Dutch tourist brochures that attract visitors from around the world
where tulips have fallen victim to the rain
we lost around eight to nine percent of the bulbs in the field
That means we are now starting to harvest our bulbs but we have lost a minimum of 13 percent of the new bulbs for next year.”
And rising temperatures mean hotter spring and summer periods in the Netherlands — a deadly combination for tulip farmers
“When I started this work around 30 years ago
we had to water (the fields) two to four times in a (spring) season,” said Smit
Smit produces 11 million tulips of all different varieties in a year-round operation combining natural cultivation with a huge greenhouse and cool room system in the winter
Lining his office walls are pictures of Smit flowers in famous hands
including him offering a bouquet to Queen Maxima
“King Willem-Alexander was really jealous,” he grinned
But the challenges for Smit and his trade were laid bare in late April
torrential rain and hail all came in one single day
This all adds up to a “difficult situation” for the tulips at the moment
the roots did not grow down far enough in search of water
that in a warm period they will not have enough roots to drink all the water they need and they will die again and we will have a very bad harvest period.”
The answer for Smit and his 18 staff is constant vigilance
“All we can do to adapt (to climate change) is to be awake 24/7
to see what is happening with your products on the field
If climate change is a longer-term challenge
Dutch tulip farmers are fretting about an even more imminent threat — increased Brexit border controls
physical checks are now required for many plants and flowers entering Britain
Traders on both sides are worried about delays and damaged produce
said there was still “uncertainty about waiting times” and “not yet sufficient” capacity to carry out the checks
“Companies say they are considering not sending plants during the first week of border controls,” said Rozendaal
amid reports from Britain of garden centers stockpiling
Smit estimates around 80 percent of his crop ends up abroad — he sells directly to an exporter — and any delay during border checks would be “catastrophic” for the flowers
the genial farmer is upbeat about the prospects for his son
who will be the fourth generation Smit running the family business
“It’s hard but when you control this in a good way
you can have a good profit in the bulbs industry

Viessmann has acquired two French heating technology companies in a move designed to expand its plant engineering business in the French market.
Stein Energie Chaudières Industrielles SA (SECI) and Sodiet Industrielle de Creil SA (Sodiet) from the Stein Energy Group have a strong reputation in the French market, according to Viessmann.
“The two companies have not only excellent market access and major technical expertise, but also high brand awareness,” said a statement from the company.
“With a product portfolio of flue tube boilers up to a performance of 50 MW, SECI and Sodiet operate in the medium and large boiler market segment, which has major potential in France,” it added.
The two acquired companies have a combined workforce of 80 employees and recorded sales of $26.1m (20m euros).
The headquarters of Sodiet and SECI are in Cernay, around 20 km from Mulhouse.
Cyril Dufau-Sansot (DufC) has taken over responsibilities as managing director.
