informed members of his meetings and consultations where members made significant progress on how to move forward on improving the functioning of the CTG
Of the almost 30 suggestions for improvement
the Council agreed to act on 15 and left the remainder for further discussion
The specific measures include the integration of CTG data into the Trade Concerns Database and the introduction of the eAgenda into the work of the CTG
The eAgenda allows members to electronically add agenda items
raise and support specific trade concerns (STCs)
and upload statements ahead of Council and Committee meetings
Members welcomed the progress made and committed to continue engaging on further efforts
including how best to improve the discussion of trade concerns
transparency and notification requirements
Delegations thanked the WTO Secretariat for compiling in record time a document that presents a compilation of “next steps” that will assist members in consolidating and deepening progress
Ambassador Oudot de Dainville thanked members for engaging in a constructive exercise that will be very positive for the future work of the Council
The Council heard 41 trade concerns on maintained or newly introduced measures by over 20 WTO members
including non-tariff barriers on agricultural products
quality schemes for agricultural products and foodstuffs
domestic certification and administrative procedures
These concerns encompass a wide range of sectors (agriculture
forestry and food products) as well as specific products

Members were unable to agree on a proposed list of names of chairs for the CTG subsidiary bodies
Ambassador Oudot de Dainville reported that he and the outgoing Chair of the Council for Trade in Services
had met the coordinators of the four regional groups and other members in March
which resulted in a provisional list of names for the subsidiary bodies of both councils
“I regret to inform you that there is no consensus on this provisional list of names,” Mr Oudot de Dainville said
He called on delegations concerned to keep exploring possible solutions
The Council elected Ambassador Adamu Mohammed Abdulhamid of Nigeria as Chair for the upcoming year
The next formal meeting of the CTG is scheduled for 6-7 July 2023

The course aims to increase participants' capacity to monitor trade policy developments
to learn about the WTO's dispute settlement system
and to actively participate in WTO negotiations
Participants also get the opportunity to participate in roundtable discussions with Geneva-based government officials and external trade experts
Referencing his experiences as a delegate to the WTO
Mr Oudot de Dainville encouraged participants to take a proactive role during the two-month course and to benefit from information that could help their countries boost their participation in the multilateral trading system
emphasised the practical nature of the course and urged participants to play an active role by sharing their experience and asking questions
the course provides hands-on training that builds on the trade knowledge participants have acquired during Level 1 and Level 2 courses

Established in 2010, the WTO Chairs Programme seeks to bring together institutions into a network that works with the WTO and policy-makers on trade-related research, curriculum development and policy outreach. The programme currently comprises 35 universities. A call for applications from underrepresented regions is open until 30 June.
Two sessions will be organized as part of the Global Review of Aid for Trade 2024. One session will focus on evolving trade priorities for least-developed countries (LDCs) and another on LDCs' participation in digital trade. The full programme of the Global Review is available here.
Director-General Ngozi Okonjo-Iweala will meet the participating WTO Chairholders on 25 June to discuss their role in supporting trade negotiations and in better harmonizing the work done in Geneva and in the regions and in economies where they are based

The Council heard 41 trade concerns on measures maintained or newly introduced by 25 WTO members
These concerns were raised over a wide range of measures
import licensing requirements and countervailing duties
Many members took the floor to express their strong opposition to the invasion of Ukraine
The Russian Federation responded by saying that the WTO was not the proper venue for a discussion of this nature and expressing concern over the restrictive measures introduced by several members on Russian products and sectors in response to the conflict
These members noted those measures would not have been introduced if Russia had not invaded Ukraine
Members welcomed the report by the WTO Secretariat in document G/L/223/Rev.29, which contains the status of notifications under the provisions of WTO agreements in Annex 1A of the WTO Agreement
The document's latest revision updates the information on the notifications submitted by members up to 31 December 2021
Members considered the document very informative and thanked the Secretariat for the update
Some members expressed concern about the lack of improvement in notifications compliance across agreements since the report's previous revision
They further noted that the challenge of incomplete and missing notifications was not limited to members of a particular region or grouping
despite the availability of Secretariat assistance and training opportunities
Members reiterated that addressing the operation and effectiveness of current notification practices, as recommended in the proposal on transparency and notification procedures
would be a practical means of making progress on these issues with a view to strengthening the WTO's performance in this area
The chair, Ambassador Lundeg Purevsuren of Mongolia, drew members' attention to the Beta version of the Notifications Portal, available in notifications.wto.org
which was released by the Secretariat at the beginning of this year for members' review
all general information concerning notifications and the information for the agreements on trade in goods summarized and presented following the template of document G/L/223/Rev.29
Chad said that an agreement on this decision would make an important contribution to remedying the difficult circumstances that graduating LDCs were encountering
particularly as a result of the COVID-19 pandemic and the conflict in Ukraine
It would also contribute to the further integration of LDCs in the multilateral trading system
Some developed country members acknowledged the challenges that LDC members were facing as a result of two consecutive and overlapping global crises but also noted gaps remaining in the information that is needed for this proposal to be workable from a technical perspective
they stood ready to consider ideas and proposals with the LDC Group as to how to address those gaps
The Council was not able to reach a consensus on a slate of names for its subsidiary bodies
Members agreed to suspend this agenda item and to reconvene the Council as soon as a slate of names was ready for its consideration
the Council elected Ambassador Etienne Oudot de Dainville of France as its new chair for 2022
and thanked Ambassador Lundeg Purevsuren of Mongolia for his service as chair for 2021
The next meeting of the Council for Trade in Goods is scheduled for 7-8 July 2022

France has contributed just over EUR 34 million (approximately CHF 33 million) to WTO trust funds over more than 20 years
