With the experiment to install gaming tables in the heart of the capital set to come to an end on January 1
as a result of the motion of censure voted (the extension of the experiment was part of the finance bill)
many are asking why there is no casino in Paris intra-muros
Although France now boasts some 200 casinos throughout the country
legislative and social reasons for this exception
linked to morality and the prevention of gambling abuses
The absence of casinos in the capital is the result of a series of laws put in place over a century ago
designed to protect the working classes while regulating the gambling industry
the French Civil Code defined the conditions for opening casinos in France
authorizing them only in spa towns and seaside resorts
the aim being to maintain a distance between large urban centers and gambling
In 1919, this restriction was reinforced by a ban on casinos within a 100-kilometer radius of the capital. The only exception was the casino at Enghien-les-Bains
This ban on casinos in Paris is designed to avoid the risks of addiction and the negative social impacts that such establishments could generate
the capital has seen the opening of experimental gaming clubs
the question of whether or not to set up real casinos in Paris is still being debated
pitting the advocates of economic modernization against the defenders of a strict social framework

French casinos are required to be built around a balneario
The requirement comes from a 1806 law enacted by Napoleon who legalised casinos in thermal and balneario complexes in an attempt to curb illegal gaming and attract French people towards other regions of France
exceptions and additions over the last 200 years to include casinos in areas that do not meet the initial requirements
But it has left a lasting impact on French people
many of whom still associate casinos with being near the seaside or lakes by law
“Napoleon understood that gambling existed in areas where people liked to meet-and-greet but
to be seen – such as in health resorts,” said Marie-Reine Jazé Charvolin
a real estate expert and author of a study on spa resorts
Aix-Les-Bains’ municipality had decided to build an area dedicated to ‘games’
a broad denomination aimed at diluting gambling activities

The law motivated many cities along the coast or known for being spa resorts to build casinos in an effort to attract tourists’ money
1858) with the Bellevue Casino or Deauville and Trouville-sur-Mer (Normandie
the latter generating enough attraction and money to develop as a fully-fledged city
But the law has changed over time to ease most of the restrictions

health resorts were included in the list of cities allowed to open a casino
a law was ordered to forbid the construction of any casino around a 100 kilometre-radius around Paris – only to include an exception in 1931 for Enghien-Les-Bains (Val d’Oise)
three popular gambling games in the United States
were authorised through a decree in 1969 while slot machines were forbidden until 1987
The abundance of laws and regulations around the casino hampered the industry
with the amount of casinos declining year-on-year
and motivated the government to soften the rules around gambling activities
An amendment in 1988 authorised casinos to be built in cities of more than 500,000 inhabitants with a 40% participation in established cultural activities such as operas or theatre centres
Lyon (Rhône-Alpes) and Bordeaux (Gironde) were then able to open casinos while not being considered spa resorts or balneario cities
Municipalities can debit up to 15% of the amount of cash generated by the casino
Some 202 casinos were officially recognised by the government in 2021

The top three towns in France ranked based on residents’ reviews according to quality of life have been revealed by an online poll
We look at the top three and see why they are considered the best places to live by residents
The Ville-ideale website draws on 84,610 reviews of over 8,110 towns to determine which towns are the most desirable to live in
Residents award their towns marks out of ten in nine categories: Environment
The towns that scored the highest overall on average for these nine rankings are:
Comments by residents praised Anthony’s high quality of life
and its proximity to good transport links including an airport
Users commented that it is a beautiful town with all the amenities of a large city
Residents say its proximity to Geneva is a major advantage
as are its beautiful lakes and mountains and employment opportunities
it was criticised for the lack of dynamism outside the peak tourist seasons
This town was praised for restricting new buildings to the main roads
and keeping the banks of the river Marne in good condition
and enjoyed its selection of shops and markets
as well as its high-quality education options
Yet others criticised its high cost of living
The rest of the top 10 towns are Sceaux (Hauts-de-Seine)
Tenth placed Angers has fared well in several rankings in the past few years, including a new list released by le Journal du Dimanche on January 27
The 500-strong list of the best towns with more than 2,000 residents put the Maine-et-Loire town on the top spot
The same ranking put Angers on the top spot in 2022
for towns with fewer than 200,000 inhabitants
it put Guéthary (Pyrénées-Atlantiques) on top
In contrast, another ranking published last week by the website VilledeReve.fr (‘dream town’) - which has a vast database of more than 34,900 towns across France based on a wide range of official statistics on everything from health to leisure facilities to safety - put Villard-de-Lans (Isère)
and Guérande (Loire-Atlantique) on the top three spots
That ranking particularly rewarded the factors of dynamism
The top three in ville-ideale’s rankings for each category are:

With the final version of his research report entitled NEW INPUTS
Richard Barrett concludes the documentation of research carried out for the Lectorate “Music
Society and Education” at the Royal Conservatoire
NEW INPUTS proceeds from the question: how can we enrich the vocabulary and possibilities for musical improvisation by investigating how improvisation is discussed in other artistic disciplines? The output from this question took multiple directions and forms

For a taste of Deauville (the Normandy resort town) on the fringes of Paris
you simply need to visit Enghien-les-Bains
à spa settlement which has been populated since at least the Middle Ages and perhaps even earlier
the lake provides a gentle and peaceful escape from Paris and is home to vestiges from the universal exhibition
Here’s your ultimate guide to the best things to do in Enghien-les-Bains
If you thought that the name ‘Enghien-les-Bains’ doesn’t sound very French
the name comes from the town of Enghien near Mons in Belgium
Enghien-les-Bains has been referred to as such since the 1600s
when what was once a suburbs of the nearby city of Montmorency (what is now Enghien was little more than a fishing community) was inherited by the princes of Condé
The Flemish branch of the French Royal family renamed the town of Montmorency as the duchy of Enghien
Though Montmorency never officially changed its name
the swampy marshland surrounding Enghien retained the new name
It wasn’t until the 19th-century that the -les-Bains part of the name was added to both distinguish the French settlement from the city of Enghien in Belgium
as well as denote the spa-resort nature of the town
Since the 1800s, Enghien-les-Bains has welcomed visitors to its thermal spas and baths. The town is also home to one of the largest and most popular casinos in France. In more recent years, Enghien has been featured in plenty of popular culture, including in the Amelie film
The chief purpose many have for escaping from the hustle and bustle of busy Paris to the countryside is relaxation
most of the activities on offer around the lake are of a gentle nature and it’s incredibly easy to forget that you’re under a fifteen-minute train ride away from one of the most popular cities in the world
one of my favourites is to take the 3.3 km walking route along the banks of the water and soak up the views
One of the most gorgeous aspects of Enghien-les-Bains is that there are plenty of buildings from the Belle Epoque era dotted across the shores of the lake
Some particularly interesting structures of note include plenty of wooden-framed villas constructed after the Normandy style
Look even closer and you’ll also spy neo-classical villas
One of the main historical buildings in the town is that of the church of Saint-Joseph
which can be found just steps away from the main thoroughfare which makes its way through the heart of the town
The first church was financed by a wealthy couple in town and was constructed between 1858 and 1860
The church was again modified in 1866 and in 1927 which resulted in the structure you can see today
no guide to Enghien-les-Bains would be complete without mentioning the theatre and casino
An all in one building on the fringes of the lake
the first casino was installed in the town in 1901
but was soon replaced by a newer building in 1909
the structure was used as a military hospital
Then a law prevented gambling and the use of the building as a casino from 1920 right up until 1931 when the prohibition was lifted and the casino was once more allowed to open its doors
The last restoration of the casino and theatre took place in 2005. Visit today and you’ll soon discover a peaceful rose garden nearby. You can discover all the latest events going on at the theatre on the theatre’s website
Though you might want to make a weekend of your trip to Enghien-les-Bains, if you’re shorter on time, or simply wish to be whisked away from the city for a mere few hours, then you can easily take a day trip from Paris to Enghien-les-Bains
The journey time between the two destinations is a mere 13 minutes on a transilien train (line H) from Gare du Nord
I personally recommend picking up some picnic supplies while in Paris before departing to Enghien-les-Bains as local markets and supermarkets are fewer than in the French capital
there are also a variety of takeaway shops and small supermarkets
there is a tourist office just across from the train station where you can get leaflets and brochures depicting guided walks (one for around the town and the other for a self-guided tour around the lake
The tourist office is open on a daily basis
though closed for lunch between 13:00 and 14:00
The brochures and leaflets detailing walks around the town and lake are free and the tourism staff are friendly and professional
