Alice Fougere (Nassichuk) passed away peacefully at the age of 91 at her home in Powell River on February 27
The only regret in Alice’s life was having to retire at age 65
she would still be working in the office at Brooks Secondary School today
Although her health slowed her down slightly in the past few years
it in no way impeded her ability to make her weekly Lotto Max and Keno purchases
Alice was born in Powell River to Katie and Bill Nassichuk
graduating from the old Brooks School in 1952
In her youth she worked at The Panda Cafe and at the Fiesta Restaurant on Marine Avenue
What she really wanted was to be a police officer
she chose to leave that path to her younger brothers
she worked at the Woodward’s food floor for six months
she began her career with School District 47 after her old principal came to the store to headhunt her for his school
She started working as the secretary in the main office at Brooks School in 1953
Many people say that she ended up doing a lot of “policing” there over the years
where she affectionately became known as Miss Brooks
“big bucks” in comparison to her days at The Panda decades earlier
Alice married Leonard Fougere in June 1957
linking her to all the Powell Riverites who
There they raised their four beautiful boys
She never dreamed of also seeing all her grandchildren graduate
Witnessing all those milestones for the family brought her so much happiness and pride
Alice continued to keep in touch with (and an eye on) many kids she saw go through the school system in Powell River
While her unofficial title when working was “Miss Brooks,” in retirement she was affectionately called “Mrs
Google.” She always seemed to know the who
why and how of countless people and stories
and kept her valued friends and contacts very close right up to her final days
Alice often knew what people were in need of
and she was selfless in always giving her help to them
She managed to continue to do so even when she became housebound
Alice is survived by her sons Blake (Brenda)
her 11 grandchildren and five great-grandchildren
as well as her sister Julie Forbes and brothers Walter
She was predeceased by her husband Len (2017) and brother Michael (2018)

Classical novae are thermonuclear explosions in stellar binary systems
While γ rays from the decay of the former radioisotope have been observed throughout the Galaxy
Its half-life (2.6 yr) would allow the observation of its 1.275 MeV γ-ray line from a cosmic source
the prediction of such an observation requires good knowledge of its nucleosynthesis
γ)23Mg reaction remains the only source of large uncertainty about the amount of 22Na ejected
Its rate is dominated by a single resonance on the short-lived state at 7785.0(7) keV in 23Mg
we propose a combined analysis of particle-particle correlations and velocity-difference profiles to measure femtosecond nuclear lifetimes
The application of this method to the study of the 23Mg states
places strong limits on the amount of 22Na produced in novae and constrains its detectability with future space-borne observatories
this is at odds with the predictions of the nuclear Shell Model (SM)
Here we propose an experimental method for measuring short ≈fs lifetimes
This method has been applied to the key state in 23Mg in order to obtain an independent measurement and
and realistic estimates of the maximum detectability distance of novae in 1.275 MeV γ rays are derived
a plastic scintillator and two small drift chambers placed at the entrance of the spectrometer
This led to an unambiguous identification of the 4He particles
The 4He particles were detected up to an angle in the laboratory of 10.0(5)° relative to the beam axis
the velocity at the time of the reaction (βreac = vreac/c)
and the angle of the 23Mg nuclei (θrecoil) have been determined by measuring the momentum of the 4He ejectiles
a The energy of the measured γ rays is plotted as a function of the angle between the γ ray and the 23Mg emitter
This matrix is conditioned with the detection of an α particle at 5.2 < Ex < 5.4 MeV in the VAMOS++ magnetic spectrometer
The γ-ray transition (\({E}_{\gamma,0}=4840.{0}_{-0.4}^{+0.2}\) keV) from the Ex = 5292.0(6) keV excited state in 23Mg is clearly observed
The background observed here is mostly due to random coincidences between γ rays from the Compton background and α particles produced in fusion-evaporation reactions between the beam and 12C and 16O impurities deposited on the target

both velocities βems and βreac were measured simultaneously
The two velocities are not identical since (i) the 23Mg nucleus slows down in the target before being stopped (≈500 fs) and (ii) there is a time difference between the reaction and the γ-ray emission due to the finite lifetime of the state
is a function of the lifetime of the state—a longer lifetime gives a larger value of Δβ
is based on the analysis of velocity-difference profiles

The line corresponds to the prompt γ-ray emission when βems = βreac
The points observed on the left of the line (βems < βreac) correspond to delayed γ-ray emissions

It shows unambiguously that the key state (in red) has a lifetime 4 < τ < 40 fs
The red-shaded area corresponds to the simulations with lifetimes within 1σ uncertainty

which are larger than the real experimental uncertainty
and the vertical error bars to the statistical uncertainty
the measured values of the lifetime are compatible with shell-model calculations
the new maximum detectability distances of 2.7 and 4.0 kpc
on which the reaction rate uncertainty obtained here leads to an uncertainty of 18%
These new estimates suggest a large chance for the possible detection of the 22Na γ rays produced in ONe novae by the next generation of space-borne γ-ray observatories
The velocity βreac of the 23Mg nuclei at the reaction time was derived from the momentum of the α particles measured with the VAMOS++ magnetic spectrometer and from the kinematics laws of energy and momentum conservation in the case of the 3He(24Mg,α)23Mg two-body reaction
The parameter γbeam was measured prior to the experiment
γreac was then determined from the measured γα and a γ-ray transition was detected in coincidence
The velocity βems of the 23Mg nuclei at the γ-ray emission time was derived from the measured γ rays
Since the 23Mg nuclei are moving at the time of the γ-ray emission
with the measured energies Eγ shifted from the center-of-mass energy Eγ,0 according to
R < 1 since the \(\texttt{AGATA}\) detector was located upstream of the target
The angle θ between the γ ray and the 23Mg recoil nucleus was derived from the measured (θ
ϕ) of the γ ray and the α particle using the formulas
\(\texttt{SHIVA}\) and \(\texttt{MESA}\) use two basic criteria for the ejection of a specific layer: if its velocity achieves the escape velocity (~1000 km s−1)
or if its luminosity becomes higher than the Eddington limit (when the force exerted by radiation exceeds the gravitational pull) and hence
the condition of hydrostatic equilibrium no longer holds

The sprinters start stage 4 of the 2021 Tour de France as the prime candidates again
Peter Sagan and Tim Merlier will all have their eyes on stage honours
meaning Alpecin-Fenix picked up their second stage win in a row
was marred by a plethora of high-profile crashes
Geraint Thomas crashed early but was able to continue
Caleb Ewan and Jack Haig all hit the deck in different incidents
Haig and Robert Gesink were forced to abandon the Tour de France
whilst others that finished may not be able to start stage 4 due to their injuries

but Fougères is the finish location and has featured in multiple editions of the Tour de France in recent years
the town hosted the finish to stage seven in 2015
where Mark Cavendish sprinted to victory ahead of Andre Greipel and Peter Sagan
With just over 1,300 metres of climbing to take place over 150 kilometres
there are no king of the mountains sprints
This means that Ide Schelling only needs to finish the stage to retain the polka-dot jersey
The stage is also one of the shortest of the 2021 route
The intermediate sprint takes place in Vitré at kilometre 114
the green jersey contenders will all look to gain as many points as possible
just over 35 kilometres will remain until the finish in Fougères
This may deter some of the sprinting teams from going all-in so close to the end
choosing instead to conserve their full power for the finish
The peloton will enter Fougères from the east side of town
The first key moment in the final kilometres is a left-hand turn at a roundabout with around 2.8 kilometres to go
This will bring the riders to the southern side of town
it is a right-handed which will send the riders into Fougères
There will be a significant battle for position ahead of this corner
which could have a substantial impact on the stage outcome
The finish line is on a minor uphill gradient and kinks slightly to the right
timing their effort correctly will be key to victory
Many of the stage three favourites were taken out of contention before the final kilometres on stage three
we hope that all riders will make it to the finish without being upended in a crash
Mark Cavendish was one of those affected yesterday
denying him the chance of winning a 31st Tour de France stage
Cavendish was the winner when a Tour de France stage last finished in Fougères and he has a chance of doing it again six years later
That was his 26th stage victory at the Tour de France
though the ‘Manx Missile’ hasn’t won at the Tour for five years
Michael Mørkøv is one of the best leadout men in cycling
his presence will only be of benefit to Cavendish’s chances
Alpecin-Fenix boast an exceptionally strong sprint team at the 2021 Tour de France
which was on full display when Tim Merlier won stage two
though this was partly due to Caleb Ewan and Peter Sagan crashing behind
Philipsen and Merlier have both won sprint stages at Grand Tours in the last 12 months
Although Wout van Aert has the abillity to win stage four
he has stated that he will be conserving his energy for the time-trial on stage five
Bryan Coquard has never won a stage at the Tour de France
but that doesn’t mean he’s not a contender for stage four
Just over 100 kilometres separate Coquard’s birthplace (Saint-Nazaire) from the stage finish location in Pontivy
Coquard was one of the riders to crash on stage three
Groupama-FDJ are battling for GC with David Gaudu this year
but will direct their focus to former French Champion Arnaud Démare who won four stages at the Giro d’Italia last season
Groupama-FDJ lost Ignatas Konovalovas when he was caught up in a stage one crash
which hurts Démare's chances as the Lithuanian champion would've played a pivotal role in his leadout train
Démare was another of the many riders that were brought down before being able to sprint for stage three — if he isn't hurt
The Australian looks unlikely to start stage four
Sagan suffered a haematoma and cut on his hip
though he should be able to start stage four

2019 5:10 PM EDTNearly 300 dead bottlenose dolphins — three times as many as normal — have washed up along the beaches of the Gulf Coast this year
While scientists can’t explain the sudden surge
282 bottlenose dolphins have been found across four states in varying degrees of death and decay
a Marine Mammal Scientist at the National Oceanic and Atmospheric Administration (NOAA)
Mississippi has seen the largest number of dead dolphins
The NOAA has declared the phenomenon an “Unusual Mortality Event,” or UME, which means the number of dead dolphins is alarming enough to warrant an official response. A UME was last declared in the area following the Deepwater Horizon oil spill in 2010; the declaration lasted through July of 2014
Outside experts working with NOAA have pointed to factors like the unusually large amount of rain and snow dumped on the South this winter and the lingering effects of the Deepwater Horizon spill as potential causes
“We do know that this is the wettest winter in the Mississippi valley in 124 years,” Fougeres tells TIME
Heavy precipitation can decrease salt levels in the Gulf
(Bottlenose dolphins are a saltwater species.) According to Fougeres
just about a quarter of the dead dolphins had “lesions on their skin that are consistent with freshwater exposure.” While it’s not unusual to find such lesions on dolphins this time of year
the sheer number discovered has Fougeres and her colleagues concerned
Fougeres is also considering other environmental factors that might contribute to high dolphin mortality rates in the Gulf of Mexico, including a “hypoxic zone” the size of Massachusetts that the NOAA forecasted in the Gulf earlier this month
These zones are created when excess nutrients from farming and human activities contaminate water bodies and lower their oxygen levels — scientists have dubbed them “dead zones” because they suffocate and kill marine life
The NOAA believes this year’s Gulf dead zone will be 7,829 square miles
That’s over 2,000 miles larger than its five-year average
and close to 2017’s record-setting size of 8,776 square miles
While Fougeres does not know whether these “dead zones” directly affect the dolphins
she does think it could affect the availability of their food supply
The stretch of Gulf where the dolphins have been found is also the area most directly affected by the Deepwater Horizon spill. At the time, four million barrels of oil contaminated the Gulf for over 87 days before the spill was contained
and Fougeres suggests that the area’s dolphin population still experiences “some ongoing and lingering adverse health conditions,” which could make them more vulnerable to environmental stressors and illness
(The decomposed state of many of the dolphins has made diagnoses challenging; the NOAA is waiting for full necropsy reports to confirm what the dolphins are dying from.)

Thom Fougere answers my call from a bench in Parc Sir-Wilfrid-Laurier in Montreal
He’s on one of his daily walks during which he parcels out his attention to the projects
as a 34-year-old creative director and furniture designer
Fougere speaks with the gentle starts and crisp finishes of Saskatchewan as he muses on the practice of walking and the resultant opening-up of the self to the environment
“having tune-out time is super important.”
Fougere’s story starts in the middle of the continent; he only recently made the move to Montreal
he left his hometown of Regina to pursue an architecture degree at the University of Manitoba
surrounded by Winnipeg’s unique mix of Beaux-Arts
the architecture of mass scale did not immediately satisfy the creative needs of Fougere
and patterns of design provoked and necessitated by this intimate focus
This focus on the individual reflects the subtlety of his process and aesthetic
preferring to let experiences and his work speak for him
choosing his words as one tracks the curve of wood in furniture
“I became disillusioned by architecture,” he says when I ask about his time at university
His projects tended toward smaller-scale furniture and its placement
and he developed a fascination with Charles and Ray Eames
he spent his first year out of school at an ad agency to fund his steadily growing creative projects
including experimental furniture designs and medium-format photography
Constantly drawing influence from his surroundings
Fougere would travel to Toronto on weekends to exhibit at design shows

where true minimalism has complexity embedded in it.”
It was at these shows that he “caught the bug” for furniture
“It’s a human thing to be drawn to objects and things like collecting in some way—at least I am
And it feels like it’s an innate thing,” he says
It is as if our lived environment can be broken down to a base constituent
composed not of particles but of intimate moments connecting people with products and products with people
An example is the phenomenon of collecting
to which furniture is especially conducive
I picked up a lot of stuff at flea markets in Tokyo.”
Around the time his commitment to collecting and creating furniture was coalescing
he got the gig with EQ3 as a general designer
after a conversation with legendary CEO and founder Peter Tielmann
though Fougere still doesn’t know exactly what
“It was my dream job,” he says of the opportunity
“And I didn’t just treat it like a gift placed in my basket
I took it very seriously.” He went to work
Within the first two months of his tenure as creative director
Fougere radically reshaped EQ3’s direction
He initiated a companywide rebranding that saw everything from the product line to the photography and graphics remodelled to fit the livable
millennial-focused aesthetic the brand offers to this day
Fougere remembers that he approached this overhaul as he would any other design problem: “getting to the root of what [the client] wants and is trying to accomplish
and really kind of jabbing at it and studying what it reveals.” At the time
he was hugely inspired by a burgeoning aesthetic
that was bringing to the forefront the type of personal scenes and intimate relationships with interiors that had initially drawn him into furniture design
“And that still is an influence—just allowing life and the people to be the forefront of what you’re designing and not the object as some art piece that can’t be touched
Modern furniture and modern art always has this
invisible glass barrier that I think the general public is worried about crossing,” he says
adding that he wanted to make sure even his mom and dad could see the possibilities in their own home
“You’re problem-solving for unique current-day problems

The former EQ3 creative director allows life to exist at the forefront of design
creating liveable furniture that still exudes innovation
“I think a lot of my designs happen to exist along the periphery of life, and the backdrop is interesting things that people collect,” he says thoughtfully. After all, the things that surround us make up our dreams and vice versa. But Fougere has committed himself to this exploration of the periphery, reaching beyond the kitschy vagaries of rustic chic. After leaving EQ3 in 2019, he, at the suggestion of friend and collaborator John Baker of Mjölk
took a trip across Japan to check out designs he calls “careful and thoughtful.” It was around this time that he began designing pieces for Mjölk
Travelling to Shaker villages in the northeast United States was part of the research resulting in pieces such as Fire Tools
and rustic simplicity that run through his design endeavours
Fougere is also excited to apasee them wear: “I would argue that brass looks best after years of use.” The sustainability of these traditions also finds expression in his work—see the recyclable exhibition booth he designed for EQ3
Fougere is careful not to romanticize too much his own roots or use them as catch-all explanations for the simplicity and formal integrity of his designs
he now lives in a vibrant metropolis that constantly informs his thinking in new ways
But the inspiration of the Prairies and the pace of life there—as well as his friendship with artist Wanda Koop—have remained important
you take the subtleties of the Prairies for granted,” he says
but after a few years of travelling all over the world for design fairs for his work at EQ3
he returned to the Prairies and a switch flipped
“I think we’re used to looking for what’s exotic and what’s new and what’s interesting in these design epicentres around the world
But there is something really subtle and exotic and interesting about the Prairies when it comes to the materials that exist out there
It kind of renewed my love for the subtlety of the Prairie region; it retrained my eye a little bit.”

But the ability to let the busy cooperate with the slow

As Hurricane Irma churned along the Florida peninsula, several manatees found themselves in compromising situations. You may have read about two that got stuck in mucky limbo near Sarasota

including one at a roadside canal near Crystal River
and several at a residential pond in Brevard County
Stranding is a common phenomenon among marine mammals
and tropical storm systems are just one of myriad causes
or even years after a major storm has blown through that rescuers discover displaced animals
Storm surges and flooding can wash coastal species such as bottlenose dolphins and manatees into waterways or canals
or over sea walls and natural embankments that they otherwise couldn’t scale
“the animals then become stuck—either stuck completely on dry land
or they’ll be stuck in ponds or water bodies that are not connected to the coast,” or that don’t allow easy passage
rescuers will find stranded pelagic species—that is
animals that reside in open water—after a major storm has moved offshore
“It’s possible that large storms could make the animals disoriented
or animals trying to move away from a large storm may end up inshore
but we don’t know if these are the reasons that they strand at these times,” she says
When it comes to rescuing a stranded marine mammal—either one displaced by a storm or for some other reason—conservationists generally prefer that people leave it to trained responders
“We don’t recommend that people take the matter into their own hands,” says Fougères
a dolphin—please put your own safety above the animal’s safety.”
while manatees are generally gentle beasts—“you don’t see an aggressive bone in their body,” Garrett says—when stranded
they’re apt to roll around and swat with their tails
“We have had times when people have intervened and caused more problems
or in trying to get the animal to deeper water
and the animals will aspirate water and can die from that
so we’d rather them call us and work with us,” says Garrett
a citizen released a baby manatee that had washed up on shore back into the water
An infant manatee doesn’t have much chance of survival without adults around
so it’s possible the best option would have been to take it to a rehab facility
his team didn’t learn about the incident until after the fact
Fougères encourages people who encounter stranded animals to consult members of the Marine Mammal Stranding Network
“Our stranding network is skilled and trained to handle live animal situations,” she says—come rain

And being together has “really helped the bounce back from the pandemic”

“And KLG was not immune to all of the kinds of challenges that the whole industry faced as we emerged from the pandemic,” he notes

along with “certain choices” made the during the pandemic such as shrinking the footprint of US schools

we exceeded our recovery target,” Fougere says
“And we’re expecting a strong year in 2023
“We refocused our portfolio in the US during the pandemic
We had 16 schools when we went into the crisis in the US and now we have seven,” he details
bringing the total in North America to nine
“That was a hard decision because we lost a lot of fantastic team members
with issues around visa processing and surges towards study destinations that are viewed as more open
Especially difficult are locations “further afield from the beaten track”
while locations in big cities including New York
“France has been an incredibly strong country for KLG”
ESL has continued to operate under its own brand that has been around in Europe for 20 years
but merging has allowed the Kaplan to strengthen its foothold on the continent
“The vision behind the ESL and Alpadia acquisition hit full stride in 2022,” Fougere explains
there was a massive shift in demand for us from some Asian countries that took a longer time to come out of the pandemic to Europe,” allowing Kaplan to “turbocharge” its recovery in Europe
There’s some countries that have just exploded
“France has been an incredibly strong country for KLG
made up of both a strong Kaplan office and the ESL offices there
And further adding to KLG’s recovery success was the expansion of our Bogota office to 75 team members,” he says
The PIE ventures that the sector could have been sceptical of the merger when it was first announced
that competitor schools may have suspected that Kaplan would be favoured ahead of them
“We have shown that it has worked,” he notes
“We had no ambition to change the ESL name to Kaplan or to convert ESL offices to Kaplan agencies
“We wanted to maintain that identity
The ESL teams work with and advise students on the best possible path for them
Kaplan is a significant part of the portfolio
but we also offer competitor language schools and will continue to do so.”
ESL portfolio is not exactly the same before and after the acquisition
But the ESL portfolio has over 200 schools
“Kaplan doesn’t have schools everywhere and there are certain places in the world where we’re not interested in having schools
In order to offer a full portfolio to students coming into an ESL office
A lesson from the pandemic he mentions are possibilities online
“Even when things started to open up
we’re still seeing a strong demand for 15-hour a week online classes
We were going to phase out the online school and go back to doing what we did before with in-classroom teaching
but we’re keeping the online school open with plans to develop and grow that offering.”
The importance of strong partners is another lesson
“One of the intentional decisions we made during the pandemic was to support our agent partners
We tried to do everything we could to help them get through the pandemic so that
our relationships were stronger than ever.”
“It poses challenges,” Fougere states
Europeans now need passports and staffing is expected be an increasing difficulty for the UK
“We’ve seen demand for Dublin skyrocket and we’re doing everything we can to respond to that demand
Dublin is an absolutely hot destination right now
“We’ve seen demand for Dublin skyrocket”
The UK and Ireland is the part of the overall portfolio that’s really booming.”
In the past a team at London office led on direct sales to the European market
But is it an obstacle that the merger with ESL and Alpadia has quelled
“Part of the acquisition of ESL was their headquarters is in Barcelona with a strong team
We’re straddling the UK and Barcelona offices
is one of the ones that’s integrated and split between London and Barcelona.”
Another opportunity for English language students in Ireland
Interest in work depends a lot on the demographic of student
Fougere responds when asked whether ELT students should have options to work during their studies
will plan a long term stay and need to work in order to finance their time in that country
in which case Australia and Ireland would make a lot of sense because that’s easy for them to do so
“Students can’t work in the UK
But anything students can do to get them into the community and immerse themselves and use the language is going to help them improve their English level
because that’s going to help their language improve a lot faster.”

As it has for been many species, 2018 was a terrible year for dolphins, which are still in what was declared an “unusual mortality event” by government agencies in August
The region’s unrelenting and remarkably virulent toxic red tide is thought to be to blame
Scientific confirmation of its lethal impact on dolphins
Though more 127 dolphins have died in Southwest Florida during the event
there are only 16 definitive necropsy results
And it’s entirely possible that more animals are dying than are being counted

a stranded animal is dead on a beach or shore
or alive but unable to return to its natural habitat without assistance
only three of the stranded animals were alive
This year’s death rate has been grossly higher than the historical average
when more than 20 washed up in a single week
red tide season starts in the fall and ends when Gulf of Mexico temperatures cool in the winter. Karenia brevis
the microscopic organism that causes red tide occurs naturally
though many scientists say its blooms last longer and are more intense due to human activities such as farming and development.
This time around, blooms began appearing in patches along the Southwest Florida coast in October 2017
infesting waters from Tampa Bay to the Florida Keys in whack-a-mole fashion
disappearing in one place only to reappear in another
Red tide can kill dolphins in several ways
they can die from inhaling the toxins or by eating red-tide exposed creatures
But because the toxic bloom has killed off so much of the dolphins’ food
it can also kill them by weakening or starving them
“We are concerned about the long-term health impacts of losing the majority of their prey to such massive fish kills,” she said
“We have reports of dead fish just littering the (ocean) bottom.”

And lack of fish can turn dolphins into beggars
which in turn increases their risk of death
After a mortality event in 2005 and 2006
“the dolphins in that area interacted more frequently with humans (and) would turn to humans for food
which led to the death of about 2 percent(of the remaining population),” Fougeres said
Since agencies began tracking these death events in 1991
dolphins in the Gulf of Mexico have had four events associated with red tide
The one in 2005-06 killed approximately 190 bottlenose dolphins
With this still-in-progress event trailing that one by 70 dolphins
NOAA is “fairly overwhelmed,” she said
“but we are bringing in assistance from across the state to help us recover and necropsy these animals … our stranding network partners from across the state of Florida in the southwest right now working to assist us.”
So many bodies to examine has been a stiff challenge

The red tide toxin doesn’t appear to be killing only old or small dolphins.
“The animals that are stranding are of both sexes, of all different age classes,” said Fougeres. “There's not one class that's being more impacted than another.”

LaSalle said cooking for the Supreme Court came onto his radar when Oliver Bartsch
the court’s current chef and previously the chef for then-prime minister Stephen Harper at 24 Sussex Drive
took part last year in an event at Les Fougères and told LaSalle he might retire soon
LaSalle said more than 20 people applied for the position
and finally cook for the judges and for Bartsch
LaSalle says he will create new menus daily and shop for his own ingredients for soups and salads
LaSalle said he will miss cooking for guests at Les Fougères
which this year ranked 77th on the Canada’s 100 Best Restaurants list
“I don’t know if I’ll be able to find that in this new chapter
LaSalle grew up in the Pontiac region and worked in restaurants in the Outaouais before joining the team at Les Fougères
He has also done internships at Michelin-starred restaurants in France and the U.S
LaSalle won the Ottawa edition of the Canada’s Great Kitchen Party competition
said he hasn’t yet found a replacement for LaSalle
Part said he’s interviewed some strong candidates
including chefs who “might have a different approach to the food” at Les Fougères
farm-to-table cooking since Part was its original chef
“We’re going to see what the strengths of those people are,” Part said
Part said that LaSalle’s dedication and character were “exemplary.” Part and his wife have been through a “grieving process” since they learned LaSalle would be leaving
“He’s one of our greatest friends,” added Part
who himself won Ottawa’s Gold Medal Plates competition in 2008
Part devoted more energy to the restaurant’s large boutique filled with take-home food and its wholesale operations
LaSalle said he couldn’t ask for better mentors than Part and his wife
He said it was very important to leave the kitchen at Les Fougères in good hands

A big and impressive chapter in the three-decades-long story of Restaurant Les Fougères ended late last summer after its celebrated chef
served his last “Mouth of the St-Lawrence” main course
favouring a job with regular hours and a pension
which has ranked as high as 61st on the annual Canada’s 100 Best Restaurants list
I feel like Les Fougères is at least as good as it ever was
This restaurant has been top-tier since it opened in 1993
Part was its chef until La Salle took over about five years ago
and Part was also no slouch in the kitchen
He won Ottawa’s Gold Medal Plates Competition in 2008 with a refined seafood dish that he called “Mouth of the St-Lawrence.” An upsized version of his winner has been on Les Fougères’ menu ever since
previously the sous chef at Supply and Demand on Wellington Street West
another Ottawa-area restaurant that has cracked the Canada’s 100 Best Restaurants list
who was previously the chef at Le Rustiek in Gatineau
Part and his partner and co-owner Jennifer Warren-Part
say that Williams is developing his own dishes
“He has been initiating lovely new ideas,” they say
But dining at Les Fougères wouldn’t be dining at Les Fougères
without three dishes that regulars clamour for
We found that the kitchen under Williams still turns out a delicious “Mouth of the St-Lawrence” ($42)
a raviolo filled with fine salt-cod brandade and mussels
all swimming in a concentrated mussel stock
This dish seems to have been perfected over the years
and I could say the same about Les Fougères’ comforting yet elegant duck confit ($39)
supremely meaty and tender duck leg came with roesti
The last dish with certified staying power is the simple but satisfying Fougères salad of mixed greens ($19) house-cured lardons and goat cheese from Papineau
an hour east of Les Fougères on the Quebec side
We had dishes that were just as persuasive as these signature items
including three impeccably made appetizers
A pretty slab of chicken liver mousse ($16) balanced refinement and decadence
Wild mushroom soup ($17) was earthy and straightforward
while its leek dumpling was an elevated treat
crème fraîche and crispy chicken skin ($22) was the looker and favourite of the batch
offering a mix of flavours and textures with each bite
even with the duck confit and “St-Lawrence” options in the running
was the duo of Beverly Farms lamb loin and lamb belly ($55)
made tender through slow sous-vide cooking and then grilled
pickled and roasted carrots contributed acidity and heft
black cod in a charred onion dashi broth with bok choy ($39)
was well-made but also lighter and more subdued
Two classic desserts ended our meal with rich
Chocolate tart ($15) boasted multiple hazelnut accents while buttermilk panna cotta ($13)
played well with flavours of blood orange and pistachio
we appreciated that cocktails were just $12 while the wine list including interesting and affordable choices such as a pinot noir from Oka
contemporary feel of its undulating bar and open kitchen with the charming rusticity of its blond tables
Packed when we visited on a late February Saturday night
the restaurant blended countryside and modern vibes and was entirely convivial
The restaurant’s long-standing gourmet boutique
along with the part of the business that sends prepared foods to almost three dozen stores in Quebec and Ontario
remain priorities for Part and Warren-Part
But these revenue streams do not land Les Fougères on much-touted lists or compel Ottawans and West Quebeckers to bring out-of-towners there for a quintessentially regional fine dinner
dolphins have washed ashore along the northern Gulf Coast with bullet wounds
and federal officials said they are looking into the mysterious deaths
The most recent case was of a dolphin found dead off the coast of Mississippi
Officials from the National Oceanic and Atmospheric Administration said Monday they're asking everyone from beachgoers to fishermen to wildlife agents to be on the lookout for injured or dead dolphins — and any unusual interaction between the mammals and people
"It's very sad to think that anyone could do that to any animal," said Erin Fougeres
a marine mammal scientist for NOAA's southeast office in St
"There have been some obviously intentional cases."
Fougeres said five dolphins have been found shot
which was first reported by the Sun-Herald newspaper
a dolphin in Alabama was found with a screwdriver stuck in its head over the summer
Still others were missing fins or had cuts to their bodies
"I think it is outrageous," said Moby Solangi
the executive director of Institute for Marine Mammal Studies in Gulfport
And their curiosity and friendship brings them so close that they become targets and that's the unfortunate thing."
Dolphins are among the species protected by the 1972 Marine Mammal Protection Act
Violators can be fined up to $10,000 per violation and sent to prison for a year
The California-based Animal Legal Defense Fund said it is offering a $5,000 reward for information leading to the arrest and conviction of whomever harmed the dolphins
The gruesome discoveries are heartbreaking for Gulf Coast scientists
Fougeres said that two months before the 2010 oil spill disaster off the coast of Louisiana
dolphins began stranding themselves and that there were unusually high mortality rates — possibly due to a cold winter that year
the spill and another cold winter in 2011 have contributed to several deaths within the Gulf's dolphin population
Investigators have also found discolored teeth and lung infections within some of the dead dolphins
experts have tallied more than 700 recorded dolphin deaths
Experts have also found increased "human interaction" cases
which include dolphins tangled in fishing lines — and the more violent incidents
Fougeres cautions that some of the dolphin mutilations might have happened after the animal died from natural causes and washed ashore
She said that in the case of the dolphin with the lower jaw missing
someone could have cut off the jaw for a souvenir after the animal died
"We have to do a necropsy on the animal and collect tissue samples to try to determine whether or not the injury was pre-or post-mortem" she said
She also said that the increase in cases might be due to NOAA's dolphin stranding network becoming better trained to notice cruelty cases or unusual deaths
Some have suggested that the deaths are the work of a few angry fishermen who are upset about bait-stealing dolphins
Yet the majority of fishermen say that while dolphins can be annoying
I was really sickened when I read about it," said Tom Becker
and head of the Mississippi Charter Boat Captains Association
said he's never had a problem with dolphins
The mammals tend to swim behind his boat until a fish too small to keep is tossed over the side

But you don’t have to pay a king’s ransom to smell amazing. Mid-range fougere colognes such as Versace Eros are good bang for buck with decent longevity. If you are new to the fougere world and want to take a walk on the wilder side, you can easily find a quality cologne for well under $50 or less
The best long lasting colognes will take you from your early morning espresso to your final nightcap. Don’t make the mistake of thinking that fragrances featuring sweet, floral or citrus notes won’t last the course
it lasts on my skin for 10 hours or more and achieves it at a lesser price point

The best fougère colognes can be a little tough to get your head around. Lots of notes in perfumery are straightforward—vanilla, or rose, or leather
But fougère is French for “fern”—not something most guys can immediately call to mind
So think: A field of lavender. Damp forest moss. A freshly mown lawn. Aromatic herbs. Put them together and you're getting closer to one of the most uplifting fragrance families there is
Sauvage is perhaps the best-known fougères (or at least the most popular). It has all the right ingredients, too: A fresh lavender-geranium-vetiver core, a crisp bergamot opening, an animalic-woody base made of ambroxan and cedar. Then there's that signature pepper garnish that adds year-round zing to the warm-weather medley.
As smooth as you feel wearing your favorite leather jacket? That's how Masculin Pluriel wraps itself around your body. Leather lingers behind lavender, patchouli, vetiver, and cedar—all the fougère fixings, remixed into an expression of man's softer side.
One of 2021's finest fragrance launches, from YSL's fougère lineup of "Y" scents. This one is the broodiest of the bunch, with its cedar-patchouli-tonka base. Lavender, geranium, and grapefruit round out the fougère credentials, and give this scent some seriously sexy shoulder-season star power.
Another excellent 2021 launch, Prada's latest Luna Rossa remix dials up the aromatic, powdery, and animalic notes. (That's sage, iris, and musk to be specific.) Just as present are the familiar fougère notes, too: vetiver, bergamot, lavender, patchouli. While most fougères feel green by association, here's one that tends blue. It's a day on cool, breezy waters with sun breaking through the marine layer.
