It is with great sadness that we announce the unexpected passing of our mother
even that morning Clara was out working in her yard and doing the things that she loved most
She definitely was listening to birds sing and tending to her flowers
In the years after the passing of her husband
traveling often and embarking on new adventures
She was full of life and enjoyed being in Airdrie with Jaidyn and family and found a new love with puppy Leo
Clara was a woman of faith and an active member of the church
She was also a member of Kamloops Adult Learners and was well-read with current events
She enjoyed reading biographies and watching Wheel of Fortune and Jeopardy daily
Afternoons included talking to her sisters
and Lorraine on the phone and messaging dear friends
Clara is survived by her children: Jacqueline (Dale) Millette and Desmond Fouillard; grandchildren: Jaidyn
Clara is predeceased by her loving husband

But a resident of West Kelowna says she is concerned the water at Willow Beach could also be impacted
as it is just several hundred meters from Rotary Beach and within the same bay
Jessica Fouillard says she and her family went swimming Wednesday at Willow Beach since it was deemed safe by the city

I let poison control know because my daughter has stomach cramps and has been really dizzy
Fouillard called the City of West Kelowna to see if testing of the water could be done
"I was passed on to Interior Health where I was told they won't test the water," she said
Fouillard says her kids also broke out in rashes all over their bodies
"Rotary Beach is in the same same bay as Willow Beach
So if you have deemed one unsafe...the water is all connected at that area
which confirmed the City of West Kelowna does the testing of its beaches
City of West Kelowna spokesperson Jason Luciw tells Castanet Rotary Beach is tested weekly
"We don't test directly at Willow
but the other location is not Willow," he said
The marina is located just south of Willow Beach
Luciw says he's looking into seeing if Willow Beach can be tested
Fouillard cannot understand how the city can deem a beach safe if the water is not tested. Testing results from the current week have not yet been posted on Interior Health's website.
Tourist Felicia Fedor and her family swam at Gellatly Bay Park on July 9 and were also hit with intense symptoms after being in the water
"We have been suffering with it since we came back from the beach
We came from Edmonton and will now have to cut our vacation early and go home
My husband has it (a rash) from his knees down
I have it on my whole body," she said
Interior Health says beach owners/operators are responsible for monitoring their beaches throughout the swimming season and posting advisories as needed
"It is recommended that beach owners have a Beach Safety Plan in place to identify hazards
and to respond quickly to changes in water quality and conditions
including posting advisories," IH said in an email
the City of West Kelowna said the test results on July 5 showed no indication of issues at any beach besides Rotary Beach
“The City does not manage Okanagan Lake
and we cannot know its conditions at all locations
as we do not monitor along the entire foreshore
If Interior Health needs us to test at Willow Beach
we most certainly will do so," the city's statement said
“We are sorry to hear of anyone being sick or unwell
and we sincerely hope they are better soon
We have not received any reports from Interior Health of any lake conditions that require additional beach testing or closures
If people would rather not swim in the lake
we do offer Johnson Bentley Memorial Aquatic Centre and the Kids Care Spray Park as other aquatic recreational locations.”

Benoit Joseph Fouillard passed into Eternal Life at Royal Inland Hospital in Kamloops with his family at his bedside
Ben was the 8th child born to Benoit & Leontine Fouillard (Simard) in St
He is survived by sisters Anita Fouillard and Jacqueline Lemoine and predeceased by siblings Denis
Left to mourn his passing are his loving wife
Ben was first and foremost a family man with a deep faith in God
generous and enjoyed being of help to others
Flying was his passion and he happily told stories of his years as a bush pilot
Not being able to putter in his workshop was a huge hardship for him

Here was Ben working on a motor on his truck
20 years senior to Dale and a recipient of a quintuple bypass
From that day forward Dale became stronger
As neighbors for 40 years We are going to miss our conversations in the driveway with Ben
He could always be seen busy doing something; from building new fences to reroofing his house
His advise to my husband Francis was “Always keep moving
don’t stop.” Our sincerest condolences to your family during this most difficult time

There are several options available – battery electric
hydrogen fuel cells – all of them costly and some of them not quite ready for prime time

Fouillard and Hydra Energy CEO Jessica Verhagen unveiled the world’s first armoured vehicle to run on both diesel and hydrogen
Hydra’s unique business model means there is no upfront cost to Fouillard’s company
The conversion gives the truck an instant reduction in CO2 emissions of up to 40%
and his fuel costs remain the same as what he now pays for diesel
and I really love their model only because it is a way we can take an existing combustion engine
and we can readily convert all of our trucks in a very short period of time,” Fouillard said
Veteran Express has a fleet of nine armoured trucks

The up-front cost of converting a diesel or gasoline engine to something else – battery electric
or hydrogen fuel – can be a serious barrier to adoption
Gasoline and diesel are still the cheapest
most energy dense and most widely available transportation fuels
Hydra’s innovation was to take a page from the Software as a service (SaaS) model to develop Hydrogen-as-a-Service
which eliminates the cost of retrofits to the truck owners
Hydra covers all the up-front costs of converting diesel vehicles to duel-fuel systems
which includes providing the hydrogen fuel tanks
special injection system and fueling infrastructure
customers sign long-term contracts to buy hydrogen from Hydra
which is now planning to build a new electrolyzer in Prince George that will produce 3,250 kilograms of green hydrogen per day – enough to supply up to 65 trucks
Hydra provides its fleet customers with hydrogen at a fixed price comparable to the cost of diesel
The cost of diesel includes carbon taxes and low carbon fuel standards
Those taxes and standards don’t apply to green hydrogen
Hydra makes its profit on the margin between the price of fully taxed diesel and the price of carbon tax-free hydrogen
“We take what we would have paid at the pump
which does include all of the different taxes
and we make the hydrogen equivalent to that
and we make our margin on that,” said Verhagen
no major conversions are needed to diesel engines
By burning a blend of 40% hydrogen and 60%
CO2 emissions can be reduced by as much as 40%
So why not just burn pure hydrogen to get a 100% reduction
That would require a special hydrogen combustion engine
There is a limit to how much hydrogen can be burned in a conventional diesel engine before major changes to the engine are needed
Auto makers and original equipment manufacturers are now planning to build hydrogen engines
but they are still largely in the development stage
In addition to requiring no up-front investment for fleet operators
“With diesel particulate buildup in the engine and on the filters and stuff – it can be a lot of downtime,” Fouillard said
“These engines are running cleaner and more efficiently with this conversion model on it
a big concern of switching to other fuel sources is loss of power and range
“The drivers are always a little bit surprised that the engine runs on hydrogen because it feels so similar to what they’re used to,” Verhagen said
The average lifespan of a diesel engine is about 18 years
so few fleet operators are going to absorb the cost of retiring those trucks early
Hydra’s hybrid hydrogen approach provides a bridge to eventual full decarbonization
which appears to be still many years away for the trucking sector
“There’s almost 500,000 Class A trucks registered in Canada,” Verhagen said
No one’s going to trash all their existing trucks.”

It was a busy summer for Devon’s Kairo Fouillard, who recently returned from the Alberta Indigenous Games (AIG) with a bag full of medals and stories to tell.
Article contentThe 12-year-old captured four medals at the games, including golds in archery and the 200 and 400m kayak before rounding out his collection with a silver in team canoe.
It was an impressive showing for the youth who joined thousands of Indigenous athletes in Edmonton between August 9 and 19 to compete across 18 different sports. After a call went out for athletes to try traditional sports last summer, Kairo attended the 2022 Games, where he picked up the bow for the first time. It was love at first shot, and Kairo has spent the past year honing his skills and destroying increasingly smaller targets.
“He’s always just been very motivated,” says mother Jasmine Fouillard. “Once he finds something he likes, he just dives right into it. He’s watching YouTube videos, he’s reading up on it, just knowing the sport in and out.”
Armed with a new Christmas bow, in February Kairo competed in his first tournament — Kids Shoot for Kids — which raised $12,000 for the Stollery Children’s Hospital.
At the Games, athletes competed in a 3D style tournament of 20 fake animal targets placed around a forested loop. Up against athletes as old as 19, the tween was undaunted by his grizzled competition, instead choosing to let his bow do the talking.
“If someone is always talking smack, I show them up,” Kairo said.
And show them up he did, shooting at one point six consecutive bullseyes on his way to a 541-point score — 89 clear of second.
“Watching him, he’s just so fluid and natural,” Jasmine said. “You need to be calm and not let your anger get in the way, and that’s where he really excels.”
Another target in sight are the North American Indigenous Games, with the next edition scheduled for Calgary in 2027. With some time to kill before then, Kairo hopes to go bow-hunting with his uncles and achieve his first perfect score.

2016 Luc passed away peacefully in his sleep at Actionmarguerite (Saint-Vital) personal care home at the age of 88
He was predeceased by his loving wife and lifelong companion Lucille
Jean Marie Fouillard and Marie Anne Tremblay; his brother George Fouillard; and his sister Anne Marie Gilkes
He is survived by his brother Jean Marie Fouillard; his son Marc (Colleen); and his four grandchildren
MB before moving to Winnipeg to pursue an education and obtaining degrees in arts and civil engineering
1955 he married the love of his life Lucille
and his only son Marc was born the following year
His young family found themselves living in Virden
and The Pas before returning permanently to Winnipeg in 1965 to settle in Windsor Park
After spending time in the oil fields of Manitoba and Alberta Luc began a lengthy career with the Manitoba Department of Highways
Their passports boast stamps of more than 40 countries around the world
Mexico and all over Canada and the United States
Dad also spent much of his 20-year retirement enjoying his new found love for golf
He and his buddies hit the links virtually every morning when the weather was fair
He did not have a judgmental bone in his body
His friendly approachable nature allowed him to freely chat with absolutely anybody about absolutely anything
The last several years of his life were compromised by the effects of several strokes which left him wheelchair bound
He never ever complained about the cruel card he was dealt
He accepted his fate with grace and dignity

Kairo Fouillard keeps bringing home the hardware
Held in Grande Prairie from Feb. 16 to 19, Kairo represented both Devon and Zone 5 after qualifying for the games in Edson. The archery team trained about once a month leading up to the competition, getting together in Grande Cache and Edmonton.
Known for his easygoing attitude, the teen admits he and his teammates were caught off guard after arriving in Grande Prairie for the opening ceremonies.
“We all showed up, and there was a DJ, and it was basically all of us in lanes and loud music. It’s sort of like a rave,” he said.
Unfazed by the interesting start to the weekend, Kairo got to work, joining seven other boys in the U15 Compound Male Archery event. The archers spent day one shooting individually before switching to head-to-head knockout rounds on day two. Paired up based on the day one standings, boys participated in 10 ends, taking turns shooting three arrows at a time.
“He’s always been really good at the mental aspect,” says mother Jasmine Fouillard. “He’s always thinking about how to calm himself and be collected while he shoots.”
Still relatively new to the archery world, during the games, Jasmine and Kairo noticed other competitors using target shooting bows as opposed to a hunter’s bow — which sacrifices accuracy for speed.
“Now we’re going to try an actual target bow and see how that effects things,” Jasmine said.
With the basics down pat, Kairo has been tinkering with skills like his triggering punch and shooting style as he perfects his craft. When he’s not at the range, the busy youth may be found at the hockey rink, taekwondo gym or soccer field.
“[This summer] we’ll be back more into the archery and getting ready for his fun ones, the 3D outdoor shoots that he likes,” Jasmine said. “Just whatever works with his schedule.”
Kairo might need to invest in a bigger trophy case.

Braelynn McLean has turned her passion for animals into a business that raised $300 for Twin Meadows Animal Rescue in Fernie
The nine-year-old Elkford resident started her own animal waste pick-up service Poop 9-11
She spent the month of May picking up after pets and cleaning chicken coops using scoopers
garbage bags and gloves that she purchased herself
and taking the waste she collected to the dump
She was challenged to raise $300 by Ken Rawson
Cory Fouillard provided a further $300
McLean's mother Michelle D'Auteuil said that her first job experience has been a positive one, teaching her to be a responsible and independent member of the community
"I think she's learned the importance of hard work and making money
Having a goal and having the drive to meet that goal is really important," she said
D'Auteuil said McLean has always had a passion for animals
having cared for three rescue cats and two dogs
and volunteered with a veterinary clinic in Pincher Creek.
"Her dream job would be a veterinarian," D'Auteuil added
McLean is planning to continue with her job this year
and grow her business into a dog walking service.

A distraught family in Cape Coast in the Central Region is unhappy with the Bakano police station for its handling of the case of their missing 72-year-old relative
after reporting the case to the police about a month ago
not much has been done to help the family find their relative
Hubert Fouillard said after going through all the necessary processes
the police have left the family to their fate to carry out the search on their own
we went back to the police station to find out what was going on
I went to MTN to find out my brother’s phone records
they couldn’t give it to us because it’s the CID who had to go for a court order for it,” Hubert Fouillard lamented
He maintained that “When we went to the police station for the court order
the police officer said we should put something on top for the officer who has to sign
So I asked why should we pay something because I hadn’t seen any investigation done
They haven’t even gone to the house to look for a clue
My brother has been missing for about three weeks and the police have not been to the house
so I don’t know what the police are doing to find my brother”
Hubert Fouillard wonders why the police would treat the case with such a lackadaisical approach
When Citi News followed up to the police station in question
declined to speak on camera but said he was done with the necessary documentation and processes; and was yet to contact the family for the next line of action
When asked how the searches for missing persons are conducted by the police
the officer said the family would have to carry out the search on their own once the police extract is given to them
The family of the missing person is not enthused with this response
They are at a loss as to why a family must report the case of a missing person to the police only for the Police to leave the search solely in the hands of the distraught families or relatives

Claire's memory will be lovingly cherished by her husband Wayne; children
she moved to Winnipeg with her family where she met and married Wayne and raised her children
Claire always had a dream to one day move to the Okanagan Valley
That dream finally came true in 2000 when Claire and Wayne bought their home in Vernon
She loved it there so much but found she missed her children and grandchildren immensely so she would visit often
Antonia in 2005 and brother Roland in 2006
Cremation and memorial service has taken place in Vernon
A celebration of Claire's life will be held at Assiniboia Christian Centre
