Bishop Dominique Rey has tendered his resignation as bishop of the diocese of Fréjus-Toulon
A press release from the Var diocese on January 7
The Pope accepted his resignation on the same day
has been at odds with Rome in recent years
particularly over the discernment of vocations to the priesthood and religious life
Following the suspension of ordinations scheduled for 2022 in Toulon and an apostolic visitation which began in 2023
He received the task of governing certain areas—administration
and religious communities—of the diocese's life
(A coadjutor bishop is one that is named to take over the post of bishop once the current prelate resigns or dies.)
After a year of working alongside Bishop Touvet
“the nuncio informed me that the Holy Father was asking me to hand over my office,” informs Bishop Rey in his press release
He says that he’s not aware of “any new elements in relation to those which motivated the appointment of the coadjutor bishop.”
The Pontiff accepted his resignation on Tuesday
Bishop Rey, who is a member of the Emmanuel Community
will thus leave his post after 25 years at the head of the diocese
three years before the canonical retirement age of 75
This announcement comes just a few weeks after a private audience with Pope Francis on November 30
His departure is the latest episode in a long series of interactions between Rome and this diocese in the south of France. As long ago as November 2020, Cardinal Jean-Marc Aveline, metropolitan archbishop of Marseille—whose ecclesiastical province includes the diocese of Fréjus-Toulon—made a “fraternal visit” to the diocese, focusing on the issue of vocations
According to a Roman source interviewed by I.MEDIA at the time, there were numerous cases of priests in the diocese in an irregular canonical situation, notably for cases of abuse
This raised serious questions in Rome about the “logic of numbers” followed by Bishop Rey
his diocese is one of the most dynamic in France
the announcement of the indefinite postponement of 10 ordinations to the priesthood and diaconate planned for this diocese caused surprise
It opened months of uncertainty as to the fate of these 10 men — nine of whom have since been ordained
the Dicastery for Bishops ordered an apostolic visit to this troubled diocese
led by Archbishop Antoine Hérouard of Dijon
There was a new development in November 2023
Pope Francis appointed Bishop François Touvet as coadjutor bishop to take charge of the diocese's finances and property management
This reduced Bishop Rey's margin of government
In an interview that Famille Chrétienne published on Tuesday
Bishop Rey maintains that his relations with Bishop Touvet were “pacific.” He acknowledges his departure as “a trial and a moment of self-questioning.”
“I was mainly criticized for welcoming too many communities or vocations to the priesthood and religious life
as well as for dysfunctions in the economic and financial management of the diocese,” he says
He then justifies himself: “When you launch projects
I sometimes lacked discernment or guidance
I always took the necessary canonical and administrative measures.”

Bishop Rey also granted that Rome's mistrust of the traditionalist world — many of whose institutes he has welcomed to Toulon — is aimed at certain circles that are “closed in on themselves” and “cling to ritual in a way that is sometimes formalistic

Rey is three years below the typical retirement age for diocesan bishops
Following Rey’s appointment to the Fréjus-Toulon diocese in 2000
the diocese gained a reputation for welcoming new communities from across the ecclesiastical spectrum
The Vatican imposed a rare moratorium on ordinations in the diocese in 2022 amid concerns over allegedly lax vetting procedures
the diocese was subject to an apostolic visitation
reportedly prompted by abuse cases in some communities
and accusations that Rey had an authoritarian governing style
Following the visitation, Pope Francis appointed Bishop François Touvet as coadjutor bishop with wide powers of governance
and the veto on ordinations was mostly lifted
Rey wrote: “Immediately after my appointment
the pope encouraged me to assume this collaboration [with the coadjutor bishop] in a fraternal spirit
He added: “At the end of a first year in which the suspension of ordinations had been lifted for almost all candidates
the nuncio informed me that the Holy Father was asking me to resign as diocesan bishop of Fréjus-Toulon
without my having been aware of any new elements concerning those which had motivated the appointment of the coadjutor bishop.”
Rey said that “in the face of misunderstandings
and polemics that are always harmful to the unity of the Church
the ultimate criterion of discernment for me remains obedience to the Successor of Peter.”
Although the Vatican gave no reason for the pope’s resignation request
sources close to the situation told The Pillar they believed Rey’s relationship with his coadjutor had become increasingly strained
which may have prompted Rome to ask him to step aside
is well-known in the French Church as a dynamic evangelizer
He invited dozens of Catholic movements to his diocese
leading to a significant number of priestly ordinations each year and the flourishing of religious and lay communities
Rey ordained 12 priests out of a national total of 96 — more than any other diocese except Paris
Critics argued that Rey’s approach to welcoming communities was too laissez-faire
“People are always suspicious of anything that upsets their habits and right-thinking ways,” he told Le Monde newspaper
In a Jan. 7 interview with the Catholic weekly “Famille chrétienne,” Rey said: “My mission does not belong to me
I therefore sent a letter of resignation to the Holy See
Rey reiterated that no new evidence had been presented to him
He said the reasons for requesting his resignation were virtually the same as those mentioned to him as a reason to provide him with a coadjutor
“I am mainly criticized for welcoming too broadly priestly and religious communities or vocations
as well as dysfunctions in the economic and financial management of the diocese,” he told Famille chrétienne
The majority of them have borne fruit and are sustainable
some – I think around 10% – have been problematic
I have sometimes lacked discernment or support
I have always taken the necessary canonical and administrative measures.”
Rey said that in the wake of the fraternal visit
he began to address questions raised by the Vatican about “the restructuring of the seminary and the diocese’s welcome policy.”
At the center of the concerns was Fraternité Eucharistein
a community founded in 1996 in Switzerland but closely linked to Rey and the Fréjus-Toulon diocese
Rey welcomed the community to his diocese in 2002 and ordained its founder
The group underwent a canonical visitation in 2021, after which its governance and formation process were reformed, and its founder asked to abstain from public ministry and live at a monastery
Rey’s difficulties deepened in February 2023, when the apostolic nunciature in France announced an apostolic visitation led by Dijon’s Archbishop Antoine Hérouard
Observers said the visitation was inspired not just by Rey’s willingness to accept seminarians
and communities rejected by other dioceses
Other factors included his openness to Catholics with traditionalist sensibilities at a time when the Vatican was clamping down worldwide on the Old Mass and Rey’s allegedly abrupt management style
which was said to have offended some clergy
who critics had accused of governing in an aloof and authoritarian manner.
Another case is that of Bishop Marc Aillet of Bayonne
a former vicar general of Rey’s diocese and one of his protégés
Bishop Jean-Marc Micas of Tarbes and Lourdes conducted a fraternal visit to the two seminaries in the Bayonne diocese
Aillet also received a fraternal visit from Dijon’s Archbishop Herouard due to concerns about “governance
and how unity and communion in the diocese is guaranteed.” But no measures against Aillet have been announced
In recent years, the French hierarchy has seen a high attrition rate, with notable departures including that of Paris Archbishop Michel Aupetit
One bishop-elect even resigned before his episcopal ordination, citing burnout.
He's criticized as a bad bishop for welcoming weird, problematic lay communities into his diocese. Meanwhile Rupnik's weird, problematic art collective keeps its doors open in Rome while Rupnik gets himself neat consultant positions.
This is not the ecclesiology of Vatican II. A bishop does not receive his authority from the Pope as if he we merely the local branch manager for a large corporation. A bishop is a successor to the apostles in his own right. Yes, Peter holds a place of primacy among the apostles, but a bishop's mission and authority are not merely derived from that of the Pope.

label-mates Roxy Music who unleashed their magnum opus Avalon the same year on May 28th
Frejus is known as a commune in the Cote d’Azure southeastern in France
It has these Roman ruins which include the amphitheater
roman artifacts in the archaeological museum
it is the perfect place to perform at the Arena and give the French audience
This isn’t the first time the Frejus performance has been released before
The concert was released on home video and Betamax back in 1984
It remained unreleased until 1997 on DGM in 1997 as “The Noise – Live at Frejus”
It gives an insight of the ‘80s formation of Crimson at their best
delivering a fiery performance to show how much the band just delivering the goods
last year it premiered on the band’s YouTube channel
ready to fire when ready when it came to standout performances such as the calm turned nightmarish take of ‘Indiscipline’ with Belew doing this spoken dialog in a calm tone of voice before unleashing this terrifying post-punk attitude complex the rhythm section does in a shrieking jazz-like tone
Once they go into the fiery reincarnation of ‘Red’ all bets are off
Fripp makes the band go into this cat-and-mouse chase with its Tom and Jerry approach
not knowing when the tightrope is going to be cut
not knowing when it’ll be cut in this climatic terror while Bruford lays down some African percussion work for ‘The Sheltering Sky’ to begin in the hot
There are two different live versions of the piece
One that’s from the Frejus performance; and as a bonus track of the band performing at the Cap D’Agde
which was released originally through the King Crimson Collectors’ Club in April of 1999
This was the night before their stellar gig at the Frejus
But it’s the ‘Waiting Man’ that’ll get your heart pumping as you watch Belew and Bruford
followed by Levin’s Chapman and Fripp’s loophole textures
setting up the signal for Adrian to sing the opening lines; “I come back
come back / You see my return / My returning face is smiling / Smile of a waiting man”
they go into this swinging motif in the final section of the composition
You can tell how much the chemistry between the four-piece in this time frame
are clicking well enough to get you pumping up for more
they take a break from the complexity and move into the bluesy
turned laid-back grooves with a romantic side that Fripp has for the sun to go down at the ‘Matte Kudasai’
But it’s the race-car ride that goes 900 miles per hour on ‘Neal and Jack and Me’ that steals the Frejus performance
Belew goes into this maddening approach detailing the chemistry Jack Kerouac and Neal Cassady were doing in the 1950s
writing letters and the genesis that made it to Kerouac’s 1957 classic
Levin makes his Chapman turn into a brutal
growling monster once they reign a massive number of bullets for another maddening take which beats out the studio version from the Discipline album
I wish there was footage of this performance
because I couldn’t tell who was doing the soundscape intro whether it was Fripp or Belew doing the Tritone-like segue which you can almost hear a proto-intro of ‘The Simpsons’ theme before Tony kicks the door down with his giant
Closing up the performance is a volcanic eruption of ‘Larks’ Tongues in Aspic (Part II)’ where the band go into this massive frenzy
having the seven-headed beast unleashing terror
going through a huge gore fest with its complexity the band tackle
we’re talking massive amounts of human flesh the beast is eating
and the music adds the increase temperature to make your blood boiling

Rey's resignation had been eagerly anticipated by Rome
which did not appreciate what it viewed as his sloppy handling of the diocese
The litany of criticisms leveled at the bishop include disastrous finances
the acceptance of priests rejected everywhere else
loss of control over the communities established in his diocese
the pope forbade Rey from ordaining new priests
The pontiff also ordered an apostolic investigation
leading the Vatican to appoint Bishop François Touvet as coadjutor – a bishop appointed to assist a diocesan bishop – in November 2023
It was just over a year since 72-year-old Rey had been placed under guardianship
cohabiting with another bishop charged with governing the diocese in his stead

The iconic progressive rock band King Crimson is set to release a previously unavailable live recording from their 1982 concert in Fréjus
marking the first time this performance will be available on vinyl
captures the raw energy and innovative sound of King Crimson’s 1980s lineup during their European tour alongside Roxy Music
this electrifying concert was part of a tour promoting their critically acclaimed albums Discipline (October 1981) and Beat (June 1982)
The band’s dynamic stage presence and powerful live renditions of their music are fully showcased in this recording
featuring classic King Crimson instrumentals such as “Red” and “Larks’ Tongues in Aspic Part Two.”
While originally recorded for a video release
the audio of this concert has never been issued as a standalone release—until now
Sheltering Skies offers fans a chance to experience the complete King Crimson performance across two 200-gram vinyl LPs or a single CD
both of which include the bonus track “The Sheltering Sky,” recorded the night before at Cap d’Agde
This release is especially significant as it marks the first live album from King Crimson’s 1980s lineup to be pressed on vinyl

Tunnel authorities chose the autumn months to close the route as this is historically the quietest period for traffic.
It comes after a busy summer where the tunnel frequently saw traffic jams
particularly from holidaymakers returning to France from Italy.

The renovation works being carried out include replacing more than 600 metres of the tunnel’s vault.
The authorities are using the works as a ‘test’ – assessing new technologies

out of the national total of 96 — more than any other diocese except Paris

“People are always suspicious of anything that upsets their habits and right-thinking ways,” he told the French newspaper Le Monde
“There has been a sharp decline in religious vocations in Europe
Installing a new community in a parish can inject life into it
on condition that it’s not perceived as something forced on people.”
In June 2022, Rey said that
he had begun to address questions raised by the Vatican about “the restructuring of the seminary and the diocese’s welcome policy.”
He explained that he had discussed the problems with Cardinal Marc Ouellet
the then prefect of the Vatican’s Dicastery for Bishops
and had been “asked to postpone the diaconal and priestly ordinations” scheduled for the end of that month
French media described the ordination moratorium — a rare move — as “a bombshell.”
Rey’s difficulties deepened this February, when the apostolic nunciature in France announced an apostolic visitation, led by Dijon’s Archbishop Antoine Hérouard
Commentators said that the apostolic visitation was inspired not just by Rey’s willingness to accept seminarians
Other factors included his openness to Catholics with traditionalist sensibilities at a time when the Vatican was clamping down worldwide on the Old Mass and his allegedly abrupt management style
Hérouard told AFP that he had conducted 110 hour-long listening sessions during the apostolic visitation and received a total of 600 testimonies via a dedicated email address.
His final report, containing documents weighing “more than 20 kilograms” (44 pounds), was dispatched to Rome, where he traveled at the end of May to meet with the heads of the Vatican dicasteries for bishops and the clergy.
“We are now awaiting the pope’s decision,” he said, according to a June 7 report.
In recent years, the French hierarchy has seen a high attrition rate, with notable departures including that of Paris Archbishop Michel Aupetit. One bishop-elect even resigned before his episcopal ordination, citing burnout
Rey has seemed determined to show he can respond to the concerns and prudently adapt his admissions policy
Resignation is not the only possible outcome
The pope could decide to appoint an auxiliary bishop to the diocese
which serves approximately 645,000 Catholics out of a total population of around 1 million
or a coadjutor with the right of succession when Rey turns 75 in 2027
Rey would likely receive strict instructions regarding future ordinations
But if the 70-year-old bishop is asked to step down, the French Church will lose yet another prominent leader at a time when it is struggling to emerge from an abuse crisis that has deeply shaken the country’s Catholics.

Bishop François Touvet has been appointed coadjutor bishop of the Diocese of Fréjus-Toulon by Pope Francis, to ensure a smooth transition from 71-year-old Bishop Dominique Rey. This decision comes after the suspension of priestly ordinations in the Diocese of Fréjus-Toulon in June 2022
and the apostolic visit conducted in early 2023 by two French bishops
Bishop Dominique Rey sent a heartfelt message to the faithful of the diocese following the announcement of the appointment
He thanked each and every member of the faithful for having shared with him "this time of trial in trust and prayer.”
"This year and a half of waiting has been particularly difficult and painful for all of us
