PARIS (AP) — France’s prime minister said Friday that firefighters and other rescuers have been involved in about 2,300 operations, some of them lifesaving, in what appears to be the biggest flooding in 40 years in central France.
Michel Barnier visited French authorities’ crisis center in Paris and said there hadn’t been such violent rain in many people’s memory. Over 1,000 people were evacuated. Most of them were able to go back home on Friday.
Barnier also praised an alert system, used for the first time, that sent text messages urging people in the concerned areas to delay or cancel their planned trips and stay in a safe place.
French weather agency Meteo France said as much as 700 millimeters (27.5 inches) of rain fell in in 48 hours in some local areas in the regions of Ardeche and Lozere.
National railway operator SNCF halted regional trains between the cities of Lyon and Saint-Étienne on Thursday saying the tracks were impassable. Local train services will remain disrupted for several days, it said.
A main highway between the two cities also was inundated and remained closed on Friday.
Meteo France lifted its red alert for bad weather on Friday morning but still warned of potential heavy rain and floods in southwestern France.
Text description provided by the architects. Canopy is something of a buzz word at the moment and like any buzz word is rather over used, popular because it refers to a certain notion of nature that harks back to the earth's beginning. Yet despite this over use, this is exactly what comes to mind when visiting Tectoniques' project in Givors, a town close to the city of Lyon.
Moving through the gently sloping forecourt, the visitor arrives in the entrance areas and immediately has the wonderful feeling of finding themselves up amongst the trees. A cantilevered structure with floor to ceiling windows: the natural environment has never been closer, flying high, overlooking the land below, suspended in the air. The total transparency on the north-west side of the building opens up views of the Gier and Rhône valleys which coverge just below the site.
Floor PlanA facility born out of social conviction
Courtesy of 11h45 et Vargas -TectoniquesThe cave and the sky - a dual construction
The shape and site mean the building mainly faces east towards the meadows and west towards the hill face. The spatial organisation is simple. The living spaces: activity areas, reading room and canteen benefit from views and natural sunlight; the plant rooms face the slope and can be accessed directly. Between the two the vertical access is mounted with a skylight to allow natural light into the building. This feature and the wooden roof form waves moving in opposite directions.
RenderMixing three complementary construction processes
This project is a faithful reflection of the fundamentals on which Tectoniques bases its work - the materials are selected for uses where they offer the best possible environmental
Three different constructive processes are used in a complementary manner: concrete
to hold the land; walls composed of a wooden framework to build a load-bearing
high performance envelope with the benefit of working more quickly thanks to the use of prefabricated structures; and wide
CLT roofs which protect the building from inclement weather and excess sunlight
the technical features are voluntarily left on display: the ventilation shafts
the cable ducts pass uncovered through the walkways

MARION — Thirty-one cadets successfully completed this year’s Franklin County Junior Fire Academy
including the academy’s first international student
To make his long journey even more memorial
academy instructors sent a call out on social media asking for as many patches from area fire companies as possible to send home with 16-year-old Nicholas Carret
who was representing Jeunes Sapeurs Pompiers (The Young Firefighters) of Givors Grigny in Givors
The week began dramatically for the teen cadets
registered and were greeted by chief Jerry Houston and Chief Ben Holmquest
Chief Brian Eterline gave the opening speech
A three-alarm fire call went out in Chambersburg
Every fire company in the area responded in one way or another
either sending personnel to the scene or as a backup for the empty firehouses that had firefighters at the scene
That meant a temporary loss of most of their instructors
who headed to the borough to help fight the fire
Cadets made their way to the Learning Center to unpack for the week
It wasn’t long before the cadets got a taste of why they were there
After the fire was brought under control and extinguished
thanks to a convoy of Directional Traffic trucks
Monday morning started early as the cadets made their way to the Training Center
where the dining area was set up for breakfast
Then training began in earnest with Stop the Bleed
CPR training and a motivational speech by Chief Charlie Westscott
Later they would get a review of the Self Contained Breathing Apparatus so vital in firefighting
Then it was off to tour the county’s Department of Emergency Services 911 center
they visited Franklin Fire Company’s Station 4
where they enjoyed a steak dinner and another inspirational speech by Jason Kuehler
While they hammering out their owed push-ups for the day
Then back to the learning center for a surprise visit by Curtis E
Monday set the tone for the rest of the week
which was filled with a mix of training in various firefighting and rescue techniques and visits to area fire departments and fire museums
One day cadets rode on Rescue Hose Company’s 1930 Seagrave
then were treated to an Italian dinner and tour of the company’s fire museum
On another morning cadets were visited by a group of Franklin County’s past fire chiefs and firefighters
The group then donated $500 to the Academy
Every day included a ”battle for the flag” which pitted cadets against instructors (and others) for possession of the flag
which it appears might have somehow protected the flag
“We urge all Departments to review so that when you see us out & about you (know when) you may or may not have the opportunity to take the flag on a County tour,” the post said
The week included an Appreciation Dinner on Wednesday
every cadet got a plaque commemorating their week at the academy
The staff also presented the collection of fire department patches to their international student
along with coins and other mementos of his trip to an American junior fire training academy
The Academy was sponsored by and held at the Franklin County Public Safety Training Center.

In the Givors district within the boundaries of Lyon
there is a small street named "Malik Oussekine"
this name has become normalized to the point that it may not hold any significance even for those living there
but it belongs to the hero of one of the most tragic events in recent French history
named after the day of Mevlid-i Nebevi (the birth of Prophet Muhammad) - had fought in the French army during World War II and returned to his country to get married before going back to France to work
Miloud Oussekinestarted working in the coal mines in Lorraine and later made a living as a mason and truck driver
his wife Aisha and their children joined him
and the family started living in one of the suburbs of Paris
Malik was the seventh and youngest child of Miloud and Aisha
His father passed away in 1978 when Malik was only 14 years old
he left his home to attend a concert of a jazz band he loved
Paris was experiencing intense protests by university students at that time
his path crossed one of the streets where the demonstrations were taking place
Despite having no connection to the protests
two police officers suddenly chased after Malik
The exhausting pursuit ended at the entrance of a building
where the police officers forced the unfortunate 22-year-old to the ground and beat him with batons for several minutes
Malik's last words were the repeated phrase
"I didn't do anything!" Although the Paris Public Prosecutor's Office initially stated that the cause of death was a "heart attack" in their report
further investigations revealed that Malik had died as a result of police violence
The death of Malik Oussekine turned the streets of Paris
Despite his father being deceased at the time
blaming Malik's father for "letting his child out on the streets," fueled a new wave of anger among the protesters
the number of people flooding the streets of Paris to commemorate Malik exceeded 200,000
the Minister of Higher Education who was the architect of the university reform that triggered the protests
resigned immediately after Malik's death was revealed
had to withdraw the controversial bill from the agenda
The police officers who killed Malik managed to escape with laughable sentences
Malik Oussekine's death sparked numerous debates in France
it caught the attention of the art community and academia
and Malik's tragedy has been extensively explored in documentaries
A plaque was placed on the street where Oussekine was killed
and the street in Givors was named after him
Films and series made in his name received awards
there has been no significant change in the negative perception towards "Algerians" in France based on their religion
until a new drama unfolds with "dark-skinned Maghrebians" at its center
The uninterrupted French colonial rule in Algeria from 1830 to 1962 left multifaceted and deep scars in the lives of Algerians
but also a chain of tragedies that extended to Europe emerged
and other victims are the visible faces of this tragic chain in the media
unheard faces that get lost in the backstreets of Paris and fade away
Looking at the matter from this perspective
it is difficult to claim that Algeria has achieved "true" independence
We are faced with a country and a oppressed people that are still fighting for independence and continuing to suffer as victims of this tragedy

It was in October of 2015 that Andrés Zafra was identified in Cúcuta playing in a mission organized by Rugby French Flair which was led by Cédric Desbrosse who played for both Toulouse and France and is now the coach of Givors
“We are going to give him three or four months to see if it words

The former French international also made it known that Zafra will require French classes in order to be able to resume his studies
The number of spectators has also risen with 12,000 Colombian rugby players tuning in to watch the Rugby World Cup 2015 Quarter Final match between Argentina and Ireland
With Los Pumas’ popularitry encouraging more Colombians to play rugby Zafra’s move to France could open doors for others to do so
