A migrant has died after trying to cross the English Channel in an overloaded boat just a day after another person died attempting the journey
Some 15 people were rescued after a boat of around 40 people picked up more migrants on the coast of Gravelines, in northern France
Three people were pulled from the water and a group of 12 others on board the dinghy asked to be evacuated from it, the French coastguard said
One person was unconscious and was declared dead despite attempts from a medical team to resuscitate them
The rest of those rescued were taken to the port of Gravelines and taken care of by onshore emergency services
French vessel the Ridens had been tasked with monitoring the overloaded boat after it first left west of the port of Dunkirk at 11.30pm on Wednesday
It continues to monitor the boat with around 80 people on board as it travels towards the UK
The authority added numerous departures of migrant boats were reported to its surveillance and rescue centre overnight
An investigation has been opened by the Dunkirk public prosecutor’s office
The death comes after another migrant died after being pulled from the water on Wednesday
A rescue operation was launched after reports that a group of people tried to board a dinghy and got into difficulty in the Equihen-Plage area
with one suffering from hypothermia while the other was in cardiac arrest and did not survive
The French coastguard added that during operations on Wednesday 52 people were rescued
including the person who died and three others who were injured
Latest Home Office figures show 289 people arrived in the UK after making the journey in five boats on Wednesday
taking the provisional total for the year so far to 4,684
Amnesty International UK’s refugee and migrant rights director Steve Valdez-Symonds described the deaths in two days as “deeply shocking” as he called for ministers to engage with their French counterparts on people seeking asylum
“The Government must finally confront the fact that years of simply trying to ‘smash gangs’ and ‘stop boats’ without taking some real share of responsibility for people who currently have no safer options is doing no good whatsoever,” he said.
“Failing or refusing to co-operate on sharing asylum duties is simply leaving criminal gangs to control and exploit the miserable, sometimes deadly, circumstances that refugees are being left to endure.”
A total of four deaths have been recorded by the French coastguard in its rescue operations in the Channel this year.
The International Organisation for Migration has reported several more migrant deaths which are believed to be linked to attempts to travel from mainland Europe to the UK this year.
Meanwhile Europol said six arrests were made in Germany and Italy over facilitating the smuggling of migrants across the English Channel, in an operation by German and Belgian authorities on Wednesday.
Officials also said searches were carried out in 11 locations in Germany and 90 life vests, fuel containers, two firearms and dozens of electronic devices were seized.
A Home Office spokesperson said the Government will “stop at nothing” to dismantle business models of people-smuggling gangs who exploit vulnerable people.
“We all want to end dangerous small boat crossings, which threaten lives and undermine our border security,” they said.

French and British coastguards rescued a further 71 people who had tried to cross in an overcrowded dinghy on Wednesday
A person has died trying to cross the Channel to reach Britain in an overcrowded dinghy
A further 71 people were rescued after the vessel deflated off Gravelines on France’s northern coast on Wednesday
the regional maritime police authority said in a statement
two helicopters and a rescue boat to search for people in the water
including one who was unconscious and “could not be revived”
It added that a British coastguard boat took on a further 13 people
All those rescued were put ashore at Calais and received by the emergency services
Aircraft and vessels searched until dark and found no other people
It is the fifth such death since Keir Starmer took office as UK prime minister. A rescue operation took place off Boulogne-sur-Mer on France’s northern coast on Friday after reports of people in the sea
Four of those pulled from the water had drowned
said the four dead men were thought to be Somalian
He said 56 passengers were rescued from that shipwreck after their boat – which he described as “very poor quality … under-inflated and under-motorised” – deflated
Five people, including a seven-year-old girl, also died off the same coastal region on 23 April. Ahmed Alhashimi, 41, said he lost grasp of his daughter, Sara, on the inflatable dinghy after a large group of men rushed onboard as it was pulling away from the shores of Wimereux

A migrant sailing in an inflatable boat down a riverway in France shouted “this is for Rishi Sunak” before picking up more people from a beach near Calais and travelling onwards across the English Channel
Footage captures a group travelling on a black dinghy before reaching the sea
where dozens of migrants waded into the water at Gravelines and pulled themselves onto the crowded boat on Monday morning
The departures come just one day after another migrant died attempting the journey to the UK
Men, women and young children, some wearing life jackets, could be seen appearing from sand dunes and walking across the beach.
Some youngsters were carried on shoulders, but families turned back from the sea as others walked out into the water to be picked up by the inflatable boat.
Police patrolled the beach and appeared to approach families before they turned away.
Volunteers from refugee charity Utopia 56 were also at the scene and told the PA news agency they deal with emergencies, check the boats at sea are not in trouble, distribute clothes and monitor how police engage with migrants on the beaches.
One volunteer, Pablo Eymard-Picollec, said of the families who turned back: “I think a few police officers talked to them and told them to stay on the beach.
“As you can see on the boat, it was really, really crowded, so I think they assumed it was too risky for them to go, but we have to speak with them to know for sure the reason they didn’t go today.”
It comes as the French coastguard rescued 34 migrants, while one person died, after a “heavily loaded” boat got into difficulty overnight from July 27 to 28.
Another Utopia 56 volunteer, who wished not to be named, said they believe it’s more dangerous now as the police have militarised the border.
“More and more people are coming in one boat because there is less chance for them to try,” they said.
“So there are more people now in one boat than before, there is more risk and things like yesterday.”
The charity patrol group said they saw four boats leaving the French coastline on Monday morning.
More than 16,000 migrants have made the journey via the English Channel this year so far, with the latest arrivals of 370 people travelling in six boats on Saturday.

Allan Gravelines passed away at Brookhaven Care Centre in West Kelowna
His beloved wife Ingrid and son Rony were with him in his last days
Allan enjoyed a long life and touched many people
and family gave him something to talk about with anyone he met
he was happy to pursue his many conversations in French
Aime Jean Gravelines lost his mother at age two-and-a-half
was raised by relatives until his dad remarried
often treated him to stacks of pancakes smothered in syrup
This began his life-long love of food: beef and kidney stew
Aime discovered his Dad expected him to be a priest
change his name to Allan and seek his fortune
Winnipeg’s predominantly English employers
still angry that some French Canadians refused to go to war
Allan’s break came when he met a German immigrant who took him to apply for a job at Coca-Cola
Allan got hired as a Coke delivery truck driver
It was this early experience that fuelled Allan’s later involvement with trade unionism and politics
He served as the president of his local union for twenty years and was active in the Manitoba NDP
Allan met his first wife Frances who was working at a drug store lunch counter
they married in April 1950 and went on to have four children Laurie
Allan tried his hand at new and used car sales
He spent the final part of his work life as a driver for Weston Bakeries
While delivering bread to a local delicatessen
Together they enjoyed their Lake Winnipeg cottage
Allan and Ingrid moved to Westbank where they delighted in warmer winters
Allan Gravelines lived the last year of his life at Brookhaven
The family is grateful for the company and care Brookhaven staff provided Allan especially during the difficulty of COVID isolation
Staff have shared many touching stories of how Allan would be in demand by staff wanting to spend time with him to hear his life stories or get financial advice
Allan would come up with nicknames for staff to avoid the embarrassment of forgetting their names
One of our favourites was the nurse that dispensed his daily medicine
who he affectionately called his “drug dealer”
He is survived by his son Laurie (daughter-in-law Shaunagh
& Celine); daughter Gail (son-in-law Randy
& Monica); son Neil (daughter-in-law Janice
grandchildren Sarah & Emily); daughter Lisa; his former wife Frances; sister Eileen Steck; his wife Ingrid; son Rony (daughter-in-law Cathy

Everything was so organized and pertinent to what we needed
courteous and very helpful during our emotional and challenging time
They were so prompt on answering any questions and changing things
They were prepared and respected any religious decisions
The process was so seamless and made easy in such a high stress situation

Steam generators are used in pressurised water reactors
They act as heat exchangers between the water circulating in the reactor's primary coolant circuit and the water in the secondary circuit that supplies steam to the turbines
Their domed lower head is part of the primary circuit and therefore has an important safety role in ensuring cooling water is always available
EDF had originally planned to replace all three steam generators at Gravelines 5 during its third 10-year in-service inspection
The 10-year inspection is a comprehensive check-up that allows many maintenance operations
reloading of fuel and conducting a safety review
when the original replacement steam generators were delivered from Areva's Le Creusot facility ahead of the inspection outage
discrepancies were found in their manufacturing records
The replacement of the components was therefore postponed until this year
The unit was eventually allowed to restart in late July 2017 after EDF made repairs to certain tubes within the existing steam generators
These repairs involved almost 1800 'sleeves' over the affected tubes
These sleeves were deemed strong enough by the French regulator, Autorité de Sûreté Nucléaire
to guarantee the tightness of the primary circuit and meet the production standards
EDF is now taking delivery of new replacement steam generators for Gravelines 5
one of which arrived by ship at Dunkerque on 13 March
The utility said the new components will be installed during the next inspection outage
All six 900 MWe units of the Gravelines plant were commissioned between 1980 and 1984
Nathan Graveline was hired as CDFW’s Big Game Program supervisor in March 2019 after spending his entire career in the field as a wildlife biologist
Nathan supervises a team of headquarters biologists and research staff who support California’s deer
pronghorn and desert bighorn sheep conservation and management programs
Nathan spent the previous 11 years as CDFW’s wildlife biologist for Mariposa and Tuolumne counties
He joined CDFW full time as a deer biologist in 2001 after working as a seasonal aid for three summers at the Mendota Wildlife Area and later served as a scientific aid for CDFW’s upland game bird and deer programs
Nathan was born and raised in Fresno and holds a degree in forestry and wildlife management from Cal Poly San Luis Obispo
I think most of our populations are fairly stable
There are certainly areas that we are concerned about
X9a and X9b – still have not recovered from the harsh winter in 2016
We were hoping to see some recovery there and to potentially increase tags again
But the data are just not supporting increasing tags
The good news is that we have data to make those kinds of assessments
Across what we call our opportunity zones – the A Zone and D zones – things don’t change that much in terms of populations and hunter success
We have two species of deer in California – Columbian black-tailed deer on the coast and mule deer in the eastern part of the state
We’ve done fecal DNA analysis on black-tailed deer in Marin County
and we got population densities that were through the roof
as high as 30 deer or more per square kilometer
deer hunting is limited in most parts of Marin County
and food is available year-round because people have yards with plants that supply a food source
And that’s similar to what we see in the Sierra foothill communities
more forage and the deer populations tend to be more stable
people still have yards that can provide food and water
our migratory mule deer herds are subject to every possible environmental condition plus other factors – development
human recreation – that can impact habitat corridors and migration
It took me a couple of years to get the first one
I’ve been consistently deer hunting since then
I try to feed my family with venison mostly
I think there is some really good hunting out there
We have an amazing amount of opportunity in California
We have a lot of over-the-counter tags (you can purchase without applying through a lottery)
but that also means you have a lot of competition in the field
So just thinking outside of the box with tactics is always a good thing
We have a lot of wilderness in this state – roadless areas
Hunters who are willing to get off the beaten path a little bit can find some quiet out there where they can hunt and potentially be by themselves
I don’t think hunters use optics as much as they could
especially on the east side and areas that are more open
Take advantage of the gear that we have now
It used to be that rangefinders would work out to 400 yards
Optics in general are better than they used to be
There are a lot more long-range rifle options out there today
although that takes some practice to become proficient
It’s not something you just pick up and do
I hunted Zone X12 (Mono County) two years ago with my dad
and it was because we would stop and glass
We’d get the spotting scope out and just look
I was shocked at how many deer we saw from the roads
A lot of other hunters were just driving past us – dusting us out
They’d complain in the restaurant later that evening that they didn’t see anything
I think it’s a matter of changing the way we do things
All the quads and mules and side-by-sides that hunters use – you miss a lot of stuff when you use those
Habitat is the biggest limiting factor for wildlife
But when you have populations that are struggling – for whatever reason
maybe the habitat is not optimal – things like disease and predation can prevent those populations from rebounding
the deer populations should be able to handle that and you’re going to have cyclical population cycles among predators and prey
Maybe the suburban deer issue has shifted some of the balance and lion populations are higher than we might normally see because those lions are now living on the suburban edge
the lions can eat goats and sheep – and they do sometimes
It’s a possibility and something we might discover as we continue collecting data on mountain lion populations
We do know that bears prey on fawns in their summer range and they also steal mountain lion kills
Those lions then have to go out and kill more deer than they otherwise would
We don’t have any scientific papers published on it as far as I know
but we’ve got lots of camera data to support that
We’ve had GPS-collared deer that were confirmed lion kills
and a bear comes along and steals that deer carcass
I think our best option is to work with the land management agencies – BLM
the Forest Service – to try and influence the habitat side of things
I think we can provide them with data on migration routes so that if they are going to be doing a big project in an area we can use that data to help inform that project and undertake appropriate treatments
we need to emphasize the importance of winter range habitat for deer and how we can improve that range
We have good relationships with those agencies
we can always do a better job of communicating
using and sharing the information that we have
And then we can control to some level the quality of hunting based on our data and the number of deer tags we issue
The general consensus among deer biologists in the state is that the herds cannot sustain the added pressure of hunting during the rut
we’d have to reduce tag numbers dramatically
you have to issue significantly fewer tags
we are looking at the Central Valley river corridors – the Merced River
the Tuolumne River-- and some of the national wildlife refuges and our state wildlife areas nearby where we see deer numbers increasing
Fish and Wildlife Service is interested in doing some deer population assessments and potentially holding hunts on their land
Some of our Merced County wildlife areas – Los Banos
North Grasslands – would be good candidates to hold deer hunts – at least youth hunts
That would require some regulatory changes to permit deer as a species of take
I do a lot of foraging – mushroom hunting and general forest foraging
There is a lot that goes into harvesting a deer or an elk or whatever species it is – a lot of time and money and personal effort and all of that

Unit 1 of the Tricastin nuclear power station in southern France can operate for a further 10 years
making it the first French power reactor licensed to operate beyond 40 years
France’s nuclear safety regulator ASN set the conditions for the continued operation of state-owned power company EDF’s 900 MW reactors beyond 40 years in 2021
It said measures planned by EDF combined with those prescribed by ASN will ensure the safety of the units for a further 10 years of operation
The improvements and measures will be applied to each reactor individually during their fourth periodic safety reviews
For the periodic safety review of Tricastin-1
which began commercial operation in December 1980
EDF took into account the specifics of the reactor and its site and the results of inspections
ASN said the safety improvements planned by EDF were the subject of a public inquiry from 13 January to 14 February
EDF operates three pressurised water reactor designs of 900 MW
Its 32 operating 900 MW reactors came into commercial operation between 1977 and 1988 and include the oldest units the country’s current nuclear fleet
These reactors are in operation at the Blayais
Saint-Laurent and Tricastin nuclear power stations

a good segment of the population without a party,” says Graveline
We hear often from Democrats and Republicans
that will be competing for statewide offices here in Michigan in November
But there’s just one name on the statewide partisan ballot that will have no party affiliation. That person is Chris Graveline
an independent who is competing to become the state’s attorney general
Graveline almost didn’t make the ballot. He fell well short of collecting the necessary signatures
But a federal judge said Michigan’s signature requirement is arbitrary and overly burdensome
He joins Detroit Today with Stephen Henderson to talk about his campaign
“I have found myself watching the two parties drift further and further apart from each other… which has left myself and
without a party,” says Graveline
“I think a lot of people feel disenfranchised by the two parties
that as this drift keeps going further and further apart
there’s a lot of people in the middle.”
“I think I’m the only candidate in this race who’s had the experience of actually handling those types of large
And I think my reputation and my work history shows I do it in an even-handed and fair manner
That’s why I think I make a good candidate for this position.”
‘We clearly have to do something,” says Graveline. “We cannot just leave this pipeline exposed on the bottom of the Straits of Mackinac
But I don’t think that’s necessarily just going to be the purview of the attorney general to work on.”
Democratic attorney general nominee Dana Nessel has said “On my first day, I will file to shut down Enbridge Line 5.” Graveline says it’s not as easy as the attorney general filing to shut down Line 5 by revoking the easement for the pipeline
as some environmentalists have argued
“I think that’s way too easy of a sound bite,” he says
“As soon as you would take that step of trying to remove the easement
it would end up in federal court very quickly.”
“Whoever the next attorney general is is going to have to work very closely with whoever the next governor is
And that’s going to be the solution on Line 5.”

“I think that’s one of those issues that the attorney general’s office should stay out of,” says Graveline
“My view is the attorney general should be there to enforce the law
Tell me what the law is and that’s what we’re going to do.”
He says that his personal views on that and other controversial issues don’t matter
“I’ve been a prosecutor for 20 years,” he continues
“No one once has come into my office and asked me my views about abortion
