To date, in many instances, this has not happened. A high-profile example of this occurred last year. When news broke that threats had been made against Conservative MP Michael Chong by agents of the Chinese government it became evident that Canadian authorities had failed to disclose those threats to Chong or his family Bill C-70’s amendments to the CSIS Act would allow information to be disclosed if the disclosure “is essential in the public interest” and if “that interest clearly outweighs any invasion of privacy that could result from the disclosure.” The addition of Section 19 (2.1) to the CSIS Act appears to provide an alternative path to disclosure of threats but only if the information does not contain any personal information of a Canadian or person in Canada or the name of a Canadian entity or corporation While disclosure could never be permitted in all instances—Canadian law must always balance privacy rights—it is not clear if these amendments go far enough in striking the proper balance the proposed amendments to the Security of Information Act are significant and strong any person to do anything or to cause anything to be done” could be found to have committed an offence Section 20 (2) broadens the extraterritorial application of this offence Section 20.4 (1) could help protect vulnerable political processes proposed amendments to Section 22 of the Security of Information Act widen the act’s preparatory offences and raise the maximum penalty for their commission the enactment of a foreign influence registry would enable greater transparency regarding foreign influence in political and governmental processes Anyone besides diplomats and other exempted persons who enter an arrangement with a foreign principal would be required to register within 14 days and provide information as to that arrangement the kind of information that must be registered will be outlined in regulations that have yet to be made Section 4 of the foreign influence registry act necessarily limits these requirements to political and governmental processes thereby excluding instances of foreign influence that occur in other realms It is encouraging that a commissioner of foreign influence would be able to conduct investigations and would be given the powers to compel witness attendance and document production it is likely that enforcement of registration requirements will prove challenging Foreign interference and transnational repression may be carried out with the involvement of proxies and proxy organizations which may present challenges in investigations and enforcement Bill C-70 is also limited by what it noticeably lacks Amendments to the Criminal Code are restricted to the sabotage offences the first offence of which already existed It does not create a specific foreign interference offence nor does it create the offence of refugee espionage which is criminalized in some European countries Bill C-70 does not propose the addition of a definition of “transnational repression” to the CSIS Act or to any of the other pieces of legislation it proposes to amend or enact to ensure that acts of foreign interference and transnational repression are appropriately criminalized to ensure that law enforcement authorities have the tools and the training to respond to such instances and to ensure that victims of foreign interference and transnational repression have proper recourse and protection Sarah Teich is an international human rights lawyer, a senior fellow at the Macdonald-Laurier Institute, and an author of Combatting Transnational Repression and Foreign Interference in Canada Support the Macdonald-Laurier Institute to help ensure that Canada is one of the best governed countries in the world Click below to learn more or become a sponsor Support Us © 2023 Macdonald-Laurier Institute. The former sbe acolyte first branched out as co-owner of The Wallace last November bringing thoughtful Cali-Italian fare to downtown Culver Worried locals shouldn't expect the menu to change just yet at The Wallace — the team there is intent on keeping Teich's menu around for a little while, at least. Chef de Cuisine Joel David Miller takes over the stoves there, having previously spent time at Scratch Bar under Phillip Frankland Lee There's no official word on where Teich will end up but don't expect the news to stay under wraps for long Photographer Saul Leiter is finally getting the international attention his fans think he's deserved for more than a half-century.  Leiter was a pioneer in photographing street scenes - in color.  It was while that exhibit was on that Leiter gave the first - and only - radio interview of his life Leiter looked back at the circumstances in his life that led him to become a photographer at all.  Born in Pittsburgh like his father and his grandfather.  Leiter's father wrote an influential book at the time about divorce in the Jewish faith.  Growing up in circumstances he says were unhappy Leiter pointed out the irony of the book to his father "When I was eleven or twelve [years old]," Leiter recalled "I asked my father why - instead of writing a scholarly work on divorce - why he didn't get one himself?" Leiter laughed at the memory and remembered his father laughing at the suggestion Leiter decided that becoming a rabbi was not what he wanted from life.  "We live in a world full of expectations," he said Leiter moved to New York with thoughts of becoming a painter.  A friendship with artist Richard Pousette-Dart steered him towards photography.  "And so I started taking pictures," he said Leiter initially found work taking portraits - in black-and-white.  He first began using color film to document street scenes in the 1950s finding moments of stillness within otherwise busy places Art critics were not kind about color photographs in those days.   "I think the art world is afflicted with mistaken notions during certain periods and they become very prevalent," he said.  "And people take them very seriously.  But eventually they're abandoned and seen as very silly and unimportant.  Color has always aroused suspicion in the minds of certain people." But rather than focusing on the heresy of using color in photography critics today point to those moments of quiet which give his photographs a subtle complexity.  With his trademark giggle Leiter didn't completely dismiss the idea that his pictures are complex "Whatever complexity people find in the work that I do," he said because they find it.  I have not set out to be complex there's a kind of Zen element that takes place.  It's difficult to describe.  People talk of controlling but it's not true.  You can't control the swirl of reality.  If you're very lucky And so whether it was seeing two postmen out in a 1952 snowstorm or a woman composing a letter in a Paris café Leiter looked away from the "areas of disturbance," as he descibed it.  "I happen to believe in simple things and the beauty of simple things.  I believe that the most uninteresting thing can be interesting." The arrest of Boston Marathon bombing suspect Dzhokhar Tsarnaev in Watertown on April 19 triggered celebrations in the Boston area one company celebrated its role in his capture The Massachusetts State Police helicopter that was able to spot the 19-year-old hiding inside a covered boat behind a residence was equipped with a thermal imaging camera manufactured by Wilsonville The Star SAFIRE III camera picked up the heat of the suspect even though he was underneath the boat's cover President of FLIR's Commercial Systems Division was on his way back from Germany -- transiting through Chicago's O'Hare Airport -- when he saw the news Listen to a Podcast interview with FLIR's Andy Teich "When I heard it was Massachusetts State Police noting that the agency has been a very good customer over the years he said employees were cheering right along with everyone in Watertown "We build these cameras to aid law enforcement and we love to see when these systems are put to use in a manner that not only protects the officers but significantly improves the situational awareness." Watertown resident David Henneberry called police that night to report that Tsarnaev might be hiding in his backyard The suspect's location was narrowed to Henneberry's covered boat and flash-bang grenades were deployed to subdue him Teich said the camera's ability to detect the heat from Tsarnaev's body through the cover on the boat was a key factor in finding him "This imager is a mid-way thermal imager -- meaning that it looks in a certain area of the infrared spectrum in the 3-5 micron range," he said "Why that was significant in this case is that in that particular spectrum Teich said that his was the first time he's seen such application of thermal imaging play a major role in locating a person "It was very interesting and useful in this case that once they knew that the suspect was likely in this boat they could fly in and have a look down and actually see right through that cover and see where he was on the boat whether he was moving or holding something." Another element of the thermal imaging camera that factored into the capture was a recently added feature that allows the person operating the device to lock into a particular spot Massachusetts State Police purchased the Star SAFIRE III in 2005 but upgraded all four of its FLIR systems in 2012 with a GeoPoint feature that keys into a target so that if the helicopter rotates the user doesn't have to keept the system pointed on it "They were circling over this target and they could keep the unit locked on the boat at all times," Teich said Teich said that thermal imagers can play a big role in finding suspects who are fleeing from law enforcement and for search and rescue of lost persons "Most major law enforcement organizations and many rural law enforcement organizations have some type of thermal capability," he said The particular system that Massachusetts State Police has is a higher-end system that sells for several hundred thousand dollars "They've got fairly high-end equipment mounted on twin turbine helicopters," he said "They are sort of on the upper-end of capability." While thermal imaging systems are often used in the air they are becoming more common on the ground as well "The use of handheld systems and vehicle-mounted systems has become much more prevalent in the last few years," Teich said FLIR introduced a line of handheld thermal imagers -- called the LS Series -- about three years ago and continues to augment the line "It's doing very well in the market right now and we're receiving a very good response," he said Teich said that one of FLIR's main goals is to keep officers safe and that when the cameras are used in situations like the manhunt for Tsarnaev in Watertown "It just makes us feel really proud to be a part of this," he said "It's exactly what we build these systems for."
