Last week photos emerged on social media showing a truck load of new Model 3s in France outfitted with police decals and equipment
The only detail missing was which police force had purchased them

Leroy explained the police are expecting to see an 85% reduction in operating and maintenance costs compared to their traditional gas-powered police vehicles

Leroy said that domestic automakers declined to respond to the public tender

Pierre Boutillon, Director of Public Security, explained further how they are expecting to see such massive savings. In a statement to numerana
Boutillion said their traditional internal combustion engine (ICE) vehicles cost the department €650 (C4958/US$682) monthly per vehicle in fuel
These ICE vehicles have also proven expensive to maintain under the heavy demands of round-the-clock urban patrols
“We paid the equivalent of a new car in repairs last year due to wear on particulate filters and clutches,” Boutillon explained

but because when you land on the Côte d’Azur at this time of year it’s like switching on the colour
I’ve arrived as everyone is celebrating the mimosas springing into bloom
There isn’t a cloud in the bright blue sky and the Mediterranean is glittering like gold
There may not be a yellow brick road here but the sight of these sunshine-coloured flowers that line the lanes and fill the landscape around the town of Mandelieu-La Napoule inspire some much-needed glee away from the gloom
Sandwiched between Cannes and the Massif de l’Esterel
this small town — home to two golf courses
a restored castle and a handful of narrow beaches — knows the mimosas are its USP
There is a four-day festival in February with fireworks
You can even taste the flowers in flavoured beers
But the best way to enjoy mimosas is to get out into the surrounding hills and see their yellow flowers lit by the sunshine of the Riviera
The season runs from January to March but can shift according to rainfall and temperatures

it stretches from Bormes-les-Mimosas to Grasse

where we pull into a lay-by to admire the view
It is breathtaking: a jagged row of snow-clad mountains peeps over the green hills and there’s a solitary yacht on the tranquil Mediterranean
“That’s the Mercantour mountains,” says Daniel
“and Cannes is over the bay there.” He points to two small islands out to sea

After some deep sighs at the view we continue along the coast at a leisurely 25mph — an ideal speed to see sights such as the extraordinary Palais Bulles
the bubble-shaped house that was once the holiday home of fashion designer Pierre Cardin
Soon we’re winding our way along the road that is squeezed between the sea and the red cliffs topped by pine trees
We round a corner and ahead of us the steep green hills appear
Daniel laughs at my coos of delight and we stop briefly next to a small beachy cove below the road where clear water ripples over the red sand
“you could spend an afternoon down there with a book
the rocks of Rocher St Barthélémy looming larger ahead of us
I can better admire the views of the snow-capped mountains to the east
We skirt around the town of Mandelieu and up into the hills
the motorbike growling as we follow the narrow roads
Following a section of the signposted Route du Mimosa
which stretches from Bormes-les-Mimosas along the coast to the perfume capital of Grasse
we approach the most famous village on the route
When we stop to admire the view of the bay
I look at them up close and notice the flowers are like little yellow pompoms
Tanneron is the most famous village on the routeALAMYElsewhere there are towering eucalyptus trees
which is no coincidence as both plants were brought to the Côte d’Azur from Australia — the mimosa is a variety of the acacia plant
“They brought the seeds back with them and planted them here,” Daniel explains as we look out towards the coast from the roadside
Brits popularised the French Riviera after they started “wintering” there in the 18th and 19th centuries
creating elaborate gardens such as Jardin Botanique et Exotique Val Rahmeh and Serre de la Madone in Menton
Although the mimosas bring much joy to the region with their blossom
“The road maintenance workers here have to keep cutting it back because it grows so fast,” Daniel says
where hikers are assembling on café terraces before and after their walks

I follow their example and take a walk into the mimosa forest in the Vallée de la Vernède
It’s one of the other activities on offer as part of the mimosa season
and guide Philippe Dejoux leads a group of French
American and British visitors on the trail that is tucked away in the suburbs of Mandelieu
it drops into a valley where a stream tumbles over lichen-covered rocks
Above us are the skinny white trunks and fluttering grey-green leaves of eucalyptus trees
There are mimosa bushes by the dozen; the sun catches the flowers’ tiny follicles and further ignites their beauty; their gentle fragrance is caught in the breeze
and Philippe tells us about the mimosistes who have cultivated the plant here since the 1860s
the flowers were transported by train in specially woven baskets to all parts of France and Europe beyond
bringing much-needed cheer to the early spring months
The path eventually emerges onto a lookout point
where the view expands to a sensational panorama — on the hillsides at either side

completely empty in the middle of cargo ships and cranes
is awaiting authorization to set sail and drop its anchor off the coast of Mandelieu-la-Napoule
Everything has been ready since May to welcome customers
who were to be shuttled to the floating island
the €16 million project remains docked in the port
with no equipment and no navigation permit
A petition from local residents opposed to the project has already gathered more than 7,000 signatures
The president of the Provence-Alpes-Côte d'Azur region
has already warned that he will legally challenge any permit granted to what he considers to be "ecological nonsense."
The politician continues to criticize a project "that makes absolutely no sense," even as the Côte d'Azur regularly finds itself at the center of debates regarding its private jets and yachts

French weather experts were criticised for not forecasting the disaster but insisted they had issued adequate warnings and admitted they could not have predicted the severity of what they described as “sudden and exceptional” meteorological conditions
François Gourant of the French weather station Météo France
said: “It’s difficult to say why it happened at this particular time in this particular place
Gourant said an unprecedented 195mm of rain fell in Cannes
“We have no explanations why it happened … the region is used to flooding
It’s an unusual phenomenom,” Gourant added
who described how they had lost everything in just 10 minutes

“I drove down to the coast this morning and there were cars overturned and down holes
But this is a first world country and everyone was out with their shovels clearing up this morning
Within four hours a lot of it had already been cleaned up,” Dickens said

If you were at the bottom there was nowhere to escape
People died getting out of their cars or asleep in their apartments
We were all well warned and there was an orange weather alert which is not nothing.”
On the Nice Matin website
described how she saved a father and his two children who were stuck in their car
I had water up to my bottom and there was a lot of current
Inside the car was a father and two children who couldn’t have been more than seven and nine
The water was up to the windows and it was impossible to open the door
The motor had stalled and there was no electricity to open the electric windows
said: “There were hailstones like ice cubes and torrential horizontal rain in Antibes last [Saturday] night
trees were down and rocks and gravel spattered on the roads
There was a bus across the carriageway and scores of cars abandoned by the side of the road
“It has to be the worst storm I’ve seen down here in 25 years.”
Many roads were still closed late on Sunday evening and train services were still disrupted
Cannes railway station was flooded and about 21,000 homes without electricity
The local education authorities announced that a dozen schools and colleges would be shut on Monday
The interor ministry said on Sunday there was “little chance of finding those still missing alive”

French government says massive floating bar ‘not compatible with marine environmental protections’
Plans for a floating party “island” anchored off the French Riviera have been dropped amid a row over environmental concerns
Canua Island – a 1,750 sq metre platform on a motorised trimaran designed to look like a giant floating bar – was set to open this summer 600 metres off France’s Mediterranean coast. Instead, it remains moored at the port of La Seyne-sur-Mer while awaiting permits amid a growing row among local politicians in the south of France and environmental groups

Organisers were told this week that the necessary permits to operate had been denied by the government
The French ministry of the sea told AFP: “The government’s position is that the development of an artificial island is not compatible with the need to strengthen marine environmental protections.”
The ministry explained that new legislation aimed at accelerating renewable energy development had strict rules about installing any floating infrastructure at sea
“Commercial artificialisation of the maritime landscape
on a coast that is already highly urbanised
is therefore not part of logical and political ecologic policy,” the ministry said
who had reportedly raised investment of approximately €16m and had been planning the project for seven years
saying they had respected environmental norms but had become caught up in politics
“It was made clear to us that we should not wait for this summer,” the project’s founders said in a statement
claiming to be “victims of a political vendetta”
The statement said: “This obstruction and political aberration
leads us to take responsibility for the consequences of the situation and forces us to put an end the contracts of those who trusted us.” About 100 employees
The project had the support from the mayor of one commune in the area
but it was notably contested by the head of the broader Provence-Alpes-Côte d’Azur region Renaud Muselier

Violent storms hit the south-east of France overnight

Rainfall of nearly 150 mm fell within 24 hours in parts of the Alpes-Maritimes department
Storms are set to continue in some areas of the far-south east today.

The storms hit across the southern coastline from Nice to Marseille
with the latter facing severe flooding.
It was the most powerful storm the city has experienced in at least three years.
Floods were particularly damaging to Marseille’s transport network
with many roads inundated with water.

he realised that he has just had one of the best days in his life
"Yesterday evening was one of the most memorable of my life
My wife and I sat in a bar on the beach in Theoule sur Mer
The sea was dead flat and joined the horizon in a seamless blue
tinged pink by the sun that was dipping behind the rocky hills that squeeze the town up against the sea
A couple of large sailing yachts anchored just offshore were swinging in the pull of gentle currents while their crews prepared them for the evening
What made this scene special to us was that it took place just 10 minutes drive from our new home in Mandelieu La Napoule on the Cote d'Azur
We chinked our glasses and looked at the lights of Cannes across the bay where the film festival is underway
We have been here for a year and we love it
For a Brit living in France there are some well publicised frustrations and we have had our own
but in some ways these are part of the overall experience that now makes up our lives and that experience is great

If you make the decision to move abroad you should do so with your eyes open and accept that it may require hard work and determination to settle in and become established
Although my wife was very fortunate to find a job as a teacher
my background in manufacturing has not been useful to me here in a region where there is no heavy industry to speak of
So I re-trained as a life coach and now help other people who have just arrived in the area to settle in and live out their dreams as well
We love the North East of England too and that is where most of our family is
although my own roots and family are in Merseyside
If you were to ask me what we missed then you would probably be able to guess the reply - Bell's Chippy in Gilesgate
a walk on the beach and a curry in South Shields
a pint of Real Ale by the fire in the back room of the Vic in Hallgarth Street Durham
But despite all these things we came here for a fresh start - for the long summers and blue winter skies - and that is what we have found
Arguably the hardest part of coming here was leaving the family behind and we know that it has not been easy for the Grandparents to have lost our two girls to foreign climes
But with budget flights and warm weather to tempt them
they never seem to take much persuading to come and visit
heaving behind them bags stuffed full of baked beans
we still lose my father-in-law; only later maybe to find him engrossed in a conversation with a Frenchman - a complete stranger - conducted in the international language of football on the subject of "Les Chats Noirs"
the playground of the International School where my wife now works boasts a model of the Angel of the North that stands about as high as a man
You could take this as a sign that we were meant to be here or a reminder of home
Either way it gives us a great pride to tell our new friends and acquaintances of the real Angel of the North and our North East roots
Although my wife does have to explain to her students why in her photos of the Angel the people look so small..
after we had our drink on the beach we went into a beach side restaurant for a lovely meal
As we were leaving the owner called to his waiters; "Mr Copolla will be arriving soon!" We got in to our old car
with its "I love County Durham" sticker in the back window

Some 5,000 homes were still without electricity on Monday morning after as many as 70,000 suffered blackouts
Up to 180 millimetres of rain fell in just three hours, about 10 per cent of its annual rainfall, transforming the streets of Cannes, Nice and Antibes into debris-strewn rivers.
Seven inhabitants of the town of Mandelieu-la-Napoule, southwest of Cannes, became trapped in rising water after they attempted to get to their cars in the car park, a local official said.
Rescue teams there said the water was so murky they could not see trapped bodies.
"It's apocalyptic," mayor Henri Leroy said.
"The parking was half-emptied but there are thousands of vehicles. There could be more bodies."
The victims included three people who died when water engulfed a retirement home at Biot near Antibes, and three who drowned when their car was trapped by rising waters in a small tunnel at Vallauris Golfe-Juan.
Two more people were found dead by midday on Monday, raising the toll to 19, and the fate of another two people missing was unknown, the officials said.
French interior minister Bernard Cazeneuve, who visited the affected zone on Sunday with president Francois Hollande, told Europe 1 radio there had been some looting and nine people had been arrested.
"Police intervened very quickly to stop these despicable acts," he said.
Some 300 police and 540 fire officers were still carrying out search and rescue operations across areas affected by the floods, Mr Cazeneuve said.
In Cannes, home of the glitzy film festival, the torrent carried some cars out to sea, city hall said.
Communications to the region, one of the wealthiest in France, were badly hit, and thousands of residents were left without power.
President Francois Hollande visited the region, expressing the "solidarity of the nation" to those affected and said the death toll was not yet final.

He said the government will approve natural disaster status for the area, pledging funds to help with damage bills within three months.
Mr Hollande also linked the disaster to climate change ahead of landmark talks on the issue in Paris later this year.
"There have always been always catastrophes. But their rhythm and intensity are on the increase," he said, urging that environmental "decisions be taken" as France prepares to host the UN-led Paris climate talks in December.
The region's worst flood in the past 25 years was in June 2010 when 25 people were killed.
In early 1990, 81 people were killed by violent storms in the north and west of the country.
In December 1999, 92 people in France were killed by flooding, fallen trees and other storm damage caused by hurricane-strength winds that struck north-western Europe.

04/10/2015PartagerDe violents orages, qui ont causé d'impressionnantes inondations, ont ravagé dans la nuit de samedi à dimanche la Côte d'Azur, de Mandelieu-la-Napoule à Nice, faisant au moins 17 morts et 4 disparus, un bilan qui pourrait encore augmenter à mesure que les secours accèdent aux zones sinistrées.
D'après les premières informations du ministère des Affaires étrangères, il n'y aurait pas de Luxembourgeois parmi les victimes.
Parkings inondés, voitures enchevêtrées, rues couvertes de boue: c'est aussi un spectacle de désolation qu'ont découvert, effondrés, les habitants entre Mandelieu-la-Napoule et Nice.
Au fur et à mesure que passaient les heures, le bilan humain de la catastrophe a régulièrement été revu à la hausse: "On l'a toujours souligné, le bilan est malheureusement provisoire", a déclaré à l'AFP le préfet des Alpes-Maritimes Adolphe Colrat en milieu de matinée, évoquant un épisode d'intempéries "très violent et concentré" -la zone la plus touchée s'étendant sur le littoral entre Mandelieu et Villeneuve-Loubet, sur une trentaine de kilomètres.
Vers 12H00, la préfecture avait encore revu à la hausse le bilan annoncé quelques instants plus tôt par le président de la République François Hollande, arrivé sur place dans la matinée avec le ministre de l'Intérieur Bernard Cazeneuve: 16 morts, 4 disparus. Il restait encore en deçà de celui de juin 2010 dans le Var où des pluies torrentielles avaient fait 25 morts, 31.560 sinistrés et près d'un milliard d'euros de dégâts.
"Le bilan n'est pas encore complet, c'est dire l'intensité de ce qui s'est produit", a commenté à Biot le président de la République, qui avait exprimé très tôt dimanche "la solidarité de la nation". "Dans ces moments, il faut que nous soyons rapides, efficaces et coordonnés. Cette coordination est essentielle", a-t-il également déclaré, en rencontrant des sinistrés.
L'Etat de "catastrophe naturelle" sera décrété mercredi en Conseil des ministres. "Les indemnisations seront versées dans un délai de trois mois" a précisé l'Elysée.
La situation la plus dramatique est celle de Mandelieu-la-Napoule, une commune limitrophe de Cannes, où des lames d'eau ont surpris samedi soir les habitants de plusieurs résidences descendus dans les parkings souterrains pour mettre à l'abri leurs véhicules. A la mi-journée, la préfecture y décomptait 7 morts et 1 disparu.
Dans les sous-sols, "l'eau est tellement opaque que les pompiers ne voient pas les corps. (...) C'est apocalyptique", a décrit le maire Henri Leroy. Sur place, les secours sortaient au fur et à mesure des corps des parkings des résidences, transportés ensuite par des fourgons de pompes funèbres.
A Cannes, où les intempéries ont fait au moins 2 morts et 2 disparus, le maire LR David Lisnard a critiqué des personnes "pas toujours disciplinées": "Je ne porte pas de jugement, parce que je ne sais pas comment j'aurais réagi dans cette situation, mais en toute hypothèse, on a eu des personnes qui semblaient très attachées à leurs véhicules là où il fallait préserver des vies", a-t-il déclaré.
Estimant par ailleurs qu'en matière de prévention "il aurait été difficile de faire mieux", M. Lisnard a également évoqué des cas de vol survenus après les intempéries: "Quelques individus qui ont tenté de profiter de la situation ont été interpellés. Il y a eu neuf interpellations de personnes qui tentaient de voler dans les magasins", a-t-il précisé.
A Cannes, le centre-ville portait dimanche relativement peu de traces des inondations de la veille au soir, a constaté un journaliste de l'AFP, même si des quartiers plus périphériques étaient plus touchés. Quelques naufragés faisaient le tour des hôtels à la recherche d'hypothétiques chambres car tout Cannes est complet, le grand salon Mipcom des programmes de télévision débutant lundi.
Outre Mandelieu-la-Napoule et Cannes, les précipitations et les inondations ont également fait des victimes à Biot où trois résidents d'une maison de retraite sont morts, à Vallauris-Golfe Juan où une famille de trois personnes a péri dans une voiture coincée dans un tunnel et à Antibes (1 mort, 1 disparu).
Les intempéries ont également causé des dégâts matériels considérables. A Antibes, le camping du Pylone, où une personne est morte, a été dévasté: "D'habitude, nous avons le temps de prévenir les gens", explique Françoise Pauget, la propriétaire du camping, "on a toujours une demi-heure pour prévenir tout le monde, comme en 2011, lors de la précédente inondation. Mais là, en 10 minutes, qu'est-ce que vous voulez faire?"
Son mari, Henri Pauget, fait visiter leur maison, à l'entrée du camping: "Jamais, depuis que nous sommes là, c'est-à-dire depuis 1966, l'eau n'était rentrée dans la maison. C'est la première fois".
Les transports ont également été touchés: longtemps coupée, l'autoroute A8 a rouvert sur une seule voie dans les deux sens dans la matinée; aucun train ne devait circuler dimanche entre Toulon et Nice et le trafic devrait être très perturbé lundi. Aux aéroports de Nice et Hyères en revanche, tous les vols avaient pu reprendre dans la matinée.
En milieu de matinée, le maire de Cannes évoquait encore "600 personnes coincées dans un train" dans sa ville, dans un train comptant notamment un wagon médicalisé.
Samedi soir, un déluge s'est abattu sur la région. Les relevés de Météo-France sont impressionnants: entre 19H00 et 22H00, 180 mm d'eau sont tombés à Cannes, 159 mm à Mandelieu-la-Napoule, et 100 mm à Valbonne, près de Biot. En deux jours, la zone littorale aura reçu l'équivalent en pluie d'un mois d'octobre moyen, soit 10% des précipitations annuelles, a calculé la mairie de Nice.
Quelque 22.000 foyers étaient toujours privés d'électricité vers midi dimanche. Les services de secours, selon le ministère de l'Intérieur, ont procédé au cours de la nuit à 241 interventions et 23 hélitreuillages. Leur centre opérationnel a reçu 1.900 appels.
Dans son angélus, le pape François a appelé à une "solidarité concrète" avec les victimes.
Plus anecdotique, les spectateurs d'un concert de Johnny Hallyday à Nice ont eu le plus grand mal à sortir de la salle et certains ont dormi sur place.
Les pluies diluviennes ont aussi surpris joueurs et spectateurs du match Nice-Nantes. La rencontre, comptant pour la 9e journée de Ligue 1, a été interrompue à la 46e minute, le terrain étant devenu injouable à cause des très fortes pluies.
Celles-ci ont cessé au milieu de la nuit et les orages se sont dispersés vers l'Italie.

Herne Bay will experience its own microclimate of ‘beast from the east’ weather with wind whipping in from Siberia via the North Sea and heading straight up the flapping leg of my purple flared trousers
being fascinated by a small sign that clattered around in front of one of the local pubs claiming that it was 2,672 miles (4,300 kilometres) to the North Pole
This picture was obviously taken on a good day
Normally the sign would be battling against the howling east wind to stay affixed to the pub wall and with the angle of the red pub sign above giving you some idea of the prevailing wind
Compare this to the stunning beauty of southern France
most of which actually faces south and you can perhaps understand why I preferred living there
I spent much of my working life in this region
The locals refer to Mandelieu-la-Napoule as either Mandelieu or La Napoule
because they may be French but it doesn’t do to be too pretentious
This is because their two main population centres; Mandelieu itself
which sits on the Siagne river and is the commercial area
which is on the coast and also boasts a beautiful castle
Mandelieu is a stone’s throw from the better known town of Cannes
famed for its film festival and glittering lifestyle
Although I can assure you it’s not so glittery when you ride your bike through it at 6:30am on your way to work
