and Daily Comet’s campaign questionnaire Responses have been edited for clarity and brevity What would be your top three priorities if elected Babin: To maintain a good checks and balance between the two branches of government (executive and legislative) to use our tax dollars wisely and to ensure that the health safety and welfare of our citizens are place first as set forth in our Charter and promoting manufacturing companies to support local economy Do you think the parish government has enough money to provide the services residents want and expect Would you vote for a tax if you were convinced the money would go to a necessary public service Babin: I feel there is ample money available to maintain what the parish government is responsible for TPCG needs to think first about what it is charged to do or its responsibilities for the citizens of Terrebonne We have other public bodies who collect tax dollars to provide the service they are charged to do We of course should provide assistance when needed but we should get something in return through cooperative endeavor agreements Given the state of our economy I would not be in favor of any tax increases I think we need to be more efficient if possible before we would ask our citizens for more money we have enough money to budget to do certain projects Are there services you would propose cutting if you are elected What are they and why would you seek to reduce or eliminate them it is difficult to say what services we are now providing need to be cut or eliminated I think a more appropriate way would be to evaluate our departments and services to see if they need to be eliminated or streamlined Becoming more efficient by eliminating duplication of jobs and services and having the best people in the positions of authority are one way to save tax payer dollars What are some specific ways you would like to see Terrebonne diversify its economy Babin: The oilfield is not what it once was our seafood and sugar cane industries are only a fraction of what they use to contribute to our community retail sector and a waterway system that other areas would love to have Somehow we need to marry all of what we have to their needs and show what we have to offer We have to think out of the box or we will be left behind The fact that we have a higher level of protection from hurricanes (Morganza) than ever before gives us a unique advantage over other areas of our state and surrounding states We need to convince industry that Terrebonne Parish Marmande: Residents supporting local companies and try to get manufacturing companies come into Terrebonne Parish and hopefully create jobs Do you think the steps taken to reform recreation have been enough Instead of dismantling what we have why not use what we have to make it better We have yet to completely isolate our strengths and weakness We have divided ourselves but have not accomplished what would make our system better If council oversight is what we think is reform Voting on spending is a step in the right direction but it falls short of reform Each councilman along with administration needs to take a more active role in making sure we have the correct people on the boards and take a more active role in attending the rec meetings Although as a councilman you have no authority over the board a friendship and trust is developed by attending their meetings that can only be positive Marmande: I think we are on the right track now that we have fiscal oversight I plan to help get money from Baton Rouge to finish the sports complex Would you favor or oppose abolishing the parish's 11 recreation districts and operating recreation as a parish service like drainage or roads Babin: Recreation districts were created by the state so it would not be quite as simple as some people think It would first have to go before a vote of the people because of the structure of the district and its revenue stream Are we 100% satisfied with our drainage and roads I am open to hearing all sides of this issue and helping formulate a better plan for our future and that of the children who use our recreation system and facilities How can Terrebonne modernize and prepare for the population growth of new generations that depend on/use more technology Babin: We first have to diversify more of our economy before we can fully prepare for our future We have outstanding medical facilities and doctors a retail corridor that attracts shoppers from a five-parish area to Terrebonne and a waterway system that give us great access to the many people around Terrebonne Parish Marmande served in several roles spanning his lengthy career the most recent being a general practice physician at Leonard J His specialty was treating patients through medicine and the spiritual realm “I always tried helping people and helping them with their faith and in the Lord “I was really concerned with people in every which way — mind body and spirit and the spiritual part of them and the physical I found that with prayer and medicine they did better.” a close friend of the doctor and a patient of his said Marmande's method of looking past one's physical illness worked quite well “I went to the hospital and he prayed on me .. the prayers for me helped me heal,” he said graduated from LSU School of Medicine in New Orleans in 1960 and was shortly thereafter drafted into the Army where he spent most of his time in the delivery room Marmande headed right back to Houma where he started a general private practice “The appreciation that people had and the confidence they put in you was a very satisfying experience,” he said Marmande became a voice for the medical community in the parish serving as the chief of staff at Terrebonne General Medical Center in 1979 and the commissioner of the Terrebonne hospital district He was also certified by the American Academy of Family Physicians caring for isolated and rural patients often with little money to pay for his services Marmande accepted buckets of shrimp or crabs in return for the care he offered in those cases is vastly different than those early days of his career “Today it's moved toward specialization,” he said “It was more of a personal thing when we started you see A lot of that is from moving towards a managed care and containing the cost of medicine.” While the local community was important to Marmande he said never forgot the importance of helping the less fortunate across the globe Over his career he took multiple mission trips to Guatemala and Uganda “He's just had a very interesting life,” said one of Marmande's sons “He was the role model and he taught me how to deal with life's adversities which with all the things he's gone through is an amazing thing in itself.” “We lost my mother when I was just a child,” Mitch said “I was 8 and we got in a car accident coming from Grand Isle.” and it was something that took a toll on the doctor “That really changed my life,” Marmande said Mitch said his father's strength didn't waiver and the experience instilled an innate respect for him he'll never lose “He raised all of us at some point on his own while working full time,” he said He's just such a solid person and such a role model He just really gave an example of how to live our lives and how to deal with tragedy and how to forgive people and move on.” has come to define Marmande to those close to him “He was a very caring and compassionate physician who maintained a very constant patient following over decades,” said Dr “He knew his patients very well and he often discussed non-medical matter with patients and was often a source of comfort for those patients.” “He always balanced his family life with his medical career and he never lost sight of that,” he said “That's one of the things I believe is really important in the physician world and he did it very well.” Marmande said he's going to focus on spending more time with his wife He said when he won't be spending time with them throughout his retirement He said he'll miss interacting with community members on a daily basis a practice that has been a part of cited Al Marmande for failing to maintain records pertaining to trip tickets or records for a portion of their commercial seafood Agents were conducting seafood inspections in lower Terrebonne Parish Wednesday when they found that neither owner completed the required information is the former council member of District 7 which includes parts of Bayou Black The seat is now occupied by council member Danny Babin.  Marmande said the citation occurred after a fisherman forgot to sign a trip ticket.  According to the Wildlife and Fisheries website a trip ticket provides information about the catch such as what it is how it was caught and how much was caught.  “We have to get a fisherman to sign trip tickets every time they unload shrimp,” Marmande said “We probably unload 20 to 30 boats a week and one fisherman forgot to sign the trip ticket Everything is documented in the Wildlife and Fisheries system It was just that one fisherman who forgot to sign it Failing to maintain records airstrips in support of land and sea operations the Marmande family from Houma lost a son and brother who was a Marine pilot on Midway Island north of Hawaii He was the fourth and youngest of the children born to Emile and Felicia Marmande After graduating from Terrebonne High School but soon joined the Navy to attend pilot training and Navy pilots all went through the same training said he occasionally flew to Houma from Pensacola When Ann saw a photograph of a “Pensacola Naval Air Station” marked airplane parked in front of the Texaco Hanger in Houma his group of new pilots was sent directly to Midway Island American forces were in retreat everywhere Philippine islands were to fall into Japanese hands the Battle of the Coral Sea had cost the U.S and the German U-boats were sinking ships off the U.S The only good news for the American public was the Doolittle raid on Tokyo but a great morale booster for the American public Rather than tell the story and try to paraphrase the words of one of the surviving pilots it can be assumed that his experience was exactly the same as Major Ringblom submitted to the Historical Section by Major Allan H. then a second lieutenant and pilot in VMSB-241 during the Battle of Midway is reprinted in entirety as a vivid personal-experience account of the attack by Major Norris’ SB2U-3s on the Haruna and is an excellent picture of the hazards of aerial warfare for a young and relatively inexperienced pilot who also served as war diarist of VMSB-241 was a member of the draft of nine new pilots who joined MAG-22 we were greeted by remarks indicating that we were just in time for the ‘party.’ These remarks didn’t bother us; we had just left the States two weeks before May 28 at a squadron briefing when Major Henderson also let I thought that the order was changed Finally a runner came by in a jeep and verified the attack order Captain Prosser returned with a loose fuselage panel so I assumed his lead position in the second box the Jap’s attack had fired a fuel storage tank which served as a guiding mark throughout the day and night Such young Second Lieutenants never realized their predicament when we were intercepted at least 10 to 15 minutes before contact with fleet units The amazing nonchalance of Zero pilots who did vertical rolls right through our formation was a good show – very good for us since more attention to business might easily have wiped out 11 of the slowest and most obsolete planes ever to be used in the war the clouds became our haven and Major Norris led us without loss to the target He radioed instructions to dive straight ahead on to target Major Norris gave instructions as to course home: 140 degrees The AA was heavy – but to one so ignorant of its destructive powers – not too bothersome; just curious I imagine the shells were incorrectly fused for our altitude at the moment and so passed through with little damage I pulled out right over the cruiser and was headed for the center of the fleet One turn to join two buddies at 240 knots convinced me that this was no place to circle; a Zero passed right behind as I whipped into a tight turn I stayed below 50 feet for about 20 minutes only luck making harmless the numerous passes made by the Zeros My gunner later told me he was too busy shooting to even inform me of the situation and I was too scared and ignorant to turn around and look.” His words almost make one feel the excitement and speed of air combat The slow dive and torpedo bombers of the U.S Navy during this battle against the much faster and more Midway Islands “For extraordinary heroism as a pilot in the Marines Scout-bombing squadrons during action against enemy Japanese forces in the Battle of Midway During the initial attack upon an enemy aircraft carrier Lieutenant Marmande in the face of withering fire from Japanese fighter guns and anti-aircraft batteries dived his plane to a perilously low altitude before releasing his bomb His cool courage and conscientious devotion to duty were in keeping with the highest traditions of the United States Naval Service.” This is another vivid example to illustrate that “Freedom is not free.” But when his buddy Al Marmande told him he wanted him to drive in his place at a racing event in England, he thought he was joking. Marmande, owner of Al’s Shrimp Co., was asked to participate in the annual World Wide Rebellion Race by one of his friends in England. Since he’s busy running his business, Marmande knew he wouldn’t be able to compete. That’s when he went to Duhon and offered him a chance of a lifetime. "I’ve been knowing Ace for a long time and couldn’t have thought of any other person to take my place over there," Marmande said. Duhon, the 42-year-old owner of a frame shop in Houma, was all too ready to oblige. "I couldn’t believe he asked me," Duhon said. "I owe my racing career to guys like Mr. Marmande and a lot of other great people locally who’ve helped me out." Duhon said this would be the biggest event he’s ever taken part in. The small Formula One car he will drive reaches speeds in excess of 150 miles per hour. For Duhon, who’s used to racing on dirt tracks, running a car on asphalt will be a change. "I don’t know a whole lot about the car I’ll be racing, other than they’re small," Duhon said. "They say the race will feature 40 cars, but looking at pictures, it looks like even more than that to me." When he departs Tuesday, it won’t be the first time he has found himself surrounded by racecars. At the age of 6, Duhon began driving go-karts. According to Duhon, once he mastered go-karts, he moved on to jeep mud racing at age 11 with his dad. When he was 15, Duhon entered his first stock car race in Alexandria. Since then, he’s competed in numerous events and has won more than 100 trophies. During that time, he also received training in frame and chassey repair. Duhon has owned and operated his own repair shop for years. "I’ve been around cars all my life," he said. "I know about cars from the inside out." By having his own repair shop, Duhon said he’s had the opportunity to meet other locals who share his passion for racing. "I’ve repaired a lot of cars for people around here," he said. "I always tell people that the friendliest people are from south Louisiana and me going on this trip is proof of that." Duhon is slated to spend 20 days and nights in the UK. Instead of monetary prizes, race promoters pay the way for participants. What that means for Duhon is all his expenses will be taken care of. "I’ve never gone to another country, and then they will pay for me to be there," Duhon said. "It doesn’t get any better than that." Marmande hopes the trip not only benefits Duhon, but himself as well. "It’s good for both of us," Marmande said. "Ace is a good frame-repair guy and he’s going to learn a lot by going over there. Hopefully, he will be able to bring back some useful information when he returns that he can use to further his own business." Despite being in his early 40s, Duhon plans to continue racing as long as God allows. He cited those who’ve helped him get to where he’s at and the rush he receives from racing as the main motivating factors for his continued interest in the sport. "I don’t have long enough to thank everyone," Duhon said. "What I will say is when I get behind the wheel, it is pure adrenaline. I guess you can say its sort of like a legal high." While in the UK, Duhon plans on experiencing the culture and telling people more about south Louisiana. "I think I’m going to be the only person from outside the UK going," Duhon said. If you see them, snap them up – they are delicious simply pan-fried in olive oil and placed on some toasted sourdough, as I have done here. Waitrose also sell fragrant bush or Greek basil which gives the dish a nice freshness. 4 slices of sourdough bread 3 or 4 Marmande or beefsteak tomatoes, cut into 1cm-thick slices 3-4tbsp olive oil A few sprigs of bush or Greek basil Salt and freshly ground black pepper Heat some of the olive oil in preferably a non-stick frying pan and fry the tomatoes on a fairly high heat for a couple of minutes on each side. raised this month Developer George Hunter has confirmed the 115-unit development is the site of videos posted by Auckland Council on its news website showing shoddy building work Based on what it observed in one of the videos the Master Builders Association said it appeared to flout the law and the properties might be vulnerable in an earthquake The Brick and Blocklayers Federation believed the properties were "potentially very dangerous" based on the insufficient grout and strong cracking shown in the video Mr Hunter said the work was done by a subcontractor who had been fired after he discovered substandard work Police have told the courts that they believe Mr Hunter is one of a few businessmen with whom Mr Yan has a close working relationship including providing the vast majority Alors que le festival emblématique de Marmande fêtait ses 25 ans il a été victime de trouble-fêtes malveillants Si les piqûres sauvages envahissent le monde de la nuit en France elles ont malheureusement fait leur apparition dans les festival 21 cas ont été recensés dans la journée du samedi 7 personnes ont déjà portées plainte.  C'était le quart de siècle du festival Garorock ce week-end du 30 juin au 03 juillet. Le festival le plus fréquenté de la région (140 000 festivaliers pour cette année-anniversaire) n'a malheureusement pas échappé au phénomène des piqûres sauvages Au total, 21 cas de piqûres ont été recensés par la préfecture du Lot-et-Garonne samedi 2 juillet 2022 en seulement 24h. La majorité des incidents s'est produite lors des concerts mais également dans l’espace camping.  Toutes les piqûres ont été certifiées médicalement par la Croix-Rouge présente sur place.
