brownfield sites have become an essential potential reservoir for regional development
Montluçon Communauté does not have a map of vacant land nor
land is studied on a case-by-case basis depending on the opportunities presented to the community
The aim is therefore to better anticipate and manage the risks and opportunities associated with vacant land
Public and private stakeholders with complementary skills have come together to meet these challenges for the future
Montluçon Communauté consists of 21 communes [municipalities] with a total population of 60,617
The significant industrial past of the region explains why the local authority has identified a large number of brownfield sites
and the study will focus on the communes of Montluçon
the UCA has set itself the objective of "Designing sustainable living and production models"
It has a range of research laboratories with varied expertise
including the Microorganisms: genome and environment laboratory (LMGE) and the Clermont-Ferrand Institute of Chemistry (ICCF)
which are used to working together on issues relating to the fate of organic contaminants and bioremediation
BRGM is a public institute with recognised experience in identifying industrial and service activity sites and carrying out brownfield inventories
It is also conducting research into the choice of rezoning options for the sustainable management and redevelopment of brownfield sites that once housed (potentially) polluting activities
Biobasic Environnement is an independent engineering company based in Saint-Beauzire (Puy-de-Dôme) specialised in the industrial environment and the management and remediation of polluted sites and soils
It is developing innovative solutions for treating contaminated soil
The two-year project will be carried out in three phases
The first will involve an inventory and characterisation of the land by BRGM
The second task is to develop a methodological framework for assessing the potential for redevelopment on a selection of sites identified by BRGM and Biobasic Environnement
to be carried out by UCA and Biobasic Environnement
is to assess the implementation of nature-based technologies for the remediation of polluted areas in order to promote the reconversion of sites in line with the principles of sustainable development
All of these tasks will cost an estimated €483,396
financed by Montluçon Communauté to the extent of €339,581 with the support of the State
via the fund for accelerating the ecological transition in regions (Green Fund) and the Conseil Départemental de l'Allier
as part of the Pacte pour Montluçon Communauté

France tyre production plant over the next 18 months
The news also marks the end of light truck tyre production at Montluçon
the production of two-wheel tyres accounted for 50 per cent of the site’s activity and the site has also made motorsport tyres during its recent history
into a European centre of excellence for the production of high-end motorcycle tyres
will now be amongst those made in Montluçon
In parallel with the investment into motorcycle tyre production
Tyres & Accessories understands that Goodyear also plans to reallocate the light truck tyre capacity currently located at Montluçon to the company’s other existing manufacturing facilities in the Europe Middle East and Africa (EMEA) region
despite the end of light truck tyre production
the investment in Montluçon’s two-wheel tyre production operations is expected to maintain staff headcount at around pre-announcement levels
The Montluçon plant currently employees around 540 full time workers
Local unions were something between cautious and satisfied in response to the news of the double-digit-million-euro investment

the Second World War's most decorated woman
Nancy Wake, "the White Mouse" and the most decorated woman of the 1939-45 war, disliked people messing around with her life story. Small wonder. It was an extraordinary story and an extraordinary life.
Work began earlier this month on a feature film about Nancy Wake's life. Ms Wake, one of the models for Sebastian Faulks' fictional heroine, Charlotte Gray, had mixed feelings about previous cinematic efforts to portray her wartime exploits, including a TV mini-series made in 1987.
"It was well-acted but in parts it was extremely stupid," she said. "At one stage they had me cooking eggs and bacon to feed the men. For goodness' sake, did the Allies parachute me into France to fry eggs and bacon for the men? There wasn't an egg to be had for love nor money. Even if there had been why would I be frying it? I had men to do that sort of thing."
Ms Wake was also furious the TV series suggested she had had a love affair with one of her fellow fighters. She was too busy killing Nazis for amorous entanglements, she said.
Besides, until she led her men into Vichy, the headquarters of the pro-Nazi wartime French government, she believed that her French husband, Henri Fiocca, was still alive. She discovered in Vichy in August 1944 that Henri, a wealthy businessman, had been captured, tortured and executed by the Nazis in Marseille the previous year. He had, until the end, refused to give them any information about his wife, codenamed the White Mouse by the Germans.
Even before she escaped to Britain, through Spain, in 1943 to train as a guerrilla leader, Nancy had been top of the Gestapo's French "wanted" list. With her husband, she ran a resistance network which helped to smuggle Jews and allied airmen out of the country.
Her "invisibility", according to French colleagues, was partly explained by her gender and her beauty. The Germans could not believe that one of their chief opponents was a slender, pretty, dark-haired woman.
Nancy both used, and refused to hide behind, her femininity. In London, at the age of 31, she became one of 39 women, and 430 men, recruited into the French Section of the British Special Operations Executive. She was trained in guerrilla fighting techniques and parachuted back into France in April 1944.
Nancy recalled later in life that her parachute had snagged in a tree. The French resistance fighter who freed her said he wished all trees bore "such beautiful fruit". Nancy retorted: "Don't give me that French shit."
Nancy Grace Augusta Wake was born on 30 August, 1912, in Wellington, New Zealand, the youngest of a family of six. When she was two, her family moved to Australia but her journalist father soon abandoned the family and returned to New Zealand.
Nancy became a nurse. With a £200 bequest from an aunt, she travelled to New York, London and Paris. She studied journalism in London, worked for US newspapers in Europe and interviewed Hitler in 1933.
By the time war broke out in 1939, she was living a pampered life in Marseille with her first husband, Henri Fiocca. Both were among the earliest resistance leaders after France capitulated in June 1940 and the southern part of the country became a nominally independent, Nazi satellite.
After the war, Nancy briefly became a politician in Australia. She returned to Britain to work for British intelligence until 1957, when she married a former British fighter pilot, John Forward, and moved back to Australia. Four years after her second husband's death, in 1997, she returned to Britain and lived in The Star and Garter Home for veterans in Richmond, London. She never had children.
The Australian Prime Minister, Julia Gillard, said yesterday: "Nancy Wake was a woman of exceptional courage and resourcefulness whose daring exploits saved the lives of hundreds of Allied personnel and helped bring the Nazi occupation of France to an end."
Ms Wake's relationship with her adopted country was not always simple, however. Australia was one of the few allied countries which declined to decorate her after the war. Nancy refused later Australian honours on principle.
"I told the government they could stick their medals where the monkey puts it nuts," she said. She relented in 2004 and became a Companion of the Order of Australia. Her earlier honours included the George Medal from Britain for her leadership and bravery under fire; the Resistance Medal, Officer of the Légion d'Honneur and Croix de Guerre with two bronze palms and a silver star from France; and the Medal of Freedom from America.
Nancy Wake asked to be cremated privately. It is expected that her ashes will be scattered next spring in the hills near Montlucon.

beating Roglič by two seconds and Dennis by six seconds
It was a double reward for Van Aert as he moved into the overall lead
taking the yellow jersey off the shoulders of another teammate
as Jumbo-Visma consolidated their occupation of the top three positions overall
the stage 4 time trial was the first clear-cut day for the overall contenders
and Roglič dealt further blows to his general classification rivals
Simon Yates (BikeExchange-Jayco) produced a storming ride to place fifth and limit his losses to just nine seconds but Nairo Quintana (Arkea-Samsic) shipped a costly 1:15
while the likes of Adam Yates (Ineos Grenadiers) and Aleksandr Vlasov (Bora-Hansgrohe) hovered in between
Dennis started early and occupied the hotseat for most of the day but was ousted at the last minute as Van Aert and Roglič started in the final three along with Laporte
None of them could match Simon Yates’ time at the intermediate checkpoint at kilometre-7 but
they all kept something in store for the second half of the course and especially the sharp climb to the line
First it was Roglič who stormed up the final ramps to beat Dennis by four seconds but
who claimed a creditable 11th place to maintain the team’s overall 1-2-3
European champion Stefan Küng (Groupama-FDJ) slotted into fourth
while UAE Tour TT winner Stefan Bissegger (EF Education-EasyPost) could only manage eighth at 21 seconds
“Until now it’s been a perfect week
We’ve really attacked this race and shown what we’re here for
Today everyone was motivating each other and it results again in a nice podium,” Van Aert said
“Our coach planned the winning time around 17 minutes then Rohan did a 16.25 so in the bus we were worried if we could beat him
It was a hard effort to manage because it was always up and down - not one steady rhythm - and for the last steep part you needed something left
I managed to save something on the downhill
Van Aert now leads the race by 10 seconds over Roglič
Roglič is the clear GC leader for Jumbo-Visma as the race now heads for the hills
and he added handsomely to the head-start he’d made thanks to the team’s original 1-2-3 on the opening stage
Simon Yates has emerged as his closest challenger
the Briton putting in one of the best time trials of his career to concede just nine seconds to Roglič and 11 to Van Aert
He jumps 16 places on GC and now lies fourth overall but is still 39 seconds down on Roglič
Pierre Latour (TotalEnergies) was another strong performer placing seventh on the stage at 19 seconds to move to fifth overall
Dani Martínez fared far better than Adam Yates
with the Colombian taking 10th place as his teammate could only manage 19th
Vlasov put in a strong ride to place 12th on the day and now finds himself among the fight for the podium
It was a more damaging afternoon for others
Jack Haig (Bahrain Victorious) shipped just over a minute
while Quintana lost 1:15 to Roglič over the relatively short distance
The Colombian has been flying in the early season with wins at Tour de la Provence and Tour du Var but he’ll have to summon something truly spectacular to topple Roglič on the Col du Turini or elsewhere and make it a hat trick

Goodyear has recalled 477 potentially defective Dunlop motorcycle tyres
In a notification published by the European Commission
the tyre maker shares that the size 120/70ZR17 M/C (58W) Dunlop RoadSmart III tyres
which Goodyear manufactured between 21 August and 10 September 2023 and also between 13 and 26 November 2023
may contain a “manufacturing defect” that “could lead to a tread separation.”
The applicable EC-type approval/model is E4 75R-0010007
Additional information published by the Kraftfahrt Bundesamt (Federal Motor Transport Authority) in Germany
where Goodyear sold 117 of the 477 affected tyres
states that the DOT codes for the tyres in question are: 1DK8B 6F1M 3423
Goodyear made the Dunlop RoadSmart III tyres in its factory in Montluçon
which following the company’s acquisition of Cooper Tire & Rubber and closure of the latter’s Melksham plant in the UK
it has earmarked as a competence centre for motorcycle tyre production
sparked debate on Reddit about what was there and why it had been removed
Internet sleuths did a bit of digging and discovered that the coordinates were for a prison in the commune of Montluçon
One Reddit user gave some advice about to get around the problem of blurring
They wrote: "My workaround for censored spots in Google Maps is to just search the location in Bing Maps
"Linking to Bing Maps on mobile exceeds my technological talents (it was very uncooperative in browser)
but this location was not censored when I manually scrolled the map to it
I guess governments don't remember to ask Bing to censor their maps too."
Another user speculated why governments would ask Google Maps to censor prisons
They said: "Apparently not a thing in the US
I do understand why a government would censor prisons
"Being able to see the layout would make it easier to plan something nefarious
"Want to know where to land the drone loaded with drugs
and my local prison is not censored like this
Another user joked that Google were censoring a "magnum dong"
