Post 451 was known for its drum and bugle corps
Twenty officers in the American Expeditionary Forces who wanted to improve troop morale started the American Legion in Paris in March 1919
and a group of officers and enlisted men attended the Paris Caucus in February
adopting a temporary constitution and the name American Legion
Congress granted the Legion a national charter in September 1919
The first national convention followed in November
where delegates voted to locate the Legion’s national headquarters in Indianapolis
American Legion posts quickly popped up all over the country
One of the posts formed in 1919 was in Des Moines
Black veterans in Cedar Rapids formed a post in 1920
naming it the Crispus Attucks Post 451 after the Black Native American man who was the first casualty of the American Revolution
A couple of Des Moines men reported having a very enjoyable time with the “Parlor City folk.”
Post 451 struggled from the beginning after many of its members left Cedar Rapids
a newspaper founded in 1894 for Black readers
reported in September “the post has been practically inactive for several months.”

When the advance man from Des Moines’ Lincoln Post arrived in Cedar Rapids
he had difficulty finding anyone from the Crispus Attucks post
“After making a search and after much inquiry
he finally located the post adjutant in a pool hall,” the Bystander reported
“Informing him of his mission and making it known that there were five others to follow him
he was sent to a questionable place without the adjutant quitting his interesting pool game.”
Fred Gresham came to the delegates’ rescue
opening her home to them and helping them make connections
and more than 1,400 delegates — white and Black — made a point of nominating and electing Black delegate J.Q
a group of Black veterans in Cedar Rapids sought to re-establish Legion Post 451
Hanford Legion Post 5 Commander Charles Hedberg and Executive Committee Member Carl Hendrickson told those at the meeting about the Legion’s ideals and purposes
Henry was elected commander of the newly formed post
The group met March 10 and named itself Pont-a-Mousson Post 451
after a city in northeast France that saw ferocious fighting during the war
Henry was arrested and charged with embezzling money from the newly formed post
Henry was captured at Iowa City five minutes after H.L
“signed the information charging his superior with embezzlement of the post’s money,” The Gazette reported
the post commander had been busy since the post was organized March 6
soliciting contributions for the post.”
The post reorganized three years later and elected Frank J
Post 451 began meeting in the office of the Hanford Post in the Linn County building
The Pont-a-Mousson Post was among the veterans’ organizations participating in the dedication of the new Veterans Memorial Building on May’s Island on Sept
The post began meeting there after the dedication
The last surviving Black veteran of the Civil War in Cedar Rapids
Veterans from both the Hanford and Pont-a-Mousson posts attended the funeral
The post’s drum and bugle corps became a focus of the organization in the 1930s
Benefit boxing tournaments were held in the armory of the Memorial Coliseum to raise funds for equipment for the musicians
The corps also was in demand for Legion parades and other events
Donkey baseball was introduced to Cedar Rapids in 1934
with proceeds from the games going to the Musketeers Drum Corps
the Veterans of Foreign Wars Band and the Pont-a-Mousson Drum Corps
the Pont-a-Mousson post formed an auxiliary
a World War I veteran and a Cedar Rapids police officer who headed the department’s fingerprint bureau
He held the post until he retired in September 1946
the Pont-a-Mousson was absorbed by the Hanford post

but the feeling was more of a somber one for those who attended the street dedication ceremony to honor Pvt
Riggenbach's sisters Helen Diebold and Alice Marion and others who knew him watched as Hawthorne Council President John Bertollo dedicated the intersection of Mountain and Metro Vista avenues in his name
adding that she was grateful the borough was honoring her late brother and that people had come out to pay their respects
Riggenbach served in the Army during World War II
near Pont-à-Mousson in eastern France
Riggenbach lived in Hawthorne most of his life
a Hawthorne resident who researches information about the fallen servicemen for the dedication ceremonies
Riggenbach grew up on Mountain Avenue and attended Roosevelt Grammar School during the 1930s
Riggenbach left for the Army in August 1942 around the time he turned 18
Diebold said she remembers the day he left with other men on a bus from Hawthorne Borough Hall to go to the induction center in Newark
he was sent to Fort Dix for Army basic training
After training he was assigned to the 42nd Infantry Division at Camp Gruber in Oklahoma
he was transferred to the 80th Infantry Division
Riggenbach was stationed in Scotland and England before going to France
Diebold and Marion still miss their brother greatly and say they wish he'd had the opportunity to spend more of his life with them
Hawthorne honors Iraq War veteran
Riggenbach was shot by the Germans on Sept
when he and others in the 3rd Battalion were stationed along the Moselle River
He was transported to the 60th Field Hospital
Bomhoff from the 315th Regimental Chaplain about their son's death
The intersection of Mountain and Metro Vista avenues is one of several street corners that the borough has dedicated to servicemen killed during war
The dedications are part of a larger project called Operation Fallen Heroes
The borough's goal is to have a street intersection named after each of the 76 men who died in combat serving in World War I

French building materials giant Saint Gobain has announced that its subsidiary
has signed a $200m supply contract with the Kuwait Ministry of Electricity & Water
The order will see Pipe Activity deliver around 120,000 metric tons of large-diameter ductile cast iron pipes from its Pont-a-Mousson plant in France over a 15-month period
The first order under the contract – the supply of around $40m worth of pipes
has already been commissioned and will be delivered at the end of the second quarter
A further $80m worth of pipes are due to be delivered during the second half of the year
Saint Gobain said the contract reflected its French plant’s position “as a world leader in drinking water supply systems”
Pipe Activity employs 10,000 people around the world and last year had sales of almost $21bn

ACU Events Ltd regrets to announce that French rider Franck Petricola
from Pont a Mousson was killed following an accident at Sulby Crossroads at approximately 7.45pm during this evening’s qualifying session at the Isle of Man TT races
Petricola was a regular competitor in the IRRC Championship and enjoyed his best season in 2013 with 11th overall in the Superbike category. His best result
came at Chimay and he ended the year strongly with six successive top ten finishes and took a brace of thirds in the Lightweight Races at Horice and Terlicko
He was due to make his TT debut in 2014 but was injured in the North West 200 meeting earlier in the month and was forced to withdraw from last year’s event. He returned to full fitness and raced at Scarborough and the North West 200 where he finished 25th in the Superstock race and 21st in the Superbike Race
The ACU wishes to pass on their deepest sympathy to Franck’s family and friends
The Coroner of Inquests has been informed and an investigation into the circumstances of the accident is underway
Entering in Schmëtt near the Belgian border they will race 115km from north to south
The first cyclists are expected to reach Luxembourg shortly after midday on Monday and road closures will be lifted after the car signalling the last cyclist has passed
Cyclists are expected to leave Luxembourg through Esch-sur-Alzette at around 4.30pm to 5pm
they will set off from Mondorf-les-Bains at around 12.10pm and will cycle 11km
Spectators who wish to drive to watch the race at Mondorf-les-Bains should take the Altweis (N11) motorway exit and follow the signs to find a parking place
Only authorised emergency vehicles will be able to take the Mondorf-les-Bains motorway exit
The Croix de Mamer on the A6 will be open on July 3 but the N6 access towards Kehlen or Mamer will be closed from 11.30am
On the A4 there will be a diversion in place at the exits towards Foetz and between Foetz and Mondercange from midday
On the A13 the Croix de Schifflange exits will be closed from midday on July 3
On July 4 all sliproads towards Schengen will be closed from 7am until 1pm

Some roads will be closed travelling from Luxembourg to France
On Monday cyclists are expected in Longwy at around 5pm
Many roads will be closed in both directions from midday until around 6pm
The RN 52 junction will be closed on Monday from midday until 6pm:
Exit 11 Villers-la-Montagne and the sliproads towards Longwy and Metz
On Tuesdsay cyclists will race from Mondorf to Vittel
