In response to a heterogeneous and disconnected programme originally from the mid-twentieth century, graal has carried out the renovation and transformation of a former student residence in the French town of Cergy
which seeks to adapt the complex to new contemporary needs
The original complex of the former Linandes Mauves student residence is made up of ten buildings arranged around a landscaped courtyard and connected to a lobby with large common areas
The project aims to conceive the intervention on the existing buildings from both the outside and the inside in a simultaneous and complementary manner
The project developed by graal focused on the demolition of the four remaining buildings to create new ones more suited to contemporary needs
The intervention transforms the four existing buildings with notable architectural qualities
and adds a new building to complete the program
The project cleverly reinterprets the student residence on an urban scale
simplifying the volumes to facilitate the relationship of the students with their living environment
The application of a new exterior skin in grey tones works as an element of union between the new and existing buildings
and allows the vegetation to take center stage

the Linandes Mauves residence consists of ten buildings arranged around a planted courtyard and connected to a lobby with spacious communal areas
The renovation of the previous phase was particularly complex due to the condition of the existing structure and the presence of asbestos throughout the plasterwork
the program for this operation focused on the demolition of the remaining four buildings in order to create new ones that are more suited to contemporary requirements
was based on a strategy of fundamental transformation of the four existing buildings with architectural qualities and the addition of a new building to complete the programme
The overall design was guided by three main principles:
- Re-interpreting the student residence on an urban scale by applying a new external skin to unify the existing buildings and adding a gable extension to assert its presence on the boulevard.- Exploring the potential uses of the dwellings
while acknowledging the specificities of their complex existing morphologies and developing a variety of architectural features: half-levels
etc.- Revealing the structural conditions of the existing buildings as an economic and aesthetic variable

the light grey of the overall design allows the vegetation to take pride of place
framing a variety of landscape or urban situations
against this backdrop that refuses to efface itself
several objects stand out due to their shape or colour
The metal staircases connecting the half-levels have been repainted to restore their original bright blue color
These colour accents are also used in the signage and on the interior furniture in the rooms
designed around this colour and its complementary shades

Basel’s Kunstmuseum has reached a settlement with the heirs of Richard Semmel on a painting by Camille Pissarro that the Jewish collector was forced to sell in 1933 after fleeing Nazi Germany.
The museum said it agreed to pay a sum “close to the market value” of the painting. La Maison Rondest, l’Hermitage, Pontoise, painted in 1875, was donated to the Kunstmuseum shortly before its 2021 Pissarro exhibition by Klaus von Berlepsch, a local collector. Its provenance was not at the time immediately clear and the collector, who has since died, was unaware of the painting’s history, the museum said in a press release.
The owner and manager of a successful textiles factory in Berlin, Semmel faced Nazi repression for both his Jewishness and his politics in spring 1933. He fled with his wife, Claire Semmel, to the Netherlands in June that year. He managed to take most of his collection with him. The contents of his Berlin villa, including the art left behind, were seized and pawned and in 1934, he sold the house to pay taxes in Germany. He continued trying to save his struggling company until 1935.
In 1939, a year before the Nazi invasion of the Netherlands, the couple fled via Chile to New York, where they lived in poverty. After his wife’s death, Semmel was cared for by a friend he knew from Berlin, Grete Gross. In gratitude, he made her the sole beneficiary of his will when he died in 1950; the current heirs are her granddaughters.
Semmel offered the Pissarro painting at an auction in Amsterdam in June 1933, where it was probably not sold, the Kunstmuseum said. Later that year, it was on sale at a Basel gallery where it was bought by von Berlepsch’s father-in-law.
The Kunstmuseum Basel said it makes a distinction between Nazi looting and cases of “Fluchtgut” – instances where a Jewish collector sold work outside Nazi-occupied territory after fleeing. “There need to be very specific reasons to justify a restitution,” the Kunstmuseum said.
In this case, Richard Semmel “tried to keep his textiles company afloat with the revenue from the sales of his pictures,” the museum said. “The revenue from the sales of pictures went directly to the German Reich…For this reason, the Kunstmuseum and its commission take the view that the heirs’ claim is justified.”
Olaf Ossmann, the Swiss lawyer representing the heirs, said: “We agree with the decision, but we don’t agree with the reasoning.” Ossmann was involved in drafting a series of international “best practices” published this year to reinforce the non-binding 1998 Washington Principles and clarify ambiguities in them that have led to disputes. Switzerland is among the 27 countries that have so far endorsed the new guidelines.
The best practices state that “taking into account the specific historical and legal circumstances in each case, the sale of art and cultural property by a persecuted person during the Holocaust era between 1933-45 can be considered equivalent to an involuntary transfer of property based on the circumstances of the sale.”

Claimed to be Europe’s “first fully integrated vertiport terminal” by the companies behind it
the site at Pontoise-Cormeilles airfield on the outskirts of the city will be used to test several aspects of eVTOL aircraft operations
called the Re.Invent Air Mobility testbed during 2024’s Paris Olympics
Operational aspects of passenger eVTOL aircraft will be tested at the site such as vehicle integration
Also to be examined will be the nature of the passenger’s journey through the terminal
The companies behind the testbed vertiport include French airport operator Groupe ADP

A consortium of 30 partners is involved in the project
The testbed is located at a live airfield enabling stakeholders to test technologies and procedures in different configurations in a real-life environment

A crewed test flight using the German company’s 2X model – the only aircraft currently authorized by DGAC for eVTOL test flights in France also took place

A former Tory councillor has sparked a row over Sevenoaks' continuing links to its twin towns in Germany and France
is calling for an end to grants which support visits between Pontoise in France and the German town of Rheinbach
But the call has angered political opponents who say the links between Sevenoaks and its European neighbours are about friendships which are paid for my individuals - and not the council
The spat broke out after father of two Mr Dodds
suggested Sevenoaks Town Council would be better off
"I have nothing against the EU -but we are now required to lift our heads up above the horizon
We are required to be global Britain and that is what Sevenoaks should do as well," he said
said the links meant taxpayers were subsidising "boondogger" trips - or useless projects - and there were worthier towns
"There are two towns of Sevenoaks I can think of - one in Tennessee and a small settlement in Kwazulu Natal which has a timber mill and school
"Wouldn't it be great if we were to say we were going to support the primary school of Sevenoaks in Kwazulu Natal?" he asked
But town councillor and keen twinning advocate
Tony Clayton said the grants paid were limited sums handed to the twinning associations of both Pontoise and Rheinbach to fund return visits
These had not taken place and there was therefore no grants to withdraw
"The point about Sevenoaks’ twin towns is that the links are not run by any council
but by groups of residents who build friendships
"They pay for their own trips and stay with families in each town when they visit
Both Pontoise and Rheinbach are close enough to leave Sevenoaks on an early train and arrive in time for lunch," he said
"Twinning is not about politically correct signals
and genuinely engaging with lives in other countries
"My family has gained from a lasting friendship started with a French exchange like this in 1939 (my dad didn’t get to do the return visit)
as well as through exchanges over the last 30 years with friends in Pontoise."
