EUROPE: CAF has formally completed the acquisition of the Alstom plant at Reichshoffen in France
along with the Coradia Polyvalent rolling stock portfolio and intellectual property related to the Talent 3 platform
Alstom agreed to the divest the former De Dietrich plant in Alsace and two product lines in order to obtain European Commission approval for its acquisition of Bombardier Transportation
Following negotiations with CAF and Škoda Transportation
an agreement with the Spanish company was announced in November 2021
In May this year the European Commission said this would not raise competition concerns
Announcing completion of the transaction on August 1
CAF said the company value of the acquisitions was €75m
Alstom said the transaction complied with all applicable social processes and consultations with employee representatives
and marks the completion of the divestment commitments it made to the European Commission.
More than 700 employees have transferred to CAF
which said they bring ‘proven experience in railway projects for the most demanding customers’
The Coradia Polyvalent design brings a project portfolio worth €500m and guarantees the workload at the Reichshoffen site for the coming years
The German element of the deal includes intellectual property relating to the former Bombardier Transportation Talent 3 platform and a team of German engineers
but does not include the production facilities at Hennigsdorf in Germany
CAF said the deal would boost its design and approval capabilities in Germany and central Europe
complementing its existing orders in the region
Alstom will honour its remaining obligations under existing orders for Talent 3; and will operate in consortium with CAF to fulfil existing contracts for rolling stock delivery from the Reichshoffen site
CAF said the transaction marks a new step in its growth and diversification strategy

19 May 2020 – Alstom delivered the 300th Coradia Polyvalent train for Régiolis in the Occitanie region on Thursday 7 May
the total delivered fleet of Coradia Polyvalent trains has covered more than 107 million kilometres with a level of reliability and availability in line with the expectations of SNCF Voyageurs and the French Regions.
“This 300th train is an important milestone for the Reichshoffen site

The 200th train will be delivered on 10th June and is one of the 34 trains ordered by the Grand Est Region to date
the total fleet of Coradia Polyvalent trains delivered to date has travelled more than 27 million kilometres
with a level of reliability that surpasses the objectives defined with SNCF
The 30 Grand Est Regiolis trains currently in commercial operation have travelled more than 5 million kilometres
the Grand Est region has ordered 34 Regiolis trains worth over €300 million ($335.21 million): 24 suburban trains (TER Alsace) and 10 regional trains (TER Lorraine)
this fleet will be extended with 19 trains of the same type
resulting from the transfer of the Paris — Troyes — Belfort — Mulhouse Intercity line
The Grand Est Region will thus be in possession of the largest fleet of all the new Regions
Philippe Richert announced that the Grand Est Region would place a firm order for at least 10 Regiolis at the end of 2017
This could be supplemented by 15-20 additional units in 2018
including 15 cross-border trains running between France and Germany
for which the Grand Est Region is currently funding a feasibility study
He also confirmed the support of the Grand Est Region for the research projects carried out by Alstom and SNCF for more energy-efficient trains

Tube carriage maker being pursued in English courts by Alexander Brothers
A multinational company that manufactures tube carriages for the London Underground is embroiled in a legal dispute with an obscure Hong Kong firm over suspected corrupt payments
a French-headquartered multinational that makes railway carriages and rolling stock
is being pursued in the English courts by the Hong Kong firm
Alstom and its British subsidiary are refusing to pay the money
arguing that the Hong Kong firm’s work is likely to have involved corrupting public officials
they would run the risk of being prosecuted for bribery
Alexander Brothers says it did not act corruptly
The skirmish in the London courts is the latest phase of a campaign by Alexander Brothers
Previous battles have been fought in Switzerland and France
Guo has initiated the case in the English courts as she is seeking to obtain the money she says her company is owed
A hearing is due to be held this month in London
Details of the dispute are set out in judgments in French and British courts. It marks another legal showdown for Alstom, which in 2018 was revealed to have pleaded guilty to bribery charges in the UK
Several of its directors also pleaded guilty or were convicted by a jury on charges unrelated to the current dispute
In 2003 Alstom hired Guo’s firm to help it to secure three multimillion-pound contracts in China. It was hired because it was “close to the decision makers and that she was aware of the decision-making process in the Chinese ministry [of] railways,” according to an agreed statement of facts submitted to a French court
The court added that Alstom won the contracts “thanks to the efforts and services” of her firm and started to pay her firm the agreed fees
in 2010 their arrangement began to unravel after Alstom discovered it was facing an inquiry into alleged corrupt practices by the UK police
Alstom carried out an audit of Alexander Brothers’ work
and decided it could not carry on paying money to the firm on the contracts without risking criminal prosecution for corrupting public officials
Guo informed Alstom that the company had won its bids for a contract thanks to her contact with Shanghai mayor’s office
despite Alstom’s bid having been scored worse than those of other companies
and despite the results of the tender not having been announced yet
Alexander Brothers spent money on furniture and works of art
as well as an average of $40,000 a year on “entertainment”
Guo took Alstom to a private arbitration court in Switzerland
demanding €2.9m in unpaid bills plus interest
as well as a further €2.5m in compensation and damages
The Swiss tribunal ordered Alstom to pay her €1.5m
Alstom then brought its own case to the Paris court of appeal, which ruled that the manufacturer did not have to pay the money to her as it had found evidence that Alexander Brothers was bribing Chinese officials.
The Paris court noted that a contact of Guo’s, the former railways minister Liu Zhijun
had in 2011 been jailed for life in China for accepting €9m of bribes over a 25-year period
An Alstom spokesperson said: “The Paris court of appeal overturned the order to enforce the arbitral award
considering that Alstom could legitimately suspect that its former consultant had acted contrary to its ethics and compliance policy and therefore justified not making any payment to it
“The court thus validated Alstom’s position and considered that the arbitral award could not be enforced because it was contrary to international public policy.”
A lawyer for Alexander Brothers said it was not appropriate to comment as the matter was sub judice

as soon as the Etablissement Public de Sécurité Ferroviaire (EPSF) has issued the necessary authorisations for passenger transport
This electric-diesel-battery regional train is the first hybridisation project for a Régiolis[1] train in France
It was launched in 2018 by the SNCF Group and Alstom
with the mobilisation and financial participation of 4 French Regions (Occitanie
and the provision by the Occitanie Region of a trainset from its liO fleet
The objectives are to reduce energy consumption and cut greenhouse gas emissions
thanks to a solution that allows the existing thermal fleet to be modified without having to modify the existing infrastructure
Along with the battery-powered train and the hydrogen train
the hybrid train is one of the three decarbonisation technologies that the SNCF Group is developing with its partners Alstom
and the French Regions for passenger transport on non-electrified (or partially electrified) regional lines
Hybridization of the Régiolis trainset involved replacing half of the thermal engines with energy storage systems consisting of lithium-ion batteries. This operation was carried out at the beginning of 2021 at the CAF site in Reichshoffen[2]
following an initial validation phase for the new energy storage systems at the end of 2020 at the Alstom site in Tarbes

One car of the train has also been temporarily fitted with a laboratory and multiple sensors to measure the train’s energy flows
Equipped with its two energy storage systems and its laboratory car
the trainset has started its tests in the second half of 2021
A static and dynamic fine-tuning phase at up to 60 km/h took place at Reichshoffen to check the train’s operation and test the hybrid traction mode
Tests then continued on the Vélim test track (in the Czech Republic)
with validation and certification tests at up to 160 km/h
This enabled all the train’s new traction modes to be tested at their operating speed
and the route simulation models to be validated
The tests showed that the train performed as expected
The zero-emission battery-powered mode is designed to power the train for a few kilometres without the need to use internal combustion engines
a feature that could be useful for low-carbon journeys in built-up areas
the hybrid regional train retains the range of the initial model for up to 1,000 kilometres
With the final tests on the national rail network having taken place in April
SNCF Voyageurs has now to submit the admission file to the Etablissement public de sécurité ferroviaire (EPSF) with a view to obtaining the necessary authorisations for its commercial operation
SNCF Voyageurs will also use this period to prepare for the launch of the trainset in the various regions (traffic plan
The start of the experimental commercial service is scheduled for the end of 2023 in Occitanie
particularly on the Mazamet – Toulouse and Rodez – Toulouse lines
The modified trainset will then run throughout 2024 in the Nouvelle-Aquitaine
The industrial deployment of the hybridisation solution on other dual-mode Régiolis trainsets still needs to be specified
