health hazard concentrated in certain districts within the City D5 and D7 make up over 20 of the 30 sites on this roster – and with upwards of 1,000 or so RVs this is a small fraction of the larger issue supportive/interim housing funneled mostly into a few districts while other more affluent areas remain buffered…and that is intentional That is a problem from a civil rights perspective in my view what concerns me about this program is it’s basically a SJ Beautify RV program There is no permanent ban – so people will just return we continue the cyclical multi-million dollar cleaning service that doesn’t address any root causes We spend millions this year – then in another year or two – we rinse and repeat than Oakland/SF – a recent HUD report showed that our County has the most homelessness tucked into the creeks and on the Guadalupe Trail Or living in RV communities scattered throughout the City I believe we need to build shelter to scale and by subpopulation – while demanding the County invest in behavioral health resources more than $1M supportive apartments and create PERMANENT bans on illegal camps and RVs root cause solutions – starting with shelter and treatment Why not convert the jails we are releasing people from into inpatient rehab/mental health treatment centers Many people need to literally be forced off the street and into care – we will see less vulnerable die So thank you City for acknowledging the scope of the issue – but let’s move toward permanent solutions that don’t result in us going right back to where we started It is good to finally see some action and we need to support our mayor’s plan with these realistic programs Housing First has failed and was never financially feasible We now need every district to contribute by providing their fair share of appropriate land/areas for low-cost shelter solutions including simple shelters safe parking sites and sanctioned encampments This will at least quickly give these people basic assistance including addiction and mental health services and a little hope to get their lives back It is inhumane to leave them living randomly everywhere any longer and unfair to everyone else “We now need every district to contribute by providing their fair share of appropriate land/areas for low-cost shelter solutions including simple shelters safe parking sites and sanctioned encampments.” San Jose is one of the most expensive cities in the US The vast majority of these homeless people will *never* be able to afford to live here they should be transported to another part of the state where there’s at least some chance they can make it on their own How about we return to the basics of the 72 hour rule and allow citizens to report and city staff to enforce As far as I can tell we haven’t had any good ideas or implemented any good new laws or policies for at least the last 20 years So let’s just erase everthing we’ve implemented since the 90’s and restart with those policies and hope it makes San Jose better for everyone But in the criteria for making a street eligible for removal of RV’s they have to include pathways to public transportation I live next to a street (Fehren Ave in district 7) that is the only or most direct path to get to the train stop That means you either walk right next to the RV’s or on the road It’s a especially hard choice in the morning I think we should take away our lower income classes homes Then sit and ponder why crime is on a rise again why there are all of a sudden a lot more tents on the way home to look at Move trash to get around when we take out evening walks All of a sudden you will be looking at a Columbus park tent encampment situation everywhere you remove these rvs That sounds like a lot more fun than the big boxes they live in now At least they are contained inside a rv what is inside isn’t your problem right now but it will be when these people are on the street comm on idiots If there are 800 ugly rvs in the city and looking at them is the issue why don’t 800 of the philanthropists each get one rv and give it to a homeless person then it won’t be so he so bad to look at there’s a real solution those who aren’t suffering from mental illness and addiction and are just homeless because they are poor – it was in the 30s last night People can’t wait for these entities to get their acts together – and legal advocacy agencies like Law Foundation are bank rolled by the City/County – but really they should sue these public entities for their inaction and those impacts on people and communities We saw this happen in NYC for a right to shelter – and some CA communities have taken legal action recently Here is information from that lawsuit below and I think more cities like San Jose Oakland and SF should be forced via legal action to do their jobs “BREAKING: LA Sued for Failing to Control Homeless Encampments the American Freedom Law Center (AFLC) filed a class action federal complaint in the U.S District Court for the Central District of California alleging that the City of Los Angeles and the Los Angeles Police Department have both allowed and created conditions effectively taking private property in violation of the Takings Clause of the U.S Constitution and for creating public nuisances The thrust of the claims on behalf of AFLC’s client is that the City and police department have failed to control homelessness and that the homeless encampments occupying his property and surrounding properties have caused significant property damage and financial loss.” This is just Housing First lite and is not a financially feasible solution We need to help the most people for the least amount of (taxpayer) money This would be barrack type structures with bunk-beds (simple shelters) and campgrounds spaces with tents (sanctioned encampments) It definitely must include addiction and mental health care The goal must always be to lift people out of homelessness The tiny home village (Casitas de Esperanza) at the downtown County property is all undocumented immigrants I “hope” this new location will at least be used for some of the local unhoused that are currently living on our streets It’s time for our leadership to be honest with us This homeless situation has been going on for too long It’s time to utilize the National Guard to set up temporary emergency shelters at the fairgrounds unused google village land and other appropriate locations in every district to finally end this tragic cycle It is inhumane to leave people living on the streets and unfair to everyone else “I’m just so pleased that we’re going to be able to move the unhoused out of the creek and into these units and I can’t wait for that to occur.”” but it seems to me there is zero correlation between building tiny homes and removing homeless people from the creek We’ll just have a largely vacant set of expensive to buy and ineffective to operate tiny homes next to the homeless encampment that is currently along the creek Why would we expect anything to change for the homeless population currently occupying the banks of the creek right down the street on Cherry and
