Saint Paul Public Works will be piloting a new weekly alternating one-sided parking cycle on residential streets
This weekly alternating parking cycle will be in effect for the two small pilot areas until April 12
Public Works crews will be treating and plowing all streets in the pilot area for any winter weather related event
Residents should anticipate seeing plows on their street
Please note these plows may only be doing work in the pilot area and not on surrounding streets
The two neighborhood pilot areas will be signed with temporary signs (see image below) and are located:
On-street parking in these designated areas will be one-side parking that will alternate weekly between the EVEN and ODD numbered sides of the streets.
Parking is permitted on both sides of the streets on Sundays between 3-9 p.m
when people should be moving vehicles to the other side of the street where permitted
The City of Saint Paul will send a voicemail message when a Snow Emergency has been declared to phone numbers publicly registered in Saint Paul

Once again, it's time for everyone to celebrate being Irish for the day at the 52nd annual St. Patrick’s Parade in Louisville's Highlands neighborhood
The annual parade, hosted by the Ancient Order of Hibernians
The parade will begin at Baxter and Broadway
continue on Baxter to Bardstown Road and will disperse at Windsor Place
The parade passes through what's colloquially known as "The Irish Triangle," which includes O'Shea's Irish Pub at 956 Baxter Ave., Molly Malone's Irish Pub at 933 Baxter Ave., and Flanagan's Ale House at 934 Baxter Ave

San Jose has begun temporarily banning RVs in designated areas across the city this week
Under a $3.3 million pilot program, Oversized and Lived-In Vehicle Enforcement (OLIVE), the city has chosen 30 temporary tow-away zones to clear RVs for street sweeping and cleanup throughout this year
It will establish a new temporary tow-away zone every week
Chynoweth Avenue is the first site that will temporarily ban RVs
where there are 19 RVs and lived-in vehicles
Next week will be Boynton Avenue from Underwood Drive to Blackford Avenue
where approximately 55 vehicles are parked
“The neighbors and small business owners and people coming to the parks in these areas deserve some relief,” San Jose Mayor Matt Mahan said at the Thursday news conference held at Chynoweth Park
the city will chose up to 10 sites where RVs and lived-in vehicles will be permanently banned
individuals forced to move have no options
Those who have inoperable vehicles are at risk of getting towed once the city begins enforcing the temporary ban

This seems like a no brainer; if you want to be treated like a neighbor
and being a drunken jerk is going to anger your “neighbors.” I’m out of empathy
I think they just tow all these vehicles to Columbus Park
What I do appreciate about this program is the acknowledgement we have a really big issues w/ RVs
many inoperable and a public health hazard
concentrated in certain districts within the City
D5 and D7 make up over 20 of the 30 sites on this roster – and with upwards of 1,000 or so RVs
this is a small fraction of the larger issue
supportive/interim housing funneled mostly into a few districts
while other more affluent areas remain buffered…and that is intentional
That is a problem from a civil rights perspective in my view
what concerns me about this program is it’s basically a SJ Beautify RV program
There is no permanent ban – so people will just return
we continue the cyclical multi-million dollar cleaning service that doesn’t address any root causes
We spend millions this year – then in another year or two – we rinse and repeat
than Oakland/SF – a recent HUD report showed that our County has the most homelessness
tucked into the creeks and on the Guadalupe Trail
Or living in RV communities scattered throughout the City
I believe we need to build shelter to scale and by subpopulation – while demanding the County invest in behavioral health resources more than $1M supportive apartments and create PERMANENT bans on illegal camps and RVs
root cause solutions – starting with shelter and treatment
Why not convert the jails we are releasing people from into inpatient rehab/mental health treatment centers
Many people need to literally be forced off the street and into care – we will see less vulnerable die
So thank you City for acknowledging the scope of the issue – but let’s move toward permanent solutions that don’t result in us going right back to where we started
It is good to finally see some action and we need to support our mayor’s plan with these realistic programs
Housing First has failed and was never financially feasible
We now need every district to contribute by providing their fair share of appropriate land/areas for low-cost shelter solutions including simple shelters
safe parking sites and sanctioned encampments
This will at least quickly give these people basic assistance including addiction and mental health services and a little hope to get their lives back
It is inhumane to leave them living randomly everywhere any longer and unfair to everyone else

safe parking sites and sanctioned encampments.”
San Jose is one of the most expensive cities in the US
The vast majority of these homeless people will *never* be able to afford to live here
they should be transported to another part of the state where there’s at least some chance they can make it on their own
How about we return to the basics of the 72 hour rule and allow citizens to report and city staff to enforce
As far as I can tell we haven’t had any good ideas or implemented any good new laws or policies for at least the last 20 years
So let’s just erase everthing we’ve implemented since the 90’s and restart with those policies
and hope it makes San Jose better for everyone
But in the criteria for making a street eligible for removal of RV’s they have to include pathways to public transportation
I live next to a street (Fehren Ave in district 7) that is the only or most direct path to get to the train stop
That means you either walk right next to the RV’s or on the road
It’s a especially hard choice in the morning
I think we should take away our lower income classes homes
Then sit and ponder why crime is on a rise again
why there are all of a sudden a lot more tents on the way home to look at
Move trash to get around when we take out evening walks
All of a sudden you will be looking at a Columbus park tent encampment situation everywhere you remove these rvs
That sounds like a lot more fun than the big boxes they live in now
At least they are contained inside a rv what is inside isn’t your problem right now
but it will be when these people are on the street comm on idiots
If there are 800 ugly rvs in the city and looking at them is the issue why don’t 800 of the philanthropists each get one rv and give it to a homeless person then it won’t be so he so bad to look at there’s a real solution
why not ?better than having them steal your identity to buy themselves one once you take their current home

Valley Water will enact the policy starting Jan
The people encamped at the proposed tiny home site will be temporarily relocated during construction and will be given priority placement once the site is ready to open
San Jose Housing Director Erik Solivan said at the council meeting
housing department spokesperson Jeff Scott deferred to Valley Water
Keller told San José Spotlight that while the water agency will be conducting sweeps in early January
the city is responsible to provide homeless people with relocation options
the city is responsible for shelter intake and keeping track of the homeless people who have priority placement into the tiny home site after construction is complete
Scott did not provide details on how the city intends to keep track of the homeless people during the temporary relocation period
or whether any city workers will be present when Valley Water begins the sweeps
The project costs $18.3 million and will be funded with about $9 million from the state and $7 million from Measure E
a property transfer tax approved by city voters in 2020
The city also received about $2.4 million in philanthropic donations
DignityMoves is the developer and will receive up to $15 million to design and construct the site
private bathrooms and an outdoor picnic area
security and other services to help people transition into permanent housing
The city has not chosen who will be the service provider
it will cost about $5 million annually to operate
The city currently has approximately 500 beds across its six tiny home sites

It must be nice for all of these high paid folks at the various government funded entities who live in communities not as impacted by the homeless
mental illness and addiction crisis we see in D3
sidewalks and trails don’t have the public health and safety issues we see in the lesser resourced areas
3 out of the 4 parks near my home are 3rd world countries (St James
Roosevelt and Columbus Parks) – even having outbreaks of bacterial infections – and many crime issues
Building less than 200 more “tiny homes” at an absolute premium addresses
On top of that – for those who aren’t suffering from mental illness and addiction and are just homeless because they are poor – it was in the 30s last night
People can’t wait for these entities to get their acts together – and legal advocacy agencies like Law Foundation are bank rolled by the City/County – but really they should sue these public entities for their inaction and those impacts on people and communities
We saw this happen in NYC for a right to shelter – and some CA communities have taken legal action recently
Here is information from that lawsuit below and I think more cities like San Jose
Oakland and SF should be forced via legal action to do their jobs
“BREAKING: LA Sued for Failing to Control Homeless Encampments
the American Freedom Law Center (AFLC) filed a class action federal complaint in the U.S
District Court for the Central District of California alleging that the City of Los Angeles and the Los Angeles Police Department have both allowed and created conditions effectively taking private property in violation of the Takings Clause of the U.S
Constitution and for creating public nuisances
The thrust of the claims on behalf of AFLC’s client
is that the City and police department have failed to control homelessness and that the homeless encampments occupying his property and surrounding properties have caused
significant property damage and financial loss.”
This is just Housing First lite and is not a financially feasible solution
We need to help the most people for the least amount of (taxpayer) money
This would be barrack type structures with bunk-beds (simple shelters) and campgrounds spaces with tents (sanctioned encampments)
It definitely must include addiction and mental health care
The goal must always be to lift people out of homelessness
The tiny home village (Casitas de Esperanza) at the downtown County property is all undocumented immigrants
I “hope” this new location will at least be used for some of the local unhoused that are currently living on our streets
It’s time for our leadership to be honest with us
This homeless situation has been going on for too long
It’s time to utilize the National Guard to set up temporary emergency shelters at the fairgrounds
unused google village land and other appropriate locations in every district to finally end this tragic cycle
It is inhumane to leave people living on the streets and unfair to everyone else

but it seems to me there is zero correlation between building tiny homes and removing homeless people from the creek
We’ll just have a largely vacant set of expensive to buy and ineffective to operate tiny homes next to the homeless encampment that is currently along the creek
Why would we expect anything to change for the homeless population currently occupying the banks of the creek
right down the street on Cherry and Branham
They have been nothing but a nuisance and in some instances a danger to the surrounding neighborhood
Certainly they have caused an uptick in property crime as the Safeway and Walmart across the street has taken to locking up many items behind plexiglass
While they prefer the light exiting Walmart/Best buy as a prime panhandling location
they also frequent the NB 85 exit onto Almaden across the street
as well as the Almaden/85 SB exit next to Costco
There was one instance where my wife was picking up our kids from Pioneer HS where a homeless man sat on the Island/Divider with a machete
ashing his cigarette on it while sitting on a bucket and rambling incoherently to himself
“Well is he attacking anyone with it
WE HAVE NO OBLIGATION TO HOUSE THESE PEOPLE
You solve this issue by making rock bottom not so soft
The people here do not want to be housed
Who is stopping housed people from drinking
Ever see a frat house or a society holiday party
and commit wage fraud among other harms to society
So we’re going to make it easier for the ones currently doing this in the creek
Robertsville (this area of D9) has already paid the toll on this for 24 years
I think it’s only fair we put it next to your neighborhood
since we’re trying to be equitable here
Where is the $5M per year going to come from
or $3,125 per month would go much further in providing a simple rental subsidy – $1,500/mo subsidy for 278 people to be exact
This is why this problem will never be “solved”
The people in charge of solving it only want to extend the tax-payer funded gravy train forever

After extensive community involvement spanning back to 2013
the intersection at Thomas St and Dexter Ave N was identified as an opportunity to create a Thomas St that strengthens pedestrian and bicycle connections
Seattle’s first protected intersection will prioritize people walking
It includes traffic signals for people crossing Dexter Ave N
It also adds permanent concrete barriers to help safely separate people driving from people walking
The protected intersection provides connectivity to the citywide bike network
It links the greenway on Thomas St to the popular Dexter Ave N bike lanes
It also connects the Seattle Center to South Lake Union to help move large numbers of people during events
Seattle’s first protected intersection is an exciting step forward for everyone
We’ll continue to monitor the intersection and signals to make sure everything is operating smoothly
and are ready to make minor adjustments if needed in the weeks ahead
We’re making numerous improvements to other parts of Thomas St between 5th Ave N and Dexter Ave N
in coordination with Seattle City Light and other adjacent property owners
we will continue to work on sidewalk and landscaping installation in this area
which may require additional temporary sidewalk closures
We expect to complete all of these planned improvements this year:

San Dimas Sheriff’s Station is one of seven stations within Field Operation Region III
The station encompasses approximately 276 square miles in its patrol area
In addition to serving the City of San Dimas
the station serves the unincorporated communities of Azusa
and a large portion of the Angeles National Forrest
The population for the areas policed by San Dimas Station is approximately one hundred and five thousand (105,000)
nearly sixty-nine thousand (69,000) in the unincorporated areas and more than thirty-six thousand (36,000) in the City of San Dimas
San Dimas Sheriff’s Station is located in the eastern portion of Los Angeles County
adjacent to the cities of La Verne and Pomona
The station serves the City of San Dimas and the unincorporated communities of Covina
The station also provides law enforcement for the Azusa Canyon and Mount Baldy areas of the Angeles National Forest (State Route 39)
Traeger assisted in the establishment of the original San Dimas Sheriff’s Station to serve the fruit growers and poultry raisers in the eastern section of Los Angeles County
The first station consisted of a large frame house located on San Dimas Avenue near downtown
a new “modern” Sheriff’s station opened on the same site
San Dimas became the 70th city to incorporate

which performs technical rescues and searches in the rugged terrain of the nearby Angeles National Forest
consists of highly trained and dedicated men and women volunteers and Reserve Sheriff’s Deputies
They currently respond to an average of seven rescue calls per month involving lost hiker searches and rescues of injured persons
The station is also supported by Patrol and Posse Reserve Units

The city of San Dimas contracts for three Special Assignment Deputies who are also bicycle patrol certified
They provide specialized “problem-oriented policing,” which addresses quality of life issues within the city of San Dimas

Not to mention great access to job centers from downtown SF (maybe again someday)

Not to mention more people to support all the struggling Mom & Pop businesses on SBA
this is a very skinny parcel – really just a remnant left over after 101 was built in the 1950s
I honestly don’t know how stable that slope is between the site and the freeway
Your lungs would be coated with soot in a week
I hope whoever lives there invests in some really good HVAC filters

San Francisco — Caltrans will be working on road repairs on ramps along Interstate 280 in San Francisco
The first repair location takes place at the Lyell St
October 24. This includes placing polyester concrete overlay
and repairing asphalt concrete approaches at six ramps at seven locations
101 to NB 280 (lower deck); I-280/101 Interchange: SB 280 to SB 101 (upper deck)
The repairs will occur on a segment of I-280 from Ocean Ave
each night for durations from one to eight hours on southbound and northbound directions
All repairs will take place at night and may require partial to full lane
The purpose of the work is to prolong the useful service life and integrity of six bridges
at seven locations in the city and county of San Francisco
The entire project is scheduled to be completed January 2025

It was owned at one point by George Gandy Sr., the man who built the Gandy Bridge. In 1935, Babe Ruth rented the property while he was in town for spring training.

“It was unbelievably overcome with mold,” she said. “It was just so far gone structurally.”

She’s completed more than 30 historic preservation projects, many in the Old Northeast, where she’s lived since the 1990s.
“I feel so passionately about the neighborhood and the inventory, which we’re losing every day, it seems,” she said. “I drive down the street, and there’s another demolition crew taking down a beautiful house.”

It features several modern amenities, including high-end appliances in the kitchen, a brand-new air conditioning system and hurricane windows.
“The quality and finishes are like no other,” Kantner said. “You can’t compare it to a new build.”

Formerly homeless veterans living in poor conditions at a San Jose complex hope things get better with the change in nonprofit service providers
The property at 10. Kirk Ave. is home to dozens of veterans that have lived with black mildew, fire hazards and unsafe electrical systems, among other problems — issues that have been going on for years
Santa Clara County purchased it last year and promised to turn it around
Homeless Veterans Emergency Housing Facility
provided case management and meals to veterans at the site
Two months ago the Veterans Administration
which had been been funding a majority of the programs
said it would not renew its contract with the nonprofit
the county brought in Abode Services on Tuesday to take over day-to-day operations through the end of the year
The contract, approved by the Santa Clara County Board of Supervisors on Aug
The county took $500,000 out of its general fund contingency reserve to make sure on-site veterans are still getting meals
case management and services needed to transition into permanent housing
The county is banking on Abode getting a contract with the Veterans Administration to maintain services for veterans into the new year
Deputy County Executive Director Consuelo Hernandez said Abode’s contract with the Veterans Administration is “pending inspections” of the site
If the Veterans Administration doesn’t end up giving Abode a contract
Hernandez said the county will work to see what else needs to be done or provide a plan to help the veterans transition out
“Our stance is we care about the veterans,” Hernandez told San José Spotlight
adding that transitions can be difficult because there is uncertainty in regards to who is responsible for what
An Abode spokesperson deferred questions on the contract and transition to the county
The transition hasn’t been without hiccups
A case manager for Homeless Veterans Emergency Housing Facility said they were trying to get veterans out of the building because the Veterans Administration initially told them all veterans had to leave the premises before the contract expired
The nonprofit rushed to move some veterans into apartments and shelters
Other veterans felt unsettled because they didn’t know where they would go
“I was living in limbo because I didn’t know,” a veteran who asked to remain anonymous for fear of retaliation told San José Spotlight
“I was worried about having to leave.”
The veteran said a worker from Abode contacted him last Friday and told him he would be able to stay
but he’d have to work out a new lease with the Veterans Administration
Hernandez told San José Spotlight no veterans are being asked to leave
There are about six veterans who reside in a building with mold
and they will move to another building on the premises while repairs are being made
There were about 40 veterans on the premises Aug
single-story buildings with the capacity to house 150 veterans
The county acquired the 4.26-acre site for $14.5 million last November from Swenson Builders
Since the acquisition it has fixed the fire sprinklers
pumped standing water out of the basement and installed air conditioning in some rooms
The veteran said he is hopeful things will improve with the county owning the building and Abode managing the operations
Others are still uneasy with the transition
“I think it’s going to be a lot more fair,” he told San José Spotlight
“I’m handicapped and (Goodwin) wouldn’t give me a handicap (parking) spot

The New York City Saint Patrick's Day Parade is coming up
and it's been a time-honored tradition of Irish pride ever since.
From pipe and drum bands to dancers and performers in regalia
midtown Manhattan transforms into a big party with a sea of green revelers every year for this festive affair
More than 150,000 people march in the parade every year, with more than 2 million spectators cheering them on

Patrick’s Day Parade takes place on Monday
The procession starts at 11am and ends around 4:30pm.

If you want to try to score grandstand seats, you've got to mail a letter (yes, really) to the parade committee (here's how)

More than 150,000 people march each year in the parade, including pipe bands, Gaelic societies, veterans, firefighters, and many more. To get a sense of just how big this parade is, the "line of march" which is basically a program for the event, runs 16 pages long this year
There will not be portable restrooms set up along the parade route, so prepare your bladder accordingly. We also recommend bookmarking the Got2Go NYC bathroom map
If you want to stay home and avoid the crowds
you can watch the parade on TV or livestream
A lot of them. If you're trying to get somewhere in this area on parade day, you're better off walking than trying to drive. Typically during the parade, street traffic is detoured away from 5th Avenue between 44th to 79th Streets, which can cause an overflow on adjacent streets. Here's the full list of closures, per NYC DOT:

Ave Maria University announced its president

“It’s bittersweet because I have loved what I do here,” Towey said in a phone interview Tuesday afternoon
“But no president serves forever.”
Towey was president of Saint Vincent College in Pennsylvania for four years
Towey was a member of former President George W
Bush’s senior staff and the director of the White House Office of Faith-Based and Community Initiatives
According to his biography on the university’s website, Towey was Mother Teresa’s legal counsel for 12 years and volunteered at one of her homes for AIDS patients. Towey has also said he considered Mother Teresa a friend

“Jim Towey stabilized Ave Maria during a time of crisis
and ushered in an era of stability and growth,” Timmis said in the release. “Had it ever come to a vote the Board would have extended his term because he’s done such a great job
but Jim thought the time was right to step down when his contract ends
after Towey had spent about four years at the helm of the university
Ave Maria’s Board of Trustees unanimously voted to extend his contract through June 30
Towey said he had been thinking about whether to seek another extension to his contract and ultimately decided not to
“There’s never a good time to leave a position like this
but it seems like now we’re strong enough and on good enough footing that we can have an orderly transition and maintain the gains we’ve made,” Towey said
With the year and eight months left in his tenure
Towey said he plans to continue working on increasing enrollment numbers at the university and chipping away at the school’s debt
“There was a sizable debt when I came in,” he said
He also wants to get endowments for the university’s nursing
so the departments have a stable funding source
Towey said he hasn’t thought about his future plans
He has more than a year and a half to think about it

Towey faced some backlash from members of the Catholic community and some current and former Ave Maria students about a statement he issued supporting Pope Francis in the wake of allegations the pope knew about the sexual abuse crisis in the Catholic Church and failed to act
Towey later amended his statement and apologized for some of his words
“The church is facing a crisis and not only failing to protect children and vulnerable adults
but acting with hypocrisy covering it up,” Towey said
I feel a lot of work has to be done by the church hierarchy to restore trust.”
Towey said he stands by his defense of the pope and what Towey thought was an unjust call for the pontiff’s resignation
Towey said his statement came with some thanks and some criticism
He said several students who disagreed with him came to his office and they talked for more than an hour
“That’s life in academia,” Towey said
“This is all part of the process of having reasonable disagreement
but I don’t have regrets about what I’ve said.”
Towey said the backlash is not part of the reason he is stepping down as president
He said he thought after what will be nine years at the end of his tenure
a new president would be the best thing for the university
and I’m grateful for their confidence
but I feel this is the right time,” Towey said
