Europe The adaptation of the Carling - Saint-Avold complex did not involve layoffs or compulsory staff transfers During the transformation Total supported contractors and kept its promises to customers and employees Editor's note: This is an updated version of the original story a recounting of Gregory Perkins' understanding of the protests in May 2020 was incomplete In the wake of passionate feedback from residents and former elected officials alike the Fayetteville City Council voted 9-1 on Monday not to pursue increasing council members’ term lengths who last month introduced the idea to increase term lengths from two years to four-year staggered terms on Monday proposed the council not move forward with that idea after more than 30 residents spoke against the change at an April 10 public hearing Some council members said they believed voting to table the proposal was not in line with the wishes of residents who had said they wanted the issue put on the ballot “To kill it now is a cop-out,” said Councilman Deno Hondros the sole council member to ultimately vote against tabling the matter urged the council to put term lengths on the ballot we’ve got another politician here on City Council considering this very political move that we’re making to try and sweep this under the rug to try and avoid the repercussion from the people and their vote.” Councilwoman Kathy Jensen said she knew the residents in her district did not want increased term lengths and that spending any more time on the effort would be a waste “I am ready to move on and start doing the city’s business,” she said Tensions riseThe meeting grew tense at several points as council members expressed their displeasure with county officials and with each other while discussing other issues on the table • Assistant City Manager Jeff Yates told the council that Cumberland County officials will charge the city $536,000 more this year to assess city taxes The council had no option but to agree to execute the contract because there would not be a cheaper option but the timing and alleged lack of notice of the increase in cost was concerning Benavente said the county’s leverage over the city resulted in increased costs like these “The strong do as they wish and the weak suffer what they must,” Benavente quipped “It’s just important to me that the city of Fayetteville recognize the blows that are being sent over here.” • Community Police Advisory Board Chairman Gregory Perkins presented the board’s first annual report to the council Benavente and Councilwoman Shakeyla Ingram questioned Perkins about his understanding of the history of tension between law enforcement and Fayetteville residents Perkins’ initial response that he did not specifically recall the events of May 2020 a reference to the protests surrounding George Floyd’s death “It should ring a bell like it was yesterday,” she said Perkins then said he did recall the events Mayor Mitch Colvin accused Ingram of “interrogating” Perkins and eventually gaveled her Benavente concluded the strained presentation by saying he felt concerned about the board’s willingness to honestly examine the Fayetteville Police Department’s conduct but had hope that Perkins could guide the board in doing so but you guys are not a propaganda arm for the police,” Benavente said • The council unanimously voted to rename Walter Street off Bragg Boulevard to Saint Avold Avenue in honor of Fayetteville’s sister city of Saint Avold told the council that September will mark the 30th anniversary of Fayetteville’s recognition of Saint Avold as a sister city a Fayetteville soldier killed in action during World War II is buried in Saint Avold’s Lorraine American Cemetery • The View of the coal-fired power station Tuesday SAINT-AVOLD – The end of France’s coal era seemed so certain last year that the operator of one of the country’s last coal-burning plants posted an upbeat educational video on YouTube titled “Let’s visit a coal plant that's going to be destroyed!” The plant in the northeastern town of Saint-Avold indeed halted coal production as scheduled earlier this year — but not for long. This week, its workers were back at the controls, transporting coal from storage heaps and refiring furnaces, as part of emergency efforts to keep the heat and electricity on this winter. The energy crisis across Europe unleashed by Russia’s war in Ukraine has paved the way for coal’s comeback in some regions to the dismay of politicians and activists who warn this endangers climate goals “Working here we know the negative impact of the coal plant but nonetheless we see it as a necessary evil," said shift supervisor Thomas About at the Emile-Huchet Power Plant in Saint-Avold “Given the current state of the electrical network I nonetheless fear greatly that this production tool is necessary in the medium term," he told The Associated Press wheel loaders scooped mounds of coal and dumped it onto conveyor belts and gray fumes rose from the plant's smokestacks In France the return to coal is surprising because the country started phasing it out decades ago and relies heavily on nuclear power instead. But this year, on top of Russia largely cutting off natural gas to Europe, nearly half of France’s nuclear reactors shut down for maintenance or corrosion and other problems Facing a worst-case scenario of rolling power cuts to households the government issued a decree in September to allow Saint-Avold to start again and continued activity at another coal plant in western France citing the “exceptional” and “unforeseeable” context of energy supply challenges President Emmanuel Macron had initially vowed to close all coal-burning plants in the country by the end of this year due to climate-related concerns The impact of the backtrack will largely be felt locally since coal plays only a minor role in France's energy mix nationwide The two coal plants produced a maximum of 3% of France's electricity Tuesday The government has called on the French for a 10% reduction in energy use in the coming months to avoid the risk of rationing and cuts this winter Government spokesperson Olivier Veran said Wednesday that people reduced on average their electricity consumption by 5% in October The government insists the return to coal will be temporary The company that operates the Saint-Avold plant is continuing its work to transition the site to the “post-coal” future with projects for biomass and hydrogen-based energy Workers like About hope that future comes soon “This page will be turned one day," he said so that this unit produces as little as possible.” Follow AP’s climate and environment coverage at https://apnews.com/hub/climate-and-environment rewritten or redistributed without permission TV Listings Email Newsletters RSS Feeds Closed Captioning / Audio Description Contact Us Careers at WPLG Terms of Use Privacy Policy Public File FCC Applications EEO Report Do Not Sell My Info 1.0 Host Exhibit Copyright © 2025 Local10.com is published by WPLG INC. The French environmental services group Suez and the Canadian company Loop Industries are fleshing out their plans to build a chemical recycling plant for PET waste In a joint announcement with the South Korean chemical firm SK Geo Centric in mid-February the companies revealed that the new plant is to be built in the Chemesis industrial park in Saint-Avold in north-eastern France construction is scheduled to begin in 2025 The plant will have an annual capacity of 70,000 tonnes and create 200 jobs The partners noted that the project would involve an estimated investment of €450m The facility will help address the demand for recycled PET which was growing in response to changes in European regulations It would "provide European-based global brands with a solution to their sustainability objectives of increasing the use of recycled content in their packaging and products,” the partners remarked The plant will be the first in Europe to use the "Infinite Loop" depolymerisation process developed by Loop Industries This low-temperature technology reportedly operates without additional pressure to turn low-value feedstocks that would otherwise be incinerated or landfilled into "the highest purity” virgin-quality PET plastic the facility would be able to save more than 255,000 tonnes of CO2 per year compared with conventional primary PET resin production sort and pre-treat the input material for the facility Here it planned to leverage its knowledge of the European plastics market its partnerships with industrial players and its dense network of treatment infrastructure Group CEO Sabrina Soussan welcomed the industrial partnership with Loop Industries and SK Geo Centric (SKGC) as an "innovative response to the increasing challenges of recycling plastics at the European and global level” SKGCwill contribute its expertise in the petrochemical industry to the strategic partnership described the choice of location as a major milestone in the worldwide commercialisation of his company’s technology The partners said that they had chosen the site in the French Grand Est region due to its central location in Europe and the infrastructure available at the Chemesis chemical park especially in terms of heat supply and road and rail logistics A local consultation process will begin in the coming weeks to present the project to the general public also welcomed the decision made by the project partners stressing that the plant would close the plastic cycle and reduce CO2 emissions thanks to France’s highly decarbonised energy mix "This project shows how the industry can provide solutions for the ecological transition as it contributes to the development of a circular economy that saves natural resources and secures France’s supply of plastics,” Mr Lescure added described the decision as a decisive step in the environmental transition of the Saint-Avold Carling chemical platform "The environment creates jobs and reindustrialises our area We want to become the reference region for the circular economy,” Mr Leroy commented president of the urban community of Saint-Avold Synergie noted that the plant would bring a brownfield site back to life and strengthen the existing network of industrial subcontractors Suez and Loop Industries had unveiled plans to build a recycling plant in France in 2020 they had hoped to start operations in 2023 SK Geo Centric is pursuing several plastic recycling projects in Ulsan in South Korea these activities will form an "Advanced Recycle Cluster" and will come online in the second half of 2025 The planned facilities include another Loop Industries depolymerisation plant for PET waste with a design capacity of 94,000 tonnes a year A pyrolysis facility with a capacity of around 60,000 tonnes using technology from the British supplier Plastic Energy is also in the pipeline The companies signed a heads of agreement covering the project last November SK also intends to build a post-treatment plant for pyrolysis oil with an annual capacity of 100,000 tonnes Another plant is to recycle polypropylene waste using a solvent-based process from the US provider PureCycle Technologies The company and SKGC founded a 50/50 joint venture for this purpose in October 2022 SK put the overall investment in the recycling cluster at about KRW1.7tr in the local South Korean currency have been granted permission to stay operational long after they were initially due to shut down France will extend the life of its two remaining coal-fired power plants until the end of 2024 as the country prepares for high demand during the winter months according to a decree signed by Prime Minister Elisabeth Borne and Energy Transition Minister Agnès Pannier-Runacher The decree stated that the country is anticipating lower levels of demand compared with last winter we are taking all the measures to ensure [reliable] French electricity production” Ahead of last winter, the government reopened the Saint-Avold coal unit to support a move away from Russian energy and to make up for electricity deficits caused by widespread damage to its fleet of nuclear reactors a spokesperson for state-owned nuclear giant EDF said that just 30 of its 56 reactors were operational citing stress corrosion as a main reason for output decline Pannier-Runacher told French news station LCI on Friday that the two coal units being kept open account for just 0.6% of national electricity consumption She also confirmed that the French Government still aims to completely phase-out coal power by 2030 at the latest This target remains ahead of other EU countries such as Germany which has previously said in its coalition agreement that a total coal phase-out by 2030 would be a best-case scenario Germany’s Government has reactivated several coal-fired plants since it came to power in 2021 Don’t let policy changes catch you off guard Stay proactive with real-time data and expert analysis In March, the UK called on reserve coal power to cope with increased demand at the end of a colder-than-expected winter a move also at odds with government targets to phase out coal entirely by 2024 NGO Global Energy Monitor found in a study published in April that the retirement of operating coal power plants must increase by four-and-a half-times the current global pace if the
