December is an eagerly-awaited month in French gastronomy
While many are preparing to revisit their gigantic Christmas dinner
it’s the World Championship of Pâté-en-croûte that has been a more pressing interest for gourmets
the great Japanese chef Osamu Tsukamoto was named world champion for 2019
he beat Hugo Detroz-Gabert of the Cocottes de Christian Constant in Saint-Julien-en-Genevois (Haute-Savoie) and Ange Lelièvre from the Hotel George V in Paris to the top of the podium
the thirteen competitors were invited to the restaurant Le Selciys in Lyon’s Confluence district
This year highlighted the cosmopolitan nature of the candidates once again
The thirteen chefs (just one of whom was a woman) faced a jury comprised of 25 people
three Michelin-starred chef René Meilleur presided over the proceedings
when the jury split into two groups to assess the candidates one by one
The first group was made up of just under twenty of the best craftsmen of France (meilleurs ouvriers de France
The second was smaller and made up of the ‘brotherhood’
comprising members from the region and of the team of sponsors
Each jury member tasted each pâté-en-croûte in turn (numbered by drawing of lots) offered by the chefs

French communes bordering Geneva saw a rise in the number of those living in France but pretending to live in Switzerland coming clean in 2017. According to the newspaper Le Temps, the neighbouring commune of Saint-Julien-en-Genevois saw the number rise to 1,130 in 2017
more than the 1,000 in 2016 and the 600 in 2014
Some of those living in France and working in Switzerland
declare their French home as a secondary residence and claim to reside primarily in Switzerland
depriving the French communes where they live of tax revenue
the commune of Saint-Julien-en-Genevois posted a video urging “false residents” to come forward
The film explains the risks of not setting the records straight – prosecution for tax evasion – and explains an of amnesty that will run until 30 June, whereby those coming forward will be treated as having just arrived in France. An internet page has been set up by the commune to guide people through the process of declaring French residency
The state of Geneva deducts tax at source from the salaries of French residents
Two thirds of this tax is retained by Geneva while the other third is paid to the French tax authorities
Only those declaring their primary residence in France have their taxation treated in this way
Last year, Antoine Vielliard, the mayor of Saint-Julien-en-Genevois, told Tribune de Genève that the commune estimates there are around 20,000 “false residents” pretending to live in Geneva across all of neighbouring France
There are a number of ways to spot false residents. In Ferney-Voltaire
the commune looks at household water consumption – a house used all week rather than just at the weekends consumes far more water
Another tactic involves recording the number plates of Swiss-registered cars crossing the border during commuting hours
These numbers are checked to see if they belong to company vehicles
in which case the France-based commuter will have some questions to answer
Antoine Vielliard told Le Temps that the percentage of cross-border commuters with Swiss plates had fallen from 25% in 2016 to 20% in 2017
Saint-Julien-en-Genevois increased the rate of property tax on secondary residences by 35%
This added a financial incentive to declare French homes as primary residences

Antoine Vielliard, the mayor of the French commune Saint-Julien-en-Genevois
is after those who live in France but pretend to live in Geneva

In a radio interview on Swiss broadcaster RTS
he explains how they estimate the level of fraud and how they are combatting it
Across neighbouring France an estimated 20,000 people declare themselves resident in Switzerland while living primarily in France
Antoine Vielliard says this could be as high as one in every two Swiss living in this part of France
Their homes in France are classified as second homes
which means they pay tax in Switzerland rather than in France where they live
One motivation behind the practice is to avoid the discrimination sometimes faced in Geneva’s job market by cross-border workers
Vielliard says that some do it out of negligence
some may pay less tax once declared resident in France
Vielliard points out that these people are using local public infrastructure without paying local taxes
He estimates lost tax revenue for his commune at 1 million euros
One method used to estimate the number of undeclared French residents is to count the number of Swiss plated cars crossing the border during the morning rush hour
Last year they observed that a third of cars crossing from France had Swiss plates
According to the newspaper Le Temp, in 2014, the mayor of the French commune of Vulbens was looking at the water consumption of homes declared as second residences to identify cheats
To push people to declare their French home as their primary residence, the commune of Saint-Julien-en-Genevois has progressively increased the commune taxes (taxe d’habitation) associated with homes declared as secondary residences. On 8 February 2017, the premium applied to second homes was raised to 60%. According to LeMessager.fr

The Mayor says 600 Swiss had declared France their main home two years ago
Last year this rose to 800 and now the figure stands at around 1,000
He thinks there are still another 600 that have not yet come clean
The mayor says that other neighbouring French communes are starting to follow his commune’s example
Annemasse has introduced supplementary taxes for second homes
and he believes Ferney-Voltaire is also about to do it
