Colorful cathedral wall paintings—hidden for over 500 years in Angers
France—have been digitally restored and made visible for the first time
thanks to a decade-long effort by researchers at the Hamilton Kerr Institute
A team of researchers and conservators from the Hamilton Kerr Institute worked for a decade to digitize the medieval wall paintings at France’s Angers Cathedral
which have been hidden behind wood paneling for centuries
They recently revealed the first-ever full-color image of the cathedral’s medieval wall paintings
It took the U.K.-based research team several years to take over 8,000 individual photographs of the cathedral’s painted walls
which are obscured by irremovable paneling that forms the choir stalls
The photographs were then painstakingly stitched together into a final image—a process that itself also took years
Medieval historian and Oxford tutor Emily Guerry described the medieval wall paintings as “absolutely sensational
spending days inching along a narrow space through dust and dead pigeons
trying to get the light and the camera angle identical for every shot

Plans for the development of a new McDonald’s fast-food restaurant for Brooklawn NJ at the site of a former church property are close to being ready for Borough review
That hearing is expected to take place this fall
in this article I give a brief update on two other development projects taking place in the small Camden County Borough of Brooklawn… Bogey’s Bar and also a two-building Cannabis facility
For the Brooklawn McDonald’s restaurant project
the developer is expected to present the project to the Planning and Zoning Boards possibly as soon as November’s meeting on the 13th. Once the date is locked in a public notice and agenda will be made available to the public
The McDonald’s restaurant is being proposed for the site of the former Saint Maurice Church on Route 130 at Community Road. The church property sits adjacent to the town’s Barth Baseball fields (outfield)
and close to the Alice Costello school (with a nearby playground)
As you would expect this will be an all new development for the McDonald’s
which will offer indoor seating and a drive-thru
The McDonald’s restaurant building will be developed closer to Route 130
with the car access only from Brooklawn’s Community Road side-street. There will be no access from Route 130 directly into the McDonald’s lot
Parking for the new McDonald’s will be positioned to the rear of the property
which will require the demolition of the church and rectory buildings
Effectively the building and parking lot areas will be flipped around front-to-back
the former church parking lot is also utilized by teachers at Brooklawn’s Alice Costello school. As part of this project
a dedicated teachers parking lot supporting 12 cars will also be developed
with the ball fields being located next to the (planned) McDonald’s property
additional fencing will be installed to separate the baseball field (outfield) from the new development. A Brooklawn Borough representative tells me that lighting upgrades are also planned for the baseball fields
Brooklawn’s Saint Maurice and Westville’s Saint Anne Church congregations were merged with Bellmawr Annunciation to become Saint Joachim Church in Bellmawr
The Brooklawn church building which opened in 1954… was then closed
In 2014 the Brooklawn Board of Education purchased the property with plans of converting the buildings into classrooms and administrative offices
the Brooklawn Board of Education put the property up for sale
the Borough of Brooklawn purchased the property from the Board of Education with the intent of making it available for redevelopment
Brooklawn Committee Meeting Minutes show that starting last year a redevelopment effort has been underway with Delco Development as the chosen redeveloper of the property
Delco has contracted with McDonald’s to be the tenant at the property
I’m being told at this point all of the core contractual aspects of the project are locked in including the McDonald’s agreement… with it all contingent of course on the developer gaining the full Brooklawn Borough approval from the Planning and Zoning Committee
While Brooklawn is a small borough in South Jersey
it sits at the crossroads of several major roadways including Route 130 and Kings Highway… which brings thousands of commuters through the area
Two other projects being developed in Brooklawn right now are the Bogey’s Bar and Restaurant along the Big Timber Creek
as well as the cannabis grow and manufacturing buildings being developed on the former Weber’s Drive-In property on Route 130
I’ve covered both of these projects previously and wrote an update on Bogey’s over the summer
For the Bogey’s project on Creek Road… the waterfront marina building development has progressed to having the exterior walls and the core of roof framed ahead of the exterior roof sheeting being installed
One of the corners of the building facing the Creek is notched out
which gives the idea of how there will glass in that corner of the restaurant to open it up to the beautiful waterway
While we are seeing significant progress on the Bogey’s project this summer
The former Weber’s Drive-in and Miniature Golf Property is seeing significant redevelopment also with two buildings rising on the property
Both of the buildings (at Weber’s) are to support aspects of a cannabis grow and manufacture business. One building will be focused on growing cannabis and the other will be for the manufacturer of cannabis products
which will be sold in retail stores at other locations
This property will not have a retail store

Check out what's on when you're in resort
Throughout the spring holidays take the seven-minute funicular ride down to Bourg-Saint-Maurice on a Thursday afternoon and enjoy a full schedule of events where you can learn and watch new sports and activities
There are a number of car parks dotted throughout the resorts
The only time you're guaranteed to get a parking space is in the quieter periods outside of the school holidays at February
Ideally leave your car at your accommodation and use public transport
but if this is not possible here are some tips
There are a couple of places in Les Arcs where you can park your car for free
and depending on which resort you are staying in
you may get free parking for the duration of your holiday.
Most of the free parking is outdoor car parks, so make sure you have access to a shovel as if there is a heavy snowfall you may have to dig your car out. The free outdoor parking can be found on resort maps by the blue P which will indicate if it is a paid car park or free.
Parking is restricted to car parks and designated parking areas so do not park your car on the street as it may get snowed in
Whether you're in a covered car park or outdoors
in Arc 1800 the first four hours of parking is free or down in Bourg St Maurice the first hour is free in the centre
but only the first half hour at the funicular
dates and fees at the time of parking as these might change
Indoor parking is available at each level of the Les Arcs resorts and in certain places
it's compulsory as the resort is traffic free.
You can prepare for your arrival by reserving your parking space online in advance
If you head to the Les Arcs tourist office website you can sign up easily online
The indoor car parks in Les Arcs can be found on resort maps by the blue P and are located as follows:
These car parks will provide covered protection for your car and protection against some of the severe weather conditions that often occur throughout the winter season
There is plenty of outdoor parking throughout the Les Arcs resorts, on almost all levels except Les Arcs 1950. Both Bourg St Maurice and Arc 1600 have free outdoor parking, but the remaining designated outdoor parking areas are all paying. Most of the outdoor car parks can be seen on the resort maps
The car parks are well maintained and as clear of snow as possible
however it is always advisable to have access to a shovel as after a heavy snowfall you may need to dig your car out

There are lots of disabled access parking spaces in and around the villages of Les Arcs
They are predominantly found close to the ski lifts
the main public car parks and tourist information centres.
All of the resort car parks will have allocated disabled spaces, have a look at the resort map to find out where the closest one to your accommodation is.
For those of you driving an electric car you'll find charging stations at the following locations:
Enquire with your accommodation provider at the time of booking as some hotels and chalets have charging points installed for guests to use
The Les Arcs resorts do not have parking for camper vans or motorhomes
however a bit further down the valley in Peisey Vallandry you will find parking for your motorhome
There you will find Camping des Lanchettes where you can park and access Les Arcs via a free shuttle bus
so you can get to the ski area and Les Arcs villages in no time.
There is no train station in Les Arcs but this doesn't mean that you can't get here by train
More than ever encouraged as the sustainable and eco-friendly travel option
getting to Les Arcs by train is still worth the effort with short transfer times from its closest major transport hub
You'll get more leg room and it's a great way to enjoy the passing scenery
Tip!You may be able to get money off your accommodation or transfer to the resort if you mention you're coming by train
boasts an international train station with connections to London and Paris
To get from Bourg Saint Maurice to the ski area
there is a funicular that departs just behind the train station (around a five to ten minute walk) and whizzes passengers up to Arc 1600 in only seven minutes
These are rough journey times for a number of destinations
There's no direct link between London and Les Arcs by train
The Eurostar ski train goes from London St Pancras to various stations in the Alps including Chambery
How much it costs depends a lot on when you travel
February half-term and Easter are obviously more expensive
Eurostar ski train tickets usually go out for sale in mid-July and that's when they're at their cheapest
TGV train tickets from Paris to other French cities are normally available to buy 120 to 90 days before your travel time

With four nearby airports and a train station only seven minutes away
there are plenty of options for getting to Les Arcs
one of the largest and highest mountain resorts in Europe
The easiest way for most international visitors to get here is probably to fly to Geneva
But Les Arcs is definitely doable by train too. Bourg St Maurice railway station is only seven minutes away and links directly to the resort via funicular.
it's straightforward as far as Bourg St Maurice
Flying to Geneva is probably the easiest way to get to Les Arcs for most international visitors
You'll easily pick up a transfer from Geneva. You can also hire a car and be on your way in no time
The only trouble with flying anywhere is the environmental cost
coming by coach or catching a train are usually better options if you want to reduce CO2 emissions
Lyon or Grenoble are options for Les Arcs if you can’t get a flight to Geneva
Both are around 215km away and transfers take 2h30 hours
Chambery is actually closer than the three airports already mentioned, but it's a lot smaller and not as many airlines fly there
But if you can get a flight then great.
We wouldn't recommend flying to Turin or Milan - even if they look close on the map
It usually takes a lot longer to get to the resort
and you'll often have to rely on pricey private transfers
There are several ways to get from the airport to Les Arcs
If your transfer only takes you as far as Bourg St Maurice
you can hop on the funicular at the train station and be at Arcs 1600 (the lowest of the Les Arcs) resorts in just seven minutes.
There are free shuttle buses between Les Arcs 1600 and other villages in the resort (including Les Arcs 1800
Getting to Les Arcs by train may involve a few changes
the train is the most environmentally-friendly option and it's arguably the most comfortable way to travel
Bourg St Maurice is the closest train station to Les Arcs and it's connected to Arcs 1600 by a funicular that takes seven minutes.
High speed (TGV) trains from Paris and the Eurostar Snow train both stop at Bourg St Maurice.
London to Les Arcs by train takes nine to 12 hours
Les Arcs is relatively easy to get to by car
but you don't really need your car once you're in resort
the journey as far as Bourg St Maurice is straightforward
The final 35 minutes is a little more arduous as you wind your way up the 17km stretch into Les Arcs
This road is cleared every day during winter
but it's not a trip for nervous drivers - especially in bad weather.
It takes about 9h40 to drive from Calais to Les Arcs - a distance of around 930km

Getting to Les Arcs by coach takes longer than flying
which makes it a good option if you're on a budget
It's also a relatively environmentally-friendly way to travel
There's a direct overnight coach from London to Les Arcs that runs once a week during the winter
where you can hop on the funicular for a short ride into the resort
We know flying is often the most convenient way to get to Les Arcs
but we'd encourage you to look at alternatives
As Bourg St Maurice is so close to the resort
Les Arcs is one of the few ski resorts where it's genuinely possible to do the journey without lots of changes
This means you can minimise your carbon footprint while still getting to the resort in good time

These complex situations pose obvious challenges to determining the legal framework applicable when violence erupts
as it is often difficult to have a comprehensive understanding of the structure and organization levels of various actors
their involvement in the armed confrontation
This also makes it difficult to identify the groups that could be considered as parties to armed conflicts under international humanitarian law (IHL)
as well as the role of each actor in the violence
the activities of distinct armed groups might not reach a sufficient level of intensity to reach the threshold of a NIAC when looked at separately and individually
the circumstances prevailing in some contexts may require to slightly zoom out as the military actions of these groups often appear to be closely connected with the operations undertaken by other belligerents
which may justify an analysis taking into account the collective dimension of the fighting
International humanitarian law does not apply to ‘internal disturbances and tensions, such as riots, isolated and sporadic acts of violence and other acts of a similar nature’.[6] This is because IHL has been tailored for exceptional situations of organized armed violence
classic means and methods aimed at restoring law and order are not adequate to respond to the threat emanating from organized armed groups
in situations that do not meet the threshold of an armed conflict
law enforcement measures regulated by human rights law are sufficient to contain the violence
With this in mind, to classify a situation of violence as a NIAC, two criteria are required under IHL: confrontations must take place between at least two organized parties, and the violence must have reached a certain level of intensity.[7]
IHL should not apply if the actors involved do not possess a minimal level of organization
generally manifested by a certain command structure
IHL requires that the parties to armed conflicts have the capacity to conduct military operations and to apply IHL rules
when armed groups satisfying the organization criterion coalesce and conduct coordinated military operations against the same adversary(ies)
at what point would it be operationally and legally sound to consider a NIAC has started and IHL has become the applicable legal framework
Should the IHL criteria of intensity be applied individually to each and every bilateral belligerent relationship potentially leading to a situation in which only some organized armed groups fighting alongside may be considered as parties to the NIAC while others would not and could only be dealt with under the law enforcement paradigm/human rights law
Would it make more sense to assess the criterion of intensity taking into account the collective nature of the fighting instead
the level of intensity is assessed for each bilateral situation of violence on its own
meaning that armed confrontations between an organized armed actor and its adversary would need to satisfy the criterion of intensity
regardless and separately from the actions of other organized armed actors that might be fighting the same adversary
the strict application of this ‘fragmented approach’ may lead to a legal and operational loophole in situations where there is a clear coordination between organized armed actors which would put the reality on the ground and the legal analysis at odds
it risks denying the existence of military operations undertaken collectively and thus leading to a conclusion that for some of the armed groups in the coalition IHL is applicable
often locally formed but distinct entities sharing a similar military goal
joined forces in fighting against a common enemy
Considering the complexity of these situations
as well as the certain level of common purpose and coordination between the actors
it might be both practically impossible and legally illogical to look at bilateral confrontations and disentangle the level of violence by each of the armed groups involved
In such situations of emerging violence wherein it needs to be assessed if the threshold of a NIAC has been reached
it might therefore be more legally sound to consider aggregating the intensity of identified organized NSAGs for the classification purposes
Under what conditions could we use such an approach to classify new NIACs
a first condition will be that the armed groups operating together are all organized for IHL purposes
We submit that another necessary condition would be that these groups are essentially operating in some sort of a coalition
objectively and effectively demonstrating a collective approach of the fighting
while in others the coordination between the parties might be much more covert or implicit (e.g
simultaneous or coordinated attacks against the same enemy in different parts of the country
conducting military operations based on the intelligence collected by another armed actor and similar)
The criteria to assess whether there is a sufficient level of coordination in a coalition are not set in law
but are instead based on factual considerations and should be assessed on a case by case basis
Several elements could be considered to assess the existence of a ‘coalition’
such as: establishment of centralized joint command
declarations / agreements describing the tasks assigned to coalition members
existence of common Standard Operating Procedures (SOPs) and/or Rules of Engagement (RoEs)
exchanges of tactical/strategic information
existence of an umbrella platform dealing with political issues and communication in the name of the members of the ‘coalition’
facilitating military operations of one of the actors in the areas under control of another actor
coordinating simultaneous attacks against the common enemy
similarities of political views or the mere existence of a common enemy would not constitute sufficient grounds for concluding that different parties are fighting under the framework of a coalition
would not be enough to justify the aggregation of intensity for the purpose of legally classifying a NIAC
Should the analysis fall short of sufficient elements to conclude that armed actors are pooling military resources to fight a common enemy
the intensity criterion should not be addressed collectively in order to determine the existence of a new NIAC between these groups and their enemy
Without a form of coordination of military action
IHL would require observing that each bilateral relationship of violence satisfies the intensity criterion
This would potentially lead to classification of several
while others would fall short of IHL application
if the analysis concludes that there are enough elements to consider several armed actors to be operating in a coalition
to determine whether the situation amounts to a new NIAC – and moving away from the aforementioned strict fragmentation approach to examining the level of intensity under these specific circumstances – it could be argued that the intensity criterion be observed from a collective perspective by aggregating the military actions carried by each organized armed actor forming part of the coalition
The main philosophy behind this reasoning is to ensure that the adequate legal framework
It would be unrealistic to expect that governments respond to high-intensity violence against several organized armed groups operating together only with law enforcement measures
as they would probably not be adequate nor adapted
applying IHL to the use of force in such circumstances would therefore also lead to the protection of all the persons who are not
and limit the effect of the violence on the civilian population as a whole
we would also avoid unrealistic expectations under which States would operate under different paradigms – either the law-enforcement or the conduct-of-hostilities paradigm – to respond to the different organized armed groups that operate together against them
Jann K. Kleffner expressed a similar idea in his Reflections on the Temporal Scope of NIAC, claiming that in the complex situations where ‘the exigencies of the factual situation as requiring – in both humanitarian and military terms – the application of the law of NIAC’, the cumulative approach to intensity should be applied.[11] While Kleffner caveats the application of this approach to a ‘geographical and temporal continuum’
here it is argued that the aggregation of intensity is only considered when armed actors clearly operate in some sort of a coalition
Kleffner’s reflections demonstrate that the realities on the ground require that in some circumstances military efforts of different armed groups should be combined for the purposes of assessing the intensity criterion
Expanding on the recent ICRC’s Challenges Report
that seems most legally sound and practically operative
In essence, the approach of aggregating intensity facilitates determining the applicable law when facts on the ground suggest that a number of different organized armed actors – be they States or non-State armed groups[12] – are operating together by pooling and marshalling military resources with the view to combating the same enemy
This in turn provides for the protection of civilians
detained persons and others who find themselves in need of protection under IHL
this approach should in no way be considered as being aimed at diminishing the importance of the intensity criterion
It rather simply constitutes another way to assess and interpret this IHL precondition in light of the contemporary features of NIACs

There is no shortage of retail options with everything on offer from commercial centre hypermarkets to tiny high street boutiques
Bourg is essentially big enough to have a cinema
a campsite and weekly markets but small enough to remain friendly and manageable
all surrounded by the spectacular mountainous landscape
The economic capital of the Haute Tarentaise region
Bourg St Maurice sits approximately 10km from the Italian border
In the Gallo-Roman period the town was known as Bergintrum and
was one of the last Gallic settlements before the route rapidly ascended over Col de Petit Saint Bernard into Italy
Maurice became the patron saint of the area and the Tour de Rochefort
which is the last remaining edifice of a defensive keep from this period
Bourg St Maurice has a rich agricultural heritage with cheeses such as Beaufort being held in very high esteem
The wide variety of regional produce available in the area can be found at weekly markets
specialist shops (including the interminably-popular Coopérative Laitière store) and even the local supermarkets
There are two annual agricultural festivals during the year
the Salon de l’Agriculture in August and La Démontagnée in October when the cows
goats and various other animals ‘come down’ from the mountain at the end of the summer and parade through the streets of the town centre
arts and crafts (including lace-making and carpentry) of the Tarentaise region
Les Arcs truly became a holiday destination in the 1960s when work began on Arc 1600
this new village was connected to Bourg St Maurice via a lengthy cable-car
This was upgraded in 1989 to a two-train funicular
increasing capacity at the same time Arc 1800 was being developed
the funicular underwent a major refurbishment with stunning modern carriages and a new concourse area in the valley
There is some interesting architecture in Les Arcs’ main town
The medieval Rochefort tower reveals a medieval focus on fortification
the quaint pedestrianised high street is lined with buildings sporting decorative architraves
transoms and balustrades (just look up) and the grand
early 20th century train station which gained a bus terminal for the 1992 Winter Olympics
The town has a three-screen cinema, Le Coeur d’Or
which often plays English-language movies (just look out for the ‘VO – Version Originale’ indicator on any UK or US-produced film being shown)
There is also a large municipal pool where you can swim indoors or enjoy a jacuzzi during the winter
the outdoor pool opens complete with its extensive sunbathing area
Perhaps the main attraction of Bourg St Maurice is the number of places you can visit from it
In winter it is less than an hour’s drive to a number of ski resorts
Val D'Isère and even Les 3 Vallées
there are roads leading straight from the town to
spectacular mountain passes made famous by the Tour de France
It is certainly difficult to get bored when you are surrounded by mountains
There are equestrian centres within a few minutes’ walk of the town centre and the Isère river provides an internationally renowned course for white-water kayaking
there are via ferrata protected climbing routes dotted around the area
with the closest two probably being Les Bettières in Peisey-Nancroix and Le Roc du Vent near the Cormet de Roselend
Throughout the year, the town hosts a wide variety of events, concerts and festivals, so it is worth keeping up to date with the Les Arcs events calendar
reasonably-priced and traditional Savoyard fayre in a convivial atmosphere
you really cannot beat Le Refuge on the high street
although it is worth booking a table in advance
serves more contemporary French dishes and is particularly pleasant in the summer months when the tables stretch out into the main square
If your tastes are more international you can enjoy Thai cuisine at Cherry Garden opposite the Albert Martin Stadium
Algerian tagines and couscous at L’Oasis adjacent to the bus station
or even all-you-can-eat oriental and fusion food at L’Indochine
If you're simply looking for a quick bite check out the coffee lovers’ paradise
which always has a selection of fresh and healthy lunch (or brunch) options
you will find both Station Pizza with its huge menu of takeaway pizzas and the friendly Kebab La Haute Tarentaise restaurant which serves great kebabs at a good price (ask for the samurai sauce)
with events dominating the late-night scene
but there are regular DJ evenings and concerts at a variety of locally-known ‘hot spots.’

Adding just 10 minutes per day to US adults’ physical activity levels could pay big dividends—to the tune of more than 110,000 deaths prevented each year
according to estimates from government researchers
And tacking on even more daily exercise—an extra 20 or 30 minutes—would go even further
averting between 209,000 and 272,000 deaths annually
report in a research letter published online this week ahead of print in JAMA Internal Medicine
“These findings support implementing evidence-based strategies to improve physical activity for adults and potentially reduce deaths in the US,” they conclude
Saint-Maurice underscored that the potential benefits estimated in the study were associated with the addition of at least 10 minutes activity on top of the usual daily amount
The definition of moderate-to-vigorous activity used in the study could encompass anything from household chores and gardening to more-structured forms of exercise like going for a brisk walk or playing sports
and if people are struggling with how to fit that exercise into the daily routine

which is representative of the US population in terms of age and race/ethnicity
physical activity levels are objectively measured in some participants using accelerometers
The study focused on 4,840 adults ages 40 or older (mean age 57.0 years; 53% women) who participated in the NHANES 2003-2006 cycle and who had useable data from an accelerometer worn for a 7-day period
Moderate-to-vigorous physical activity was defined using a cut point of at least 760 counts/minute
the average time spent at this level of activity was 98.2 minutes per day
Spending at least 20 minutes per day in moderate-to-vigorous activity was associated with a lower risk of dying during follow-up compared with getting zero to 19 minutes of activity
with the hazard ratio declining from 0.69 to 0.28 as the amount of activity increased
Even small increases in the amount of added daily activity would lead to major reductions in deaths among US adults
Adding 20 or 30 minutes of activity each day would correspond to 13.0% and 16.9% (209,459 and 272,297) fewer deaths
The number of deaths prevented each year is “a really unique metric that gives right away the sense of what we’re talking about—the importance of physical activity in the public health domain,” Saint-Maurice said
He pointed out that the findings were “fairly similar” across subgroups defined by sex and race/ethnicity
this is the first study to estimate the number of preventable deaths through physical activity using accelerometer-based measurements among US adults while recognizing that increasing activity may not be possible for everyone,” he and his colleagues write

“Adding exercise is very important but it should be at least average or high intensity,” he said
pointing out that people who are the least fit and active have the most to gain from moving more
Lee suggested that people should try to incorporate these types of small changes into their daily mindset—by making it a habit to take the stairs instead of the elevator
“I know it’s easier said than done,” she acknowledged
And not all of the responsibility for boosting activity falls on individuals
pointing out that governments can help by ensuring the availability of walkable
safe roads and convenient public transportation
The implications go beyond preventing deaths at the population level
“It’s amazing how broad the benefit of physical activity is on all aspects of our health and in some ways how it is—I won’t say discounted—but it doesn’t get a lot of emphasis in the medical community as opposed to the public health community,” she said
“This paper reinforces that a small amount of physical activity can do a lot of good.”

The historic church, sited at 3615 S. Hoyne Ave., has been slated for removal from the parish and sale of its building and real estate following a September 11, 2020, deconsecration decree from the Archdiocese of Chicago
Maurice deconsecration until formally considered within the Roman Catholic Church's internal legal process
which can take up to two years, said Saving Our Catholic Churches co-founder Brody Hale
"Catholics have the right to do this," Hale said
"The church cannot now be sold until conclusion of the appellate process."

including relief for a "huge" debt burden currently being carried by Blessed Sacrament Parish
Cupich noted the 2008 consolidation of Blessed Sacrament Parish

"The continued use of all three churches is no longer feasible," Cupich wrote
"Preservation of all the churches would impose an intolerable burden."
Maurice include dwindling attendance of parish churchgoers and fewer contributions from working- and middle-class parishioners affected by the COVID-19 pandemic
"Charity and assistance to the poor should not be neglected in order to preserve a sacred building," Cupich stated. "There are no parochial

"Closing churches erases our immigrant history and strips neighborhoods of their architectural pearls," she said
Hale said the Archdiocese of Chicago seems to have ramped up their issuance of deconsecration orders and church property sales citywide
"This is a move [by the Archdiocese] to try to liquidate as much property as possible

there are over 120 armed conflicts around the world
involving over 60 states and 120 non-state armed groups
The majority of these armed conflicts are of a non-international character
the number of which has tripled since the turn of the millennium
To know what rules regulate an armed conflict
there is one crucial first step to take: its classification
and in the run-up to the 75th Anniversary of the Geneva Conventions
and Thomas de Saint Maurice introduce the latest ICRC Opinion Paper
approaches and interpretations the organization uses to classify and declassify armed conflicts
IHL remains today fit-for-purpose for the classification of armed conflicts
These are trying times for international humanitarian law (IHL)
It is not only the number of conflicts that is multiplying
but also the number of actors fighting in these conflicts; and they are doing so in increasingly complex relationships
The number of contexts with a high number of belligerent parties – for example in the Sahel
or Myanmar – is higher today than ever before
these parties form coalitions; at other times
they receive support from third-party actors
including in the Democratic Republic of the Congo
have become cradles of immense suffering and humanitarian concern
These are compounded by global and increasingly salient geopolitical tensions
it is not only the regulation of conflict which has become increasingly challenging
but also the identification of conflicts as such
given IHL largely applies only during armed conflicts
“armed conflict” is not precisely defined in either article
nor anywhere else in the Geneva Conventions
this omission suggests the drafters of the 1949 Geneva Conventions privileged the latter’s adaptability
Adaptability plays a central role in ensuring that the Conventions’ application can respond to the changing environments for which they are needed
since the adoption of the 1949 Conventions
their application has been predicated on a fact-based analysis to determine when an armed conflict exists – the classification of a conflict
How the notion of armed conflict itself is defined under IHL – through subsequent treaties
and doctrine – has over the years adapted the Geneva Conventions to the evolving nature of how armed conflicts are fought
Since there is no central authority under international law to classify armed conflicts
parties to a conflict must determine themselves the legal framework applicable to their military operations
the ICRC independently legally classifies situations of violence for the purposes of its work – including working for the understanding
and dissemination of IHL as well as urging greater compliance of the law by parties to conflict
For reasons discussed in this post and despite the challenges noted above
the Geneva Conventions – and IHL more broadly – remain today fit-for-purpose for the classification of armed conflicts
This year is not the first time the ICRC published its legal opinion on the notion of armed conflict. In its 2008 Opinion Paper
the ICRC publicly presented the prevailing legal opinion on the definition of IAC and NIAC under IHL
requiring the ICRC to further develop and clarify its interpretation of the notion of armed conflict
The challenges posed by contemporary armed conflicts to classification are not insurmountable; IHL continues to adapt to change while maintaining what the Conventions’ drafters were trying to achieve: the broadest possible application of IHL to situations of organized armed violence for which the Conventions were developed
limiting the suffering caused by warfare and alleviating its effects
The classification and declassification of an armed conflict can be conceptualized as four concrete steps: (1) collecting factual information
(2) analyzing the information for accuracy and completeness
and (3) applying the IHL legal criteria for determining the existence of an armed conflict to those facts
Iterating the process of classification and declassification over decades
across all regions and contexts of the world
also afford valuable insights with regard to both lessons learned on how the law must be applied to the facts
but also how conflicts have changed over time
that the ICRC is well-positioned to opine on how the classification of contemporary armed conflicts may require further refinement and understanding
Regarding international armed conflicts (IACs)
two clarifications were important inclusions for the Opinion Paper: first
on the notion of intensity with regard to IACs
cyber operations do not always have such effects
The law is not yet settled on whether cyber operations only disrupting or disabling the functionality of digital infrastructure trigger an IAC
In some cases, IACs take the form of occupations. Under IHL
a territory is considered occupied “when it is actually placed under the authority of the hostile army
The occupation extends only to the territory where such authority has been established and can be exercised.” From this definition
a cumulative three-part test to establish authority or
as it is referred to in the legal doctrine
Similarly, several issues related to the classification of non-international armed conflicts, or NIACs, were examined in the Opinion Paper. Inter alia, the Opinion Paper looked at the application of the support-based approach, the notion of aggregating intensity
and the geographic scope of application of IHL in NIACs
In other situations when there is no pre-existing NIAC
or international organizations may operate in a coalition where there is a clear coordination between these entities
the ICRC submits in the Opinion Paper that when multiple organized armed actors maintain a sufficient level of coordination in a coalition
the intensity between each of them and an opposing party may be aggregated when considering whether the threshold of intensity has been reached
many NIACs around the globe do not take the form of traditional civil wars
but they are nevertheless governed by IHL applicable to NIACs
The territorial scope of NIACs has been the subject of some debate when a conflict spills over into neighbouring territory or in the case of interventions in a foreign state
there are cogent legal and humanitarian reasons to argue that IHL applies beyond the territorial state’s borders – the parameters of that extra-territorial application are discussed in the Opinion Paper
in relation to other situations of transnational violence
the ICRC’s position is clear that there cannot exist a conflict of “global dimensions” between a state and an NSAG
the 2024 Opinion Paper not only considers classification
but of course how conflicts are also declassified – that is
declassification is not as simple as applying the criteria for classification in reverse
the declassification of conflicts is based on the facts on the ground rather than on political instruments or declarations
this means that a conflict comes to an end when there is a general close of military operations – explained in detail in the Opinion Paper
a NIAC comes to an end when one of two conditions is reached: either one of the parties to the conflict ceases to exist
or there is a lasting cessation of armed confrontations without a real risk of resumption
Adaptability does not require reinventing the wheel
Identifying changes remains as important as recognizing that the vast majority of rules – in particular those on classification and declassification – remain the same
in a world characterized by increasing polarization between states and the oftentimes casual use of ill-defined notions such as “hybrid threats” and “proxy wars”
it is important to recall that political discourse must not obfuscate the legal classification or declassification of an armed conflict
based on the facts on the ground – and the 2024 Opinion Paper presents the ICRC’s view on how this work is done today
The Opinion Paper does not address every challenge to the classification and declassification of contemporary armed conflicts – several challenges remain
and more will surely come as conflicts continue to evolve
But by implicitly acknowledging the space for the notion of armed conflict to continue to develop over time and emphasizing the inherent adaptability of the Geneva Conventions as illustrated by the malleability of the notion of armed conflict under IHL
the Paper reinforces the key message that even in these trying times
the contemporary application of the law is what we should strive for to be perfect and complete
what thoughts does that provoke?” On one hand

is not the Sacramento that is often portrayed today
People who grow up in Sacramento generally learn about local history: “This guy built a fort
These four guys built a railroad.” But once you start digging into the history
what shocked me is how much that was wrong and how much other history was there that wasn’t talked about by the official record [such as newspapers]
So part of the effort in this book and my other books is to write these stories back into Sacramento’s history: the history of women
the history of people of color—the African-American community
They’re all very strong legacies that—when they’re included at all—are glossed over

Cherry de Saint Maurice is very similar: a well-known
prominent businesswoman with a widespread reputation who just disappears from the official record
We don’t hear about these people later on
He’s a very respected figure in Sacramento history
there was this underside to the McClatchy family and to a lot of other families
Cherry de Saint Maurice worked as a sex worker before owning her own parlor house
Cherry de Saint Maurice was known as the “Queen of the Sacramento Tenderloin.” Who was she
came to Sacramento in about 1903 and worked as a sex worker in Fanny Brown’s [Palace]—one of the longer-running brothels that dated back to the 1880s
And then she became a businesswoman in her own right
had a zone of tolerated prostitution known as the Tenderloin
Cherry created a parlor house that drew more than just the mere business of prostitution; it became a salon
Legislators and businesspeople would stay and they’d talk and they’d share ideas
Her intent was also to make conditions safer for the people in her line of work
I think—that if steps were taken to drive prostitution further underground
it would become more dangerous and more under the control of dangerous men
Cherry’s story is a ripping yarn—and tragic as hell
I feel like it belongs on like a true-crime podcast
I was looking for articles about Grant Cross
and then I stumbled across the name Cherry de Saint Maurice
Who’s that?” And then this whole story unfolded
the club owner hosted concerts in the West End that had a huge cultural impact
You write that they “lifted the residents’ aspirations higher than the Capitol dome that marked its eastern boundary.” Can you elaborate
but from secondhand accounts and what we know about musical history during that era
Jazz was an interracial music—an African-American development—that came from places like New Orleans and developed in African-American communities throughout the country as bands toured and shared musical ideas and expressions
Sacramento had multiple jazz scenes: There were Italian-American and Portuguese and Japanese and Chinese jazz clubs in Sacramento
And often these [clienteles] melted those racial boundaries where
you can’t go into that club because you’re not the right color.” All of a sudden
we all love this music.” And that was considered highly dangerous by the powers that were
to the point where they took great steps to censor and prevent its dissemination
“Wicked Sacramento” chronicles the River City’s West End neighborhood
which “was a place where there was a lot of vice—things like bootlegging and gambling and sex work,” says author William Burg

Some of Sacramento’s most prominent leaders of the era
were classified as “Progressives.” But 100 years ago
that meant something a lot different than how we align it today with politicians like Bernie Sanders or Elizabeth Warren
The key idea behind Progressives was progress: “We’re moving towards a better future
and we should embrace it.” And that meant embracing new ideas
eugenics—this pseudoscience of race [which Goethe espoused]—was considered a modern
And a lot of people embraced it as a positive: The idea that you were working towards making people better through selective breeding was considered something good for society
it wasn’t good for the people who were left out of that definition
which had some positive aspects: This is also the movement that has brought us women’s suffrage
We live in an era when everyone projects or demands certainty about seemingly everything
you’re pretty candid about the uncertainty around some subjects in Wicked Sacramento
That’s the fundamental job of a historian
I think people assume that history is always true
But it’s always subject to interpretation
We’re always revising history because we always have the opportunity to learn something new
You can go to the Sacramento Public Library and search the entire Sacramento Bee via a text search for stories that you used to find needle-in-a-haystack style—just kind of by chance
in many ways the internet gives us much more information than we can process
It [provides] more opportunity for new interpretations and makes it easier to tell some of the stories that weren’t part of earlier versions of the official record

The methods of the historian have changed dramatically since the days when the official record was considered the only record
and then we revise in order to improve—and also in order to cover what hasn’t been covered yet
but there are plenty of books about Abraham Lincoln
there haven’t been any books written about Grant Cross or Cherry de Saint Maurice or even about Ancil Hoffman
[Burg prominently showcases the golf course namesake’s career as a boxer
bootlegger and saloonkeeper turned county supervisor and real estate kingpin in Wicked Sacramento.] I consider them in some ways the main characters of the book—or at least the ones who interested me the most
And partially it’s because they were all born in Illinois
So maybe it’s that personal connection
Can you tell us more about your own personal history
I was born in Illinois and moved out here in the ’70s [when I was 4 years old] with my parents so my dad could go to graduate school at UC Davis
I grew up in Sacramento suburbs—Arden-Arcade
I used to take the bus downtown when I was a teenager and really was struck by downtown Sacramento and said
this is where I wanna live.” I left for college
but [Sacramento City public schools] weren’t hiring
So I was a social worker for 15 years and then started volunteering with the California State Railroad Museum in 2003
What interested you in Sacramento history in particular
If you’re living in downtown or midtown Sacramento
And part of being a historian is being a skeptic and not just accepting the label that’s on the package
When I was volunteering at the Railroad Museum
I was surprised at how little there was about a lot of aspects of Sacramento history
And I also have a background in music and nightclubs and entertainment: I run a festival called the NorCal NoiseFest and was a nightclub DJ for about 20 years
Cherry de Saint Maurice and Ancil Hoffman were all involved in the nightclub scene of their eras
What’s a hidden historical gem in town that you have a particular fondness for
There’s one that’s in the book: the [former] Flower Garden restaurant at 4th and O streets
which is currently the Nisei VFW [Veterans of Foreign Wars] post
It’s mid-century modern architecture designed for an African-American-owned restaurant
And then a couple of years after it was built
the restaurant went out of business and it was sold to Japanese-American veterans
They weren’t allowed to join the VFW
It’s just about the only building that survives of the old West End

Maurice rapidly is ascending to the cutting edge of addressing the practical problems of world-impacting diseases
After earning her master’s degree in public health at Vanderbilt
in July 2015 she began work in Atlanta at the Centers for Disease Control and Prevention (CDC) as an Epidemic Intelligence Service (EIS) officer
“I’d heard about the CDC’s impact [on Ebola] in West Africa
and that was one of my motivating factors for joining them,” says de St
Maurice is currently learning more about the symptoms—such as joint and eye problems—suffered by Ebola survivors in Sierra Leone
“We’re still finding out a lot about the complications of Ebola,” she says
and she’s working in the Division of High Consequence Pathogens
where she learns about and helps address the diseases most on America’s and the world’s radar
Also on her disease-detective focus list are hantaviruses—infections spread through contact with rodent droppings and urine
Some strains of hantaviruses can cause in humans the little-known hantavirus pulmonary syndrome (HPS)
which is associated with breathing problems
and what might be a 36 percent fatality rate
Yosemite National Park had a 2012 outbreak
and a variety in Asia can cause hemorrhagic fever with kidney damage
Maurice says that working on world-affecting diseases with a team of clinicians and scientists expands her knowledge
“I don’t always think about other factors affecting a diagnosis
such as drug and alcohol abuse and overdoses
so I’m learning about those and other influences to health,” she says
“So many people are working in different areas of public health but with the same goal—and that’s really exciting.”

Caterina Cittadini is also commemorated today
She was an Italian Roman Catholic religious from Bergamo who established the Ursuline Sisters of Saint Jerome Emiliani
The order was dedicated to the education of girls in Bergamo and in the surrounding areas and has since expanded outside of the Italian nation
leaving you an example that you should follow His steps" (Epistle)
The Christian slave might complain that his membership in the Church had not alleviated the harsh conditions of his life
Peter points to the example of Christ who was in all things to be the model of the Christian

Christ made it clear that all injustice will be rectified eventually
but that for the present He wishes to allow the cockle to grow among the wheat
When the proper time comes God will deal with injustice in His own way
But it is not only the slave who is to be subject to authority
and to recognize that mistreatment patiently borne is a service acceptable to God and meritorious for man
Obedience to legitimate authority does not depend on the worthiness of the official exercising authority

He also had success in converting some Jews though most Jews in Palermo came to despise him for this since he himself was once Jewish
He wanted to convert a Knight named Berenger
Catholic tradition states that Berenger was living in incest and that Angelo convinced the knight’s companion to leave him
Berenger became enraged and arranged to have him attacked and murdered
in front of the Church of Saints Filippo and Giacomo in Licata
He didn’t die from the attack until four days after the attack and during that time
he prayed for his assassin and asked the civil authorities to pardon him
setting an example for all those that he preached to
He was buried at Saints Filippo and Giacomo Church
His sepulchre at Licata quickly became a site of Pilgrimage

The sisters left the orphanage in 1823 to live with their cousins Giovanni and Antonio Cittadini
Caterina became a teacher at a girl‘s public school in Somasca in 1824
The sisters felt a call to the religious life; their spiritual director recommended that they should stay in Somasca
and become the basis of a new congregation
In 1826 the sisters rented a house in Somasca
and in October opened a boarding school for girls
and instituted the oratory style of education for her girls
The sisters established another “Cittadini” private school in 1832
Giuditta directed these new school until her sudden death in 1840
followed quickly by her spiritual director from the orphanage
The rapid succession of tragedy ruined Caterina’s health
but was cured through the intercession of Saint Jerome Emilani
Caterina quit her public teaching position in 1845 to manage the schools
and guide the three companions who help her
To help organize the work and lives of her companions
she wrote the beginnings of a new rule similar to that of religious orders
In 1850 she obtained permission to build a private oratory to keep the Blessed Sacrament at her boarding school
In 1851 she applied for approval of her new religious family
and told her to write the rules of the new order; her first attempt
based on the Constitution of the Ursulines of Milano was rejected
A second attempt was accepted on 17 September 1854 under the title Orsoline Gerolimiane (Ursuline Sisters of Somasca)
the bishop of Bergamo gave his approval; the order achieved papal recognition on 8 July 1927
and to care for the abandoned; today they work in Italy
