France — The last will and testament of Quentin Roy
a good-looking 23-year-old from the Paris suburb of Sevran
was written in neat blue biro on a piece of paper torn from a notebook
He gave instructions for his Samsung tablet to be given to fellow fighters
and listed mobile phone numbers for “Maman” and “Papa” so that his parents could be informed of his death via Whatsapp
who sells advertising for health magazines
received a photograph of her son’s will on January 14
The Islamic State member who sent it added that Quentin had blown himself up in Iraq
an unloved town a 20-minute train ride from Gare du Nord
has seen 15 of its young men depart for Iraq or Syria since 2014
who are in touch with families in the same situation
When Quentin left Sevran in September 2014
his parents recalled that many young men from the local housing estates had sounded impressed
“So he’s gone to look for a life,” was a common refrain
the French word for “suburb” that has come to serve as shorthand for the poverty
crime and failed integration that have blighted the edges of French cities for decades
Cities minister Patrick Kanner estimates there are “a hundred” French neighborhoods that bear a resemblance to Molenbeek
the Brussels district now globally infamous as a jihadist breeding ground
The banlieue was once a leafy suburb | Isabella Ståhl for POLITICO
It is a concentration of enormous poverty and unemployment,” Kanner told Europe 1 radio
“It’s a system where public services have practically disappeared
it’s a system where politicians have thrown in the towel.”
The topic is especially sensitive since men from both Molenbeek and the Parisian banlieues coordinated attacks that killed 130 people in Paris last November
French commentators have warned against assuming that if a neighborhood is poor
The last thing Sevran’s residents want is for “jihad” to top the list of things for which their town is already notorious — crime
Véronique and Thierry Roy accused Sevran’s mayor of failing to shut down a jihadist recruitment network
“We are outraged by your inaction,” they wrote
Sevran was a leafy village at the heart of France’s explosives industry
and home to the national gunpowder factory
the inventor of dynamite before his name took on more peaceful connotations
Mayor of Sevran Stéphane Gatignon says the banlieues themselves “risk exploding.” The riots that engulfed suburbs nationwide in 2005 could easily repeat themselves
he warned on the 10th anniversary of the uprising
regularly refers to being “at war” | Isabella Ståhl for POLITICO
While France’s economy is officially growing again
followed by two other major factories in the 1990s
The old industrial quarter is a ghost town
He went on hunger strike in 2012 to demand more state funding for hard-up towns
He has been hounded by the media over the Roy family’s letter
and regularly refers to being “at war.” Sevran has indeed paid the price for radicalization in more ways than one: A member of Gatignon’s town hall staff was killed in the carnage at the Bataclan concert venue in November
Gatignon says he has done everything he can to stop jihadist recruiters from operating in Sevran
but that there are limits to what a mayor can do
“The government has no idea what is happening on the ground,” he says
“There is a total disconnect between what happens in offices in Paris and what happens in reality.”
Many of the young Sevranais who left to wage jihad had frequented an informal prayer hall known locally as the “Daesh mosque.” Gatignon repeatedly asked the state to shut it down — he did not have the authority to do so himself — but says he was ignored
The mayor has a raft of other problems to deal with
Sevran’s public housing is overcrowded and school funding is scarce
violence between drug gangs got so bad that Gatignon suggested U.N
Forty percent of young adults are officially unemployed
A photograph in his parents’ house shows Quentin playing soccer when he was younger | Isabella Ståhl for POLITICO
The government recently placed Sevran on a list of 12 “priority neighborhoods” with particularly dire social problems
and ordered officials to be brought in from Paris in April
Sevran is home to more than 70 nationalities
“It’s not like the Muslim community dominates everything,” says Gatignon
The 15 young men who left Sevran to join the Islamic State came from a variety of family backgrounds: Algerian
the post-war housing blocks synonymous with drugs and gang violence
Their remaining son is a software engineer
He converted in 2013 and made no attempt to hide it from his parents
to have a conversation about it,” Thierry says over dinner at their home
which is full of pictures of both of their sons
Quentin’s views became increasingly extreme
He quit his job at a sports store when they wouldn’t let him schedule his shifts around prayer
He refused to join in family celebrations or attend his grandmother’s funeral because it was held in a church
Quentin told his parents he was picking up a new car for his work as an Uber driver
Quentin sent sporadic messages defending the holy fight
The manager of Sevran’s Grand Mosque helped Véronique write a reply
using quotations from the Koran to tell her son why he was wrong to think he should fight in Syria
Loneliness and helplessness are the overwhelming emotions in the wake of their son’s death in Syria | Quentin Ståhl for POLITICO
she says she has been let down by the authorities
They say Gatignon has tried to shift the blame for things he should have fixed himself
to publicize a helpline for parents worried that their kids have been radicalized
“It’s a way of not sticking the town with the ‘radicalization’ label when we already have a drug problem.”
Véronique and Thierry Roy are the only Sevran parents to have gone public about their son’s death as a jihadist
“because they don’t want to get involved with the authorities and they don’t want to be judged by the community.”
The couple receives regular messages from other Sevran families who have lost their children to ISIL
They want to raise the alarm but avoid the public scrutiny the Roys have dealt with since their open letter to the mayor
The young men who left Sevran departed between 2014 and the end of 2015
when the Islamic State appeared to be making massive inroads in its mission to create a caliphate straddling Syria and Iraq
Instead of worshiping at the mainstream Grand Mosque of Sevran
several of the boys began frequenting the informal prayer hall known as the Daesh mosque
a mosque: It was a former shop rented out as a private prayer space by Muslims who felt that the town’s official mosque did not preach a strict enough version of Islam
had known both Quentin and Ilyes since childhood | Isabella Ståhl for POLITICO
Among the young men who worshipped there is a Sorbonne history graduate called Ilyes
He has been in detention since November for “criminal association in relation to terrorist activity,” a charge he denies
He is the one who accompanied Quentin Roy to the airport when he set off for jihad
a law student at Nanterre University who has known both Quentin and Ilyes since childhood
describes Ilyes as “someone who joked with everyone and smiled 24/7.” The pair shared a spirit of intellectual curiosity and would often linger after soccer matches
“imagining a better world.” Ilyes had a clean criminal record
and had previously held a job as a middle school supervisor
he worried that his friend’s opinions had become increasingly extreme
Members of Sevran’s mainstream Grand Mosque were the ones to first alert officials to radical preaching at the Daesh mosque two years ago
an imposing man who manages the Grand Mosque’s administration and finances
there was little he could do to stop the extremist preaching at the informal prayer hall across town
“We can’t stop people meeting in a private setting,” he says
when we hear people preaching hate and violence
Muslims in banlieues like Sevran feel alienated by rising Islamophobia | Isabella Ståhl for POLITICO
The shopfront of the Daesh mosque has now been bricked up
but no one believes this puts a definitive end to radical preaching in Sevran
“They work in the shadows,” El-Bekkay says of the preachers who frequented the makeshift mosque
tomorrow it might be Aubervilliers or somewhere else.”
no such thing as a French jihadist “profile.” Some are radicalized in prison
including Bataclan attackers Omar Ismail Mostefai and Samy Amimour
Many French citizens heading to Iraq and Syria have been women
The renewed media attention has banlieue mayors like Sevran’s on the defensive
and Lunel in southern France have also seen a trickle of young men leave to fight in Syria
Authorities announced they had foiled another attack on France last month when police raided an apartment in Argenteuil
the homemade explosive most often used by the Islamic State
Mayor Georges Mothron angrily denied that he presides over a “French Molenbeek.”
people from places like Sevran often talk of changing their name to something “more French” to get a job interview
it does not come as a surprise that alienated French Muslims from the banlieues have headed to Syria
He points to rising Islamophobia after the Paris attacks
Forty percent of young adults are unemployed in Sevran
a rate that surpasses Molenbeek’s | Isabella Ståhl for POLITICO
“In a social crisis doubled by contempt for Muslims
how can you get outraged by the idea that the youth of this country might be won over by the arguments of ISIL?” he says
what future does a kid from the banlieues have in France
are embroiled in a legal fight to stop plans to build a large mosque on their street
Then there is their ongoing public battle with the mayor — and a struggle to pick up the pieces at home

If there’s one thing I’ve learned in 2024 about Star Wars thanks to the comics
it’s how we might need more political/courtroom storylines
For several months in Marvel’s Star Wars (Vol
Lando Calrissian litigated his case for a stay of execution over his actions
resulting in a surprisingly fun storyline I was initially skeptical with
while in The High Republic Adventures #9 – Phase III
Sevran Tarkin takes her new friends to Eriadu’s ruling council to make their case for unity against the Nihil
but what Daniel José Older litigates along the way is an interesting look at the politicking of the era
If there’s one thing myself and many other fans have levied against the overall High Republic initiative
as we’ve not really spent time with the Republic Senate or dealt much with a world’s leaders/political system in most stories
instead only a handful of political figures (including at least the Chancellor!)
Older offers a glimpse of what’s likely happening across the galaxy in this era
as Sevran and the group stumble into a moment where a case’s being made the Republic’s abandoned those in the Outer Rim like Eriadu now the Stormwall has fallen over them
Jedi Knight Farzala gets to make a case for the Republic and the Jedi
but a ‘representative’ of the Nihil is invited in as well
making the case for siding with the Nihil to help rid one of their cities of criminals
Be it the Nihil’s argument of cooperation or Sevran’s uncle Tragkul leveraging ‘tragedy,’ both are a prescient look at how ruling by fear and fanning its flames won’t ever solve any real problems and only leads to more down the line
something younger readers of this series hopefully haven’t had to see or deal with
but older readers will understand far too well
it’s a somewhat compelling look at how the Nihil could make their presence in the Occlusion Zone an inviting one
not taking over planets with force but with tact instead
though the final page of the issue shows coexistence was never actually on the table
which sort of takes away from the potential of a little more nuance to this storyline
There’s some chaos energy worth feasting on from Lula Talisola and Zeen Mrala this issue and really gives a hint at how free the two feel now they have each other and have proposed to one another
Zeen is eager to hit some dancing clubs with Lula
while her usual inability to keep her cool comes at odds with trying to follow the decorum in the Seswenna City Hall meeting
though at least she’s got Sevran’s back in the face of her uncle
who ends up having to stay outside of the meeting because only so many representatives can be allowed in
her time with Qort and Jedi Master Emerick Cahptor
who has mainly been cameoing in Phase III so far but starred center stage in Older’s Trial of Shadows miniseries
Emerick didn’t know about Lula’s decision to leave the Order
but Lula’s continued teasing about Sian Holt being Emerick’s girlfriend
she was his co-investigator in Trial and has been guesting on stage with Zeen in bar’s band
especially with Lula’s comment about having her mind wiped and his eventual almost confirmation of it when they work so seamlessly together
It’s great to see Lula opening up to even more Jedi than who are typically in the series
as she’s able to reconfirm her commitment to the choice and show the path before any and all Jedi is more wide-open than they initially thought
I really do hope we’ll get more of Emerick and Sian in a starring role before Phase III is over
but cameo/guest roles are certainly a plus in the meantime
Returning to the series on art is Toni Bruno
who had the main artist stint on THRA – Phase II
and he joins Michael Atiyeh on colors and the lettering duo of Tyler Smith & Jimmy Betancourt here
Tragkul’s one-upmanship of his niece Sevran comes across in a subtler way in the art
as the panels where he checks in the Governor over Sevran’s citizenship status are slanted downward on an angle
and Sevran is in the middle of the much smaller panel on the right
who has been sneaking around in a hooded cloak
as he has to look up and backwards to see the figure which has appeared behind him
The skin of the animals Tragkul killed that he wears as a headpiece looks silly and ridiculous
which Atiyeh always seems to make sure really stands out in every panel he’s in
all of which plays into his overcompensating personality
There’s a sequence towards the end which was really fun: it begins where the Nihil who come to mess with Emerick
and Qort outside the Hall leans down and puts his hand on Emerick’s shoulder
Emerick’s stoic stance against such a large and intimidating Nihil like the one before him shows his level of confidence
but the way the panels are placed and Smith & Betancourt pull you around
Emerick’s line apologizing for the Nihil’s hand left me as curious as the Nihil was
and then we’re swung up to a panel where a little SFX denotes a single
precise shot hitting the Nihil’s hand (I was sort of expecting Emerick to just chop it off
looking intimidating as all heck despite being outnumbered
the amount of Nihil ships descending on Seswanna in the final page makes the work ahead of the Jedi and Republic feel immense
while the ominous dusk lighting from Atiyeh over the scene give us the vibes the good
quiet days for Eriadu are coming to an end

Could the Olympics finally be held in a wave pool
a suburb of Paris with a population of about 50,000 people
has placed an official bid to host surfing when the 2024 games come to France
two known surf destinations in Europe for the honor to host Olympic surf competition but there’s one unique characteristic about Sevran for surf fans worth noting: it’s 175 km from the ocean
A letter proposing Sevran be considered as Olympic surfing’s host city said the new facility “will help spread the wealth generated and also the values conveyed by this global event” and make the suburb a destination
President of the French Federation of surfing
said “the artificial wave must be as close as possible to natural conditions
preserving the uncertainty of waves in the natural environment,” supporting the already age-old argument that Olympic surfing would benefit from guaranteed waves
Surfing is officially in the Tokyo 2020 Olympic Games and Para-surfing is following suit for 2024. While we’re all stoked on this, everyone is also wondering, where and how will the events go down? The WSL has long waiting periods
but the Olympics is expected to be a different format with a smaller event window- Former Rip Curl General Manager of Operations and surf industry veteran Baptiste Caulonque has the answers we’ve been waiting for
Caulonque has worked tirelessly over the last few years putting together the TERRE D’EAUX Project
along with his business partners have entered into a partnership with Wavegarden using their Cove technology
The goal is to create an inclusive European surfing hub for all
use the venue to host the Olympic surfing games
The site is located minutes from Paris’ center and also happens to be within earshot of the Charles-De-Gaulle airport
Surfersvillage did an exclusive interview with Caulonque and talked about their decision regarding wave technology
possibilities of different surf competition formats
We’re going to hand it over to Surfersvillage
this conversation is interesting and Caulonque poses some interesting ideas regarding possible land-locked champions to be discovered
We heard you are using Wavegarden’s Cove technology
Why did you decide on this design – and is there a place for beginners with the Cove design
we will be using Wavegarden’s Cove technology
It struck us as the best choice to meet our expectations which are to operate on a daily basis welcoming both beginners and experts surfers as well as organize events with elite athletes
Sevran is minutes away for Paris and close to the Charles-De-Gaulle airport so our potential audience is large
it is key that the selected equipment can deliver a high number of waves and for all levels
We assume you got to test this technology at their secret location deep in the Basque Country of Spain – what is it like surfing the Cove
The TERRE D’EAUX Project has the full support of the French Surfing Federation
so it was easy for us to have many elite athletes to test and vet the COVE
we brought along some surf instructors as well to ensure the COVE is relevant for teaching surfing
We want surfing in Sevran to be inclusive starting with the local kids who have no clue as to what surfing is
The variety and quantity of waves is awesome
to a beach break wave on to a reef break wave in an instant is quite thrilling
It offers so many possibilities for training
for fun or even coming up with new ideas on competition formats
and seeing the athletes getting tired because of the frequency was fun and so different from a regular ocean experience
Who do you see using this pool once it opens to the public and how will they use it
The TERRE D’EAUX Project is part of a huge remodeling initiative of the Paris area called REINVENTONS LA METROPOLE DU GRAND PARIS
There is a new network of metro lines and stations in and around Paris planned for 2022
Sevran will be 15 minutes away from Paris and 20 minutes from La Défense
Access will be super convenient for all – local people obviously as well as anyone from the huge Paris area and even further with Charles-De-Gaulle being just 10 minutes away
TERRE D’EAUX will offer skateboarding and wakeboarding possibilities
We are building a boardsports park with selected retail activities (incl
food and beverage) that can meet all needs; training
hanging around and hosting events including music
Will we see kids who learn to surf in a pool and then go on to become Olympic champions
Once surfing and para-surfing are scheduled for certain for 2024 Olympics in Paris
there is a fair chance that TERRE D’EAUX will apply to host these events as the COVE offers world-class waves in great numbers AND Sevran is located at the very heart of the Olympic village
Hosting the Olympics would be an amazing exposure for Sevran and TERRE D’EAUX
The French Surfing Federation is adamant about scouting new surfers from the city of Sevran and around as potential elite athletes
I don’t know if they could be ready by 2024 but possibly for the LA games in 2028
what will this project mean to the surrounding area in Paris
Bringing Surfing to Paris is made possible because it is part of a much larger project
The City of Sevran was expecting an ambitious remodeling project to help upgrade parts of the City while keeping its youth excited and strongly committed to Sevran
In addition to some 600+ new households and retail space
CRESCENDO and LINKCITY (part of the BOUYGUES group) came up with the best ideas – high-quality construction at affordable prices
a sound water management system that will clean up the polluted groundwater and low-consumption electricity setups
we offered the most exciting water program with Surfing and Wakeboarding with the support of both French Federations
It is thrilling to offer such premium projects in these parts of the Paris suburbs often pointed out for darker reasons
25% of the Sevran population is 14 years old or less
please give us an opening date and just how big this project will be
Our target is to operate starting mid-2022
We are working hard to be Europe’s best boardsports park offering world class surfing
We were awarded not more than 6 weeks ago and we’ve had so many incoming calls from brands
Is there anything else you’d like to add about this project
Book your 2022 Summer weekends to visit us in Sevran

With its huge entrance gate, the Parc de la Poudrerie is a real eye-catcher - and there's more to come
the site was far from being a green space as it is today: it was Napoleon III who built a poudrerie
to meet the military needs of the French army
far from residential areas to allow experimentation without endangering the population
The engineer Gustave Maurouard designed the factory and supervised its construction
the Sevran powder plant became the first in the world to use steam-powered machines
the Poudrerie de Sevran remained in operation for a century
until 1973: among the famous chemists who worked there was Alfred Nobel
the Poudrerie proved to be a very useful factory
that the imploder for France's first atomic bomb was developed
The poudrerie eventually closed a few years later
before becoming a museum surrounded by a huge park
Since then, numerous species of animals and plants have been identified in the park, making it an area of significant interest for local biodiversity: between the large century-old trees, the meadows and the park's three ponds, the area is a delight for small animals, amphibians, ducks and numerous birds. But above all, Parc de la Poudrerie boasts an incredible wealth of history: from the Cartoucherie to the Pavillon Marouard
the vestiges of the site's industrial past are listed as Historic Monuments

Bruno does a great job with expressions and even in Tragkul’s limited close-ups
he once again conveys the older Tarkin’s stubbornness
which makes his later capitulation when Sevran arrives even more satisfying
as his crumbling posture and submissive look are such a change of pace
Atiyeh’s colors also offer a story to the Tarkin situation
as Tragkul’s many initial scenes are him captured by a sunset
as if to say change is coming regardless of being on the fence
then when Navaj confronts him the sky is monochromatic blue
but when Sevran ascends and kicks out the Jedi
Smith & Betancourt also make sure this hits us as hard as it hits Lula and Zeen
as Sevran’s shout of “…Tarkin family business!” is a bold red
stretching the confines of the speech bubble
and the body guards arranged in a defensive pose
adding weight to her shout and the sudden change of tone
The overall look of the veermoks allows Bruno to switch them easily from gentleness to fierceness
as we see them being peaceful before Sevran disturbs them and later the anger and protectiveness when she rushes in for a kill
Their design definitely reminded me of primates I’ve seen at zoos
while it’s clear there’s strength in their broad shoulders and big muscles
but as we see one cradle Sevran like a baby
it’s not all for strength but for nurturing too

has broken through in a shaft at the Mare au Chanvre site
completing its 5.3km drive for Line 16 of the Grand Paris Express
Italian contractor Webuild and its local partner NGE recently celebrated the tunnelling milestone
which took place in a shaft in northern Paris
TBM Mireille broke through the wall of the shaft at the Mare au Chanvre work site in Sevran
It is the first of two TBMs working on the section of the line – known as lot 2 – to complete its journey
Mireille has now finished work on the first 5.3km of the tunnel, connecting Chelles with the municipality of Sevran
approximately 83% of lot 2 is now complete
and its parts will be removed from the shaft in preparation for the arrival of Houda
which has excavated approximately 4km of a total of 5.8km
Webuild and NGE are developing 11km of the 29km long Line 16
They are also building four of the 10 stations to be located along the line: Aulnay-sous-Bois
Webuild is using fibre-reinforced concrete segments to line the walls of the tunnel
reducing the amount of steel needed by half
The entire line will serve the Paris department of Seine-Saint-Denis
The trains running the line are expected to transport an estimated 200,000 passengers every day
The Grand Paris Express will extend the French capital’s metro and light rail network by 200km with 68 stations to improve connections between the centre and the periphery
