The H2V company is launching a public consultation for its green hydrogen and e-methanol production project in Thionville
an investment of €800m aimed at supporting the decarbonisation of transport from 2030
in the municipalities of Florange and Uckange
the company H2V wants to install a green hydrogen and e-methanol production unit
The project--estimated to cost €800m--will be the subject of a public consultation starting Monday 28 April
is proceeding cautiously with its colossal hydrogen project
While it initially announced the creation of a green hydrogen gigafactory
due to a lack of industrial outlets for its initial project
it aims to produce 30,000 tonnes of green hydrogen from 2030
and 150,000 tonnes of e-methanol to help decarbonise sea and air transport
The project is expected to create 140 jobs
the project--presented as “an essential link in the hydrogen chain in Moselle”--should prevent the emission of 160 tonnes of CO2 every year
the plant will have to be built on former industrial wasteland in Thionville-Illange
which has now become the E-Log’in 4 platform
straddling the municipalities of Florange and Uckange
The site was chosen for its strategic geographical location and proximity to several industrial sites
The future plant will be powered by renewable electricity and connected to the grid with the involvement of RTE
which will involve creating a 225,000 volt underground link from the site to Saint-Hubert in Uckange
and will be classified as Seveso (low threshold) for risk management reasons
A hazard study will therefore have to be carried out to identify the related risks and the measures that will have to be taken
the scale of the facility and in accordance with France’s environmental code
a preliminary consultation is being organised so that civil society can be informed on the subject and give its opinion
The consultation begins on Monday 28 April and will last until 20 June
the National Commission for Public Debate has appointed two citizens to act as guarantors for the consultation (Nathalie Durand and Jean-François Trassart)
whose role will be to ensure the quality and transparency of the information and discussions
All citizens have the opportunity to take part
; in the registers made available in the town halls defined as part of the project perimeter (Florange
Thionville and Yutz); or during the planned discussion times
These will be either public and themed meetings
or debates at several venues in the Thionville area

debate at the E.Leclerc shopping centre in Fameck;
- Thursday 15 May at 6pm at the Thionville-Yutz IUT
themed meeting on the project’s contribution to decarbonising transport and the project’s outlets;
- Tuesday 20 May at 6pm at Le Diapason village hall in Uckange
a themed meeting on environmental issues and industrial risks;
- Tuesday 3 June at 6pm in the Salle du Casino in Thionville
training and the economic impact of the project;
- Wednesday 11 June at 6pm in the Salle Pablo Neruda in Guénange
a themed workshop on integrating the project into the local area;
- Thursday 19 June at 6pm at the Bétange complex in Florange
prior registration on the consultation website is recommended for each discussion time

Arcelor was understood to have agreed to give its blessing to a €26bn (£17.7bn) bid from Mittal Steel
The decision in effect ditches the merger with the Russian steel group Severstal which Arcelor had previously backed
stands to pocket a €140m "break fee" if the Mittal/Arcelor deal goes through with the blessing of the Luxembourg-based company's board
Yesterday's €40.37 a share offer from Mittal - which was approved at a Mittal board meeting in London yesterday afternoon - represents an 85% premium on Arcelor's share price when Mittal first signalled its interest
The new company is expected to be called Arcelor Mittal
with Arcelor management well represented on the new board
"We have always sought a recommended merger in the interests of all stakeholders - we are delighted that is what we have now achieved," a Mittal spokesman said in a statement last night
The company added that it had paid a "fair price for what is a very good business"
There was no immediate official confirmation from Arcelor though the two companies are expected to hold a joint news conference later today
headed by London-based billionaire Lakshmi Mittal
provoked an often acrimonious battle with Mittal insisting on the industrial logic of a combination which would be capable of producing more than 100m tonnes of steel - three times that of the nearest competitor
Arcelor queried both the strategy and the value of the bid
insisting that it was worth more than Mittal was offering and that cash should provide a bigger proportion of the offer
Arcelor also attacked the initial offer because it would leave the Mittal family with more than 50% of the combined group
Mittal subsequently agreed to changes which would take its stake below 50% and to scrap a system under which some shares carried more votes than others
Under the latest deal the Mittal family would control around 40% to 50% of the combined grouping
The cash element is also thought to have been increased
Mittal also had to soothe concerns in a number of European capitals that the merger would mean heavy job losses
Last night the Luxembourg government welcomed the agreed deal
"Luxembourg can be very satisfied with this recommendation," the economy minister
adding the new entity would still have its headquarters in Luxembourg
in an effort to escape Mittal's attentions
Arcelor proposed a deal with Severstal which would give its controlling shareholder Alexei Mordashov more than 30% of the Luxembourg-based steelmaker
The plan attracted opposition from a number of Arcelor shareholders who were concerned at the level of Mr Mordashov's stake
Severstal improved the terms of this proposed merger last week
The line is heavily used by cross-border workers living in France

the SNCF announced the the incident was still in progress but that traffic was no longer being affected
Train travellers confirmed this information to RTL around 8am
The incident occurred on Monday afternoon near Uckange and was one in a series of threats made to SNCF rail staff in the same area.
In a show of solidarity for co-workers and zero-tolerance for such aggressive behaviour from customers, a number of rail workers went on strike on Monday evening.
The strikes continued into Tuesday morning, affecting trains between Nancy, Metz and Luxembourg.
On Tuesday morning, nine trains passing through Luxembourg were cancelled, including four from Thionville to Luxembourg, one from Hettange to Luxembourg, three from Luxembourg to Thionville and one from Luxembourg to Metz.
A number of cross-border commuters who would normally travel by train resorted to car travel on Tuesday, resulting in severe congestion on the A31 and A3.
A health and safety committee was due to meet staff at the SNCF's regional head quarters in Metz on Tuesday to find a solution to the disturbances.

The work will be carried out in three stages:
Phase 1 (17 March – mid-July): Work will take place beneath the bridge in both traffic directions
requiring around ten overnight closures of the A31.Phase 2 (from 21 May
for six weeks): Repairs will focus on the southbound lanes
with 10 night closures and two full weekend closures (currently planned for 14-16 June and 21-23 June).Phase 3 (from 23 June
for one month): The final phase will target the northbound lanes
requiring 15 night closures and one weekend closure (expected 12-14 July)
DIR Est assures that daytime traffic on the A31 will remain mostly unaffected
overnight closures and weekend disruptions will be unavoidable:
During Phase 2: The A31 will be fully closed between Mondelange and Bertrange
The A30 will be blocked from the Uckange interchange
Weekend closures will extend the blockages from Bertrange to the Croix de Hauconcourt on the A31
Diversions will direct traffic via the RN52 or RD1
During Phase 3: The A31 will again be closed between Bertrange and Mondelange
The A30 will be blocked from Fameck to Mondelange
A weekend closure in July will extend the shutdowns further
Overnight closures will generally run from 9pm to 5am
