Inquiry launched into ‘wilful damage leading to death’ after six adults and four children perished on Friday
French prosecutors have opened an investigation into “wilful damage leading to death” after a pre-dawn blaze killed 10 people in a rundown seven-storey block of flats outside Lyon
The Lyon public prosecutor’s office said six adults and four children died in the fire on Friday in Vaulx-en-Velin and 24 people had been injured
four of whom remained in a serious condition in hospital
Initial reports said five adults and five children were killed
said all the victims had been identified and the forensic investigation tended to confirm witness reports that the blaze had started in a ground-floor apartment before spreading rapidly to the upper storeys of the building
Police had so far found no trace of flammable liquids or other evidence that the fire could have been caused by arson
but added it was “not yet possible to determine whether or it was accidental or was started deliberately”
Residents said a number of complaints had been made about squatters occupying a flat in the privately owned block
has acknowledged the building was a known hangout for drug dealers

was killed by a police officer in the Parisian suburb of Nanterre
and Nahel’s death may have been the result of a legacy of colonialism
“in this kind of suburb it’s pretty rare that a young person hasn’t been stopped by police or hasn’t been in custody.”
More Than Race: Colonialism and Immigration
Following the post-World War II wave of decolonization, many former colonial subjects emigrated to France. At first, Algerians benefited from a special legal status: They had long-stay visas
had an easier road to acquiring French citizenship compared to other immigrants
they were also prey to discriminatory practices by immigrant service workers
many of whom were former bureaucrats in the colonial administration
partly because of the retirement of said administrators
the legal status of Algerian migrants began converging to that of other foreigners and the rigorous surveillance they were subjected to was eased.
France’s current immigration policy is not completely free from the ghost of colonial domination
associate professor of Francophone and Africana Studies at the City University of New York
explained in an interview with the Harvard Political Review
“What they call immigration today is basically people coming from the colonial empire and going to France.” She noted that focusing solely on race misses the greater point
we’re talking about goods and people moving around.” There is more to Nahel’s case than just race
a concept that is addressed in different ways in the United States and in France
Although Nahel was not an immigrant himself, having been born and raised in France by a single mother from an Algerian family
the color of his skin carries the mark of colonialism
and immigration from former French colonies
the French Republic views each citizen as simply a French citizen
“It is very hard to talk about discrimination in the French colorblind Republican system in which you’re not supposed to be talking about race in order to explain racism,” explained Itay Lotem
senior lecturer of French language and culture at the University of Westminster
He clarified that this “doesn’t mean you can’t talk about racism,” but that the existence of a “so-called colorblind system” means that “there is no way to talk about race as a social structure that permeates society and therefore kind of creates racism.” Under such a system
it is difficult to acknowledge problems such as institutional racism
which might have played a significant role in Nahel’s death
France’s history of colonialism, globalization, and immigration plays an important role in this feeling of not belonging. The French model of integration, which is more assimilationist compared to the North American pluralist model, has been criticized
associate professor of sociology at the University of California
second-generation immigrants from North Africa
the theory behind the model matters less than its implementation
noting that what this generation of immigrants desires is to have their individual differences while also being seen as French
This idea is also expressed in the book “France,” where Dr
Emile Chabal writes that “today’s ethnic minorities are not so much rejecting republicanism as demanding that it fulfills its promise.”
Finally, socioeconomic factors play a significant role. When one stops living in bidonvilles
groups of precarious houses built in the outskirts of a city
and gains access to proper education and job opportunities
who are relatively more accepted in French society than they were previously
the case with descendants of the Maghreb is different
since the Portuguese “are not really as racialized as people who came from Algeria.” Dr
noting that the Portuguese “were Catholics
the ethnic stigma was kind of washed away and they could pass as white and French.” Nevertheless
it cannot be denied that socioeconomic disparities hinder this group’s success at integration
lower wages and less skilled jobs are the norm for descendants of immigrants
in the first round of the 2017 presidential elections — and especially worrying when 67% of active police officers did so
“the law and order narrative tends to be right-wing/far-right.”
From Vaulx-en-Velin to Nanterre: The Shadows of French Policing
structural changes to address discrimination.
The Tradition and Nature of French Protests
They failed to gain the magnitude of the 2005 protests
when riots lasted for three weeks and the prime minister decreed “state of emergency.”
Solely the neighborhoods who identified themselves with Nahel’s situation protested
and the protests occurred in a scattered and non-cohesive way
they lacked the “kind of organizing you saw in the USA Black Lives Matter,” Etoke reflected
noting that they resembled more an “urban rebellion” than traditional protests
They were “organic and explosive,” and the angry youth were protesting against a whole state of affairs
as there is no specific measure to be taken to address one particular issue nor one sole leader who can engage with the demands of the protestors
The police killing of an adolescent in a suburb of Paris in broad daylight could alone be the reason for the protests that followed
but the protests acquired proportions that went beyond Nahel’s death
While I cannot say for sure why exactly the officer killed Nahel
Beaman is of the opinion that “it’s the failure of France to see all of its population as fully French that ultimately killed him.” Judging from the protests that ensued
it can be said that Nahel’s case reflects a France where the concept of “Liberty
Fraternity” seems endangered by an unresolved contemporaneity
and various perspectives on secularism are intertwined with racism
socioeconomic discrepancies and polarization
Macron has to find his way through a divided parliament
and structural reforms are nowhere near to be seen
I hope progress is made and that it does not take one more death for France to dignify all of its citizens

who he said arrived 12 minutes after being alerted soon after 3am and “were able to save 15 people by taking considerable risks to their own lives
scaling the building from the outside … saving children and babies”
including four who were still in a critical condition in hospital
and about 100 residents were having to be rehoused
The five children who died were aged between three and 15
The fire started on the ground floor of a seven-storey
privately owned 1960s block of flats in the Mas du Taureau district of Vaulx-en-Velin
Witnesses described panicked occupants of the building screaming for help as smoke billowed from the windows
others stuck on the balconies and the firefighters had difficulty in intervening because of the trees,” Belal told Agence France-Presse
it’s really terrible – I don’t have the words.”
He said friends had told him they managed to catch a 10-year-old boy dropped from an upper floor by his mother
The fire was first reported to emergency services at 3.12am
and by 3.25am about 170 firefighters and 65 fire trucks were at the site
Two of the 170 firefighters at the scene suffered light injuries while fighting the flames
The Lyon prosecutor’s office said it was not ruling out any hypothesis
Darmanin said several residents had previously complained to local authorities about drug dealing and squatters in the building
“The police pressure on dealing locations is daily
but unfortunately drugs are deeply entrenched in some areas of the country,” he said
adding that drug dealers had been arrested near the building on Thursday night
Residents were evacuated to a nearby municipal building
and the education authority said psychologists would visit two local schools on Friday to provide counselling
regional and national authorities were working to provide relief “at this very difficult moment”
a former industrial area about 5km north of the wealthy centre of Lyon
said the building that caught fire had undergone emergency repairs in 2019 but was noted as “rundown” by Lyon authorities
who had earmarked it for renovation work in January
said the tragedy should “encourage us to be more proactive as regards the safety of collective housing” and demanded a fire risk survey be carried out of all blocks of flats in the town
France has suffered several deadly fires in recent decades
A woman was subsequently jailed for starting the fire by throwing clothes on candles during an argument
International climbing competitions have come a long way in the past few decades
As we ready for this year’s IFSC World Cup season
in which many Canadians will be heading overseas
it’s important to know how far competition climbing has come
gathered a group of the best climbers for an event called SportRoccia held at a natural crag in Valle Stretta
It was the first organized Lead competition
launching a new era of modern Sport Climbing
Thousand of spectators were amazed by the victory of German athlete Stefan Glowacz
1986: The success was repeated the following year in 1986
when Arco di Trento became host to the second SportRoccia event
The final was won by French superstar Patrick Edlinger and his compatriot Catherine Destivelle
More than 10,000 people attended the finals
including seven European television stations
the French Federation organized the first indoor event at a gymnasium in Vaulx-en-Velin
The potential future for Sport Climbing became clear as all climbers began to show interest in this new branch of their sport
even those who appeared reluctant at first
the French Federation and Paul Brasset lead a movement to convince the UIAA to officially recognize the competitive Sport Climbing circuit
which had grown substantially with the addition of the World Series in 1988 and the first World Cup in Speed and Lead in 1989
Brasset created a new organization within the UIAA (formed by the CEC and CICE) that was responsible for training officials (judges and forerunners) and creating competition rules
several large events were organized in all the main arenas of Europe
it was decided that International events would be run only on artificial walls
in order to eliminate any environmental impact
1991: The first World Championship was organized in Frankfurt
1992: The first Youth World Championship took place in Basel
Large participation at the event demonstrated how popular Sport Climbing had become with the younger generation
the ICC – International Council for Competition Climbing – was created inside the UIAA
in order to guarantee sufficient autonomy to the sport and to provide it with the tools required for growth and development
Bouldering was officially introduced as a new climbing discipline
A test competition was organized dubbed the “Top Rock Challenge,” and its success lead to the creation of the World Cup in 1999
2000: The sport continued to grow with more than 45 countries regularly participating in official calendar events
as well as other high profile International competitions
It also sponsored promotional events for under-age kids (spiderkids) and amateurs
more than 75 countries participate in climbing competitions held all over the world
with the World Championships and Youth Championships being the most popular events
Competition Climbing was added to events of the Duisburg World Games and the Asian Indoor Games to great fanfare
the UIAA decided to end its governance of Competition Climbing and supported the creation of an independent International Federation to govern this sport
The first International Paraclimbing Competition took place in Russia
Athletes with a visual impairment and with a physical disability from Belarus
Japan and Russia took part in the competitions
Germany 57 Federations founded the International Federation of Sport Climbing (IFSC)
as well as the regulations of the new International Federation were adopted unanimously
the AGFIS General Meeting accepted the IFSC as a new member
the first IFSC Paraclimbing Cup was organized in Moscow
within the IFSC Bouldering and Speed World Cup event
Ukraine and Russia took part in the competitions
the IOC gave definitive recognition to the IFSC
officially welcoming it as part of the Olympic Family
IFSC Paraclimbing Cup series was organized
Thirty-eight climbers (26 men and 12 women) from Belarus
Russia and Spain took part at the competitions
2011 the IOC Executive Board decided to include sport climbing on the short-list (with seven other sports) as a possible new event for the 2020 Olympic Games
This was the start of a new millennium for Climbing
The first IFSC Paraclimbing World Championships were organized within the program of the eleventh World Championships in July 2011
Climbers with and without a disability were fully involved in the event from the opening ceremony until the closing ceremony
hirty-five athletes (30 men and 5 women) from eleven countries competed
The Paraclimbing World Championships now takes place every two years
2013: Thanks to the shortlist for the 2020 Olympic Games
the IFSC benefited from a major worldwide exposure and gains international support
2014: Sport Climbing was chosen by the IOC as a demonstration sport at the Youth Olympic Games in Nanjing
Sport Climbing was officially proposed as a new sport for the Tokyo 2020 Olympic Games by the Tokyo 2020 Additional Event Programme Panel
2016: Sport Climbing is officially confirmed as an additional sport for the Tokyo 2020 Olympic Games by the IOC Session
Sport Climbing is accepted into the program of Tokyo 2020
2017: The International Paralympic Committee welcomes Sport Climbing into the Paralympic family by granting the IFSC the status of a “Recognised International Federation.”

Japan would see the first example of Sport Climbing’s Combined Olympic format
competitive climbing sought new methods for testing its athletes
1986 saw the first indoor climbing competition in Vaulx-en-Velin
the French Federation would move to convince the UIAA to officially recognize a competitive Sport Climbing circuit
The original Lead and Speed events would gain traction in the unbelievably niche sport
Bouldering would join the World Cup Circuit
competition climbing would become more popular
the IOC gave definitive recognition to the International Federation of Sport Climbing
climbing would find itself on the short list for the 2020 Olympic Games
Sport Climbing would become an official addition to Tokyo’s newest events
While many began to wonder what a post-Olympic world might look like for climbing
athletes became primarily concerned with the fact that they would have to train their weakest disciplines
climbers would compete in each of Sport Climbing’s three events
or Boulder focused athletes to perform near the peak of their ability
The Combined Olympic Format would force each athlete to train all three disciplines should they wish to be competitive
This controversial decision faced resistance from the climbing community as the problem-solving nature of Lead and Boulder do not reflect Speed’s format
While Boulder and Lead do differ from each other
they feature more similarities than they do with Speed
Speed requires a specific sort of muscle memory and power-training that many climbers do not feel necessary for Lead or Boulder
the Combined Olympic Format features two rounds of competition
The first round will include all 40 athletes
20 men and 20 women will compete each of the three disciplines
These athletes will climb first in Speed then in Boulder and conclude their Qualification round in Lead
The top eight competitors from this Qualification round will move on to Finals two days later
Athletes will make Finals based on their Combined score following the qualification event
Each athlete will first receive a ranking based on their performance in each individual discipline
These rankings will multiply together to create their combined score
their combined score would look like the following: 6 X 1 X 3 = 18
The athlete with the lowest combined score will rank in first position
The athlete with the highest combined score will rank in the lowest position
in a discipline will become necessary for any athlete hoping to make Finals
in any of the disciplines might prevent an athlete from making Finals
If someone were to score third in Boulder and third in Lead
would make it difficult for them to qualify for the Final event
it becomes easy to see how a first-place position in any of these three disciplines could become helpful for an athlete’s combined ranking
most Olympic athletes have decided to focus on their strengths
while maintaining a smaller amount of focus on their weaknesses
How does a climber perform well in each discipline
Speed Climbing revolves around a standardized 15-metre route
This route has not changed in years and asks the athlete to climb to the top as quickly as possible
climbers will get two attempts to establish their personal best
Each climber’s fastest time will rank against the rest of the field
the fastest time will rank in first position
Those moving to Finals will only be selected after this result is combined with the athlete’s Boulder and Lead Qualification results
Once the qualified competitors enter Finals
athletes will compete in head-to-head races
and a Final to accommodate all necessary head-to-head races
All qualified athletes will then begin their Boulder Final
Bouldering is a ropeless discipline described primarily by a few dynamic
Each line of holds is called boulder problem
Athletes first see these problems moments before climbing them
they must solve the problem as quickly as they can and attempt to climb it to the top
The flashy discipline easily offers the most physically demanding movements of the Sport Climbing competition
the athletes aim to control the zone and the top
The zone is often a hold in the middle of the route that gives the climber a half point
If a climber has one top while another climber finishes the round with two zones
the climber with the top will rank higher than the climber with two zones
Although the both will have earned a single point
tops have greater value than zones in the event of a tie
competitors will receive a hard-five-minute period in which they may try to climb the boulder
They have as many attempts as they would like to achieve the zone and the top
The climber will not earn any further points on a problem once their time expires
If a tie forms between two athletes as a result of their achieving the same number of tops and the same number of zones
the number of attempts that they took to secure those tops and zones will then separate the athletes
The climber with the most tops and zones in the fewest attempts will become the best ranked climber of that round
The only differences between the Qualification and the Final rounds come in terms of time control and the number of boulder problems
Where athletes have a five-minute time limit in the Qualification round
the Final will feature three boulders as opposed to the four in the Qualification round
Lead will conclude both the Qualification and Final rounds
This roped discipline requires athletes to begin with their rope on the ground
athletes clip carabiners called quickdraws
They must clip every quickdraw before moving beyond it
competitors receive a point for each hold they attain
The climber that moves the highest on the route will achieve the most points
if they make a movement toward the next hold before they fall
Each climber has six minutes to climb the route
They each get the opportunity to preview the route before heading into isolation or “Iso”
The athletes wait for their turn in Iso based one when they qualified for the Games
Each competitor has six minutes to climb their route and will only receive points for those holds reached within that time period
The amount of time it takes a climber to reach the top of the route only becomes significant if two athletes tie in both the Qualification round and the Final
Although the format of the Lead event remains the same between the Qualification and Final rounds
For the Men, the Qualification event will begin at 4:00 am EST on August 3. The Final event will begin on August 5 at 4:30 am EST. For the Women, the Qualification event will begin on August 4 at 4:00 am EST. The Final event will begin on August 6 at 4:30 am EST. You can learn more about how to watch the Games here.
