Clichy-Sous-Bois, France — Joining more than 1,000 others, Djemba Diatite stood for hours in line to feed her growing family, grateful for handouts of fruits, vegetables and soap. It was her first time accepting charity, but she had no choice. The coronavirus pandemic has turned her small world upside down.
With open air markets closed, supermarket prices skyrocketing, an out-of-work husband, two children to feed and another on the way, Diatite said even tomatoes are now too expensive.
“This is my only solution,” she said, relieved that a local group in her Paris suburb of Clichy-sous-Bois stepped in with help.
Clichy-sous-Bois – where fiery nationwide riots started in 2005 – is just 23 14 miles northeast of the French capital, but with its rows of housing projects, restless youth and residents teetering on the poverty line, it feels light years away.
The town mayor, seeing a looming crisis triggered by food shortages, sounded the alarm, and with scattered unrest simmering in impoverished suburbs, the French government announced a plan for urgent food assistance of nearly $42.1 million for communities in need.
Providing food aid might be the most fixable of the longstanding problems in the heavily immigrant housing projects ringing France’s large cities. Leader after leader has tried and failed to find remedies for often-dilapidated and cramped housing, chronic delinquency, a thriving drug trade and, above all, the entrenched discrimination against minority communities that limits their job prospects in France.
Some residents say they felt confined years before the strict coronavirus lockdown measures imposed March 17.
“I feel the social crisis is growing with confinement,” said Clichy-Sous-Bois Mayor Olivier Klein.
“We see numerous people in need, urgently, in a way we’ve never seen,” he told France Info radio. “In these tense neighborhoods, the smallest spark can trigger still more tension.”
Alongside the food crisis, there has been scattered violence, with youths targeting French police in confrontations that end in clouds of tear gas but no known injuries, including in Clichy-sous-Bois. The town is where filmmaker Ladj Ly shot his Oscar-nominated modern police drama “Les Misérables.”
A call for calm came from an unlikely person, a 30-year-old man with a long criminal record who crashed his motorcycle into the open door of a police car in Villeneuve-la-Garenne, northwest of Paris. Claims that police were at fault spread across the internet. From his hospital bed, he implored gangs to “go home,” in a video released by his lawyer.
Clichy-sous-Bois was the takeoff point of nationwide rioting 15 years ago. Nightly TV images of the destruction awakened many in France to large swaths of a population they barely knew existed. The lockdown is again shining a spotlight on the still mostly invisible lives of those who struggle even in the best of times.

Police on Monday rescued 18 people from a shopping centre north of Paris where armed assailants were holding at least 10 others hostage in a clothing store
Those rescued were hiding in a canteen in the Qwartz centre in Villeneuve-la-Garenne
a police source said adding that the hostage drama appeared to be an attempted armed robbery and not a terrorist attack
"Two or three armed criminals went into the Primark store for what we think was initially an attempt at armed robbery," BBC quoted a police source as saying

and Renoir while they were still being ignored or ridiculed
Now the focus of a major exhibition at The National Gallery in London
WILLIAM COOK writes about how much the art world owes to Durand-Ruel’s passion and support for these artists
It was the start of an unlikely partnership which opened the door to modern art
but he fell in love with Monet and Pissarro’s radical approach to painting
Over the next 50 years he bought over 1000 Monets
these ‘Impressionists’ (as myopic art critics called them
Inventing Impressionism is a sumptuous display of some of the many pictures Durand-Ruel bought and sold
but most of all it’s a tribute to the man himself
Through meticulous reconstructions of his most influential exhibitions
and became the first modern art dealer in the process
The first room is a replica of his Paris apartment
and Renoir’s tender portraits of his five children (Durand-Ruel’s wife died aged 29
Visitors were reassured to see these daring paintings in such respectable surroundings
Durand-Ruel didn’t want to shock his customers
He promised to buy back a painting if a buyer had second thoughts
backing the Impressionists almost ruined him
He borrowed heavily to buy up all their works
but his passion for their paintings wasn’t always conducive to good business (he sold Renoir’s Girl With A Cat but missed it so much he bought back again)
and what I liked I never managed to sell,” he recalled
“My best clients began to question me: ‘How can you praise these pictures
in which there is not a shred of quality?’.”
Durand-Ruel refused to give up and gradually the tide began to turn
he mounted a big ensemble exhibition in Paris
but there is someone madder than them – the dealer who buys their work’,” remembered Monet
But Durand-Ruel was smart enough to realise the publicity value of such controversy
In spite of these hostile reviews (or perhaps in part because of them) people flocked to see the show
Durand-Ruel was just as innovative as his artists
he encouraged Monet to stage a solo retrospective – an unusual and audacious move for a living artist in those days
Durand-Ruel was invited to exhibit in the USA
I would have been lost,” he recollected
“The Americans don’t criticise – they buy.”
American collectors came to Europe to seek him out
“At last the Impressionist Masters triumphed,” he wrote
Berlin’s Nationalgalerie became the first public institution to buy an Impressionist painting (The Mill on the Couleuvre near Pontoise by Cezanne)
It wasn’t until 1901 that a French museum
the Musee des Beaux-Arts in Lyon (not Paris)
finally bought an Impressionist – Woman Playing A Guitar by Renoir
this stimulating exhibition culminates in a (partial) reconstruction of Durand-Ruel’s spectacular display at London’s Grafton Galleries in 1905 - still commonly (and quite rightly) regarded as the greatest Impressionist show of all time
“The history of Impressionism Durand-Ruel tells in that 1905 exhibition
the one we follow today,” says Christopher Riopelle
“Very few artists have entered the Impressionist canon whom Durand-Ruel didn’t champion.”
started a campaign to buy an Impressionist painting for the nation
Rutter wanted to buy Monet’s Lavacourt under Snow (one of the highlights of the Grafton show) but the National Gallery didn’t want a Monet
They spent Rutter’s money on a tamer painting
who wasn’t represented by Durand-Ruel (and was also safely dead)
Lavacourt under Snow was bought by the Irish collector Hugh Lane
When Lane died in 1915 (he went down with the Lusitania) he left this Impressionist masterpiece
Lavacourt under Snow is still hanging here today
So did Durand-Ruel ‘invent’ Impressionism
but it would have been very different without him
These painters were already painting in a new way before he met them
this revolution might well have petered out
He transformed Impressionism into an international phenomenon

A group of gunmen broke into a discount clothing store near Paris yesterday
trapping 18 people inside for hours before fleeing and prompting a manhunt throughout the area
All 18 people were safely evacuated from the Primark store in a shopping center in the town of Villeneuve-la-Garenne
She said police are now pursuing the assailants
Police surrounded the sprawling shopping center and cordoned off the neighborhood
adjacent to the Seine River about 10 kilometers north of central Paris
The assailants entered the store around 6:30 a.m
yesterday in what police believe was an attempted robbery
The officials weren’t authorized to be publicly named
Officers from a special police unit entered the store
and a few officers emerged later accompanying women reported to be store employees
according to images broadcast on BFM television
There was no immediate sign of a political or other motive for the robbery
The ceiling of a Russian military barracks collapsed in Siberia yesterday
causing four stories to crumble and killing 23 young men trapped inside
Rescuers searched for hours for victims trapped under the debris of an airborne troops training center in Omsk following the collapse that occurred in the early hours of the morning
Authorities sent 10 seriously injured victims to Moscow for treatment while the Kremlin offered condolences to the families of the deceased
The defense ministry wouldn’t speculate on the cause of the accident but the footage and video from the scene showed an entire section of the building lying in ruins
Igor Konashenkov said the building was renovated in 2013 but he insisted that could not have caused the collapse

Primark is planning to take more than 233,000 sq ft of retail space in France in the next 12 months
The value giant has so far identified five stores that will open from December this year
Primark will make its French debut in Marseille just before Christmas
It will be its third largest at 44,200 sq ft
The remaining three stores will be in Paris
with two opening in March: a 37,400 sq ft store in the O’Parinor mall
and 47,000 sq ft store in the Villeneuve-la-Garenne shopping centre
Primark will open a 42,100 sq ft store in Paris’s Créteil Soleil scheme
It is not clear whether there are plans to open more stores
although it is believed this marks the initial stage in the company’s French strategy
Primark’s parent company Associated British Foods (ABF) first confirmed its plans to enter France this April
At the time, ABF chief executive George Weston said the success of competitors such as H&M, Zara, C&A and New Look had given management “reason to believe it is worth having a go”
He said: “They are all running significant numbers of stores in France and we think ‘why shouldn’t we be there too?’.”
“Clearly the French teenager is fashionable
We are told that in France there are people with more of a tendency to buy single classic items and then accessorise around them
Primark has 256 stores across eight countries including the UK
