System promises to issue tickets automatically in attempt to address sound pollution in the city
Paris has switched on its first noise radar as part of a plan to fine loud motorcycles and other vehicles in one of Europe’s noisiest cities
The machine placed high on a street lamp-post in the 20th district in eastern Paris is able to measure the noise level of moving vehicles and to identify their licence plate.
“Too much noise makes people sick,” said David Belliard, the Paris deputy mayor. “For our health and quality of life … this first sound radar’s aim is to automatically issue fines for vehicles that makes too much noise.”
In the next few months the city will test whether the radar can accurately identify the number plates of roaring motorcycles or cars, after which the equipment will have to be officially approved by authorities by the end of 2022.
Paris plans to start issuing fines from early 2023, while the government deploys more noise radars in other French cities and tests out procedures for automating the fines as part of a 2019 mobility law.

France officially began an expanded test of noise cameras on targeted public streets to crack down on excessively loud pipes

While the Bruitparif-designed Méduse noise camera units have sometimes been referred to as “noise radars,” there’s actually no radar involved
the devices consist of a 360-degree camera along with four carefully-positioned microphones
The microphones measure noise and directionality
and Bruitparif says they can distinguish from which vehicle any excessive noise is coming
That’s when the camera kicks in and snaps a photo of the license plate

Rivers transport land-based plastic waste into the ocean
Current efforts to quantify riverine plastic emission come with uncertainty as field observations are scarce
One of the challenging aspects is the lack of consistent measurement methods that allow for comparing rivers over space and time
Recent studies have shown that simple visual observations provide a robust first-order characterization of floating and superficially suspended plastic transport
spatiotemporal distribution and composition
to provide new insights in the spatiotemporal variation in riverine plastic transport
we studied the response of plastic flow to increased river discharge by comparing measurements taken during low flow and high flow periods
we investigated the variation of riverine plastic transport over the river length to improve our understanding of the origin and fate of riverine plastics
We demonstrate that during a period with higher river discharge
plastic transport increased up to a factor ten at the observation point closest to the river mouth
This suggests that the plastic emission into the ocean from the Seine may also be considerably higher during increased discharge
Upstream of Paris plastic transport increased only with a factor 1.5
suggesting that most plastics originate from Paris or areas further downstream
With this paper we aim to shed additional light on the seasonal variation in riverine plastic transport and its distribution along the river length
which may benefit future long-term monitoring efforts and plastic pollution mitigation strategies
A better understanding of the origin and fate of plastics are necessary to effectively implement prevention and mitigation strategies
in this specific case plastic transport was mainly related to the presence of organic material (entrapment in water hyacinths) rather than the river’s hydrological regime
Although macroplastic debris may behave differently than sediment or microplastic transport
annual macroplastic debris transport may also be strongly influenced by high discharge events
We therefore hypothesize that increased river discharge results in increased river plastic transport
In this paper we present the results from two multi-day field assessments: one during low discharge in September 2018
and one during high discharge in March 2019
the plastic transport and plastic composition were measured at three locations along the Seine
We focus on studying the variation between the measurement locations and between the two measurement periods
In this paper we aim to provide additional insight in (1) plastic transport along a river and (2) the variation in plastic transport in response to increased river discharge
This can be used for both optimizing mitigation strategies and designing long-term monitoring approaches

Numbers 1–7 indicate the locations were data was collected for this study
Note that 4a and 4b are very close to each other (8 km) and are later both considered as the location downstream of Paris
This study focuses on floating macroplastic debris transport. To determine the plastic transport, visual counting of plastic debris (based on the approach presented by González-Fernández and Hanke (2017) was done from 17th to 21st September 2018 (low discharge and low tidal coefficients in Rouen) and 21st to 23rd March 2019 (high discharge and high tidal coefficients in Rouen)
hourly profiles were made between 09:00 and 17:00
Each bridge was divided into three sections with equal width
one observer counted all plastic items passing through the respective sections for a period between 15 and 20 min
as we could identify plastic pieces more accurately
The vertical distance from the bridge to the water was on average 12 m
Each floating and superficially submerged plastic piece that was visible was counted
it was estimated that the clearness of the water was stable during the measurement period
and that the first 20 cm of the water column was visible
The minimum observed debris size was estimated to be 1 cm
the plastic debris counts were normalized over time and distance and expressed in total number of plastic items per hour
either per section or summed to total plastic items per hour for the whole cross-section
The upstream and middle locations are outside the tidal influence. For these locations, the average transport in items per hour was used to estimate the hourly transport. For Rouen, the tidal influence was taken into account through assessing the flow direction. Flow direction was derived from flow velocity, determined using water level data at Petit-Couronne (10 km downstream of Rouen) and Oissel (14 km upstream of Rouen):
In this case we assume that the hydraulic gradient is equal to the difference in water level divided by the distance between Petit-Couronne and Oissel (24 km)
As we are only interested in the direction of the flow
we determine the mean relative duration of each direction for both the high and low discharge measurement periods
the flow was directed toward the ocean 72% of the time
This ratio was multiplied with the average hourly plastic transport rate (items/hour) to estimate the total net transport at Rouen
the hypothesis was tested that the mean of the absolute transport is equal in both directions
A two-paired t-test was used to test the null hypothesis for the population of transport measurements (items/hour) in each direction
There is no significant difference in the mean of the transport at Rouen for the different flow directions (95% confidence level
the measurement location was relocated 8 km upstream to Triel-sur-Seine during the high discharge measurements
The measurements taken at Meulan-en-Yvelines during the low flow period was scaled based on river width

including standard deviation and minimum and maximum value per measurement location
the riverbank geometry and material may influence the introduction
transport and accumulation of plastic debris
whereas in less densely populated areas the riverbanks mainly consist of vegetated surfaces
Such areas may act as temporary sinks of plastic debris during low flow
which may have resulted in more localized introduction of new plastic debris or remobilization of accumulated plastics closer to Rouen
This may result in additional accumulation in this section of the river
The variation of plastic transport over the cross-section may give important insights for potential prevention and mitigation strategies. Figure 4 illustrates the variation in plastic transport along the river width
The cross-sectional variation in river transport is mainly influenced by the flow velocity profile and navigation activities
The upstream location is less intensively used than the other locations
The upstream measurement site was located in a river bend
with higher flow velocities at the right side
which may explain the similar profile in plastic flux
At the middle location less plastics were observed on the left side
which may also have been caused by the river geometry
At Rouen most plastics were observed at the left side
This is surprising as the measurement location was located on a straight
this part of the river is more heavily navigated and experiences strong tidal influence
wind speed and direction may influence the spatial distribution of plastic
These factors may explain the observed variation plastic transport

low flow measurements were taken at Meulan-en-Yvelines and the high flow measurements were taken at Triel-sur-Seine
and right are used in downstream facing direction
For the considered period from September 2018 to March 2019
neither the maximum monthly mean discharge nor the maximum total mean precipitation occurred in March 2019
the annual maximum plastic transport is likely to have occurred in a different month as well
It is yet unclear whether maximum riverine plastic debris occurs at the peak discharge
or during the “first flush” of a river system
the role of river geometry needs to be explored further
This emphasizes the urgent need for longer-term monitoring efforts to quantify the seasonal variation of plastic debris flow and understand its driving mechanisms
future work should focus on global assessments of plastic transport as a result of flood events
Plastic transport at the most downstream location was on average ten times higher during high flow period than during low flow
suggesting that transport is strongly related to river discharge and flow velocity
These results also highlight that a large amount of annual plastic debris may be transported during a very limited timeframe
Plastic transport increased considerably over the river length and may be linked to population density
the measurement location closest to the river mouth
the plastic transport was ten times higher than upstream of Paris during the high flow period
during low flow conditions the plastic transport was relatively similar along the river
Variation of the plastic flux over the cross-section is influenced by both natural factors (such as river geometry
and wind) and anthropogenic factors (such as infrastructure
Variation along the river width was observed
but especially due to anthropogenic factors this remains difficult to predict
we demonstrate that plastic transport varies considerably during low and high flow conditions
The 10-folded amount of plastic transport at the most downstream location suggests a similar ratio might apply to plastic emission from the Seine

Besides the sights of Paris, the sounds can be fairly intense, especially if you are walking close to a motorway. As this article on Engadget.com states Paris is trialling “noise radar” that focuses in on powerful muscle cars with loud muffler noise
Using a quartet of microphones appended to street poles
the system triangulates on noise and uplinks with a CCTV camera to pinpoint the offending vehicle
It’s no surprise that these devices have been located near bars in Paris’ entertainment districts as well as around major buildings

It is a simple equation: if Sky’s leader is on form he will make an early mark here
this will be another bunch sprint after another day of “French flat”
but with a difference; a pattern will be emerging in the overall battle and whichever team is best placed will play a role in controlling the stage
A wine buff’s paradise but if there is a breeze from the west it could turn nasty on the exposed roads through the vineyards, if echelons form as they did on the Montpellier stage last year
Kittel and the Quick-Step team are among the best
A first dose of mountain work; the 12km first-category climb just before the finish is long enough to burn off any weaker elements and the 10km across a plateau gives them no chance to regain contact
The stage winner should be a climber who gets in the early break such as Cannondale’s Pierre Rolland
There are only six hors-catégorie climbs in the Tour – so hard they are unclassifiable – and half of them are in this stage
That makes it critical for the polka-dot climber’s jersey
and a selection of the riders who will win the Tour should emerge on the final climb
Relatively easy with a pancake flat finish, so a return to terrain that suits the sprinters who have made it through the early mountains. Each year has its dominant fastman and with Cavendish missing several months because of glandular fever
Even flatter than the previous day, with only one fourth-category bump as the Pyrenees looms on the horizon. The big issue in these parts is often the summer sun. So it is another potential sprint finish – where the progress of last year’s discovery Dan McLay will be worth watching – probably after a debilitatingly hot day on the road

This is the second of only three summit finishes – so it is a vital chance to gain time for any climbers
The long run in to the Menté will favour an early break with a good climber
and France will be rooting for Thomas Voeckler in his last Tour

It is short enough to encourage some serious attacks
The best candidates for this are Quintana’s Movistar
who are experts at shaking up this kind of mountain stage
Out of the frying pan of the mountains into the fiery heat of the plains for a punchy uphill finish which will not suit a conventional sprinter. The Olympic champion Greg Van Avermaet won here last time round and, after the spring he has enjoyed, few would bet against him or his fellow Belgian Philippe Gilbert.

as it is the kind of stage where the Wirral rider has won from a breakaway in the past two Tours
Cummings is on the road back from injury but a similar specialist stage hunter should win
A similar stage to this in 2015 went to Greipel but not without a certain amount of pain as the early move was reeled in

A small selection will fight out for the stage win
and it will probably be the main men such as Froome and company

Finishing in the Stade Vélodrome with a quick flip round the Vieux Port, this is the last chance to change the standings but it is relatively short. Expect a battle for the stage win with Tony Martin the likely favourite, and if yellow is close it could be a thriller to match the Giro d’Italia finale

France has announced a new experiment with ‘noise cameras’ to tackle excessive noise from moving vehicles
The experiment is aimed at testing the technological possibilities and will also need to set the legal framework necessary to use noise cameras as a legal way to ‘punish’ excessive noise
On 3 January 2022 the French government published a decree
allowing a two-year experiment with the recording of noise emission levels of moving vehicles by fixed and mobile automatic control devices
The decree also ‘adapts the regulatory part of the highway code in order to specify the constituent elements of an infringement of the regulations on the emission of noise by a moving motor vehicle and to allow its detection by an automatic control device
It sets out the technical and operational objectives to be achieved in order to achieve the automated processing of data from recording equipment.’

The decree authorizes the installation on public roads of non-approved devices for automatic control of the noise emission level of vehicles
in order to carry out tests with a view to seek approval of the measuring instruments
capable of attributing to a motor vehicle the noise emitted during its passage in front of the apparatus
will have to meet the legal conditions already laid down in French law
On roads where the measuring devices are tested
there will be signs with information about the experiment
It is not an easy task to measure sound; sound is not like speed
which is technically quite simple to measure
When measuring the sound of an individual motorcycle
with fixed distances and angles between the exhaust pipe(s) of the vehicle and the microphone
away from buildings and other objects that can reflect the sound
And let’s not forget that the measuring devices have to be able to specify which vehicle is ‘breaking the law’; is it your bike or is it the car or truck travelling on the same road
The deployment of these ‘acoustic cameras’ is said to be about the level of noise emission that the authorities find acceptable for public roads
rather than checking the exact emission level of an individual motorcycle

The decree states that the legal limit of noise emission will be ‘fixed by order of the Minister responsible for the environment
the date of their first entry into service and the maximum speeds allowed on the traffic lanes.’
In 2019 research was done for the British Department for Transport to identify and recommend options for methods and equipment available for the detection and enforcement of excessively noisy road vehicles
The researchers recognized some of the issues that FEMA has also mentioned before: “An automated noise camera solution has the potential to improve enforcement by capturing sufficient data to indicate that an offence has occurred before the police act on it
further work is required to select threshold noise levels for different vehicle classes and speeds of travel relative to the mounting position of the noise camera system”
The report also says: “Although noise cameras using acoustic signatures to identify excessively noisy vehicles are not fully developed
there is an opportunity to use the data collected from the noise camera trialled (…) to characterise the acoustic signatures associated with excessively noisy vehicles
This information can be used to configure or set a performance specification for a more sophisticated noise camera system in the near future when the technology is fully developed.” In other words: exact standards
a legal framework and sophisticated technology need to be in place before it is possible determine whether a vehicle is exceeding the legal noise limit and to determine which specific vehicle it concerns
According to the French authorities
the evaluation of the experiment will include an assessment of the impact on the behaviour of road users
the deterrent nature of the presence of automatic control devices
the social acceptability of such monitoring and any decrease in noise emission levels
The introduction of acoustic cameras is not a development we see in France only; in Belgium the city of Genk is running a pilot
where acoustic monitors were installed next to the city safety cameras
When the acoustic monitors register a sound above a certain decibel level
a trigger is generated and signals the city safety camera to start recording a video of the loud vehicle
Other cities in Europe have shown an interest in pilots like these or have announced their own trials to tackle excessive noise by vehicles (not just motorcycles)
The problem for most of these local initiatives seems to be creating the legal framework that is needed
used to test the sound emission of a riding motorcycle
