"The route I took was: 'I can drink you under the table
I can carry that 215 bass cabinet by myself
Her second chapter was largely spent in the shadow of a relationship with singer-songwriter Jeff Buckley — or
under the dark cloud of his May 1997 death
The two were engaged just a few days before Buckley accidentally drowned in the Mississippi River
during the recording of his follow-up to Grace
"It changed my life so profoundly," she says
"and it got me on a very clear trajectory of thinking about death." She briefly formed a band
and though their main mission was medicating their sadness — they never released any music — Wasser says that post-traumatic period was one of creative growth
By the early aughts she was a presence among the left-field experimentalists hanging around Tonic
one of downtown Manhattan's last great music outposts
you could find her onstage as a member of Antony and the Johnsons
alongside any number of downtown jazz players
at a studio session for Sheryl Crow or RZA
or in one of Willner's conceptual all-star projects
Joan as Police Woman was born to augment that diffuse sideperson career with something of her own. The moniker was a gift from a friend, who saw the lifelong fashion maven in a powder-blue pantsuit and called it out as an homage to the 1970s TV cop drama starring Angie Dickinson
Yet the stage name also worked logistically
legitimizing her as a songwriter to audiences inclined to misread her shows as violin recitals
She says her early compositions reflected a woman on the run: "Terror
with some love songs in there for hope's sake
I was so overwhelmed with feelings that I just did my best to get them down." With a small rotation of talented New Yorkers
rocked-up soul music — captivated by Dilla and Madlib beats and Al Green's Hi Records sessions
The lyrics constantly returned to mortality
and "the very thin line between here and there" that Wasser
a child of adoption who has lost all four parents
"I really do just learn by following the music," she repeats again and again like a mantra
One such journey involved befriending Damon Albarn and joining Africa Express
an intermittent decade-long tour that the Blur singer cultivated as a collaborative space for musicians of the global South and West
she got up the nerve to ask him if he'd do a session with her the next time she came through Paris
There were no expectations for the session that became The Solution Is Restless
Though Wasser had instigated the collaboration
she was playing things by ear as usual: purposefully arriving with no music written
just the hope of jamming something into being
The date was inching close when she sensed the need for a third
and tapped her friend Okumu — a London-based multi-instrumentalist and mighty "musician's musician" whose long scroll of credits includes membership in Mercury Prize-nominated trio The Invisible
producing Jessie Ware's early records and a few prior sessions with Allen
as the lockdown wore on and the album took shape in Brooklyn
Okumu remained a supportive presence across the internet wire
"I really felt like it was important for her to have as much space as she needed with that material," Okumu says by Zoom from his London studio
"She would send me things — every few weeks or months
one song or a few songs — and sort of say
or take something off?' We embarked on a kind of creative dialogue
before coalescing around Wasser's ominous distorted violin
Okumu's bass line and chorus trumpet fanfares added by Cole Kamen-Green
Its primary magnet is a metaphor-filled lyric that feels like a cross-dimensional creative chat about rhythm mathematics
the singer asking for a critique: "How do you like it?"
Wasser would don protective gear and bike to Trout Recording
where she and engineer Adam Sachs cloistered as a two-person pod
Devoting herself to the music offered an escape: "I was super aware that many people around me were really crumbling and having a terrible time
creating this world." Gliding through quiet
empty streets on the way to and from the studio
Wasser saw some of the devastation firsthand
encountering EMT sirens and paramedics wheeling people out of buildings in giant plastic bags
"There was a feeling of insanity to living in the city at the time," she remembers
"It was such a liminal space." As The Solution Is Restless evolved into form
its songs became a soundtrack to living in that space
Some react directly to the headlines: Though it never names names
Wasser says that "Take Me to Your Leader" is a poetic acclamation of New Zealand prime minister Jacinda Ardern's early handling of the pandemic in her country
Some simply mark the days: The short "Dinner Date" documents a studio ritual
Wasser and Sachs' evening meal break listening to Sly Stone
But often, the songwriting feels like a seamless continuation of Joan as Police Woman's career-long dance with survival. "The Barbarian," which features a counterpoint bassline by Meshell Ndegeocello
is a therapeutic platform for acceptance of that early "tough guy" side
while "The Love Has Got Me" is a love note to music
sealed with Wasser singing a little of David Bowie's "Sound and Vision." "Get My Bearings," with layered piano parts and a late vocal entrance by Damon Albarn
is an existential gospel song about death and renewal
written directly under the spell of Willner and Allen's absence
When the Grim Reaper registered his presence in our conversation about how these songs address other people's impermanence
the 51-year-old Wasser expertly pointed the camera to herself
take place on the second anniversary of the Villetaneuse session
the pandemic was still very much in motion
the creative work made during its deadly first act was beginning to refract the public record and mass memory of the event
"I was determined to write a collection of songs that never referenced the pandemic — which
But I still ended up with an album about that very specific time."
She speaks of an "indescribable" cognitive camaraderie that clicked from the very first moment
like meeting a mirror: "I felt such a kinship to the way he lived his life
which feels a little bit like how I live my life," she said at one point

because that's how I feel." If it was a familiar restlessness that guided one of her heroes into the studio with her

Text description provided by the architects. The long-awaited Villetaneuse Université interchange is now taking shape. Although this is a good thing in terms of urban development, it also exacerbates the division between north and south due to the ensuing concentration of networks and traffic lanes.
Consequently, the footbridge serves a twofold role: access to the station and a link between neighbourhoods. It needs to play its part in the interchange at the same time as fulfilling its role as an urban connection between North and South, improving traffic flow. As an urban landmark, it must also create clarity for the town’s flagship spaces and buildings: the Town Hall, University, sailing centre, interchange, and so on.

This has resulted in the footbridge resembling a plant, rather like a leaf curling and unfurling along its length.

She is now one of the millions of Mélenchon-fan kingmakers whose second-round vote could decide the election as Emmanuel Macron tries to win them over in order to hold back the far-right Marine Le Pen
“Not a single vote for Le Pen!” Mélenchon thundered to his supporters after polls showed up to one-third of them might be tempted to give an “anti-system” vote to Le Pen because they despised Macron
“Of course, I’ll now vote for Macron without a second’s hesitation – not for his platform but to keep out Le Pen, otherwise we’ll drift into far-right dictatorship,” Aminata said. She hoped to work abroad, but if Le Pen was elected she feared having to cut short her studies and leave France straight away

Young people’s second favourite candidate was Le Pen, with 26%, followed by Macron with only 20%. But low turnout among 18-24s will be a key factor in the second round – 42% of young people failed to vote in the first round and it remains to be seen whether they will now mobilise.

“That is stigmatising – but it’s also so far-fetched that I don’t think she’ll be able to actually ever carry that out.”
Her brother voted Mélenchon and tried to persuade her against Le Pen because their Algerian grandmother in Seine-Saint-Denis wears the hijab
“But I don’t think Le Pen is as bad as everyone says,” she said
“And I don’t think she’ll really go as far as banning headscarves.”
The national rail operator RFF acknowledged the error on Tuesday
explaining that it had given national railway company SNCF measurements for stations 30 years old or newer

The initial line of the Dijon Tramway System
the second line of the tramway opened in December 2012
Line T1 is 8.5km long and T2 is 11.5km long
The entire tramway system includes 37 stations
The tramway
was constructed by means of a public-private partnership involving Grand Dijon Urban Authority and Cofely Ineo
The Tramway System secured the 2012 best environmental project award
The Dijon tramway was completed with an investment of approximately $550m
The tramway construction generated approximately 6,700 jobs
The two lines are used by an estimated 87,000 people every day
The new tramway meets the travelling needs of the Greater Dijon population
The project is a primary element of the programme aimed at developing urban transportation infrastructure in an environmentally friendly manner
The tramway passes through several commercial zones in the city
Approximately 76,000 people reside within half a kilometre of the stations constructed along both the lines
The park-and-ride facility of the tram system is projected to minimise the volume of traffic in the city
by prohibiting cars on some specific roads
France is rapidly developing a world class high speed railway network
and the grand plan has been enhanced by the approval of a funding package worth €2.3bn for the first phase of the TGV Rhine-Rhone high speed line
Additionally, the Citadis tram set being used on the lines is designed to emit a low level of noise
which is five decibels quieter than that of average road traffic
The energy consumed by the tram sets is ten times les than buses
and even the greenhouse emission levels are much lower when compared with those of a car
There has been a growth in commercial activity of Dijon
which is the point where the T1 and T2 converge
is steadily developing as the new hub of Dijon
Several new restaurants and cafes have been opened along the tram line
The tram route runs through the city centre and several other locations in the vicinity of the main hospital
It also covers the residential and commercial zones of Chenove
The T1 passes through 16 stations starting from Dijon Railway Station to Quetigny
while T2 covers 21 stations of the Valmy- Chenove stretch
Interchanges are formed at the Dijon-Ville station to ensure that the passengers have convenient access to other means of transportation
Six shelters to park bicycles were provided at important stations
The tram sets running on the Dijon Tramway System are of the sophisticated Citadis family of Alstom
which are manufactured to provide maximum comfort to passengers
The Citadis tram sets feature integral low floors
closed-circuit video surveillance and passenger information systems
and can accommodate more than 200 passengers
The sets are designed to reach a top speed of 70km/h
The contract for supplying 33 tram sets for the Dijon Tramway System was awarded to Alstom
Cofely Ineo was selected to design and construct the electrical systems for the tramway
The contractor will also provide maintenance services for command systems and electrical equipment for 26 years
The European Investment Bank (EIB) provided approximately €200m ($262m) for the Dijon Tramway Project
The funding from EIB encompasses construction of T1 and T2

It does not appear to have caught the NSW railway authority by surprise as their budget for the tilt train trial included an allowance of $500,000 for infrastructure modifications
Both situations are reminders of the risks of interfaces between engineering disciplines and of one group not being aware of the constraints imposed by another
This type of problem will continue to occur when decisions are made in isolation from the full picture
Just recently I had some lively informal discussions with colleagues about dimensions for potential new passenger trains for NSW
you can have passenger cars 3.05 metres in width (as per the Tangaras) and yes
you can have passenger cars approximately 24 metres in length (as per the V-sets) but no
you can’t have passenger cars that are both 3.05 metres wide and 24 metres in length as they will not fit within the allowable transit space – although you could always cut the platform edges back again
