doing what they can without ever asking for much in return
and already the shelter has taken in nine dogs from a single unit: three adult dogs and six newborn puppies
originally named Porky (more on that later)
but now she and her babies need all the care and comfort the shelter can provide

The dogs are now safe in the care of the Herkimer County Humane Society
where they’ll receive full vet care

The village of Ilion owns two emergency ambulances that no doubt save lives
Officials just crafted the village’s first budget without any tax revenues from RemArms, the latest iteration of Remington Arms, which laid off all of its almost 300 local workers and closed in March, 2024
Remington Arms had been in the village in some form for 208 years
36 years before the village was incorporated
The closing of RemArms cost Ilion around $190,000 to $200,000 a year in property tax revenue to the $8.6 million general fund
Stephens has spent 10 of the past 20 years as mayor or deputy mayor and consequently worked on a lot of budgets
This year he and the treasurer worked on the budget every day from Jan
2 until it passed unanimously (with one absentee) on April 7
“this is the toughest budget that I’ve ever had to deal with and put together.”
It raised taxes by 0.95% for residents of the portion of the village that is in the Town of German Flatts and a steeper 8.5%for the much smaller number of residents who live on the one village street that in the Town of Frankfort
That works out to about $10 a month for the average German Flatts resident with a home assessed at $75,000
The drastic difference between the two tax increases is simply based on a formula that uses equalization rates set by towns and the state; the village has no control over it
“I certainly don’t like raising taxes,” he said
“I have to pay the same rates that everybody else does
you’ve got three options: you get rid of people; you find a bigger source of revenue; or you raise taxes.”
The budget does not contain any cuts or any additions
just maintaining the status quo although it did go up 3.7% from the 2024-2025 budget
village staff simply listened to Stephens’ directive not to spend any money without checking with him or the treasurer
myself We worked and worked and worked very hard on this budget and without everyone’s cooperation
we wouldn’t have been able to do what we did.”
But the biggest payoff came from a gamble Stephens admitted the village took
He and the fire chief saw a need for an ambulance that could handle inter-facility or facility-to-home transfers of patients not well enough to travel in other vehicles
they weren’t sure if such a service could make money so they thought they should try it for six months and then stop if necessary
Someone happened to approach the village with a used ambulance in pristine condition for only $35,000
which the village bought with COVID relief funds
“and that helped probably 50-to-60% of that revenue from Remington.”
the transfer ambulance will likely have brought in $500,000 in nine months
The transfer ambulance is staffed by part-time EMTs and paramedics who mostly have full-time jobs elsewhere
 And village officials are thinking of extending the service’s hours to weekends
 “We gambled and it all fell into place,” Stephens said
But property tax wasn’t the only revenue the village lost when RemArms closed
The company had been paying about $700,000 a year to the village’s electric department and $50,000 to its water department
did save some money by not having to provide electricity to RemArms
but the electric department lost about $400,000 in net revenues
but that’s a two-or-three-year process for electric
And water isn’t something we’re willing to do right now with all the infrastructure work we’re doing
The electric department does have a healthy fund balance
But the water department has always just broken even or lost money

The village’s financial future might get brighter before too long
has a purchase agreement with RemArms for the 1 million-square-foot factory and 34-acre site at the heart of Ilion
the village should get property tax revenue again soon
But it will probably be longer before the property starts using large amounts of electricity or water
Stephens said he doesn’t know the specifics of what Turin Management hopes to do with the site
But he understands that it will be developed into a mixed-use site with an anchor tenant and other businesses
The only other major property awaiting development in Ilion is the former site of Duofold
The village bought the property in 2019 and has an agreement of sale with a local investor
The developer was interested in using at least some of the four buildings standing on the site
but the village had to demolish two of them in October after they were severely damaged in a wind storm on July 16
That was the same day that a tornado caused extensive damage in downtown Rome
It’s still not certain what the site’s future hold or when it might be developed into a project that will bring more revenue into Ilion

A deal was reached where a large portion of the firearm maker's business was purchased by RoundHill Group LLC
and operated under a holding company called RemArms
the company moved manufacturing to a facility in Georgia

with a final deal expected early in the new year
It was a major blow to the Ilion community when RemArms closed its Ilion Facility in March
but its 1-million-square-foot former factory has a buyer
According to the Herkimer County Industrial Development Agency
has executed a purchase and sale agreement for the entire Remington Arms Facility at 14 Hoefler Avenue in Ilion
there are no definitive plans for this site,” Herkimer County IDA officials wrote in a statement
“The village of Ilion is working with Turin Management to evaluate many different options.”
This agreement allows the Turin team up to four months to complete due diligence on the property
infrastructure and environmental assessments
RemArms' decision to close its Ilion factory was announced to employees on Nov
Then-Chairman of the Herkimer County Legislature Vincent Bono expressed his disappointment with the decision and the impact it would have when 250 factory employees lost their jobs
The Observer-Dispatch contacted the Herkimer County IDA for more information but has not received a response
