The Supreme Court on Tuesday was hearing a motion to annul an appeals court decision regarding the deadly 2017 floods in Mandra
at the request of a group of victims’ families
If the court’s Sixth Criminal Division upholds recommendation by deputy prosecutor Efstathia Kapagianni
who argued that the appeal court’s reasoning was flawed
this would reopen the case against seven defendants who had been cleared of negligent manslaughter charges
Four of the seven defendants were also cleared of charges relating to the actual flood itself
Twenty-five people perished in the flash floods that swept through Mandra
An additional appeal for annulment has also been filed by Mandra’s former mayor
who had been convicted of allowing the flooding to be as severe as it was due to negligence
Kapagianni recommended rejecting her appeal
arguing that the conviction was well-substantiated
clearly outlining the extent of her negligence
According to a lawyer representing some of the victims’ families
“the [appeals] court wrongly divided the flooding into two separate events instead of treating it as a single catastrophe
This flawed reasoning led to wrongful acquittals
as it failed to recognize the direct link between the victims’ deaths and the defendants’ actions
the court ignored the crucial findings of the public administration inspectors’ report
which clearly assigned responsibility for the disaster.”
The court is expected to issue its decision in the coming weeks
while the statute of limitations for the case expires in November

A Greek Supreme Court prosecutor has questioned an appeal court’s verdict to acquit four defendants over the deadly flood in 2017 in Mandra and to find another three defendants guilty on lessor charges
The flood in West Attica in November 2017 killed 25 people
In a petition calling for the appeal court’s verdict to be annulled
Supreme Court deputy prosecutor Lambros Sofoulakis noted the court in question did not take into account a critical finding of a meteorological specialist
who said that “any obstacle can create a diversion and therefore lead to a flood
a testimony that shows there was clearly a causative link between the defendants’ omissions and the end result
and therefore they are criminally liable.”
The Supreme Court’s criminal section will now review the petition against the appeal court’s verdict
said: “The Supreme Court prosecutor’s office has seen what was obvious to us from the start
The appeal court’s decision contains legal gaps and an inadequate explanation as to the acquittal of the defendants and the untimely death of people in the Mandra flood
“The Supreme Court prosecutor’s office has fully accepted our claims and calls for the annulment of the verdict and a retrial of the case
The struggle for justice for the dead continues.”
The appellate court sentenced three defendants convicted in connection with the floods
The court sentenced former Mandra Mayor Ioanna Kriekouki to 14 months in prison while imposing 18-month sentences on the former head of the Building Inspection Office and the regional employee responsible for oversight
The appellate court’s sentences were lighter than those of the first-instance court (which ranged from 4 to 6 years
as the defendants were only convicted of causing a flood and not of negligent homicide
for which they had been convicted at first instance

For all the modern talk about portfolio careers and the death of a job-for-life
the idea of embarking on a completely new career in your sixth decade on Earth seems astonishing
I sometimes daydream about starting out again
maybe writing a travel book or doing that master's degree I never got round to
too much inertia from mortgages and children and the idea of having to learn everything again from scratch
What Mandra has done is nothing short of extraordinary
Mandra cheerfully admits to knowing almost nothing about games
"I'm just not a very good gamer," he says when we chat
"I've only played a handful of games." When he was a kid
which led to him getting pretty handy at Defender
His wife suggested getting a PS2 in 2004 to play GTA
although mainly so they could listen to the radio stations
he bought a PS4 to play Destiny after he was intrigued to hear that video games had become bigger than the film industry
"I played the entire game with a hand cannon
because I didn't know any better," he says
He has two master's degrees from the Peabody Institute at Johns Hopkins University
one in musical composition and one in computer music
He's released more than a dozen albums down the years
mostly psychedelic music where the shortest songs are seven minutes long
the didgeridoo player collapsed on stage after suffering cardiac arrest
one was a trauma nurse and one was a guy who teaches how to do CPR
they both jumped on stage and start giving him CPR
which they do until the paramedics come and they get him to the hospital," recalls Mandra
and there's no hyperbole whatsoever in what I'm about to tell you: he had CPR for 90 minutes
they were preparing him to be an organ donor
They went through five rounds of whatever their protocol is that ends up with the electroshock to the chest
and his heart came back to life." Three months to the day
Mandra and his band redid the show - and they called it the 'Resurrection Show'
But Mandra has tended to avoid the idea of pursuing a career as a musician
He reasons that he can make more money outside of music
then use that money to pursue his passion for playing and recording
a consultant for a security systems company
an audio engineer for a hearing technology firm and a producer for US National Public Radio
That last job coincided with the idea of buying GTA to listen to the radio stations
His latest job is teaching computer science at a high school
He quit his position at the security software company in 2022
thinking it would be trivial to find something else
so I was really shocked and humbled by the fact that it took the better part of a year to get this job," he says
"I'm learning a lot about younger generations and what's important to them
and how they think about the world," he says
The path to the release of Mandra's first video game started back in 2019. "Panic put the Playdate on Twitter on May 22 of 2019, and I saw it," he explains. "And the history of recording and the turntable was in my head because I happen to know a guy named David Giovannoni, who in 2008 was on the front page of The New York Times for finding the earliest recording of the human voice in history
which was a full 20 years before Edison invented the phonograph
I was thinking about how people at the turn of the century
they were doing things like: suddenly you could record something and play it backwards
How they're not different at all from people like Grand Wizzard Theodore
And I've talked to Grand Wizzard Theodore about this
And he put his hand on the record to stop it
All of this was tumbling through Mandra's head when he stumbled across the reveal of Panic's Playdate handheld
That idea was using the crank to spin a turntable, and the details of what would become Direct Drive quickly came to him
a pivotal year that saw Charles Lindbergh fly across the Atlantic and saw the debut of talking pictures
But the turntable that supplies her backing track isn't working
you have to crank her music at just the right speed," says Mandra
The other singers in the game include a Cab Calloway-alike called Tungsten and a precocious child star modelled after Shirley Temple and played by Mandra's child FiFi
The bootlegger Sweets Mackson was voiced by Mandra's friend Lizzy Dean Holyfield from the apartment upstairs
But he died in 2020 after only recording scratch tracks
which Mandra had to work with as best he could
Although Mandra had a background in computer music
In 2016 he had met the developer Dimitry Zhukov while working at SonicCloud
even recording music together under the name Osaka Birds
but I would consider him one of my best friends." Mandra explained his idea to make a Playdate game
and Dimitry enthusiastically agreed to come on board
except for the little bit of coding I did to make the music re-combinatorial
He solved problems that I didn't even know would have been problems
Like we were so tight in memory space that the GIF of the record had to be optimised or it was going to crash the whole thing once in a while."
I feel a great affinity for him because he's one of these people who's just interested in stuff
why don't I make a game for the Sega [Dreamcast]
Then he does these things like pop-up books."
Mandra adds that Panic has been remarkably helpful over the years
and they want to help you get your idea through the gate." He adds that every game developer he has encountered has been more than happy to chat and share advice
positive group of people in my life in any arena," he says
I feel like we're cool kids on the outskirts of the games industry."
Since being released on the Playdate Catalog in 2023
Direct Drive has picked up a prize for gameplay innovation at the GMB Game Awards and was called "perhaps the pick of the Catalog so far" by Edge magazine
"People have noticed it and have responded to it
"I never would have expected it." He adds that working on the Playdate has been a joy
"It's got this incredible community where everybody wants to lift you up
for indies and people who just want to do cool stuff."
Mandra thinks there is no way he would have made his way into video games through the traditional route. He doubts that anyone at a games company would have hired him (and that's without considering the industry's longstanding problem with ageism, as discussed recently by Kotaku)
He cites a Hungarian idiom that roughly translates as 'find a little gate'
He had to find a different path: there's always another way around if the main gate is locked
Given the current state of the games industry
with companies partly attributing mass layoffs to a stagnation in console sales and the ever-increasing cost of making games
it's intriguing to think of how one tiny innovation - a crank - inspired someone to make something
someone who had only played a handful of games in his life
Nintendo in particular has shown time and again how little changes like this - a stylus
the Wii Remote - can unlock new ideas and new audiences
Who knows what kind of games could be made in the future - and what kind of people will make them - if console manufacturers focus on thinking beyond those intimidatingly complicated control pads
At 57 he is making waves with his debut video game
"You have to be inspired and true to your vision and tick the boxes that are important to you." It's a rallying cry that's enough to make me reconsider those postponed plans
Mandra is happy with his newfound home in the games industry

architect Marco Mandra fell in love twice when he headed here from the Bronx
who managed the Orangetheory gym where he worked out
They just welcomed their son Nico to their Peekskill family

“I grew up in the Bronx where there are hardly any trees
and I saw there’s a lot of potential here in Peekskill and a lot of growth happening.”
After earning his degree in architecture at Florida Atlantic University
Mandra got jobs as an architect at Florida and Westchester firms
He learned a lot but also determined that sitting at a desk working for someone else wasn’t for him
You’re pigeon-holed into doing the same thing
I hear it from a lot of young architects – they get stuck doing just one thing over and over
But you need the chance to grow to your potential
I wasn’t getting the full picture of what it takes to get a building built.”
The drive to strike out on his own led to evening
lunchtime and weekend freelance work while employed
three years ago he hung up his shingle and created Mandra Workshop with an office at The Hat Factory business park in Peekskill
a prominent Peekskill architect who handles many local projects
“He gave me encouragement to fully go out on my own,” Mandra says
“Joe was so overwhelmed with work that he tossed me some things and through the projects I got from him I built relationships with those clients and contractors and that snowballed
Now Mandra has built a good mix of residential and commercial work into his portfolio
He’s collaborating with another designer on a 6,500-square-foot
multimillion dollar home in Croton-on-Hudson
Another job involved the task of designing and winning planning board approval in Peekskill for a 30% expansion of an existing home
He’s also designing and shepherding two commercial projects through the approvals process in Peekskill
Mandra was brought in by the Wilson Narvaez family (of C-Town/La Placita in downtown Peekskill)
to convert what had been a bakery into a grocery store on Washington Street
The building was recently approved for construction and the new plan calls for a complete new rebuild rather than a renovation
Mandra’s fierce devotion to his clients was on display most recently in winning approval from Peekskill’s Historic Preservation Advisory Board for his design of a four-story building at the site of the old Center Diner on Bank Street
some members of the board argued that the project would be “out of character” and that they could override the zoning rules and lower the height of the proposed building
Mandra researched photos from Peekskill’s past
circulated a petition in support of the project
and kept coming back to the board at three different meetings over five months
leaving the body without a quorum for his project on two occasions

Architect Dimitris Karampatakis and his team sculpted a space that not only looked like a component of the site itself but also nurtured resilience against its ‘overwhelmingly intense’ climate
K-Studio envisioned the house inspired by the idea of ‘slow
acknowledging that it existed peacefully in nature
The architecture was composed with the intent that ‘form follows emotion
with every space becoming another opportunity for rest
straight stone walls and light pergola planes sit comfortably in the Cycladic landscape and the efficiency of their layout
streamlines daily life,” said the studio's statement
Though the client wanted a large capacity accommodation within the house
the studio avoided bulky volumes that would have over-powered the landscape
they resorted to creating three humble structures: two small traditionally white-washed volumes and one made of stone dug from the site
A courtyard topped by a lightweight chestnut pergola is woven with the interiors as a semi-open space
it combines the family’s dining and living areas and orients itself to receive sweeping views of the pool
Light filters through the roof’s leafy canopy and renders surreal
dappled shadows on the enclosing lime-washed walls
the wooden furniture at the centre and the bare granite flooring of the courtyard
The architects used a glue-lam beam lattice for the pergola to ensure it not only sits lightly on the volumes but also supports its structural integrity and provides adequate shade to the space below

The architects have employed a palette of traditional materials to create ‘an un-nostalgic architecture that bridges heritage and locality with contemporary life’

It also drew on experienced facilitators from McGill’s Faculty of Medicine and Health Sciences
“The beauty of outreach like this is that our office goes to the CIUSSS and provides an activity at their institution,” Daly says
“This often saves a lot of time for participants
who don’t have to factor in transportation time
It’s also easier to be at their workplace in case they are called away urgently.”

The workshop pointed to one way of addressing this challenge: helping clinicians find teaching opportunities in tasks they are already doing

to become aware of the realities of each environment
to debate their points of view and to propose solutions aimed at optimizing their teaching methods.”
The workshop received rave reviews from participants
with many recommending it to new clinical supervisors and asking for a longer workshop in future
“The workshop was also a success thanks to the collaboration of the administrative and leadership teams of both the CIUSSS and the Faculty of Medicine and Health Sciences at McGill,” says Dr

The charred body of a man believed to be Christos Gialias

which was devastated by the catastrophic flood in 2017
The donation was made through the Bodossaki Foundation in January 2019

One of the worst natural disasters to hit the capital in decades
Flags across Greece were flown at half mast on Thursday after at least 16 people were killed and more than 20 injured following flash floods that hit two coastal towns west of Athens on Wednesday
The industrial towns of Nea Peramos and Mandra saw raging torrents of mud and debris following a severe overnight storm
with some residents seen climbing balconies and rooftops to escape the rising floodwater
Cars were upended and thrust into buildings after being swept through the streets
and floodwater carrying debris charged toward the coast sinking fishing boats in a small harbour
some 500 homes and businesses have been damaged with walls collapsing

Hit hardest by the flooding was Mandra on the outskirts of the Greek capital
around which 12 of those killed were found
The natural disaster is one of the worst to hit Athens in decades
with the country declaring a national day of mourning
The fire department alone received 660 calls
deploying 190 firefighters and 55 vehicles
and went on to rescue 88 people trapped in cars and homes

Local municipalities stepped up to accommodate those left homeless with hotel rooms and the Merchant Marine Ministry was making arrangements for a cruise ship to dock near the area for temporary accommodation
with plans for the army and navy to supply water tankers to supply locals with clean water
Meanwhile four people still remained missing on Thursday night
with rescue teams searching through homes in the area for people who may be trapped and along the flooded highway
An immediate investigation into the disaster has been ordered by judicial authorities
with investigators looking into factors that may have contributed to the severity of the flooding
and stressed the importance of private initiative under such circumstances
