In Resolution 05/NQ-HĐND dated May 31st 2023 the provincial authorities identified seaport-logistics as one of the four pillars to develop the local economy during the 2026-2030 period with the vision towards 2050 the province will concentrate on enhancing the national seaport's role developing and modernising it into a major international transshipment port This gateway is closely linked to the Moc Bai – Ho Chi Minh City – Bien Hoa – Vung Tau and the trans-Asian economic corridor and is considered as the maritime gateway of the Southeast Asian region The CM-TV seaport cluster has the advantage of being a natural deep-water port staying near international shipping routes and being capable of accommodating big cargo vessels Right from the early days of surveying and planning international experts said that this region fulfilled necessary conditions to establish and develop a national and international deep-water system the CM-TV port cluster is one of Vietnam's two national special ones It has modern infrastructure and is capable to accommodate vessels with capacity up to 250,000 tonnes (approximately 24,000TEU) This is the only port cluster in Vietnam that has direct mother vessels to Europe and the Americas ensuring the highest frequency of voyages to the United States in Southeast Asia This port cluster has connected to about 35 sea routes it takes goods about 16 days to reach the United States and 21 days to reach Europe The CM-TV port cluster has attracted many world class maritime groups such as United States’ SSA Marine Japan’s Mitsui O.S.K line and France’s CMA-CGM which are all participating in investment and exploitation efforts the port has not had the expected development Experts point out that in order to make the CM-TV Port become an international transshipment port of regional and global stature bottlenecks related to the port connectivity infrastructure especially the post-port logistics infrastructure like distribution centres it is necessary to upgrade and dredge waterways to facilitate the entry of large vessels into the port financial and insurance should also be synchronized the province is concentrating all resources on resolving the bottlenecks and taking advantage of its strengths to realize the target of making CM-TV Port an international transshipment port of global stature in the near future The province has built up a comprehensive transportation network to integrate with its national regional and intra-provincial transportation system with all transportation forms It is cooperating with other key projects like Bien Hoa – Vung Tau highway the Phuoc An Bridge connecting the Cai Mep - Thi Vai Port complex dredging maritime routes from Vung Tau to Thi Vai and conducting research on launching the Bien Hoa – Vung Tau railway line the province is concentrating on developing logistics centres on the coastline economic corridor It has carried out a plan to build a free trade zone integrated into the seaport system in the Cai Mep Ha region and form a complete industry–service ecosystem Land is being allocated to attract global industrial groups to move part of global supply chains to the province The province is planning to develop its logistics infrastructure attached with the commercial and IT infrastructure that can meet necessary conditions to apply artificial intelligence (AI) and high-tech connection it is making efforts to form close connection between the national seaport system and the Long Thanh International Airport The logistics service ecosystem is being set up with the following features: storage system shipping agency offices and maritime brokerage agents BR-VT is trying to reform administrative procedures and digitalize public services to make favourable conditions for the companies to enhance the operational and management efficiency of the CM-TV port system Ju Jong-yeol has been accumulating expertise in the construction of liquefied natural gas (LNG) tanks within the Samsung C&T Construction and Engineering Group Now he is team leader in charge of the construction of LNG tanks at the Thi Vai LNG Terminal site in Vietnam he emphasized the importance of professionalism in work and trust among people Chief mechanical engineer Ju Jong-yeol has a total of 26 years of experience in construction During his early years at Samsung C&T E&C he stayed up late at night to master blueprint That consolidated his basic LNG knowledge and also gave him knowledge of construction management by taking charge of various on-site tasks such as piping and erecting steel frames there are still difficulties to be faced in construction so Ju always works to maintain his composure the construction site of Substation 2 at the site of the Singapore LNG Terminal was reminiscent of a battlefield but it kept raining for nearly 40 days straight so Ju persuaded the client to install night lights so work could continue after dark he says the construction was only achieved on time because everyone had pulled together He believes that the fastest way to work is to follow a safe path in the right order of steps and therefore refuses to plan something or push too hard without first understanding the process “There’s an order to everything,” he explains “Doing things quickly without planning or preparation makes things more difficult and eventually you must go back to the beginning.” Ju Jong-yeol has built up a lot of expertise in LNG construction giving him the ability to accurately foresee potential problems and present viable solutions This means that a lot of people come to see him and seek out his counsel During the recent bidding process for the SLNG Phase 4A project in Singapore the client told Samsung C&T E&C that the contract could not be signed without the presence of Chief Mechanical Engineer Ju Jong-yeol With a reputation as the best available LNG engineer Ju Jong-yeol emphasizes harmony and everyone should play their own part for a project completion that everyone can be satisfied with Sometimes when colleagues make a mistake or find it difficult to do something he steps in and takes it upon himself to finish it it’s minds and hearts that matter the most This is why Ju Jong-yeol always strives to win the trust of the people of those he is with praising and respecting them where appropriate.” When the time came for him to return home from the Singapore SLNG site people who have worked with Ju Jong-yeol respect his ability and like his mindset and someone they want to work with for a long time “Over roughly 33 months the process of constructing an LNG tank is constantly changing,” Ju explains and when you stand before a completed tank you feel a sense of achievement from head to toe so I think I’m most natural and energetic when I’m on site Now I’d say it’s become part of my life.” Now he is working with his colleagues and the sea to create another scene of construction life at the Thi Vai LNG Terminal site in Vietnam This is one of the first such projects in Vietnam begun when Samsung C&T and Vietnam’s Petrovietnam Technical Services Corporation made a consortium in October 2019 Construction is scheduled to be completed by the end of October 2022 and according to the Vietnam Gas Corporation (PV Gas) Shell International Energy Group has been selected by PV Gas as the supplier for this shipment The company said that after docking at the wharf LNG from the vessel is pumped into the 180,000 m3 LNG tank through two DN500-sized loading arms and a DN900-sized import pipeline system in order to ensure safe ship reception and compliance with maritime regulations is assigned the task of presiding over the related maritime work: to receive LNG ships and closely coordinate with relevant parties to develop a plan to ensure maritime safety for LNG ships up to 100,000 DWT to/from the port PV Gas said this option has been approved by the Vietnam Maritime Administration according to which the necessary maritime conditions for ship reception are ready PV Gas further stated that the Thi Vai LNG warehouse is designed with a maximum LNG import volume of 11,000 m3/h and its LNG storage tanks have two product lines located in Vietnam’s Ba Ria-Vung Tau province is estimated to offer a capacity of 1 million tons of LNG/year in phase 1 with an expected increase to 3 million tons in phase 2 PV Gas pointed out that simultaneously with the process of importing LNG from the ship docked at the port to the tank LNG will also be continuously pumped out of the tank by low-pressure pumps then pressurized through the high-pressure pump and re-gasified by the heating system The regasified gas will flow through the commercial metering system to supply “addresses” in need of energy Part of the gas will be supplied to the low-pressure station to reduce pressure and to customers consuming low-pressure gas at Phu My 3 Industrial Park LNG will be distributed to customers in two ways via pipeline or provided by tank truck/satellite LNG warehouse Follow Offshore Energy’s Clean Fuel: Ingersoll Rand Engineering Project Solutions At Ingersoll Rand’s Engineering Project Solutions we have All rights reserved. 2008 12:00 AM EDTLong before a government report confirmed it villagers living along the banks of the Thi Vai river in the Mekong Delta knew full well that the waterway was dead They had complained for years that industrial waste discharged into the Thi Vai had poisoned their wells killed all the fish and was making them sick Yet it wasn’t until cargo companies refused to dock at the river’s main port — saying that the toxic brew was eating through the ships’ hulls — that Vietnam officials were willing to get tough on polluters investigators announced they had caught a Taiwanese-owned monosodium glutamate factory red-handed Though it had taken three months of undercover work was illegally dumping untreated waste into the river Natural Resources and Environment Minister Pham Khoi Nguyen called it “not just a violation but treacherous behavior.” An unprecedented crackdown followed: a Korean MSG manufacturer was nabbed dumping toxic waste which can release cyanide during processing inspectors caught a Vietnamese leather tanning company pumping carcinogenic chemicals into a river in Ho Chi Minh City aggressive enforcement of environmental regulations has become almost a rite of passage for industrializing nations The communist government’s embrace of the free market has lifted millions out of poverty over the last decade environmental considerations have been largely pushed aside in the race to build factories and industrial parks few of them equipped with adequate wastewater treatment facilities The predictable result: pollution of the country’s lands and waters on a shocking scale thousands of large — and small-scale industries — discharge at least 33,000 cubic meters of waste into the Mekong River system every day who lives a kilometer from the Vedan plant tells pregnant women living along the Thi Vai River not to drink the water Even some well water burns people’s skin and isn’t used to wash clothes they don’t have enough money to buy rice,” says Thuy “So how can they buy water?” because local governments benefit from development a professor at the Institute for Tropical Biology The Ministry of Natural Resources and Environment has only a few environmental inspectors who typically must get permission from factory owners to inspect an industrial site And when a company is found to be illegally discharging wastewater the fines are too low — Vedan was fined several times in the past for a total of $1,400 — to be a deterrent “I gave evidence of serious pollution from these factories “But the relevant state agencies have let those violations continue for years.” What angers villagers is that the pollution is there for anyone to see Le Thi Nung doesn’t need a scientist in a lab coat to tell her that the river is full of poison Her village in Dong Nai’s district of Long Thanh once depended upon fishing and small farms the pollution killed all the fish so I had nothing to feed my seven children,” she complains adding that the factory brought few of the promised benefits Nung’s 19-year-old daughter married a Taiwanese man twice her age The family now lives on the $100-$200 she sends home every month Environmental degradation is beginning to threaten some of the economic gains Vietnam has made and the country’s efforts to market itself as a tourist destination are undermined by images of poisoned rivers And while it is doubtful that the Thi Vai river’s chemical stew could actually eat through a steel hull the threat that ships would not stop at the Go Dau port delivered a clear message about the potential economic impact of pollution Prime Minister Nguyen Tan Dung ordered the government to get tough on polluters It fined Vedan $16,000 and ordered to the company to pay $7.6M in environmental back dues it owes These are fees the company was supposed to pay in order to pollute They had not paid these fees in several years and so criminal charges could still be filed This should send out a clear message to all manufacturers says Natural Resources and Environment Minister Pham Khoi Nguyen But the Prime Minister’s call for tougher enforcement also cautioned local authorities to balance environmental protection with development to ensure growth is sustainable In a press conference after the charges against Vedan were made public the Natural Resources and Environment Minister “Many local officials have called me to say that we have to lower standards on the environment,” the Natural Resources and Environment Minister said “otherwise they can’t attract foreign investors.” Vedan is still making condiments for Vietnam’s dinner tables it does not appear that the government is going to shut them down Click here to see images of Vietnam grappling with modernity and change. Contact us at letters@time.com Establishing a logistics center and free trade zone to create streamlined goods management mechanisms is crucial to expediting Cai Mep - Thi Vai Port’s transformation into an international transshipment gateway Statistics of the past three years reveal that the average cargo volume through Ba Ria - Vung Tau Province’s seaport system has exceeded 110 million tonnes annually including more than 8 million TEUs of container cargo These figures represent approximately 15 percent of the country’s total cargo and about 34 percent of the total container volume passing through the national seaport system the province currently has only 22 specialized logistics warehouses with a total area of 256ha These primarily comprise warehouses serving bulk and general cargo with only five facilities capable of container storage these warehouses operate in a fragmented manner with small-scale operations and outdated operational and management technologies despite the substantial cargo volume moving through the port the province lacks a world-class logistics center relegating local businesses in this sector to merely serving as satellite service providers for enterprises in neighboring provinces The majority of export cargo still undergoes container stuffing and customs clearance at ICDs (inland container depots) in other provinces before being transported by barge to mother vessels at Cai Mep - Thi Vai Port To address these weaknesses in one of its four economic pillars Ba Ria - Vung Tau Province is actively considering the Cai Mep Ha Logistics Center model This includes a logistics center spanning more than 891ha the Cai Mep Ha downstream port covering approximately 594ha and distribution of goods to domestic and international destinations via sea Experts consider this area one of the best remaining locations in Vietnam for a regional and world-class port complex due to its favorable climate The area also boasts natural deep-water channels and ideal width for accommodating ultra-large vessels Cai Mep-Thi Vai is currently the only port in Southern Vietnam with direct shipping routes to Europe and America Experts believe that establishing a free trade zone linked to the seaport at Cai Mep Ha area is essential for further developing Ba Ria-Vung Tau’s port system This free trade zone is not only aimed at attracting investment through preferential policies but also at achieving greater local autonomy and empowering dynamic and innovative policy implementation Surveys reveal that Vietnam’s management and supervision policies for transshipment goods and containers are stricter than those of regional countries deterring foreign ship owners and cargo owners from transshipping goods through Vietnamese ports More open mechanisms are needed to enhance the competitiveness of ports like Cai Mep-Thi Vai According to Ba Ria - Vung Tau’s provincial planning for the 2021-2030 period the province will focus on developing the Cai Mep - Thi Vai port cluster to Southeast Asian standards by 2030 competing directly with its counterparts in Singapore and Malaysia and aspiring to achieve world-class hub port status by 2045 Resolution No.24-NQ/TW by the Politburo in 2022 on socio-economic development and national security assurance for the Southeast region through 2030 has also prioritized “Establishing a port-linked Free Trade Zone in the Cai Mep Ha area” in Ba Ria - Vung Tau Province as a key objective to promote both provincial and regional socio-economic development Secretary Pham Viet Thanh of the Ba Ria - Vung Tau Province Party Committee stated that progressing toward establishing a port-linked free trade zone represents a strategic step in completing the Southeast region's logistics infrastructure synchronizing with Long Thanh International Airport and Cai Mep - Thi Vai Deep-water Port This will create absolute competitive advantages and attract investment along the East-West economic corridor from Moc Bai to Cai Mep - Thi Vai Critical inter-regional transportation routes including the Bien Hoa - Vung Tau Expressway and Phuoc An Bridge connecting to the Ben Luc - Long Thanh Expressway as well as several intra-provincial roads linking industrial zones are being actively developed by Ba Ria - Vung Tau Province early research into implementing the Bien Hoa - Cai Mep railway connection to the national rail system is essential for reducing road cargo pressure Expected to cost VND4.87 trillion ($208 million) of the state budget Phuoc An Bridge will stretch more than 3.7 kilometers The river is the natural border between the two provinces More than 13 hectares in both provinces will be cleared to serve the project director of Traffic Project Management Board at Cai Mep – Thi Vai Port in Ba Ria – Vung Tau said Wednesday that the contractor for the project has been picked and work will start in September to build the bridge from the site of Ba Ria – Vung Tau first the bridge will connect the deep-water port of Cai Mep – Thi Vai in Ba Ria – Vung Tau with Ben Luc – Long Thanh Expressway which is under construction to run between Dong Nai and Long An Province in the Mekong Delta passing through HCMC as the longest expressway in southern Vietnam The Vietnamese Government has reduced the preferential import tariff on liquefied natural gas (LNG) from 5% to 2% under Decree No The move marks a key step in accelerating the country’s shift from fossil fuels to cleaner energy Hanoi (VNA) – The Vietnamese Government has reduced the preferential import tariff on liquefied natural gas (LNG) from 5% to 2% under Decree No Chairman of the Vietnam Petroleum Association said the lower tariff would provide strong incentives for investors in the LNG value chain from importers like PV GAS to power producers such as PV Power and end users The decision also signals the Government’s intent to refine energy policy by balancing the interests of the State A more investor-friendly framework is expected to encourage development of LNG infrastructure Vietnam aims to build 23 gas-fired power projects by 2030 with total capacity of 7,900 MW and 13 relying on imported LNG with a combined capacity of 22,400 MW These projects will play a vital role in increasing national power supply and advancing Vietnam’s 2050 net-zero emissions target. The Nhon Trach 3 Power Plant the first LNG-to-power plant using imported gas was connected to the national grid in February and is set to begin commercial operations in July its workload saw 96% completed along with the Nhon Trach 4 plant Both are expected to be fully operational in 2025.To ensure stable long-term fuel supply PV GAS and PV Power have signed a 25-year LNG supply agreement for the Nhon Trach 3 and 4 plants currently Vietnam’s only long-term LNG supplier is accelerating investment in import terminals to maintain supply for both electricity generation and industry The tariff cut is expected to help lower input costs for LNG power and benefit consumers While the tariff reduction is a welcome step A unified regulatory framework covering investment and LNG trading is essential to achieve national energy security and long-term sustainability goals a PV GAS representative pointed to persistent policy challenges such as the absence of a guaranteed purchase volume unclear rules for passing LNG prices through to electricity prices and commercial negotiations throughout the LNG value chain.PV Power also highlighted difficulties in accessing international financing as imported LNG remains a new investment model in Vietnam projects typically need minimum purchase guarantees (70–80%) a price pass-through mechanism similar to that for domestic gas and clear access to land and transmission infrastructure Petrovietnam also stressed that LNG-to-power should not be treated like traditional power sources in the competitive electricity market as long-term LNG contracts are needed to ensure stable supply and reduce costs Legal reforms to support energy transitionTo advance clean energy goals the Vietnam Petroleum Association has called for revisions to a wide range of laws environmental protection (especially carbon emissions accounting) It also recommends aligning electricity market development with Power Development Plan VIII building integrated LNG infrastructure clusters (terminals and expanding transmission networks for both domestic use and export—particularly for LNG-based power The association further urged updates to the organisational and financial regulations for state-owned energy firms like Petrovietnam and EVN./ synchronised policy framework is needed to cover all LNG activities — from investment and infrastructure to pricing and regulation LNG power projects in Vietnam are currently grappling with many obstacles ranging from bureaucratic delays to issues with power purchase agreements (PPAs) leading to significant project implementation slowdowns have expressed their interest in investment opportunities in Vietnam’s liquefied natural gas (LNG) infrastructure market to meet the country's energy needs The MoU was signed during the Arabian Travel Market (ATM) in Dubai by Orhan Abbas Emirates’ Senior Vice President of Commercial Operations for the Far East Deputy CEO of Sun Group cum CEO of Sun Entertainment & Hospitality Group This marks the decades When Vietnam transitions from carbon-intensive fuels such as coal and oil LNG will be crucial in helping the country achieve net zero by 2050 Excelerate is exploring investment opportunities in related infrastructure across Vietnam and the Asia Pacific to support this shift in energy strategy.Vietnam set a goal of expanding its LNG-based power initiative from virtually zero to over 20 GW by 2045 This ambition will position the nation as a key player in the global LNG industry the Son My LNG Terminal - a joint venture between AES Group and PetroVietnam Gas (PV Gas) - has received approval in principle from the Binh Thuan Provincial People's Committee The project is slated for completion in 2027.Adam Sitkoff Executive Director of the American Chamber of Commerce in Hanoi said that US businesses are excited about opportunities in Vietnam to turn this interest into real investments Vietnam needs to demonstrate to international investors that large-scale infrastructure could be deployed under international banking standards He said it is crucial that LNG terminals and all buyers have to commit to progress along the same development timeline to unlock international funding Vietnam’s 8th Power Development Plan and bilateral agreements reflect the strong relationship between Vietnam and US in promoting energy cooperation This cooperation is the foundation for the confidence of the US business community to invest in multi-billion dollar LNG projects in Vietnam Major infrastructure investments are required to import LNG including LNG storage and import facilities.According to FiinGroup Vietnam has taken the first step in developing LNG infrastructure when PV Gas inaugurated Vietnam's first LNG terminal in late 2023 Among 13 LNG power plants that have been approved in Vietnam with a total capacity of 24 GW while the remaining 11 plants are still in the planning stage Three of the plants are still looking for potential investors. In addition several commercial terminals including PV Gas’ Thi Vai LNG Terminal and AG&P’s Cai Mep LNG Terminal have been put into operation or are under construction These terminals are for both thermal power plants and local industrial customers head of Market Research and Consulting at FiinGroup said that LNG will be a promising industry in Vietnam in the coming years The 8th power development plant focuses on transitioning from traditional energy sources such as coal and hydropower and reducing the proportion of these energy sources in electricity production The plan targets LNG to contribute 14.9% to Vietnam’s electricity supply.Meanwhile the Ministry of Industry and Trade has issued new power purchase agreement guidelines in 2024 removing major barriers to the development of LNG and natural gas infrastructure These guidelines provide investors and Vietnam Electricity (EVN) with clearer guidance to reach agreements effectively./ The amount of pollution that Vedan (Vietnam) Enterprise Corp contributed to the Thi Vai River in the southern province of Dong Nai accounted for just 65 percent of the total damage to the area Vedan’s researchers had analyzed data and come up with the figure the Institute of Environment and Resources under Vietnam National University-HCMC reported that the Taiwanese-invested company more likely caused around 90 percent of the pollution which stretched 10 kilometers along the Thi Vai River Valley The institute also said that several other areas have been negatively impacted by the water pollution including HCMC, Dong Nai and Ba Ria-Vung Tau provinces After having its percentage-of-damage figure refuted by the institute Vedan proposed to take the mean of the institute’s projected figure and its own to come up with a new figure of 77 percent This number would then be used to determine the amount of compensation owed by Vedan to residents affected by the pollution the institute has refused to accept the proposal said that the figure announced by Vedan was unsubstantiated The institute has now transferred the issue to the Vietnam Environment Administration to make a final decision
