Cai Mep- Thi Vai port cluster was ranked 12th among the 348 most efficient container terminals/port clusters globally
according to the Container Port Performance Index 2022 report (CPPI 2022)
The port cluster has an average growth rate of 20 percent per year for over the last 5 years
it still plays a role as a gateway port system
The volume of cargo transshipment via the port cluster accounted for only over four percent in the 2020-2022 period and nearly six percent in 2023 while the throughput of cargo through the international transshipment ports reached 30 -70 percent
The fragmentation of the port clusters is one of the reasons causing the low volume of cargo transshipment
Each berth at the Cai Mep - Thi Vai port cluster has an average length ranging from 200 to 400 meters
The longest berth does not exceed 750 meters
they are not able to accommodate two large vessels simultaneously
the lack of appropriate support mechanisms and policies for the development of Cai Mep - Thi Vai port to become an international transshipment port is the biggest issue
making the port unattractive to cargo transshipment

developing and modernising it into a major international transshipment port
This gateway is closely linked to the Moc Bai – Ho Chi Minh City – Bien Hoa – Vung Tau and the trans-Asian economic corridor and is considered as the maritime gateway of the Southeast Asian region
The CM-TV seaport cluster has the advantage of being a natural deep-water port
staying near international shipping routes and being capable of accommodating big cargo vessels
Right from the early days of surveying and planning
international experts said that this region fulfilled necessary conditions to establish and develop a national and international deep-water system
the CM-TV port cluster is one of Vietnam's two national special ones
It has modern infrastructure and is capable to accommodate vessels with capacity up to 250,000 tonnes (approximately 24,000TEU)
This is the only port cluster in Vietnam that has direct mother vessels to Europe and the Americas
ensuring the highest frequency of voyages to the United States in Southeast Asia
This port cluster has connected to about 35 sea routes
it takes goods about 16 days to reach the United States and 21 days to reach Europe
The CM-TV port cluster has attracted many world class maritime groups such as United States’ SSA Marine
Japan’s Mitsui O.S.K line and France’s CMA-CGM
which are all participating in investment and exploitation efforts
the port has not had the expected development
Experts point out that in order to make the CM-TV Port become an international transshipment port of regional and global stature
bottlenecks related to the port connectivity infrastructure
especially the post-port logistics infrastructure like distribution centres
it is necessary to upgrade and dredge waterways to facilitate the entry of large vessels into the port
financial and insurance should also be synchronized
the province is concentrating all resources on resolving the bottlenecks and taking advantage of its strengths to realize the target of making CM-TV Port an international transshipment port of global stature in the near future
The province has built up a comprehensive transportation network to integrate with its national
regional and intra-provincial transportation system with all transportation forms
It is cooperating with other key projects like Bien Hoa – Vung Tau highway
the Phuoc An Bridge connecting the Cai Mep - Thi Vai Port complex
dredging maritime routes from Vung Tau to Thi Vai and conducting research on launching the Bien Hoa – Vung Tau railway line
the province is concentrating on developing logistics centres on the coastline economic corridor
It has carried out a plan to build a free trade zone integrated into the seaport system in the Cai Mep Ha region and form a complete industry–service ecosystem
Land is being allocated to attract global industrial groups to move part of global supply chains to the province
The province is planning to develop its logistics infrastructure attached with the commercial and IT infrastructure that can meet necessary conditions to apply artificial intelligence (AI) and high-tech connection

BR-VT is trying to reform administrative procedures and digitalize public services to make favourable conditions for the companies to enhance the operational and management efficiency of the CM-TV port system
Ju Jong-yeol has been accumulating expertise in the construction of liquefied natural gas (LNG) tanks within the Samsung C&T Construction and Engineering Group
Now he is team leader in charge of the construction of LNG tanks at the Thi Vai LNG Terminal site in Vietnam
he emphasized the importance of professionalism in work and trust among people
Chief mechanical engineer Ju Jong-yeol has a total of 26 years of experience in construction
During his early years at Samsung C&T E&C
he stayed up late at night to master blueprint
That consolidated his basic LNG knowledge and also gave him knowledge of construction management by taking charge of various on-site tasks such as piping and erecting steel frames
there are still difficulties to be faced in construction
so Ju always works to maintain his composure
the construction site of Substation 2 at the site of the Singapore LNG Terminal was reminiscent of a battlefield
but it kept raining for nearly 40 days straight
so Ju persuaded the client to install night lights so work could continue after dark
he says the construction was only achieved on time because everyone had pulled together
He believes that the fastest way to work is to follow a safe path in the right order of steps
and therefore refuses to plan something or push too hard without first understanding the process
“There’s an order to everything,” he explains
“Doing things quickly without planning or preparation makes things more difficult and eventually you must go back to the beginning.”
Ju Jong-yeol has built up a lot of expertise in LNG construction
giving him the ability to accurately foresee potential problems and present viable solutions
This means that a lot of people come to see him and seek out his counsel
During the recent bidding process for the SLNG Phase 4A project in Singapore
the client told Samsung C&T E&C that the contract could not be signed without the presence of Chief Mechanical Engineer Ju Jong-yeol
With a reputation as the best available LNG engineer
Ju Jong-yeol emphasizes harmony and everyone should play their own part for a project completion that everyone can be satisfied with
Sometimes when colleagues make a mistake or find it difficult to do something
he steps in and takes it upon himself to finish it
it’s minds and hearts that matter the most
This is why Ju Jong-yeol always strives to win the trust of the people of those he is with
praising and respecting them where appropriate.”
When the time came for him to return home from the Singapore SLNG site
people who have worked with Ju Jong-yeol respect his ability and like his mindset
and someone they want to work with for a long time
“Over roughly 33 months the process of constructing an LNG tank is constantly changing,” Ju explains
and when you stand before a completed tank
you feel a sense of achievement from head to toe
so I think I’m most natural and energetic when I’m on site
Now I’d say it’s become part of my life.”
Now he is working with his colleagues and the sea to create another scene of construction life at the Thi Vai LNG Terminal site in Vietnam
This is one of the first such projects in Vietnam
begun when Samsung C&T and Vietnam’s Petrovietnam Technical Services Corporation made a consortium in October 2019
Construction is scheduled to be completed by the end of October 2022
and according to the Vietnam Gas Corporation (PV Gas)
Shell International Energy Group has been selected by PV Gas as the supplier for this shipment
The company said that after docking at the wharf
LNG from the vessel is pumped into the 180,000 m3 LNG tank through two DN500-sized loading arms and a DN900-sized import pipeline system
in order to ensure safe ship reception and compliance with maritime regulations
is assigned the task of presiding over the related maritime work: to receive LNG ships and closely coordinate with relevant parties to develop a plan to ensure maritime safety for LNG ships up to 100,000 DWT to/from the port
PV Gas said this option has been approved by the Vietnam Maritime Administration
according to which the necessary maritime conditions for ship reception are ready
PV Gas further stated that the Thi Vai LNG warehouse is designed with a maximum LNG import volume of 11,000 m3/h and its LNG storage tanks have two product lines
located in Vietnam’s Ba Ria-Vung Tau province
is estimated to offer a capacity of 1 million tons of LNG/year in phase 1
with an expected increase to 3 million tons in phase 2
PV Gas pointed out that simultaneously with the process of importing LNG from the ship docked at the port to the tank
LNG will also be continuously pumped out of the tank by low-pressure pumps
then pressurized through the high-pressure pump and re-gasified by the heating system
The regasified gas will flow through the commercial metering system to supply “addresses” in need of energy
Part of the gas will be supplied to the low-pressure station to reduce pressure and to customers consuming low-pressure gas at Phu My 3 Industrial Park
LNG will be distributed to customers in two ways
via pipeline or provided by tank truck/satellite LNG warehouse

including the Nhon Trach 3 and 4 power plant chain
Combined with Son My LNG import terminal with the total expected capacity of 10 million tonnes of LNG each year

has welcomed its fourth liquefied natural gas (LNG) shipment at the country’s Cai Mep – Thi Vai port
The Point Fortin tanker carrying more than 60,000 tons of LNG arrived at the port on May 13
this shipment will ensure supply for power production
especially as the heat during the peak season should cause a surge in electricity demand.
and start pumping cargo on the same day in line with the set schedule
with pumping operations getting wrapped up on the following day
Like the first LNG shipment the port received in July 2023
this one came from Indonesia’s Bontang port as well
The Vietnamese firm shared that the LNG was imported from TotalEnergies Gas & Power Asia Private Limited (TEGPA)
and would be used for electricity and industrial production
ensuring national energy security ahead of the 2024 dry season
the fourth shipment was arranged through an expedited procedure to meet the expected increase in demand for electricity
the purchase offer was made 20 days before the import date
the delivery schedule was pushed up eight days earlier to meet the urgent requirements of Vietnam Electricity Group (EVN)
meaning that close coordination between PV GAS and other companies involved was required to complete the operation
The Vietnamese player underlined that it would continue investing in and developing LNG infrastructure systems
to better position Vietnam in the regional LNG arena
In another important development for Vietnam’s energy security, the country’s 3 million tonnes per annum (mtpa) Cai Mep LNG terminal recently moved one step closer to starting commercial operations
The tender for commissioning activities is expected to be launched in early June 2024
with awards issued by the end of that month
Explaining the congestion of scrap containers at ports including Cai Mep-Thi Vai
the Ministry of Natural Resources and Environment said that China has stopped importing 24 types of scraps for recycling
creating import sources for nations in need of scrap import for recycling including Vietnam
Many businesses have signed contracts with foreign partners to import scrap although they do not have environment protection certifications according to regulations
Some businesses have been unable to supplement relevant papers and abandoned their scrap containers
Some have even declared wrong business address or moved to new places without update
many scrap consignments do not have conditions on customs clearance because of shipping lines’ insufficient declaration in the Hazardous Waste Electronic Manifest
Authorized agencies say that Vietnam is not a remote control mechanism to scrap import so they have been positive in coping with ship-owners and goods owners deliberately breaking regulations

The Customs Department in Ba Ria-Vung Tau province said that Saigon Newport Company plans to remove some scrap containers from Cat Lai seaport in HCMC to neighboring seaports including those Ba Ria-Vung Tau
chairman of Ba Ria-Vung Tau provincial People’s Committee proposed to temporarily halt receiving of scrap containers from Cat Lai seaport to focus on handling those congested at ports in the province at the meeting on November 14

Ba Ria-Vung Tau (VNA) – Cai Mep International Terminal (CMIT) in Phu My township of the southern province of Ba Ria - Vung Tau welcomed the first vessel from the WC1/TP6 service of the Gemini Cooperation
a partnership between shipping giants - Germany's Hapag-Lloyd and Denmark-based Maersk
This marks the beginning of regular services at CMIT
with two mother vessel routes and one feeder route scheduled for operation
Hapag-Lloyd and Maersk signed an agreement for a new long-term operational collaboration called Gemini Cooperation
and interconnected ocean network with industry-leading reliability being its cornerstone
CMIT has been selected as the sole primary port in Vietnam for this cooperation
CMIT’s serving as the main port for the Gemini Cooperation will be pivotal in enhancing connectivity between the Cai Mep-Thi Vai port cluster and international shipping routes
This is expected to boost both export-import volumes and logistics development
while improving port infrastructure and contributing to the domestic maritime sector's growth
The Gemini Cooperation will involve a fleet of around 290 vessels with a total capacity of 3.4 million TEUs
while Hapag-Lloyd will manage the remaining 40%
The service will cover seven trade routes and 26 major services

and a design water level of +2.5m; using the existing turning basin upstream of Cai Mep Thuong container port with a diameter of 500m a nautical depth of -14m

the threat that ships would not stop at the Go Dau port
delivered a clear message about the potential economic impact of pollution
Prime Minister Nguyen Tan Dung ordered the government to get tough on polluters
It fined Vedan $16,000 and ordered to the company to pay $7.6M in environmental back dues it owes
These are fees the company was supposed to pay in order to pollute
They had not paid these fees in several years and so criminal charges could still be filed
This should send out a clear message to all manufacturers

But the Prime Minister’s call for tougher enforcement also cautioned local authorities to balance environmental protection with development to ensure growth is sustainable

Statistics of the past three years reveal that the average cargo volume through Ba Ria - Vung Tau Province’s seaport system has exceeded 110 million tonnes annually
including more than 8 million TEUs of container cargo
These figures represent approximately 15 percent of the country’s total cargo and about 34 percent of the total container volume passing through the national seaport system
the province currently has only 22 specialized logistics warehouses with a total area of 256ha
These primarily comprise warehouses serving bulk and general cargo
with only five facilities capable of container storage
these warehouses operate in a fragmented manner
with small-scale operations and outdated operational and management technologies
despite the substantial cargo volume moving through the port
the province lacks a world-class logistics center
relegating local businesses in this sector to merely serving as satellite service providers for enterprises in neighboring provinces
The majority of export cargo still undergoes container stuffing
and customs clearance at ICDs (inland container depots) in other provinces before being transported by barge to mother vessels at Cai Mep - Thi Vai Port
To address these weaknesses in one of its four economic pillars
Ba Ria - Vung Tau Province is actively considering the Cai Mep Ha Logistics Center model
This includes a logistics center spanning more than 891ha
the Cai Mep Ha downstream port covering approximately 594ha
and distribution of goods to domestic and international destinations via sea
Experts consider this area one of the best remaining locations in Vietnam for a regional and world-class port complex due to its favorable climate
The area also boasts natural deep-water channels and ideal width for accommodating ultra-large vessels
Cai Mep-Thi Vai is currently the only port in Southern Vietnam with direct shipping routes to Europe and America
Experts believe that establishing a free trade zone linked to the seaport at Cai Mep Ha area is essential for further developing Ba Ria-Vung Tau’s port system
This free trade zone is not only aimed at attracting investment through preferential policies but also at achieving greater local autonomy and empowering dynamic and innovative policy implementation
Surveys reveal that Vietnam’s management and supervision policies for transshipment goods and containers are stricter than those of regional countries
deterring foreign ship owners and cargo owners from transshipping goods through Vietnamese ports
More open mechanisms are needed to enhance the competitiveness of ports like Cai Mep-Thi Vai
According to Ba Ria - Vung Tau’s provincial planning for the 2021-2030 period
the province will focus on developing the Cai Mep - Thi Vai port cluster to Southeast Asian standards by 2030
competing directly with its counterparts in Singapore and Malaysia
and aspiring to achieve world-class hub port status by 2045
Resolution No.24-NQ/TW by the Politburo in 2022 on socio-economic development and national security assurance for the Southeast region through 2030
has also prioritized “Establishing a port-linked Free Trade Zone in the Cai Mep Ha area” in Ba Ria - Vung Tau Province as a key objective to promote both provincial and regional socio-economic development
Secretary Pham Viet Thanh of the Ba Ria - Vung Tau Province Party Committee stated that progressing toward establishing a port-linked free trade zone represents a strategic step in completing the Southeast region's logistics infrastructure

with a total investment of over 2.38 trillion VND (93.3 million USD)

Its development is part of a broader plan to complete the Thi Vai port area in accordance with the approved master plan
The project will require an investment of over 2.38 trillion VND and will be implemented on a land area of approximately 41.65ha
The investor responsible for the project is Long Son Co.
The construction of the general port aims to support economic activities
facilitate the operations of industrial zones within the province and surrounding areas and meet the growing demand for construction materials in the region

The Long Son My Xuan General Port Project will include a main berth with a length of 270m
capable of accommodating general cargo ships of up to 30,000 DWT
four barge berths with a combined length of 530m
capable of receiving ships and barges with a capacity of up to 7,500 DWT and a warehouse system and a cement grinding facility with a production capacity of 2.3 million tonnes per year
the Ministry of Finance will be responsible for assessing the investment policy
providing recommendations and ensuring compliance with State management regulations in accordance with investment laws and relevant legal frameworks
Government agencies and the People's Committee of Ba Ria - Vung Tau province will be responsible for evaluating the investment policy within their respective jurisdictions
Their assessments and approvals must comply with the Investment Law and other applicable legal provisions
The provincial People's Committee is tasked with allocating land in accordance with the approved land-use plan
port development plans and regulations issued by competent authorities
This will ensure that the investor can implement the project in compliance with land laws
The provincial People's Committee of Ba Ria - Vung Tau must ensure that sufficient land is allocated for reforestation efforts to maintain a balance between environmental protection and economic development
The conversion of land for other purposes will only be permitted if all conditions specified in Article 19 of the Forestry Law are met
The local authorities must strictly protect forest areas designated for conversion and only allow land-use changes once all legal procedures are completed
The People's Committee must also monitor and supervise the investor throughout the process of converting forest land for alternative uses
they must oversee the project's implementation to ensure compliance with legal regulations
including financial mobilisation activities
The Ministry of Construction is required to urgently approve the detailed zoning plan for port land and water areas in the province
This zoning plan will provide the legal foundation for project implementation

The Ministry of Agriculture and the Environment must assist and guide the People's Committee in matters related to land allocation
land leasing and the conversion of forest land for other uses

The investor must adhere to all environmental protection regulations
including those concerning water resource management

The amount of pollution that Vedan (Vietnam) Enterprise Corp
contributed to the Thi Vai River in the southern province of Dong Nai accounted for just 65 percent of the total damage to the area
Vedan’s researchers had analyzed data and come up with the figure
the Institute of Environment and Resources under Vietnam National University-HCMC reported that the Taiwanese-invested company more likely caused around 90 percent of the pollution
which stretched 10 kilometers along the Thi Vai River Valley
The institute also said that several other areas have been negatively impacted by the water pollution including HCMC, Dong Nai and Ba Ria-Vung Tau provinces
After having its percentage-of-damage figure refuted by the institute
Vedan proposed to take the mean of the institute’s projected figure and its own
