Croatia is set to modernize one of its key railway routes with a major upgrade between Dugo Selo and Novska a project that will add a second track and improve train speeds and safety marks the largest railway infrastructure project in Croatian history The 83-kilometer (52-mile) railway line will undergo a full reconstruction and expansion, allowing trains to reach speeds of up to 160 km/h (100 mph). billion will be secured through EU funds The reasons for the need for such comprehensive works on the railway infrastructure are primarily due to the damages incurred during the War of Independence at the beginning of the 1990s and the occupation of a third of Croatian territory during which railway lines were damaged and destroyed and in order to achieve traffic connectivity placed emphasis on the construction of road infrastructure By establishing a Railway Commission in 2012 the current government has changed its priorities and given advantage to the construction and development of railway infrastructure a major part of the financing will be secured from EU funds This is reflected in the Transportation Operational Programme for 2007-2013 in which the government has included a whole series of investments in the railways which are to be financed using EU funds HŽ Infrastructure has been a beneficiary of EU funds since 2008 and since then it has successfully completed two projects to the value of €71.6 million Currently underway are works to the value of €35.8 million project design to the value of €25.8 million and competitive bids are now being held to select a company to carry out the design to the value of €15 million and a company to carry out works to the value of €200 million Competitive bids will soon be announced for works and designs to be financed from structural and cohesion funds to the value of €30 million and currently being prepared for application are other major projects to the value of more than €500 million which are expected to be implemented with the aid of European funds maintenance and modernisation projects on the territory of Croatia cover sections of two Pan-European Corridors: Corridor X (Salzburg–Thessaloniki) which activities are planned in the scope of this project The reconstruction of the existing track and the construction of the second track on the Dugo Selo–Križevci section will ensure maximum train speeds up to 160km/h thus considerably shortening the journey time between Zagreb and Bjelovar Also underway are works on the reconstruction of sections Zdenčina–Jastrebarsko and Lokve–Drvenik; Turopolje–Velika Gorica; Zagreb Klara–Zagreb Main Station; Zagreb Borongaj–Dugo Selo; the reconstruction of Sisak and Beli Manastir stations the construction of Buzin stop and works on the reconstruction of bridges to the value of €23 million The mentioned works this year involve the reconstruction of 145km of track and the timetable for 2013/2014 reflects the increase of speeds on 169km of track and the decrease on 82km of track so that for the first time in a long series of years the number of kilometres on which speeds have been increased is bigger than the number of kilometres on which speeds have been decreased This is the result of setting in motion the investment cycle on track rehabilitation which has proved a turning point for the railways in Croatia Also financed through the IPA Fund is the renewal and reconstruction of the Okučani–Novska section to the value of €35.85 million Proceeds from the IPA Fund are used to finance 85% of the works while the remaining 15% is secured from the Croatian state budget The Okučani–Novska section is on main line M105 Novska–Tovarnik–State Border which forms a part of the aforementioned Pan-European Corridor X The reconstruction consists of two parts: the modernisation of the Okučani–Novska station interspace (about 16.8km) and the reconstruction of Okučani station (about 3km).Works began in September 2012 and should be completed according to plan by the end of 2014 In accordance with the requirements of interoperability as per EU directives for corridor lines after modernisation is complete speeds will be up to 160km/h with a design bearing capacity of 22.5 t per axle Also underway is the design of the upgrade and construction of the Dugo Selo–Novska section of Corridor X (first phase) to the number of intersections with roads The entire project of the reconstruction of this section consists of the reconstruction of the superstructure and electric traction fixed installations the reconstruction of track structures and the adjustment and replacement of signalling and interlocking devices along the whole length of the existing railway line Also planned is the reconstruction of individual horizontal curves Kutina and Novska and the closure of existing level crossings by constructing road/rail crossings in two levels Also planned is the construction of a second track on the sub-sections Dugo Selo–Kutina and Lipovljani–Novska and a new double-track on the Kutina–Lipovljani sub-section Currently underway is the drawing-up of designs for works which are scheduled to start in 2015 and 2016 to be financed from the proceeds of EU Funds interlocking and telecommunications devices will ensure a higher safety level at intersections of rail and road journey times will be shortened both for passengers and cargo and with the installation of new supporting track structures the level and passenger safety and comfort will be improved At the same time maintenance costs of the upgraded tracks will be decreased All projects and works are in the function of modernisation and rehabilitation in order to construct a high quality and functional railway infrastructure which passenger and freight transportation Already underway is intensive work on developing projects for the upcoming budget period from 2014 to 2020 in order for projects to be prepared on time for the new two-track railway on the section Skradnik – Krasica – Tijani As reported on Friday by the Croatian Railways the grants were provided by the Connecting Europe Facility (CEF) The contract for the first project refers to the financing of works on the construction and electric power railway infrastructure subsystem on the Ivanić-Grad – Popovača and Popovača – Kutina sections The total estimated value of eligible costs amounts to 289 million euros The remaining 15 percent of the amount is financed from the state budget These works on the sections Ivanić-Grad – Popovača and Popovača – Kutina are part of the project “Improvement construction of the second track and construction of a new two-track railway on sections of the railway on the section Dugo Selo – Novska” the total value
