living selling discarded plastic bottles without receiving the assistance promised by the authorities to rebuild his home Knezevic talks to a friend in the barn where he now lives only one electric socket and few possessions Knezevic's house was one of many destroyed in Croatia's bloody conflict of the early 1990s part of the break-up of the former Yugoslavia When Croatian troops recaptured areas controlled by Serb rebels during the war and Croatian authorities promised they would be given equal assistance in rebuilding damaged property many are still making do with basic or temporary living arrangements Drazen Matovic is another Croatian Serb who is still coping with the most basic living conditions He lives in an abandoned primary school in the village of Strmica that serves as a makeshift refugee camp for a small group of people he fled to Serbia with his parents to escape the fighting The 36 year old returned from Serbia in 2005 after his parents died He was sent to Strmica by the UN refugee agency and has been living in the school ever since Matovic says that neither Serbia nor Croatia will give him papers He survives on food handouts and finds comfort reading the Bible Ethnic conflict shook Croatia to the core during the bloody break-up of Yugoslavia in the 1990s both Serbs and Croats in the country still bear the scars – something clearly visible if you visit the areas around the southern town of Knin When Croatia declared independence in 1991 Serbs who wanted to remain part of Yugoslavia staged a bloody rebellion The town was recaptured by the Croatian army in 1995 and the Serb population fled in their thousands most of which were soon torched or blown up by the Croats some of the Serbs returned and Croatian authorities promised they would receive equal assistance in rebuilding their damaged properties preparing to join the European Union on July 1 has told the EU that houses for returning refugees would be constructed I thought I would go and investigate the situation and after a bit of research and a few phone calls I managed to find people to talk to both in Knin and the surrounding areas I found Croatian Serbs whose houses are still in ruins and who have survived on welfare since their return who has been living in a barn next to his destroyed home for 17 years now and ekes out a meagre living by collecting and selling discarded plastic bottles Instead of a toilet he uses bushes around the back a small bed and a wood burning stove - and these are almost all of his possessions Twenty kilometers northeast of Knin is the village of Strmica abandoned primary school that serves as a makeshift refugee camp Many of them are waiting for their apartments to be ready and I think some may have been there a long time But perhaps there’s not that long to go now; some new homes are more or less finished and they just need the water or electricity to be switched on as the school’s inhabitants weren’t that keen to talk They had been disappointed by the authorities but also by journalists who visited them and promised to bring help Many of the former school’s tenants refused to discuss their personal stories they were quick to shut the doors of their rooms but at the door I meet a young man in his thirties and decided to try my luck one more time I introduced myself and asked him to tell me his life story and he was a Serb who had been living in the school for eight years some 300 km (190 miles) away on the southern Adriatic coast but in 1992 he fled for Serbia in the midst of the fighting where he was sent by the UN refugee agency but he faces a major obstacle: he can’t get papers This means that any work he does would be illegal and he is not eligible for welfare payments either The problem is a Catch 22: The Croatian government says that he is Serbian while the Serbian government says he is Croatian he receives food that is brought in from Monday to Friday and he finds few ways to support himself so that he can eat on the weekends He told me he cried for two days when he was brought here in 2005 and that he felt enraged by the situation he started studying the Bible and became more positive and calm he would like to learn English and use a computer but without the necessary documents he can’t get a job I kept thinking how a person’s life can fall apart without it being their fault Drazen was 15 when the war happened; I was 7 The second phase of a project to establish a comprehensive and sustainable waste management system for Šibenik-Knin County Croatia has been implemented with EU funding Construction of the Bikarac waste management centre is the main element of the project a mechanical biological treatment plant has been built at the centre and two waste transshipment stations have been set up at Biskupija and Pirovac ‘Quality waste management is a prerequisite for sustainable development and one of today’s biggest challenges This is not just a question of a municipal service Vehicles have been acquired to transport waste between the transshipment stations and the waste management centre The stations will cut waste management costs so that a set price per tonne of waste can be offered to all local government units Technology for treatment of municipal waste has been purchased making it possible to create high-quality secondary raw materials that can be used in production processes Products obtained from waste management include paper The mechanical biological treatment plant can process up to 50 000 tonnes of waste a year It contains two units: one for mechanical and biological treatment; and one for composting Work on the plant entails the construction of buildings for mechanical treatment of mixed municipal waste and biological treatment of the organic fraction of mixed municipal waste – for instance and garden waste – and separated biowaste Further constructions are used for mechanical pre-treatment (shredding and mixing) of separated biowaste and storage of combustible waste and secondary raw materials Facilities have been set up for treatment of bulky waste baling of secondary raw materials and storage of compost prior to its distribution for sale and compost-like output from biological treatment before its disposal in landfill A compost packaging system and biofilters for treatment of waste gas have been installed and an administrative building and access roads have been built remediation measures were carried out on existing landfills prior to their closure in which waste is isolated from the environment and allowed to decompose into biologically and chemically inert materials A pilot project was implemented in Šibenik involving the separate collection of waste PET this scheme has been expanded across activity schedule and zones including warnings on potential unexploded ordnance The Ministry of Defence and the Armed Forces have no knowledge of the specific type of explosive involved in this incident The Zadar Police Department has reported that all traces found at the scene have been collected and will be sent for expert examination to the Forensic Science Centre “Ivan Vučetić” The warning signs clearly state that entry into the “Josip Markić” military training area is at one’s own risk and that it is possible to encounter unexploded ordnance The “Josip Markić” military training business career the unexpected excitement and humility of reaching out to truly touch peoples’ lives showed me that life can always bring the unexpected At a gathering with leaders from UNHCR and business associates By 1992 the Yugoslav Federation was falling apart The war in Croatia led to hundreds of thousands of refugees and reawakened memories of the brutality of the 1940s.  But the news of these people’s suffering had moved quickly from the front page of US newspapers to perhaps an afterthought footnote and asked those I knew in UNHCR if there was anything I could do to assist in repatriation efforts in the Croatia I didn’t look back - I would be a volunteer Allied bombers were still flying missions over Kosovo and daily life in the region was tense wherever you went had a full security briefing and was swept into a car that took me on a four-hour mountain pass journey from Zagreb via Karenica (border with Bosnia) and finally to Knin had been originally 80 percent became the largest European land battle since the Second World War and was a decisive victory for the Croatian army driving through villages where houses no longer had roofs or doors and the streets and playgrounds were eerily empty I realized that perhaps I had not really understood the impact of situation American pressure to end the war eventually led to the Dayton Accords of November 1995 which created self-governing entities within the area including Bosnia-Herzagovina The Agreement put an end to all military confrontation; it was to promote peace and stability in the region and around the former Yugoslavia A peace settlement to fully implement the Dayton Accords was an agreement that aimed to bring about the return of all refugees resulting from the hostilities Volunteering is what you as a person make out of it Upon my arrival in Knin I was assigned two staff personnel to help me find living accommodations and then I returned to the offices to be available for any jobs needed to be completed For the first few weeks UN personnel and I shared the duties of going out for runs for materials through the promise of repatriation of Croatians we needed to become more useful and assist in transporting people back from the Bosnian border to their homes in Knin and its surroundings Three or four nights a week we would drive to the Bosnian border and pick up Knin area residents that had been living in refugee camps in Serbia for three to five years Those evenings we never knew what would be in store for us Many people would see their former homes for the first time and due to their being occupied or/ and obliterated would hardly recognize where they had grown up or made their lives before the war We received police escorts and the ceaseless expertise from young UNHCR professionals But the actual taking these people ‘home’ became a major volunteer service to the community and the faces of many of these displaced people are forever embedded in my mind We went to pick up around 40 people one May evening except one elderly lady with around 30 pounds of luggage She could not recognize her own home and we were driving around for hours trying to find her house we UN Volunteers and UN driver continued to wind through back roads with this woman and were directed to a small dirt road by her frail frame no lights and only from the car headlights could we make out what seemed like a small farmhouse with no windows or doors The woman insisted this was her home and jumped out of the car to “move back in” A few days later the driver and I went back out to the
