William House and witnessed the cochlear implant’s evolution from a homemade apparatus built with copper wire and a Bunsen burner
to today’s medically and technologically advanced devices
Balkany founded the University of Miami Ear Institute in 1990
and advanced training in the treatment of deafness and other disorders of the ear
The program has since treated and now follows more than 3,000 cochlear implant patients
many of whom were babies and went on to become debate champions and Silver Knight Award winners
Balkany is also the founder of the Institute for Cochlear Implant Training
which provides advanced training for neurotologists
Other honors include the Hallpike-Nylen Award of the Barany Society (Uppsala
Sweden); the Graham Frasier Award of the Royal Society of Medicine
London; the Fowler Award of the New York League for the Hard of Hearing; and the Health Care Heroes Lifetime Achievement Award from the Greater Miami Chamber of Commerce
He is a member of the Medical Alumni Association Hall of Fame
They met at the first cochlear implant conference in 1982

A rightwing power couple who have run a rich Paris suburb for almost 40 years and who are close friends of the former president Nicolas Sarkozy have been given prison sentences for money laundering
were convicted of hiding at least €13m from tax authorities via a complex network of offshore companies between 2007 and 2014
It is the latest in a long catalogue of legal problems for the Balkanys, who in 1996 were given suspended prison sentences for using town hall staff to do their housework
including one employed as a private chauffeur
Patrick Balkany was first elected mayor in 1983
Whenever he has been barred from public office
who have a luxury home in the West Indies and a magnificent residence at Giverny not far from Monet’s celebrated home

The couple have been investigated on several occasions and they have previous convictions for conflicts of interest
they argued that their wealth was mostly inherited: Isabelle Balkany’s Tunisian father made his fortune producing rubber; Patrick Balkany’s father – like Sarkozy’s father
a Hungarian Jewish immigrant – survived deportation to Auschwitz and founded a luxury prêt-a-porter clothing chain in postwar Paris
“It’s not my fault if I was raised in a 3,000 sq metre townhouse in the 16th [arrondissement] and went to school in a Rolls,” Isabelle told Le Journal du Dimanche in 2015
Levallois-Perret residents kept voting for them
Patrick Balkany also represented the Hauts-de-Seine region
the couple were banned from holding elected office for 10 years
and the judge ordered that property including the Moroccan villa be confiscated
They are unlikely to find themselves in prison cells any time soon
Their lawyer described the sentence as “excessive” and said they were considering a further appeal and would seek an “accommodation” of the sentences based on their age and ill health

Il s'agit du volet blanchiment de fraude fiscale pour lequel les époux Balkany ont été rejugés en février dernier
Pour cette infraction, le parquet général n'a pas requis de mandat de dépôt à l'encontre de Patrick Balkany. Il a demandé cinq ans de prison, dont un avec sursis à son encontre; quatre ans, dont la moitié avec sursis à l'encontre de son épouse.
Les Balkany ont cinq jours pour se pourvoir en cassation. Ce mercredi, ils ne prévoyaient pas de le faire pour ce volet de l'affaire concernant la fraude fiscale.

Developer Levi Balkany has pulled out all the stops
Caught in the middle are 35 formerly homeless tenants ejected from their apartments as a result of Balkany’s maneuvers
But Balkany’s lender isn’t going down without a fight
Asset manager Arena Investors filed a complaint this week to deny the developer’s latest bankruptcy claim
when Balkany’s Happy Living Development tapped Arena for a $26 million bridge loan to cover the cost of a condo project at 308 West 133rd Street in West Harlem
Less than six weeks later, the developer defaulted on the debt
Arena claims it extended a forbearance agreement
giving Balkany the chance to cure the default
but the developer failed to right the loan
the default stemmed from “predatory lending.”
Balkany claims he ran into trouble with interest payments after the city overassessed the building’s property taxes
“Similar sized condo apts in the area had less than a third of the property taxes than this property,” Balkany wrote in an email
the developer claims Arena imposed a deadline in the loan terms for Balkany to obtain a temporary certificate of occupancy for the project
“I was naive in agreeing to it,” Balkany conceded
“It was a artificial trip wire inserted by Arena to put the loan into default.”
the developer asked Arena if he might rent the units instead
He planned to try for a 421a tax abatement to clear up the property tax issue
The now-expired program offered a 35-year break on property taxes
“I was flatly and outrightly refused,” Balkany said
adding that his lender extended two alternate options: pay off the loan by lowering condo prices
leasing up 26 apartments to voucher holders in another breach of the loan terms
alleging Balkany was in default as it had only approved sales of the project’s units
The court issued a temporary restraining order
barring Balkany from “further illegal conduct,” legal documents show
and continued to rent units to voucher holders
The court granted Arena’s motion to appoint a receiver to oversee Balkany’s debts
But the day before the receiver took control
Balkany put the property’s ownership entity into Chapter 11 bankruptcy
A bankruptcy filing will automatically stay ongoing lawsuits
Balkany hoped the filing would let him see his rental plan to fruition
“I filed bankruptcy and that eliminates receiver and restraining on leasing,” Balkany wrote in a July 2020 email included in court records
Balkany says the bankruptcy court was initially sympathetic to his problems
the court flagged the developer’s income statements
Balkany had reported receiving just $180,000 from the city to house the voucher holders
The developer says he was misled by Michael Fernandez of Steward Management
who he claims introduced him to the city’s voucher program and ultimately pocketed the funds distributed
SIGN UPFernandez could not be reached for comment
“To say that Steward Management duped me is a huge understatement,” Balkany
sued the borrower in December 2020 over his personal guaranty on the loan
Arena nabbed a judgment for over $40 million
“Defendant did not pay one penny of what he owed,” Arena’s attorney alleged in a recent complaint
The lender served Balkany with a restraining notice
requiring him to freeze any assets owed to the firm
Balkany spent at least $500,000 in violation of that notice
Arena claimed the transfers amounted to fraud and asked the court to force Balkany to respond to an informational subpoena of financial documents
Balkany refused to answer and the court ruled he was in contempt
giving him until April of last year to cough up the requested financial documents and any funds he had transferred despite the restraining notice
Meanwhile, Arena picked up 308 West 133rd Street in a public auction for $22 million
then filed suit against the building’s 35 tenants to regain control of the property
had rented apartments at Balkany’s building with the city’s Department of Homeless Services
But after a district court barred Balkany from renting out the units
a bankruptcy court rejected the building’s leases
A New York Supreme Court judge ultimately awarded Arena control of the building and the right to eject its renters
all but five of the 26 affected families had moved out
Those remaining tenants attempted to stay their ejection for another year so they might find a new home
The court denied the motion in a March 21 order
As his tenants searched for alternative housing
the developer’s last day to cure his contempt of court
leaving Balkany to face “the near certainty of going to jail,” Arena claims
the borrower filed for Chapter 7 bankruptcy
Whereas a Chapter 11 filing allows a company to restructure its finances
Chapter 7 results in the liquidation of a debtor’s assets to repay its creditors
But Balkany’s filing showed the developer had a mere $31,000 to his name
He also claimed that he had earned no income since January 2020
despite the rents collected at 308 West 133rd Street
Arena has filed a complaint to deny Balkany’s attempt to discharge his debts
The lender alleges that those debts are “non-dischargeable” because of Balkany’s schemes
which included intentionally withholding funds and property “rightfully belonging to [Arena].”
Arena’s attorney did not respond to a request for comment

BRADENTON — A 55-year-old trial lawyer who in Erin Brockovich-style has challenged the federal government to clean up a former nuclear weapons plant might hold the key to the Brasota Mortgage case
Caron Balkany disputes the notion that Brasota
a mortgage broker and lender that overextended itself to the tune of $50 million in losses for its investors
where money from new investors was used to pay off the old
Balkany says the roughly $3 million that she
her husband and her law firm invested in the Bradenton business bought specific
money-making mortgages and that she has the paperwork to prove it
She also has 12 former clients who she says made the same kind of buy
Balkany thinks there are loads of other Brasota investors in the same boat
it could mean that while she and the other investors like her get back their $33 million up front
the remainder of Brasota’s 1,778 investors would get less than half what the trustee in the case thinks he can recover for each person with what he has collected so far
is trying to wring what cash he can out of Brasota with the idea that all investors will have an equal footing
seeking $1.4 million that she earned on her investment during the last four years
“It is the most important litigation that we have,” McHale said
he would be paying each investor 38 cents on the dollar
McHale worries that if Balkany is successful
others might be encouraged to follow her legal line
He has estimated that their claims would add up to $33 million
it would leave the remaining investors with about 14.5 cents on the dollar
Balkany points out that McHale won’t know what amount he is really talking about until Oct

The transaction was assisted by close associates of Balkany
who now face the possibility of prison terms for corruption
The Balkanys have previously denied owning the Moroccan property but they often visited it. They persuaded their son Alexandre to sign rental contracts to disguise the real ownership of the villa
the latter is being fined $112,000 for money laundering tax fraud by signing fake rental contracts
Five of the six defendants in the trial have also been asked to collectively pay a $1.1 million fine
The proposed sentence for the 70-year-old Patrick Balkany prompted outrage from his lawyer

The storied career of an indomitable ultra-Orthodox political fixer appears to have entered its final phase with the conviction of Rabbi Milton Balkany
known to the press as the “Brooklyn Bundler.”
Balkany was found guilty November 10 of attempting to extort $4 million from Steven A
allowed only to see his doctor and to attend synagogue once a week as he awaits sentencing
whose only official job is as dean of a Boro Park girls yeshiva
has been known for decades as a major donor to conservative politicians
capable of bringing home significant government cash to causes dear to the Orthodox community
He has also escaped conviction in a number of previous financial scandals
“There has never been [another] Balkany,” New York Democratic consultant Hank Sheinkopf said
“No one has ever wielded that kind of influence
Balkany rose to prominence in the late 1980s
when he was among those to connect the ultra-Orthodox community to politicians as a source of political donations
He was dubbed the “Brooklyn Bundler” in 1990 by the now defunct Common Cause magazine for his prowess in bundling together political contributions from numerous donors to favored politicians for maximum impact
Known as a major giver with ties to deep ultra-Orthodox pockets
Balkany was particularly influential during the mayoralty of Rudolph Giuliani
“He was a power player; he had access to City Hall; he had a lot of friends,” Sheinkopf said
when he was indicted on charges that he had threatened to facilitate the delivery to law enforcement authorities information about alleged insider trading at SAC Capital Advisors
Balkany said that he was in touch with an inmate at an upstate New York federal prison who would talk to federal investigators unless Cohen paid $2 million to Balkany’s girls yeshiva and $2 million to a second yeshiva
Balkany told lawyers for Cohen’s firm that cash to the second yeshiva would eventually be repaid
In surreptitiously recorded conversations between Balkany and SAC Capital representatives that were played during the trial
Balkany boasted of his political connections

“He was a great human being and a great person to deal with,” said Isaac Abraham
a former New York City Council candidate from the Satmar community
“He did a lot for this community and leaves a big vacuum.”
Asked whether the conviction changed his perception of Balkany
But Balkany has been embroiled in a series of funding scandals over the past decade and has escaped serious consequences in all but the latest incident
A January 2000 Daily News report found that Balkany was charging Jewish families for his help in accessing child day care vouchers for low-income families
The report raised suspicions that applications submitted via Balkany received special consideration from the city as families elsewhere got put on long waiting lists
More than half the vouchers went to four heavily Orthodox Brooklyn neighborhoods
and the number going to the Brooklyn ZIP code in Boro Park where Balkany’s school and several others he helped were located was about five times the number of vouchers distributed in Manhattan and the Bronx combined
In 2003, he was the subject of a federal indictment charging him with misuse of $700,000 granted to his yeshiva by the U.S
Department of Housing and Urban Development
The grant was intended to be used to pay the mortgage on a new building for disabled preschoolers
including $78,000 that he simply signed over to himself
Prosecutors dropped the 2003 charges after Balkany cut a deal
admitting he was wrong and agreeing to travel restrictions and to pay restitution to HUD
it appears that Balkany’s attempts to extort Cohen may have ended his career for good
“Oftentimes people who once were powerful and are no longer powerful find themselves desperate
and that may be what happened here,” Sheinkopf said
and it’s hard to be told you’re not powerful anymore.”
People who knew Balkany say that there is no one else operating in the Orthodox community today who is comparable to him
Friedlander said that organizations in the Orthodox community that need lobbyists should use professionals like him
“They should turn to a professional government relations company that lobbies
one that does it in full compliance with the law
“Turning to a person on an ad hoc basis — ‘Do me a favor
Do you know someone there that can help out?’ — that’s not a very effective method of advocating for your cause.”

When Chicago recently dreamt of hosting the 2016 Olympics
its bid included the demolition of an unused hospital complex to make way for an Olympic Village
Then a young architect in town named Grahm Balkany sounded alarm bells that some of the buildings
and other aspects were the work of the pioneer of modern architecture and creator of the Bauhaus–Walter Gropius
Once Chicago lost the Olympics to Rio you’d think the city would have called off the bulldozers
obviously you don’t know “The Chicago Way.”
Did you celebrate when Chicago lost the bid for the 2016 Olympics
We would never celebrate anything that is a loss for Chicago
Only that part that sees this as an opportunity to revisit the premature decision to demolish Michael Reese Hospital
After Chicago lost the Olympics I spoke with Molly Sullivan
the spokeswoman for the planning department
They continue with preparations for demolition
She said the site–by the lake–remains attractive to developers and the city wants new housing and retail there to connect the flourishing South Loop and South Side
I asked her if it’s important to the city to preserve the legacy of Gropius and the Bauhaus in Chicago and she said she’d rather defer on that for now
(Balkany laughs and sighs at the same time.) Developing and preservation are not antithetical
Despite the fact that they have no viable plan for the site
It’s said that in Chicago even taxi drivers argue about architecture

This is one of the richest bodies of work by Walter Gropius anywhere
Michael Reese captivated him on and off from 1945 to about ’59
When you’re there it’s as if you’re inhabiting Walter Gropius’s vision of city planning
It’s what he called a “total work of architecture.” You see a complete relationship between landscape and buildings with spaces flowing in and out of one another
and the relationship of those spaces perfectly proportioned and yet organic and free
The landscapes were alive and changing and reflected the principles of Gropius and his colleagues at the Harvard Graduate School of Design
Michael Reese was his first major independent project and in it he showed his ability to collaborate with master Modernists to bring out their vision while bringing his own ideas to the table
Sasaki brought playfulness to the campus that was a foil for the rigid and streamlined forms of Gropius
We came off of Lake Shore Drive at 31st Street
You feel a slight rise there as you go over the Illinois Central tracks
You’d come over the tracks and you’d be in this Utopian city
the embodiment of principles of many Modernists
That day I looked to my right and in the distance I could see a pavilion in the center of the campus

They only left vegetation around the perimeter
The hospital board always had a policy to keep the landscape open and people used it and treated it like they were public parks

Destroying Michael Reese is the second chapter of the demolition of the great works of Chicago
There hasn’t been a demolition tragedy on this scale since 1972
when Louis Sullivan’s Stock Exchange was torn down
if you believe in “sweet revenge,” do you think that if Chicago had respected the ghost of Gropius that they might have fared better in the Olympic voting
Chicago’s bid said we’d have one of the most environmentally friendly Olympics ever
Destroying all these trees and these buildings burst a hole in that
What chances would you give the campus of being spared
That changes every day but I feel we’re gaining
Today I’ll be optimistic and say there’s a 75 percent chance the Michael Reese campus will be saved
Now that the Olympics bid is over officials can support us–it’s less politically contentious
This could be a potential tourist draw with nearby works by Sullivan and Frank Lloyd Wright and the campus of the Illinois Institute of Technology
designed by another modern master and former Bauhaus director
So how would you adaptively reuse these thirty-seven acres
All the vision for the Olympic Village can be incorporated beautifully into an expansion of this campus as a new hyper-environmentally-sensitive neighborhood
The hospital buildings lend themselves to reuse as residences
A commuter train stops right at the entrance to this campus
Make this transit-oriented development and fill in the gaps with cutting-edge architecture
That would be a wonderful legacy of this entire saga
That Gothic Revival limestone field house that they were tearing down when you first came to Chicago
and that you tried to save–what ever happened to it

Well he got that right
but he's pleading that his only error was making a stupid mistake
is the fact that he was blackmailing Cohen in order to raise money for two Brooklyn schools
But we're not too sure how seriously we can take what he says after his lawyer made this defense
You want to find him guilty for using bad judgment
Aren't all crimes exercises in bad judgment that deserve punishment
Maybe that stupid defense seomwhat helps the rabbi's case, probably. Because it's idiotic. And so could the rabbi's convuluted blackmail scheme
the rabbi told the hedge fund that someone he was counseling knew about an instance of SAC Capital's insider trading
The hedge fund making $2 million donations to two Brooklyn schools
the Bais Yaakov school (turns out Balkany is the dean) and another school
Apparently Balkany kept going back to negociate with SAC
which was working with the FBI at this point
and he kept talking and digging himself deeper into a hole of obvious guilt
And in a very rare move the judge even ordered Rabbi Milton Balkany to be locked up instantly because she was "seriously concerned" he might try to run if he was allowed to remain free on bail
Balkany tried to extort SAC Capital out of $4 million by claiming he would help them cover up insider trading allegations
The rabbi plead guilty back in December
His lawyer argued that his client chose Cohen because he'd heard the founder of SAC Capital was "Jewish and ..
Balkhany should have been locked up for longer

à la gendarmerie proche de son domicile de Giverny (Eure)
sachant qu’il serait incarcéré dans la foulée
Et pas seulement pour quelques jours puisqu’il lui reste environ quatorze mois à purger
La peine qui lui vaut ce retour derrière les barreaux a été prononcée le 4 mars 2020 par la cour d’appel de Paris, qui l’a condamné à trois ans d’emprisonnement pour fraude fiscale
Le juge d’application des peines avait accordé un aménagement de peine : « la détention à domicile »

Le ou les cambrioleur(s) ont cassé une fenêtre pour pénétrer dans le manoir

C’est là que vivent les Balkany depuis des décennies, dans ce manoir acquis en 1986
alors que Patrick Balkany était tout jeune conseiller général du canton de Levallois
le couple a fait donation de la propriété à ses enfants mais en en gardant l’usufruit
s’étranglait Isabelle Balkany dans un des épisodes judiciaires de la série blanchiment de fraude fiscale
Depuis plus d’un mois, il est donc de notoriété publique que les époux Balkany ne sont pas chez eux. Redoutant un cambriolage, leur entourage avait alerté la gendarmerie locale. Les rondes n’ont visiblement pas suffi. Le parquet d’Évreux a ouvert une enquête, confiée à la gendarmerie, pour que soient identifiés les auteurs de ce vol avec effraction. Ce vendredi, les traces et indices étaient en cours d’analyse.

plusieurs questions entourent l’avenir de Patrick Balkany
le tribunal correctionnel de Paris doit rendre une deuxième décision
Tout porte à croire que la sentence sera plus lourde encore que les quatre ans ferme infligés pour fraude fiscale
Le dossier qui a mené le maire de Levallois devant le tribunal est scindé en deux procédures
qui se sont ainsi traduites par deux procès
pour la fraude fiscale reprochée aux époux Balkany
a mobilisé la première semaine de l'audience fleuve du printemps dernier et s'est conclu par ce jugement du 13 septembre
Les avocats, Mes Dupond-Moretti et Antoine Vey pour le maire de Levallois
se sont indignés de ce saucissonnage du dossier
Crime story raconte chaque semaine les grandes affaires criminelles
Mais le parquet puis le tribunal ont estimé que la procédure pour fraude fiscale ne pouvait être incluse dans l'ensemble du dossier à cause de conventions signées entre la France et l'étranger en matière de renseignements fiscaux
Celles-ci stipulent notamment que les renseignements obtenus ne peuvent servir que dans des procédures liées strictement au recouvrement de l'impôt
Cette subtilité du droit vaut à Patrick Balkany de se présenter détenu au tribunal pour ce second jugement
selon le commentaire d'Éric Dupond-Moretti lorsque son client a été envoyé en prison
il y a logiquement le blanchiment de fraude fiscale
c'est-à-dire l'utilisation de l'argent non déclaré
les revenus escamotés se retrouvent dans leur patrimoine
évalué en tout à plus de 13 millions d'euros
Patrick Balkany comparaîtra devant la chambre des appels correctionnels de la cour d'appel de Paris pour l'examen de sa demande de mise en liberté
il ne saura pas le jour même si elle lui est accordée ou refusée
Mais la réponse doit lui être donnée au maximum deux mois après la demande

Pour ce qui est de la très probable condamnation à venir ce vendredi
Patrick Balkany fera certainement appel du jugement et sollicitera dans la foulée sa remise en liberté s'il est à nouveau placé sous mandat de dépôt
cette deuxième demande de mise en liberté pourrait être aussi examinée lors de l'audience de la semaine prochaine
Mais le temps des formalités et la nécessaire transmission du dossier à la cour d'appel rendent l'hypothèse fragile
Patrick Balkany redevient présumé innocent
les peines d'emprisonnement et d'inéligibilité ne s'appliquent donc pas
Patrick Balkany peut même être candidat tout en restant en cellule
Mais si la liberté lui est refusée avant un procès d'appel - en pareille circonstance
le prévenu doit être rejugé dans les quatre mois - les calendriers judiciaire et électoral vont se télescoper
le procès d'appel devrait être programmé après l'élection
Ce qui lui laisserait alors le temps de se présenter pour la septième fois devant les électeurs de Levallois-Perret
Isabelle Balkany a été jugée pour blanchiment de fraude fiscale mais pas pour corruption
Le parquet a requis quatre ans de prison avec sursis
500 000 euros d'amende et dix ans d'inéligibilité
Il faudrait donc à la fois que le tribunal dépasse ces réquisitions et qu'il estime maintenant son état de santé compatible avec la détention
contrairement à la décision prononcée il y a cinq semaines
Si elle est condamnée, elle fera appel et restera aux commandes de la mairie. Depuis l'incarcération de Patrick Balkany, celle qui était jusqu'alors sa première adjointe assure l'intérim à la tête de la ville. Elle pourrait même être tête de liste en mars prochain, option qui se dessine de plus en plus si son époux est toujours « empêché ».

It remains unclear even to investigators where the Hungarian married couple got their money from
they are not renting the expensive properties
which makes it even more peculiar where they got all the money from
the couple has properties in Marrakesh and the island of Saint-Martin among others
This made up to an EUR 13 million undeclared income
In the current anti-elitist background of French politics
the French authorities’ idle activities to address this issue are causing a public outrage
which is ever-more directed towards the French PM
The question might arise: how did the public (unwillingly) contribute to these travels
