Father Iván Csete has often talked to me about his friend László Oroszlány and has invited me several times to visit the (non-Hungarian) church in Port Jervis (in upstate New York
where the borders of three states—New York
where he celebrates Hungarian mass once a month for ‘his Hungarians from the Highlands’
We managed to get to them on the first Sunday of January
but since László had previously sent me his memoir (My Life: The First 83 Years)
in which he summarized his adventurous life story
I ‘only’ asked him questions that had occurred to me after reading it
God decides’ is the most common sentence in your book…
my life very often turned out completely differently than I had planned
History intervened several times; for example
the final phase of which I experienced in Hungary as a child aged 8–9; the communist dictatorship that followed; and then
the 1956 revolution and freedom fight and its suppression that I had to flee from
which left me and my brother Toni stranded in Italy
after which we could only immigrate to the United States
a primary school reunion in Hungary led me to my second wife
who moved to the United States to live with me 20 years ago…
That’s why I often tell young people: Don’t be upset if something doesn’t work out
look at my life: it may have been better or worse than I wanted; but I’d miss a lot if it had been different
and I certainly wouldn’t want to trade what I have for anything
if I had something different in my life than what I actually experienced
it would mean that I’d not have possessed or lived through what I actually have
and I don’t even want to think about that… Last Thanksgiving it was the 68th anniversary of our arrival in Italy
so I asked my family—ten Oroszlánys were gathered for dinner and I was the most senior family member—to give me a little more time to speak
I told them that I didn’t want to leave my country at all and I certainly didn’t want to live in America
but I thank God that my life turned out the way it did and that I have the family that surrounds me now
My brother’s family would be quite different
and the same can be said about the 17-year-old girl with whom we parted ways for good in Italy
You moved to Budapest and went to a technical school after work
What drove you not to give up and keep on studying
although I have never actually worked in such capacity
I’ve loved learning all my life—up until recently
because my brain is slower now at the age of 89… Other than that
I was a handyman to my father as a young child
I loved fixing things at home: I straightened nails
I’d watch the blacksmith to learn how to make one
I worked and studied in Budapest for seven long years
while I didn’t have much time for fun or making friends
I applied to university because I wanted to develop myself and achieve something more
I was just a mechanic in the eyes of her relatives
I was introduced by them as a chief engineer
Hundreds of small companies participated in the Apollo space program as suppliers
founded in 1966 which operated for nearly 42 years
since not many small companies have existed in this sector for such a long time…
When I was studying at home in the evenings after work in Budapest
When I stayed with the Baron Monti family in Merano
during our regular conversations they also asked me about my musical knowledge
and the Baroness was surprised: she said she had studied piano for seven and a half years and had not noticed the mistake… After that
I was even more tempted to stay in Italy with them and study music at the Music Academy there
and I wanted to get to Canada as soon as possible to find out what had happened to my love
But that’s not ended your ‘relationship’ with music
but my brother showed one of them to an opera singer in Budapest
He sang the song and said it’s too good to stay in the drawer and I should nominate it for a contest at the Song Olympics held every four years since the 1930s
and since we were in Hungary at the time of the awards ceremony
Rozika Farkas sang my song and I won first prize with it
Hungarian President János Áder congratulated me for this award
because I’d been living far away from my homeland for 55 years
It was a kind of compensation for not being able to study music…
called the ’Word of Faith’ (Hitszava in Hungarian)
who was the conductor of the Hungarian Radio Choir in 1956
He also emigrated in 56 and lived on Long Island
who was also the director of the Arany János Hungarian School in New York and the Széchenyi Society
It is also thanks to him that Cardinal Mindszenty smiled at me
and this has left a lasting impression…
what happened between you and Cardinal Mindszenty
Cardinal Mindszenty started his American tour at our church in New York
after which a reception was held in his honor at the elegant Hotel Waldorf Astoria
with Róbert Harkai as the master of ceremony
and he introduced us to Cardinal Mindszenty
I don’t think I have ever met a man of greater character than this holy man… I had a book with me and I asked him to sign it for me
because then other people would want him to do the same
we’ll form a circle around him so that other people wouldn’t see what he’s doing
and the official photographer caught that very rare moment
which I got a photo of and have treasured ever since
How did you get involved in the Hungarian community in New York
and the first person we met on the street was a homeless man begging for money from us
the fresh refugees… We left the hotel in great sorrow
first to the Reformed Church on 69th Street
Reverend Imre Kovács only asked us about our religion after talking to us for half an hour
and when he found out that we were Catholic
he insisted that we’d definitely register at St
there were a lot of young people around the church and other organizations; there were a lot of Hungarian gatherings
the only Hungarian ball that still exists today
there were at least four other Hungarian balls in New York during the ball season
where the Hungarian debutante girls—including Kati
my future first wife—were escorted by West Point cadets
The balls were usually held at elegant ballrooms
for example in those of the Hotel Waldorf Astoria or the Plaza Hotel
That has all changed since then and the choir’s long gone
New immigrants have always come to New York
there was always a problem of lack of parking space in central New York and not everyone undertook to drive to Manhattan once a week and park in a garage for a fee
the Hungarian quarter itself has melted away over the past few decades
there were still a lot of Hungarian establishments: three Hungarian bookstores
four Hungarian butcher shops—including my brother’s for a while—
all Hungarian places have gradually disappeared
there was a failure to involve the younger generations… St
Stephen’s Church was built by Hungarians 120 years ago
they couldn’t pay the mortgage on the building
They saved the church from closure by having it taken over by the Americans—first the Franciscans
sometimes even two or three for a long time
the question for the American Pastor of the parish was not whether he was anti-Hungarian or not
Whether this was part of their own belief system or they implemented central instructions
I don’t know… I also had a serious fall out with Fr
when I was member of the Parish Council and chairman of the Lay Committee for several years
when Bishop Endre Gyulay visited us at the church
there was a full house reception luncheon in the White Hall for his honor
the Pastor to come and greet and sit with the bishop up front
Angelo came late and didn’t even greet the honored guest
Afterwards I wrote him a letter in English
saying that I was terribly upset about what had happened
I had several people read it before I sent it
I received a very harsh letter from him stating that he couldn’t work with me and that he was going to replace me in the Lay Committee—he couldn’t do it as it was independent of the church
As was the fact that he shouted at me in the rectory afterwards
Half an hour later he approached and told me: ‘Laszlo
a group of young people around the church organized a Hungarian club on Fridays
and there were times when 50 people came together at their events
They could play table tennis in the main hall
and there was even a small room next to it
where they organized creative events of high quality
But then he rented out the halls for others and the young people couldn’t have their Friday night events any more
The last big event they organized was a carnival with a huge success
Then there was a Hungarian street fair in front of the church and Fr
Angelo angrily shouted at vendors and organizers questioning what they were doing there
and one of the organizers shouted back at him
Angelo rented half of the choir loft out to the school
so we couldn’t go upstairs where the choir used to be
the cantor had to use the piano downstairs. I don’t know if it was just due to his erratic behavior or if there was another reason… Perhaps the church was already expected to close and in the background nefarious deals were already being made about its fate
It was built on a very valuable piece of land
so we also suspected that there might have been a financial aspect behind the closure
because they obviously had no interest in communicating clearly with us
but it seemed as if they didn’t want to keep the Hungarian church
There is no longer a single Hungarian Catholic church in the whole of New York State
and I even spoke out and asked the parishioners to come to New York afterwards
because if we don’t have enough attendance
What could you do about it as a member of the Parish Council
it was no small sacrifice for me to go to the Parish Council meetings in Manhattan once a month at 7pm; but I was always there
and I always looked for the opportunity to make a difference in Hungarian affairs
There were many more Americans than Hungarians on the council
and most of the time I was the only Hungarian who spoke
American members of the Parish Council were generally interested in what I was proposing
I remember once we were in Hungary in the winter
and in the two-towered Rókusi Church in Szeged
because it was so cold—even inside the building
When I told them about it at the next meeting after my return
Then I asked them to think about the conditions in which people go to church in Hungary… This changed the whole mood of the meeting
and they even wanted to start fundraising for that particular church
was bothered by the fact that I often spoke and I always spoke about Hungarian topics
on the occasion of the 50th anniversary of the 56 revolution
there was a serious disagreement within the church…
49 people representing practically all of New York Hungarian organizations
including one of the last Hungarian Catholic priests
even donated one or two thousand dollars for the committee
two young Franciscan priests came to serve one after the other
but the result was that everyone was on the 56 Committee
And while we were celebrating in Carnegie Hall with a beautiful memorial service and concert
there was a ‘counter-celebration’ organized in the White Hall of the church
which caused a great rift in the community and the number of mass attendees never went over 100 again
Vas died quite young and unexpectedly and he was followed by Fr
Since Father Laci moved back to Hungary last year
They all gave up their free Sunday afternoons to serve us…
What could you do for the church as Lay Committee President
For quite a few years I was the vice chairman of the Lay Committee founded by Róbert Harkay
I took over for him for a good three years
Not only did I write the weekly newsletter
but it bothered me seeing someone offer a dollar for the offertory at mass
since that’s far from enough to keep it going… The community offers time and energy
but those who have more should give much more
We also have supported various organizations
Eleonor Kelley—an American with Hungarian roots (her mother was from the Highlands
today’s Slovakia)—was a member of our choir for a long time and after her husband’s sudden death
the Hungarian Christian Education Fund (HUCEF)
for many years sponsoring students from Hungary to America for six months to study
at the meeting of the organization in Washington
I received a medal for my support of the Hungarian cause
which was presented to me at a reception by Géza Jeszenszky
the Hungarian Ambassador to the United States at the time
I jokingly remarked to him that this Kossuth Medal was as valuable to me as the Kossuth Prize could be to someone else in Hungary
sometimes you have to open your wallet for the community
her name was put on a plaque in several churches
where my brother lived and a church had been built nearby
there is a Memory of Catherine Oroszlány plaque on the altar
which my brother and I donated to—I didn’t remember that until we attended the unveiling event
and saw our names on the back of the statue
tell us about the Hungarian community in Port Jervis
Father Iván Csete still had the (non-Hungarian) church where he served as the Pastor of Saint Thmoas Acquinas church in Forestburgh
Ani and I moved to our present home in Pennsylvania
we started going there every first Sunday of the month for a Hungarian mass and also helped to clean up the yard around the church
the parish was still in operation for a few months
so we cleaned out one room and turned it into a chapel where we had Hungarian mass on the first Sunday of every month
I think Father Csete celebrated masses there on other occasions
They closed it and they even took away the key and wouldn’t even let us go in… It was also very ugly
Father Csete moved to a monastery house for six months
and from the train station he traveled to New York City every second week to celebrate the Hungarian mass there
Cardinal Péter Erdő told me when we met in Washington
DC: ‘Now you have a Hungarian priest to say mass to you in Hungarian…’ I didn’t have the opportunity then
but I later explained to Bishop László Kiss Rigó of Szeged that it was almost like someone from Győr
Hungary every Sunday afternoon to say mass
Shortly after Father Csete started to take the train to New York City on Sundays
he was looking for a parking lot in Port Jervis
so he entered the Catholic church to talk to somebody about it
The very sympathetic parish priest not only said yes to him
but offered him the opportunity to move in here because it’d be easier for him to travel to New York City regularly from there
and he could possibly help him out with celebrating masses as a resident priest
Except for a short period when several parishioners from St
Stephen’s Hungarian Catholic church in Passaic
NJ also came to attend the monthly masses here
and the period of the Covid pandemic when many parishioners passed away or moved out of the area
but unfortunately we are all getting older and new people rarely join
Zoli making the coffee and Erzsike creates and brings the cakes
Father Csete still helps out in his old church
for example he is still the pastor of the firemen’s brigade there and goes to their meetings
and still visits New York every other week
We are worried about how long he will last

“I was a little bit nerdy” Tony Oroszlany answers cheerfully when asked about his time as a student at Loyola School
I went on to be a history major in college
so history was likely one of my favorite subjects
The conversation takes place in Oroszlany’s office on the ground floor of his high school alma mater
The space is decorated with memorabilia from Oroszlany’s decades at Loyola School

Every item evokes a spirit of community and love for Loyola that has grown deeper with time

a Jesuit principle translated as “care for the whole person.” It’s an approach Oroszlany models for his students
showing how Loyola not only honed his math skills and admiration for the arts

Oroszlany has fostered Loyola’s community service programs

Oroszlany completed his undergraduate degree at Georgetown University
but the Upper East Side native soon returned to Loyola
joining the staff in 1994 and sticking around for seven years until 2001
during which time he also completed an MBA at Fordham University
A business degree is a somewhat uncommon step for a school administrator
I wasn't imagining that I'd be the school's leader
but I did recognize that some of what you would learn in receiving an MBA can be applied to not-for-profit management,” Oroszlany says
He came home to Loyola most recently in 2003
putting his business skills to use as the school’s vice president for advancement and strategic planning before stepping into his current role
Combining his managerial training and dedication to Loyola’s spirit
Oroszlany has overseen strategic initiatives — including the remodeling of the school’s library
and science labs — that have helped Loyola maintain its competitive edge and holistic tradition
“The manager I probably lean on the most is the founder of the Jesuits
He just has so many thoughts that are 500 years old that still apply to us every day
He tells students: ‘Go forth and set the world afire.’ So just go out and capture it,” Oroszlany says
“He wants us as educators to influence those who will influence others
That's going to be true a hundred years from now as well.”
Even the teaching of Jesuit principles has evolved to keep up with the times
who used to embody the school’s spiritual core
have fallen into short supply since the 1970s and ‘80s
Jesuit schools — including Loyola — have become more proactive in sharing their philosophical foundations
while also celebrating the “added dimension of learning” that comes from welcoming students of other faiths into the school community
“The world they're going out to is very different ..
So let's go back 10 years each go around: Ten years ago
They're being prepared for a different world every step of the way,” Oroszlany says
underlining the importance of evolving with the times
“So often people see this generation as one who are too dependent upon technology
I really believe that they are ready to lead the world
I think they'll do a better job than we've ever done.”

Diaz visited the Mott Hall V middle school on Tuesday, September 22 to bless seven new SMART Boards, some of the first granted to School District 12. Diaz funded the SMART Boards as a member item via the Hispanic Federation.
“I plan to do this at every school in my district,” Diaz said.

Suez Water Technologies & Solutions is investing around €30 million to expand its ultrafiltration membrane manufacturing plant in Oroszlány, Hungary.
The plant is one of the largest in the world dedicated to the production of hollow-fibre ultrafiltration membranes.
Suez says that the expansion of the plant will significantly increase the production capacity of the ZeeWeed 500 product line, and meet the growing demand for membrane technologies.
“This project is a reflection of both our strong commitment to the local community and the world’s growing need for membrane-based solutions to achieve high-quality water for discharge or reuse,” said Yuvbir Singh, CEO of Suez Water Technologies & Solutions. “The market for membranes is strong and will continue to grow.”
The expansion, which will be built on a greenfield site, is expected to be completed in 2023.

seeks to ensure access to a quality college-preparatory education for students from low-income families
Among the programs LSA provides local residents are child development support services
The annual income of the majority of families who access LSA is under $20,000
Each student team was required to submit an oral presentation before a panel of judges
explaining why they had chosen to assist that particular charitable organization

Hungary — Images of Janos Baranyai dislocating his elbow at the 2008 Olympics have been viewed more than 15 million times on YouTube
Baranyai’s right elbow popped out of its socket as he was attempting to snatch 148 kilograms (326.3 pounds) in the men’s 77-kilogram (169.76 pounds) division at the Beijing Olympics
His elbow was reset by doctors in China without the need for surgery and Baranyai spent three weeks in the hospital doing rehabilitation work after returning to Hungary
“The reason I watched the video was to see what my mistake had been,” the 27-year-old Baranyai said
“I didn’t find any mistakes and I’d do it over in exactly the same way
Baranyai’s right forearm bent backward as he crouched and lifted the barbell over his head
he fell forward screaming in pain with his lower arm hanging at an impossible angle
“I’ve never felt such pain,” Baranyai told The Associated Press during interviews in his home and at the nearby gym where he trains with the hope of qualifying for the London Olympics
There are none on his elbow because doctors were able to avoid surgery
this injury did not break me at all,” Baranyai said
It never occurs to me what would happen if my elbow were to give again.”
The only visible reminder on his elbow is a tattoo — “Beijing 2008” over the five Olympic rings
but I had the tattoo put on a few months after the injury,” Baranyai said
He began lifting weights again about six months after Beijing
when his elbow was feeling better but his back was still sore
“My spine was very painful for more than half a year

“His injury was severe and very rare,” Dobos said
“It is his tremendous spiritual strength which has helped him overcome it

“My mother would have been happier if I’d retired but by now she has resigned herself to my plans,” Baranyai said
He was back to full strength in about a year and returned to international competition in 2010

Baranyai finished seventh at the European championships and 15th at the world championships that year

Topological materials host robust properties
owing to the global topological properties of the bulk electron system
Materials in which the topological invariant can be changed by easily tuning external parameters are especially sought after
Zirconium pentatelluride (ZrTe5) is one of a few experimentally available materials that reside close to the boundary of a topological phase transition
allowing the switching of its invariant by mechanical strain
we unambiguously identify a topological insulator–metal transition as a function of strain
by a combination of ab initio calculations and direct measurements of the local charge density
Our model quantitatively describes the response to complex strain patterns found in bubbles of few layer ZrTe5 without fitting parameters
reproducing the mechanical deformation-dependent closing of the band gap observed using scanning tunneling microscopy
We calculate the topological phase diagram of ZrTe5 and identify the phase at equilibrium
enabling the design of device architectures
which exploit the topological switching characteristics of the system
These experiments are supported by first-principles calculations that also show the very same pattern of contrasting results

As a final step using the strain field we obtained from the finite element method
we can calculate the band structure of the system under the influence of the strain patterns by using DFT
we present the effect of four different strain components on the band gap of the crystal
we show the elements that are responsible for the in-plane shear
It is clear that both decrease the band gap
but the εxy component has a smaller contribution compared to εyz
it can be clearly observed that the magnitude required to close the gap is as high as 7.5%
which is too large to explain the effect observed on Bubble1
We can find the explanation to the LDOS halo observed in the meauseremnts by looking at the curves in the adjacent panel
The solid blue line denotes the effect of the εzz component on the band gap
Positive strain values close the gap at around 1.5%
but the negative values first widen the gap and after 2% start closing it
We found that εxx and εzz behave identically for positive values
only showing a drastic difference for compression
namely that εxx closes the gap for much reduced strain values

At every point the size of the gap was calculated and a sign has been assigned to it according to the topological flavor of the gap
The negative gap corresponds to the strong topological insulating phase
while the positive gap to the weak topological phase

As we go towards point (2) we reach the gray area where the band gap is closed but there is no touching of the bands
At point (2) the bands corresponding to the massive Dirac fermions touch each other around Γ
As we go further towards point (3) the Dirac cones open up and the band between the high-symmetry points A1 and T lift up from the Fermi level
This opens a gap in the weak topological insulating phase
with electronic properties that are extremely sensitive to its lattice parameters
This over-sensitivity has led to controversies in the crystal’s literature in recent years
the sensitivity makes it a perfect candidate for strain engineering the material across a topological phase transition
In this contribution we have combined density functional theory and finite element calculations with direct measurements of the charge density
allowing us to identify the mechanical deformation needed to induce topological phase transitions in the material
We showed that shear in the plane perpendicular to the van der Waals direction could also lead to a phase transition
Our results pave the way for a robust understanding of the band structure and topological properties of ZrTe5
enabling future investigations into the physics of topological phase transitions as well as applying these in electronic devices
The simulated STM image was obtained for a three layers thick sample
that we cut from the original bulk crystal in the (110) orientation
We used Monkhorst-Pack resolution 20 × 12 × 1 in the geometry relaxation this case
where the samples were separated with a 40 Å thick vacuum in the perpendicular direction
The simulated STM image was obtained by the tools developed by the SIESTA developers
where the position of the tip was 2.5 Å away from the position of the topmost Te atom

The thickness of the block was matched to the sample size in the STM measurements
The sides and the bottom of the block were fixed and we applied hydrostatic pressure on the bottom of the block on an ellipse shaped part of the bottom to match the shape of the bubbles in the STM measurements
The pressure was chosen to match the height of the bubbles
STM measurements were performed using an RHK PanScan Freedom microscope at 300 K and 9 K temperatures in UHV
STM tips were prepared by mechanically cutting Pt/Ir (90%/10%) wire
We have used a large working distance optical microscope to place the STM in the vicinity of selected ZrTe5 crystals
dI/dV spectra were measured using a Lock-In amplifier
with a reference frequency of 1.372 kHz and a bias modulation of 5 mV at 9 K and 30 mV at 300 K
X-ray diffractometry measurements were performed in the parallel geometry using a Bruker AXS D8 Discover diffractometer equipped with Göbel-mirror and a scintillation detector with Cu Kα radiation
We used the Diffrac.EVA program and the ICDD PDF database for phase identification

Mott Hall V’s founding Principal who has been there for 12 years
took exception to a recent column I wrote celebrating the growing number of charter schools that serve families and children in my district
Oroszlany claimed that while charter schools are able to pick and choose their students
and educates public school children from grades 6 through 12 who reside in the area
Oroszlany’s dedication to his students
and I need to echo how very proud we all are of the 85% – 90% graduation rate of Mott Hall V
I applaud the Mott Hall V’s graduates who have received full-freight scholarships and Posse Foundation Scholarships to Ivy League colleges and some of our nation’s top universities
Some Mott Hall V students face serious challenges that include poverty
but due to great efforts of the school’s administration and its faculty
their students remain undeterred and still succeed in spite of the odds
one of the schools where many parents outside of my district wish their children could attend
It is important for you to know that whenever I have an opportunity to allocate resources and capital funds to help the public schools in my Senatorial District
You should also know that due to the ugly bureaucracy that exists in the New York City Department of Education and the New York State Dormitory Authority
there remain outstanding capital grant funds for public schools in my district that I allocated and were approved as far back as 2010
This more than a five-year delay in disbursing the funds for our public schools is between the New York City Department of Education and the New York State Dormitory Authority
If our public school children did not have to wait 5 or 6 years for needed resources that seem to flow into the Charter Schools without delay
our public schools would be in better shape
If more available resources actually reached the desks of our public school children
then our public schools would be more competitive and our children would absolutely be prepared to compete
Everyone who is helping our children to have the same opportunities as children in other areas of the city deserve to be celebrated
Those who are not and who stand in the way of our children’s success should be publicly held accountable

an independent Hungarian media outlet working with the financial help of their readers
the first round of the Hungarian government’s castle privatisation scheme ended
The Orbán cabinet found new owners for four castles following the decision of János Lázár
He added that another round of privatisation would come in the second half of February
the remaining two castles were given to local governments
The Esterházy Castle in Majk will go to the city of Oroszlány, while the Wenckheim Castle in Szabadkígyós will be acquired by Hódmezővásárhely
Hódmezővásárhely’s mayor is Péter Márki-Zay
the prime ministerial candidate of the joint opposition in the 2022 general elections
who suffered an incredible defeat from PM Orbán three years ago
Oroszlány is led by the Fidesz-backed Károly Takács
Lázár added that they called for applications for eight castles in the first round and received 21 bids
which he called “a particularly good result”
he did not explain why the other four castles were not donated to any of the applicants
when Válasz Online first wrote about the Hungarian government’s plans concerning the privatisation of the Hungarian castles
Válasz Online highlighted that some castle buildings were revamped with taxpayers’ HUF billions
but the Hungarian government seems committed to transferring them to companies or wealthy individuals
The reason is that the Orbán cabinet believes the state is an inadequate owner
unable to renovate and operate the castles properly
Former President Katalin Novák refused to sign the relevant bill multiple times
which resulted in a serious conflict with Lázár
Novák resigned following the clemency scandal last February and the Hungarian Parliament approved the scheme months later
the first tender round could begin last autumn
Válasz Online wrote in December 2023, almost a year before the announcement of the first tender, that Nádasdladány will belong to the Richter since some managers were shown around in November in the castles of Nádasdladány
The Richter managers chose Nádasdladány after the tour because of its proximity to Budapest
to be transformed into an elegant retreat or recreational centre for the company’s top executives
It is a big question whether companies or wealthy individuals can operate such castles
two local governments won castles: the Esterházy Castle in Majk was given to the municipal government of Oroszlány
while the Wenckheim Castle in Szabadkígyós to the opposition-lead Hódmezővásárhely
It is questionable whether these local governments can operate those castles and have the financial assets to complete the necessary renovations
Lázár referred to that dilemma in his announcement video
the taxpayers’ of the two cities will have to pay for maintaining
while Péter Márki-Zay has not yet commented on the decision
Válasz Online believes that the two castles going into private ownership will ensure public access
both castles house excellent historical exhibitions and cafés for visitors; their furnishings consist of museum artefacts on deposit and pieces specifically purchased for this purpose
Accessibility to the castles and their exhibitions was a requirement in the tenders
