a magnitude 9.1 undersea earthquake struck 240km west of Sumatra
rupturing the greatest fault length of any recorded earthquake (1,500km long)
and releasing energy equivalent to 23,000 atomic bombs
The tsunami waves it triggered spread across the Indian Ocean at speeds of up to 800km/h (as fast as a jet airliner)
devastating coastal areas in more than a dozen countries and killing 230,000 people in what would become one of the greatest natural disasters in modern history
But it was Aceh, Indonesia – a province already blighted by decades of civil war – that was hardest hit
where waves of up to 20-30m swept through the city
destroying more than 60% of its buildings and killing an estimated 61,000 people (around 25% of the population.)
Twenty years on, Banda Aceh has been rebuilt and is thriving once more. "The transformation has been extraordinary," says Sam Clark of UK-based Experience Travel Group
which has recently launched trips to the city
"It's a testament to the fortitude of the Acehnese people to see how Banda Aceh has risen from the waters."
"Banda Aceh and the wider province represent the final frontier of adventure tourism in Indonesia," he says
they'll find it's a place well worth seeking out."
and was built in the form of a stylised mountain to ease the homesickness she felt for the highlands of her homeland
The mosque survived the tsunami intact – a sign interpreted by many as divine intervention – and in the immediate aftermath it served as both a survivors' shelter and a temporary morgue for bodies awaiting identification
"It refers to the power of God's will," says local guide Mahlizar (Acehnese people traditionally only use a first name)
even if we don't understand the reason why."
One of the most iconic symbols of the tsunami is a fishing boat that came to rest on top of a house in Lampulo village around 1km from where it was originally docked
I thought the Earth would split in two," says Bundiah
one of 59 people who survived by climbing onboard to escape the rising water
where she shares her memories with visitors
"Telling our stories honours the past and helps us process what happened so we can move forward towards the light."
The tsunami prompted an unprecedented humanitarian response and international relief effort
alongside thousands of kilometres of new roads
"The physical scars were quickly removed
but the grief and mental trauma took much longer," says Mahlizar
"Our faith was of great comfort and a vital part of the healing process."
Many locals credit the strength of Acehnese culture and community as key factors in dealing with the tragedy. "The deep roots of our history and traditions help make us unshakeable," says Rosna, a member of the Tenun Songket Aceh Nyakmu weaving co-operative
- Photographing one of the most remote places on Earth
- Eight of the world's most extraordinary tiny hotel rooms
- The pilgrimage sites of Iraq's timeless and holy cities
She goes on to explain that the centuries-old Pinto Aceh pattern is still popular with her customers
as it was in the time of the first sultans
It unites us all in moments of great happiness."
And that's only for 15 to 20 minutes."
Many cafes serve Gayo coffee, grown in the Gayo Highlands close to the Acehnese city of Takengon
whose volcanic soils produce Arabica beans rich in chocolatey
"It is now considered one of the finest coffees in the world," says Muzakir
"That's important in changing the perception of the region
We are not just about the tsunami anymore."
Muzakir believes that coffee has played a pivotal role in the city's transformation
"It is a tool of society," he says
"It encourages an open conversation between men and women and allows us to explore new ideas and ways forward
Nokia once had a famous catchphrase about their phones connecting people
it's coffee that does the same job."

A 6.2 magnitude earthquake struck Aceh province in northern Sumatra on Friday evening
shaking buildings and triggering panic among residents still traumatized by the devastating tsunami 20 years ago
approximately 36 kilometers southwest of Aceh Selatan
The tremor had a depth of 29 kilometers beneath the Earth's surface
the earthquake's epicenter was located at coordinates 3.15°N latitude and 96.95°E longitude
The agency also urged residents to remain calm and vigilant for potential aftershocks
Although the earthquake did not pose a tsunami threat
authorities are continuing to monitor the situation closely
The earthquake revived memories of the 2004 Indian Ocean tsunami
which devastated Aceh and surrounding regions
triggered by a 9.1-magnitude earthquake off the coast of Sumatra
killed over 170,000 people in Indonesia and displaced millions more across several countries
No immediate reports have indicated casualties or significant damage from the January 31 earthquake
Local authorities are actively gathering information and conducting field assessments
dozens of patients and their families rushed out of the building during the shaking
Many sought refuge in the hospital’s courtyard while waiting for the all-clear
The Aceh Disaster Mitigation Agency (BPBD) confirmed that there have been no reports of fatalities or severe structural damage as of now
The agency noted that the tremor was felt across a broad area
including the southern and central coastal regions of Aceh
Authorities continue to monitor the situation and urge residents to stay informed through official channels

midwife-turned-immunization coordinator Nur Khalida has been based at Puskesmas Ingin Jaya
on the outskirts of Banda Aceh City.
Nur works with local midwives on how best to improve immunization coverage
focusing on addressing vaccine hesitancy.
\"I believe in using a personal approach to build trust with the community,” she explains
“I always offer my phone number for follow-up questions
which helps alleviate fears.”
Nur Khalida (left) and other participants engage in a role-play exercise
These practical sessions on immunisation administration and role-playing exercises helped participants effectively explain diseases and vaccinations to parents
recent outbreaks of vaccine-preventable diseases such as measles
polio and diphtheria have highlighted the urgent need to improve immunization coverage
just 20.8% of children in Aceh were fully immunized
well below the national average of 95.3%.
well-trained and empowered health workers can boost vaccine acceptance
protect communities and ultimately save lives.
“Health workers are the bridge between public health policies and the communities they serve,” explains Dr Muhammad Fathun
WHO Technical Officer for vaccination in Aceh
“It’s not enough to simply offer vaccines; they must be able to communicate
educate and earn people’s trust.”
This simple yet crucial observation was the foundation of a Ministry of Health (MoH) and World Health Organization (WHO)-supported training in Banda Aceh City
Trainers demonstrated how to identify frozen vaccines
“Many people in the community fear adverse events following immunization or face opposition from family members
particularly fathers,” says Dr Fathun
we addressed these concerns with participants through practical role-playing exercises.”
frontline health workers are the ones who have the most direct contact with families
so they need to be equipped with the right tools and communication skills to address community concerns in a compassionate and understanding way.\"
The MoH and WHO-supported training was conducted in two five-day batches
bringing together 180 participants from 7 districts in the province
This included 102 immunization officers and 78 midwives
In addition to community engagement and education
the training covered key skills such as microplanning and vaccine cold chain management
including how to identify frozen vaccines.
Participants engage in hands-on record keeping and cold chain management training at a Puskesmas
Sessions were also held on reporting immunization programme implementation
surveillance of adverse events following immunization
and monitoring and evaluating immunization activities
Nur notes that both the content of the training and the participants marked a significant shift from earlier approaches.
training for central health office staff was prioritized
while training for midwives and immunization officers was minimal.
the immunization officers often knowing who was vaccinated and who was not.
gaps are being bridged – one health worker at a time.
This activity was supported by the Australian government through the Department of Foreign Affairs and Trade
"I believe in using a personal approach to build trust with the community,” she explains
so they need to be equipped with the right tools and communication skills to address community concerns in a compassionate and understanding way."

00:0000:0010101.00xBy Dian Dewi Purnamasari
12 Feb 2025 19:40 WIB · English
KOMPAS – Minister of Home Affairs Tito Karnavian
representing the 8th President of Indonesia Prabowo Subianto
inaugurated Aceh Governor Muzakir Manaf and Deputy Governor Fadhlullah for the 2025-2030 period in the Plenary Session of the Aceh House of Representatives in Banda Aceh
This inauguration is earlier than the simultaneous inauguration of 505 elected regional heads from the 2024 Regional Head Elections in Jakarta
This is in accordance with the mandate of Law Number 11 of 2006 concerning Aceh Governance
President Prabowo Subianto was unable to attend the inauguration of the Governor and Deputy Governor of Aceh in person due to receiving a visit from Turkish President Recep Tayyip Erdogan
The early inauguration in Aceh is in accordance with Article 69 letter c of Law Number 11 of 2006 concerning the Government of Aceh
which stipulates that the inauguration of the Governor and Deputy Governor is carried out by the Minister of Home Affairs on behalf of the President in front of the Aceh Sharia Court in a Plenary Session of the Aceh Regional House of Representatives
The inauguration ceremony was also attended by several figures
including the 10th and 12th Vice President Jusuf Kalla
Wali Nanggroe Aceh Teuku Malik Mahmud Al-Haythtar
Deputy Chairman of the Aceh Sharia Court Basuni
Minister of Creative Economy Teuku Riefky Harsya
Head of the State Intelligence Agency (BIN) Muhammad Herindra
as well as the Acting Governor of Aceh for the 2024-2025 period Safrizal ZA
Also present were a number of former officials from the previous cabinet
Tito explained that the inauguration on February 12
was chosen to ensure that the Governor and Deputy Governor of Aceh who are inaugurated have enough time to inaugurate the regents and mayors in the Aceh Province area
the inauguration is part of the preparations before attending the simultaneous inauguration of regional heads at the State Palace on February 20
as well as preparations before participating in the regional heads' retreat at the Military Academy (Akmil)
"He (the President) is very magnanimous and fully understands those regulations
and also respects the request from the Aceh DPR and the elected governor
he conveyed to proceed with the inauguration on February 12," explained Tito
President Prabowo also understands the importance of the inauguration and has conveyed his apologies for not being able to attend in person in Aceh
the President very much wanted to witness the inauguration directly
President Prabowo still extended his congratulations to the newly inaugurated governor and deputy governor of Aceh as a form of his attention and affection towards Aceh
he (the President) really wanted to be here in person to witness it
he is receiving an official visit from the President of Turkey
the PDI Perjuangan (PDI-P) DPP provided briefing to all regional heads elected in 2024 at the Party School in Lenteng Agung
The briefing was carried out in a hybrid manner and was attended directly by a number of central party administrators
including PDI-P Secretary General Hasto Kristiyanto
PDI-P DPP Chairmen Djarot Saiful Hidayat and Deddy Yevri Sitorus
and PDI-P Deputy Secretary General Yoseph Aryo Adhi Dharmo
Hasto said he had reported to the General Chairperson of the PDI-P DPP Megawati Soekarnoputri regarding the briefing activity
Megawati is performing the Umrah pilgrimage in Saudi Arabia with her family
He added that the provision provided by the PDI-P DPP was intended so that regional heads who are PDI-P cadres have provisions before later receiving direction and coaching directly from President Prabowo Subianto
regional heads from PDI-P have provisions of knowledge related to geopolitical conditions and the concept of the Republic of Indonesia
"This is a provision so that later before receiving direction and training from President Prabowo Subianto and all levels of the state government
all elected regional heads (from PDIP) will have provisions in a concept that the form of our state is the Republic of Indonesia
the Unitary State of the Republic of Indonesia
Hasto also advised all regional heads who are directly elected by the people to put development in a system that is in line with the Republic of Indonesia which is led by a president
Although the president is supported by a political party or a coalition of other political parties
by being directly elected he can gain legitimacy to serve the next five years
"The President and his vice president have a vision and mission
which is stated in the medium-term development plan
Hasto said that this briefing was an effort to integrate thoughts and to show how the PDI-P's vision and mission were derived based on the mandate of Pancasila and the 1945 Constitution with the principle of realizing Indonesia Trisakti
Hasto emphasized that when formulating policies
regional heads elected in 2024 from PDI-P are required to invite experts and specialists
This is part of the implementation of the intellectual tradition initiated by the Proclaimer Ir Soekarno or Bung Karno
He hopes that the policies implemented by the PDI-P regional heads must be based on in-depth research and studies
referring to theoretical guidelines found from developing social phenomena as Bung Karno did in the past
"So our regional heads are required to create a policy based on research
because the theory was found from the social phenomenon that was growing at that time
which was strengthened by Soekarno that the world experienced extraordinary changes after the French revolution," said Hasto
Hasto reminded PDI-P regional heads not to forget history and to continue to explore big ideas from various schools of thought such as materialism
and socialism that were once brought by Soekarno
the resulting policies can be more relevant to the objective conditions of the people and in-depth in analyzing various challenges
to see how the dialectic of regional progress
Soekarno saw the history of the archipelago
books as a window to the world and the thoughts of world figures that underlie a construction of the problems faced by the Indonesian people," said Hasto
Djarot said that the first wave of training was attended by 142 regional heads from PDI-P
They are regional heads who were first elected in the 2024 Pilkada
The 142 regional heads from PDI-P consist of 71 internal cadres
45 elements of the state civil apparatus and bureaucracy
"From here the party then prepares its vision and mission
all elected regional heads from PDI-P are committed to working together to realize the goal of an Independent Indonesia," said Djarot
The former Mayor of Blitar added that in PDI-P
regional head candidates do not prepare their own vision and mission
This is because there is a potential for the vision and mission that is prepared by themselves to tend to be prepared only by consultants who emphasize populism and electoralism
He did not forget to congratulate the regional heads who were elected in the 2024 Pilkada
he realized that the 2024 Pilkada was going to be tough due to various pressures
we won at the provincial level 22 percent in 2024
We won an extraordinary 32 percent while for the second regional head of our district/city from 2017 to 2020 we won 37 percent
In 2024 we won 47 percent so an increase of 10 percent," said Djarot
The former Governor of Jakarta also reminded all elected regional heads to truly unite with the people
The position of regional head is only a tool as a means to realize the ideals of independence
overcome the gap between the rich and the poor
"Convince us that we are truly united with the people
fighting for the aspirations and security of the people
This regional head briefing program will be filled by speakers from high-achieving regional heads from PDIP including former Banyuwangi Regent Abdullah Azwar Anas
former Central Java Governor Ganjar Pranowo
former Jakarta Governor Basuki Tjahja Purnama or Ahok and former Semarang Mayor Hendrar Prihadi

Ci Mary (not her real name) made a difficult decision to leave Aceh this year to follow her son to Java for better career opportunities
Ci Mary witnessed numerous changes in Aceh during the New Order era and the 2004 tsunami that devastated the province she called home
comprises less than 1 percent of the province’s population
and their voices and stories are often excluded from national and local accounts
even in extensive scholarly works and local knowledge productions on Aceh
The political context complicates their existence: Aceh’s history as an Islamic kingdom
its contested position within the Indonesian nation

I have been exploring the overlooked memories of the Aceh Chinese
Living in a homestay in Banda Aceh with Aceh Chinese
I interacted with over 50 individuals and formed close connections with 20 Aceh Chinese
The Chinese connection with Aceh dates back to trade long before the Dutch consolidated their power in the region in the 19th century
As the Dutch expanded economic activities in Sumatra
waves of Chinese migration to Aceh from China and other parts of Indonesia followed
their descendants came to regard Aceh as their home
the memories of the Aceh Chinese during periods of crisis and the armed conflict between the Free Aceh Movement (GAM) and the Indonesian government are rarely the focus of public narratives
The state often neglects ethnoreligious minorities in conflict resolution
a tendency shaped by colonial legacies that entrenched the idea of autochthony
a sense of being “native” with an inherent claim to the land
The pribumi (native) versus non-pribumi dichotomy and the concept of putra daerah (children of the region) exemplify this political consciousness

Ci Mary and I visited Sigli to pay respects at her family’s tombs in 2022
but this was her first visit to the graveyard since the 2004 tsunami
which prompted her migration to Banda Aceh
The ruins and neglect of many graves revealed signs of tragedy
the passage of time and the absence of familial care
Many Aceh Chinese left the region due to a series of major events: Sukarno’s 1959 policy restricting foreigners’ small trade and retail activities
disproportionately targeting the Chinese; the 1966 military directives linking the Chinese population to the alleged Indonesia Communist Party coup attempt; the 2004 earthquake and tsunami; the prolonged conflict between GAM and the Indonesian government lasting from 1976 to 2005; and the enactment of Aceh’s special autonomy under sharia
my ethnographic research and conversations with Aceh Chinese in Sigli found that only around 20 Aceh Chinese families remain in town
driven by limited social and economic opportunities
leaves Aceh to pursue education and often builds a future elsewhere
identifying herself as both Chinese Indonesian and Orang Aceh
she observed that the Aceh Chinese occupy a liminal space
The loss of Ci Mary’s daughter and father during the tsunami permanently altered her life
Although raised in a devout Buddhist family
Ci Mary has sought solace and strength in God as she navigates a new spiritual path in Christianity
This journey has become a refuge and a source of healing
Memory plays a powerful role in shaping identity and belonging
often shaped by authorities and institutions
Society’s memory is selective and inherently political
particularly for minorities whose fragmented recollections challenge dominant narratives
offering alternative ways of navigating identity and belonging
Despite political shifts and the implementation of sharia
which governs daily life and imposes restrictions based on Islamic values
the Aceh Chinese continue to live in the region but not without challenges
The laws and Islamic values ingrained in society establish social and political boundaries
often rendering non-Muslims as “outsiders”
Non-Muslim cultural and religious events still occur in private spaces
such as Christmas celebrations and Buddhist rites
building new churches or temples is nearly impossible due to strict regulations and suspicion
The Aceh Chinese negotiate their presence individually and collectively
Associations such as Yayasan Hakka Banda Aceh collaborate with state and non-state actors
my research shows that individuals practice subtle forms of resistance
maintaining their cultural presence through nuanced
As I converse with Aceh Chinese for my research
I find they aspire to contribute to Aceh’s future
envisioning a peaceful place for their descendants
Yet much work remains to achieve sustainable peace and inclusivity
Addressing these challenges requires moving beyond superficial tolerance and multiculturalism towards meaningful justice and equality
her memories of Aceh and the emotional connections to its land and people remain

The Banda Aceh Sharia Court found Apis Irawan
guilty of committing Jarimah Liwath—a term for same-sex relations—under Article 63
Apis received 82 lashes after a three-stroke reduction for time served
while Delmaza was sentenced to 77 lashes following a similar reduction
Both men were visibly in pain during the caning

Emergency Information for American Citizens
in partnership with the Aceh Tsunami Museum
inaugurated a groundbreaking exhibition titled “Partnership in Resilience” to commemorate the 20th anniversary of the 2004 Indian Ocean Tsunami
The exhibition chronicles the remarkable journey of recovery and reconstruction that followed one of history’s most devastating natural disasters – which claimed more than 160,000 lives in Indonesia – and showcases the enduring partnership between the United States and Indonesia
offers visitors a compelling narrative of human resilience
through the United States Agency for International Development
the Department of Defense and other agencies
provided more than $400 million in aid that touched the lives of over 580,000 Acehnese in the aftermath of the disaster
the United States stood shoulder to shoulder with Indonesia,” said Jeff Cohen
this exhibition commemorates the lives lost
while celebrating the extraordinary spirit of the Acehnese people and the powerful impact of international partnership
The reconstruction of Aceh represents one of the most successful disaster recovery efforts in modern history
demonstrating what we can achieve when we work together,” added Cohen
USAID premiered three mini-documentaries highlighting different aspects of the journey to recovery and the lasting impact of our partnership
The documentaries focus on the impact of the vital 146-kilometer Banda Aceh-Calang road
the revitalization of Aceh’s Gayo coffee industry
and the impressive development of Indonesia’s disaster management capabilities
today we remember an event that not only tested Aceh’s resilience but also moved the world to unite in solidarity and compassion
The ’Partnership in Resilience’ exhibition and the premiere of the mini documentary series “20 Years Later” are presented here to remind us of the immense tragedy that once befell the land of Aceh
we are also reminded of the strength and resilience that emerged from the unity of various parties during those difficult times
The documentation showcased here is a tribute to the collaborative efforts that have been achieved through the partnership between Indonesia and the United States
in recovery and reconstruction effort,” said the Aceh’s Acting Governor Safrizal
The exhibition demonstrates how the U.S.-Indonesia partnership extended beyond immediate relief efforts to include impactful recovery programs including the construction of critical infrastructure
and the establishment of robust disaster management systems and early warning capabilities
The “Partnership in Resilience” exhibition will remain open to the public through June 2025 at the Aceh Tsunami Museum

20 years have passed since the Aceh tsunami
Aceh was also recovering from a three-decade armed conflict between the Free Aceh Movement and the national government
Throughout December 2024, The Conversation Indonesia, in collaboration with academics, is publishing a special edition honouring the 20 years of efforts to rebuild Aceh
We hope this series of articles preserves our collective memory while inspiring reflection on the journey of recovery and peace in the land of ‘Serambi Makkah.’
The Aceh Chinese, a subgroup of Chinese Indonesians, comprises less than 1% of the province’s population
I interacted with over 50 individuals and formed close connection with 20 Aceh Chinese
Her story offers a glimpse into the sub-ethnic group
highlighting the importance of memory in shaping identity and a yearning for belonging
The Chinese connection with Aceh dates back to trade long before the Dutch consolidated their power in the region in the 19th century. As the Dutch expanded economic activities in Sumatra, waves of Chinese migration to Aceh from China and other parts of Indonesia followed
Ci Mary’s story provides insight into the collective memories of the Aceh Chinese. When Chinese schools were forcibly closed during the New Order regime
she formed close friendships with Acehnese neighbours and married her late husband
an Aceh Chinese man whose stepmother was called “Mama Aceh.”
Ci Mary and I visited Sigli to pay respects at her family’s tombs in 2022
but this was her first visit to the graveyard since the 2004 tsunami — a life-changing event that prompted her migration to Banda Aceh
The ruins and neglect of many graves silently revealed signs of tragedy
This contrasts with the graves in Banda Aceh
These events reshaped the community and the destinies of its members
Ci Mary, however, remains deeply connected to Aceh, identifying herself as both Chinese Indonesian and Orang Aceh. Having strong ties to Aceh and the Acehnese community, she recalls that while many Aceh Chinese paid taxation to GAM during the conflict
she observed that the Aceh Chinese occupy a liminal space — neither fully insiders nor outsiders
This ambiguity leaves them uncertain about their rightful place in the region
The loss of Ci Mary’s daughter and father during the tsunami permanently altered her life
they reflect collective memories of the Aceh Chinese
Ci Mary feared the uncertainty and violence of the time
Her life has been profoundly linked to Indonesia’s social and political forces and its unexpected challenges
Memory plays a powerful role in shaping identity and belonging. The way society remembers — or chooses to forget — determines who belongs and where. This process, often shaped by authorities and institutions, influences how we imagine ourselves, others, and our nations
Society’s memory is selective and inherently political, particularly for minorities whose fragmented recollections challenge dominant narratives

TEMPO.CO, Jakarta - The tsunami disaster in Aceh 20 years ago was one of the most heartbreaking tragedies
the people of Aceh continued to struggle in various sectors
The disaster became the starting point for the community to rise
To commemorate the 20th anniversary of the 2004 Aceh tsunami disaster
the State Islamic University (UIN) Ar-Raniry Banda Aceh collaborated with Teuku Umar University (UTU) Meulaboh to hold the Aceh International Forum 2024 (AIF 2024)
The forum is scheduled to take place from 23 to 25 December 2024 in Banda Aceh and Meulaboh
stated that AIF 2024 was designed as an event to reflect on Aceh's journey for two decades after the tsunami
this forum is expected to be a forum for formulating strategic steps to accelerate Aceh's development in the future
while still prioritizing regional character and identity
"These two decades are the right time to evaluate the progress that has been achieved and formulate future strategies
AIF 2024 will be a forum for sharing experiences
and ideas from Aceh's disaster and peace figures so that the spirit of collaboration continues to be passed on to the younger generation," said Prof
he added that this forum will invite various Aceh's disaster and peace figures who have contributed significantly to Aceh's post-tsunami recovery
These figures are expected to share their experiences and ideas with the younger generation
The same thing was expressed by the Chancellor of UTU Meulaboh
saying that AIF 2024 is not only a commemoration
but also a vehicle to strengthen solidarity and build a vision for a better future for Aceh
"Meulaboh is one of the areas most affected by the tsunami
we want to emphasize the importance of collaboration in developing Aceh from the humanitarian
The peak of AIF 2024 will be an International Forum and Round Table Meeting with the theme "Religious Moderation
this event will discuss crucial issues related to religious moderation and the importance of cross-national cooperation in disaster management
The activity is scheduled to take place at Anjong Mon Mata
said that preparations for the event had begun by involving a joint team from UIN Ar-Raniry and UTU
"Coordination with the government and other stakeholders continues to be carried out so that this forum can run successfully," said Rahmad
added that the collaboration between UIN Ar-Raniry and UTU reflects the spirit of togetherness
became a symbol of collaboration for moving forward,” he explained
The tsunami disaster that hit Aceh on December 26
2004 became one of the greatest human tragedies in modern history
The 9.3 magnitude earthquake that rocked the region was followed by a 30-meter tsunami wave with a speed of 360 kilometers per hour
most of the coastal areas of Aceh were destroyed
"This is an important lesson that we must be more open to diversity," said Rahmad

People laid flowers and offered prayers at mass graves scattered across the capital of Indonesia's westernmost province of Aceh on Thursday
marking 20 years since the Indian Ocean earthquake and tsunami that left more than 160,000 people dead in the province
triggered by a magnitude-9.1 quake centered off the coast of Aceh in Sumatra Island
killed about 230,000 people in a dozen countries
a former fisherman who goes by only one name
narrowly survived the tsunami after he was swept away and his abdomen punctured by an iron bar
The 53-year-old had a moment of silence by the sea to remember his parents and four siblings killed by the wave
"I could not talk about the experience for more than 10 years after the disaster because it was too heartbreaking
I still feel it is hard to do so," Busriadi said
recalling how 12-year-old sister Intan Muthia called for his help before she disappeared in the water
A commemoration ceremony was held at Baiturrahman Grand Mosque
one of the few buildings in the provincial capital that survived the quake and tsunami
told those in attendance that the disaster left "deep wounds in Acehnese society
but simultaneously served as a reminder of Allah's greatness and how small we are as creatures before him."
Expressing gratitude to those who provided assistance
"We will never forget your services and contributions." He also noted the disaster led to a peace deal between the central government and a separatist group called the Free Aceh Movement in 2005 to work together for reconstruction
with roads and other infrastructure rebuilt and Banda Aceh's city hall reconstructed several kilometers from the coast as a tsunami precaution
many people have moved back to the city's coastal areas
which were inundated by the more than 30-meter-high tsunami two decades ago
who live by the coast because of their work
and migrants lured by relatively cheap prices of land facing the sea have crowded the areas
said prior to the disaster's 20th anniversary that the municipal government lacks funds to relocate the residents
adding it cannot force fishermen to change their profession and live far from the coast
As memories of the damage wrought by the tsunami fade among those who experienced it and new generations grow up
local authorities have conducted evacuation drills and measures to raise awareness of mitigating the disaster
including those in collaboration with Japan
a lecturer at the city's Syiah Kuala University who specializes in geographical information systems
said most people in Aceh did not know about tsunami before the 2004 disaster and thus did not flee to higher ground after the big quake
"While people have returned to tsunami-hit areas
at least they now know where to run if a big quake happens," said Muzailin
four siblings and other family members to the tsunami
stressing the necessity of disaster reduction education

and follow any instruction from local authorities regarding emergency measures
the agency also warned of the possibility of further seismic activity
and advised the public to remain prepared for additional tremors at any time

"You can't make random accusations," said Tarmizi
the dishes that have been often stigmatized as containing marijuana are goat curry or beulangong soup
it is a tradition for Acehnese residents to be adept at preparing spices for cooking
Tarmizi added that in the context of Islamic law implementation
what the Aceh Provincial Government should do is to ensure that all culinary businesses have a halal certificate issued by the Aceh Council of Ulama (MPU Aceh) through the Food

TEMPO.CO, Jakarta - Emotional ceremonies are taking place across Asia to remember the 220,000 lives lost two decades ago when a tsunami devastated coastal areas around the Indian Ocean
in one of the worst natural disasters in human history
a 9.1-magnitude earthquake on the western tip of Indonesia caused a series of huge waves up to 30 meters high
hitting the coastlines of 14 countries from Indonesia to Somalia
Beachside memorials and religious ceremonies were scheduled in Asian countries like Sri Lanka
A siren rang out for three minutes at the Baiturrahman Grand Mosque in Indonesia’s Aceh Province
followed by a communal prayer to kick off a series of memorials scheduled around the region.
Indonesian mourners will attend a mass grace ceremony and a communal evening prayer in the provincial capital
Victims of the tsunami include many foreign tourists celebrating Christmas on the region’s sun-kissed beaches
bringing the tragedy into homes around the globe
The seabed being ripped open pushed waves at double the speed of a bullet train
A total of 226,408 people died as a result of the tsunami
There was no warning of the impending tsunami
despite the hours-long gaps between the waves striking different continents
a sophisticated network of monitoring stations has cut down warning times
with more than 160,000 people killed along its western coast
while more than 5,000 were killed in Thailand
"I hope we will never experience that ever again," said Nilawati
a 60-year-old Indonesian housewife who lost her son and mother in the tragedy and was attending Thursday's ceremonies
"I learned the devastation of losing a child
it feels like all the blood rushes out of my body."
The disaster also ended a decades-long separatist conflict in Aceh
with a peace deal between rebels and Jakarta struck less than a year later
The mourners will board the restored Ocean Queen Express and head to Peraliya—the exact spot where it was ripped from the tracks
A brief religious ceremony will be held with relatives of the dead there
and Muslim ceremonies are also organized to commemorate victims across the South Asian island nation
Unofficial vigils were expected to accompany a government memorial ceremony in Thailand
where more than half of those killed were foreign tourists
and introductions by government and UN bodies on disaster preparedness and resilience measures will be hosted by a hotel in Phang Nga Province

Twenty years later, the struggle to guarantee women’s rights continues to face significant hurdles. Despite the historical records of women’s leadership in shaping the region and the impacts bore by women in the tragedy
their involvement in modern Aceh’s development remains minimal
Aceh has a remarkable history of female leadership
and Tengku Fakinah playing pivotal roles in defending the region against Dutch colonial forces
Even further back in history, Aceh witnessed the reign of formidable female rulers such as Sultanah Tajul Alam Safiatuddin (1641–1675) and Nurul Alam Naqiatuddin (1675–1678), among others, who led the Aceh Darussalam Kingdom—an influential Islamic power in Southeast Asia
advocated for the release of detained family members
and secured food for their communities despite immense challenges
This narrative — documented in personal accounts, research, and reports — reveals the depth of women’s contributions to their communities amidst adversity
Unfortunately, the resilience of Acehnese women remains unacknowledged post-tsunami and conflict
Initiatives to involve women in development are concentrated in the capital
while their representation in politics is liminal
A dedicated space for women: The MUSRENA initiative
The outcomes from MUSRENA dialogues are compiled in stages, from the village to the municipal level, ensuring they become part of the major decisions agreed upon in each level’s planning forum
The MUSRENA initiative owes much to the leadership of Illiza Sa'aduddin Djamal, who served as Banda Aceh’s deputy mayor between 2007 and 2014. Under her guidance, the forum was institutionalised through regulations
this innovative model has yet to be widely adopted by other regions
MUSRENA needs capacity-building activities accessible to women from diverse backgrounds and serves as a strategy to increase the number of women leaders
This underscores the persistent challenges faced by women in gaining political footholds
The lack of representation is also evident in Aceh Provincial Government. Women occupy just only 5 out of 62 senior roles and 49 out of 283 mid-level roles
highlighting the stark disparity between men and women in leadership
Reconstruction after the tsunami demanded a transformative approach to disaster management. A 2007 Law promoting a shift from emergency-focused responses to a more integrated strategy of mitigation
and post-disaster recovery has been slow to materialised
Emergency responses continue to overshadow other phases, and preparedness efforts remain limited and poorly integrated across sectors. Recovery programs often fail to adhere to the “build back better and safer” disaster risk reduction principles
Gender-responsive disaster management is essential to prepare all segments of society
The limited role of women in Aceh’s post-tsunami recovery and development processes
especially in contrast with how deeply affected they are by the tragedy
highlights the need for more inclusive approaches
This requires systemic planning, policy formulation, budget allocation, and implementation. Monitoring and evaluation must emphasise measurable outcomes, guided by frameworks like Regulation No. 13/2014 on Gender Mainstreaming in Disaster Management
Indicators of success should include women’s access to resources
Women’s experiences and contributions should form the foundation of disaster mitigation strategies
it is crucial to empower women financially
and enhance political and managerial skills
Aceh’s history and the lessons from the tsunami and conflict should serve as reminders of the importance of inclusive development
the region must fully embrace gender equality as a cornerstone of its progress
Women’s meaningful participation and leadership are not just a nod to history but a necessary path to a more resilient and equitable future

UNESCO20 November 2024Last update:10 December 2024The symposium gathered the world’s leading tsunami experts and policymakers to mark the 20th anniversary of the devastating 2004 Indian Ocean Tsunami
The tsunami killed nearly 228,000 people across 15 countries (from at least 53 countries)
and resulted in the creation of regional tsunami warning and mitigation systems in the Indian Ocean
and north-eastern Atlantic and Mediterranean in 2005
The 2nd Global Tsunami Symposium highlighted the tremendous progress made over the past two decades in ocean and tsunami science
A general consensus emerged on the need to intensify efforts to achieve 100% Tsunami Ready coastal communities worldwide by 2030
"The second Global Tsunami Symposium in Banda Aceh showcased significant progress in enhancing global disaster preparedness
The recognition of 38 new Tsunami Ready communities in India and Indonesia is a testament to the growing efforts and regional collaboration in strengthening coastal communities' readiness for tsunamis
Continued commitment is crucial to achieving the target of 100% of at-risk communities being Tsunami Ready by 2030" said Bernardo Aliaga Head of Section
Spread over four days, the symposium included seven key thematic sessions, which focused on lessons learned, identifying knowledge gaps and challenges, and offering concrete recommendations to align regional efforts with global commitments while enhancing coordination. (See full program here.)
A major highlight of the conference was the role of UNESCO-IOC’s Indian Ocean Tsunami Warning and Mitigation System (IOTWMS)
Established in 2005 in response to the 2004 Indian Ocean Tsunami
it currently includes three Tsunami Service Providers in Australia
These organizations monitor seismic and sea level activity around the clock and issue tsunami threat information to designated Tsunami Warning Focal Points across 24 member states in the region
This system stands as a clear testament to the success of regional coordination and collaboration
a day was devoted to real-time drills in two coastal villages near Banda Aceh
newly recognized as Tsunami Ready Communities
to demonstrate the effectiveness of the tsunami warning system
A total of 26 communities from India and 12 from Indonesia were officially recognized as UNESCO-IOC Tsunami Ready
bringing the total number of Tsunami Ready communities in the region to 48. Globally
there are now 102 Tsunami Ready communities in 34 countries
Alongside the symposium sessions, the Rumah Resiliensi (Resilience House) featured exhibits and booths that showcased products
and innovations; as well as an Ignite Stage which shared stories
best-practices and lessons learnt; while posters showcased research findings that were organized in collaboration with the Government of Banda Aceh, Indonesian Disaster Expert Association (IABI)
and the IOC Tsunami Information Centres (TICs).
Educational activities were also a key part of the event
including the launch of UNESCO's new tsunami board game
“Runami” (Run from Tsunami) developed by the Indian Ocean Tsunami Information Centre
It simulates creating evacuation routes to save as many lives as possible in the shortest time. The TIC booth also shared many other tsunami awareness materials
including the recently printed poster on the Historical Tsunami Effects from the 2004 Indian Ocean Tsunami
The symposium concluded with the adoption of the Banda Aceh Statement
a commitment by global experts and policymakers to enhance the global tsunami warning and mitigation system over the next decade
The Statement calls on states and civil society to significantly increase investments and efforts to achieve 100% Tsunami Ready communities worldwide by 2030
“Global Tsunami Warning and Mitigation System: Building Sustainability for the next decade through Transformation and Innovation
UNESCO and its partners call on States and civil society to drastically step up their investments and efforts to achieve 100% of Tsunami Ready Communities across the world by 2030”
The Intergovernmental Oceanographic Commission
and member states emphasized that achieving universal Tsunami Ready status by 2030 is a crucial goal
particularly given that over 700 million people live in coastal areas vulnerable to tsunamis.

Head of the Aceh Women's Empowerment and Child Protection Service (DP3A) Meutia Juliana
said that the regional strategy document (strada) to prevent child marriage was very urgent
"Child marriage cases in Aceh are below the national figure
but they increase every year," said Meutia

child marriage actually perpetuates domestic violence
The latest research conducted by Flower Aceh

But Indonesia’s Aceh province, located closest to the earthquake’s epicenter and with 18 of 23 districts and cities located in the coastal line in the Northern side of Sumatra, bore the brunt of the disaster with more than half of the total death toll reported.
The worst-hit areas were in Aceh Besar and Banda Aceh, according to the Aceh Disaster Management Agency.
Asnani’s Lampuuk village lies in a fishermen’s community in Aceh Besar, known for its white sandy beaches and turquoise waters. However, on that day, it was among the hardest hit, with waves more than 30 meters (98 feet) high which changed the coastline in Aceh and led to land subsidence after the earthquake.
After the disastrous event, thousands, including Asnani, had to relocate to start afresh. She moved with her uncle to another region in Aceh to continue her studies. After she got married, she returned in 2007 to her parents’ house which was rebuilt with assistance from the Turkish government and lived there for 10 years.
Many international donors and organizations poured in money to help rebuild the affected areas that lost schools, hospitals and basic infrastructure, made stronger than before the tsunami hit.
Tsunami and Disaster Mitigation Research Center at Syiah Kuala University in Aceh recorded more than 1,400 wrecked schools and about 150,000 students had their education process disrupted by the destructive waves in a report published in 2019.
Three “escape buildings” were also constructed in a relatively safer area to accommodate thousands of people if an earthquake and tsunami strike.
Across the province, memories of the tsunami can be felt almost everywhere.
The Aceh Tsunami Museum in Banda Aceh houses photos of the aftermath and vehicle debris, serving as a constant reminder of what was lost that day. Local authorities have also turned a former floating diesel-powered power plant barge that washed about 6 kilometers (about 4 miles) inland by the tsunami into another memorial place.
Both places have become the most popular tourist destinations in the area.
But development never stops and 20 years after the tsunami the Aceh coast is brimming with residential housing, cafes and restaurants, as well as tourism support facilities, while the hills in some areas from which people are currently being mined for sand and stone.
Fazli, the head of Preparedness in Aceh Disaster Management Agency, said that the government initially stipulated that there should be no activity up to 1 kilometer (0.6 miles) from the coast. Over time, many displaced fishermen returned to their original coastal homes, drawn by their livelihoods and ties to the sea, despite having received housing elsewhere.
He also said the agency has “provided the Acehnese people with information ” to deal with a potential tsunami. “People already know what to do,” said Fazli, who, like other Indonesians, uses a single name.
Siti Ikramatoun, a sociologist in Banda Aceh, said that despite years of recovery and rebuilding, the people of Aceh must stay vigilant.
“If people experienced (the tsunami), they may have an instinct to anticipate it. But those who do not have the experience, they won’t get what to do,” Ikramatoun said.
Various communities in Aceh commemorate the tsunami yearly along with the government and local authorities.
Muslina, 43, a civil servant, took her youngest son to the Aceh Tsunami Museum to watch one of the shows. She lost relatives and loved ones 20 years ago and she wants to make sure she always remembers them.
“Earlier my son asked me if there might be another tsunami when he grows up,” she said. “I told him I do not know. Only God knows, but if there is a strong earthquake and the seawater recedes, we run, run, run to find higher ground.”

HOME ARTICLES The Controversy on Rain Shamans in Aceh: Sharia
was expelled from Aceh and then forcibly flown back to Bali
Acehnese political and religious authorities claimed she was being religiously insensitive in the sharia-compliant province
(Photo by Rara Istiati Wulandari / Facebook)
A'an Suryana|Norshahril Saat
Negative reactions in Aceh to the ritual of rain shamanism do not mask the contradiction of parts of the Islamic community tolerating ‘Islamic shamanism’ or mysticism and ritual over science and modernity
Recently, Rara Istiati Wulandari, a rain shaman, was expelled from Aceh and then forcibly flown back to her hometown
The Acehnese political and religious authorities claimed she was being religiously insensitive in the sharia-compliant province
State-run construction firms PT Wijaya Karya and PT Nindya Karya had hired the 40-year-old to stop rain from prolonging the construction of the Harapan Bangsa Stadium in Banda Aceh
The stadium had to be completed in time before the official opening of the National Sport Games (Pekan Olah Raga Nasional) that began on 8 September and is due to end on 20 September
The harshest criticisms came from religious groups
Rain shamanism is a practice aligned with local mystical beliefs commonly found in Java
preventing rain from falling to allow for the smooth organisation of social events such as outdoor weddings
it is regarded as taboo in a conservative province such as Aceh because it is often accused as shirk (polytheism)
This is in contrast with progressive Islam’s promotion of modern scientific knowledge
While her similar ritual around Mandalika stadium carrying a bowl and incense while barefoot went viral on international and local social media
However, for the more recent incident, the Acehnese and their religious figures were upset, as the ritual constituted “shirk” (polytheism), they claimed
whereas Muslims believe in the divine power of one supreme God
The saga was picked up by local and national mainstream media
the Gema Baiturrahman tabloid carried a provocative headline: “The National Sport Games is not an event that will destroy Islamic aqida (doctrine or creed).” The tabloid
run by the Baiturrahman Grand Mosque of Aceh
is circulated to the Friday congregation and read by government and security officials
Ali demanded that they send the shaman home
The non-Acehnese representatives complied and Rara was flown out of Aceh just hours after the meeting
The rain shaman saga more generally involves a centuries-old abangan–santri contestation in Indonesia
(Editor’s note: The authors are using terminology popularised by the anthropologist Clifford Geertz.) The abangan are mystical in their approach to Islam
mixing Javanese and local traditions of ancestor worship with Islamic religious practices
believing in the cleansing of the Muslim faith from polytheism
these puritans have historically been strong in Sumatra
Yet Aceh’s religious figures focused on Rara violating Islam’s monotheistic principles but remain uncritical of mystical practices practised in the name of Islam…
While Islamists’ criticisms of Rara are expected—Aceh has a long history championing for Islamic governance and by-laws—they do not tackle the problem underlying Rara’s and her sponsors’ understanding of the nexus between Islam and rationalism
it was not only the Aceh Muslims who were upset about Rara’s mystical approach to preventing rain but also some Indonesian Islamic groups and netizens
Their disapproval was mainly on theological grounds
Absent in their criticism was the fact that the stadium building had not considered any contingency plans for the possibility of natural disasters
The construction timeline could have been better adjusted to allow for delays
so that there would not have been a need to engage a mystic such as Rara
where the treatment is rebranded as “alternative medicine”
In the 1970s, Muslim intellectual Syed Hussein Alatas discussed the impact of such irrational religious orientation which he described as “collective representation”
and how this thwarted progress among Muslims in Southeast Asia
He contended that such views “inhibited self-confidence for the mastery of nature
for they remained passive to higher demonic and animistic forces
While Islam promotes the belief in the one and only supreme God and encourages the community to constantly seek help from the divine through rituals and prayers
it does not negate the significance of finding ways to rationally and systematically alleviate worldly problems
Such scientific reasoning remains wanting in the Acehnese Muslims’ critique towards Rara’s mysticism
