TEKS ADRIAN FAJRIANSYAHPower outages occurred in the regions of Lampung
and South Sumatra on Tuesday (4/6/2024) due to disturbances in the transmission of the 275 kv Lubuk Linggau-Lahat SUTT in South Sumatra
Disruption of the Lubuk Linggau-Lahat 275 kV high voltage overhead line transmission, South Sumatra, causing power blackouts in the southern part of Sumatra, including Lampung
on Tuesday (4/6/2024) to Wednesday (5/6/2024)
The power outage also spread to several areas in West Sumatra and Riau
and Lampung occurred for the first time on Tuesday afternoon at around 11 a.m
Although the electricity came back on in the evening until night time
it went off again on Tuesday night until the following day
power outages in several areas in Sumatra have occurred for more than 12 hours
there are even several areas that experienced outages for more than 30 hours
Regarding this disruption, PLN called it an event beyond predictions or classified as an extraordinary event (force majeure)
the impact is widespread and requires a process for recovery
"The disruption yesterday occurred suddenly
causing all of our power generation systems to be disrupted
It was an incident that was beyond our predictions," said Iwan Arissetyadhi
the Communication Manager and TJSL of PLN Unit Induk Distribusi Sumatera Selatan
and Bengkulu (UID S2JB) based in Palembang
Copying and computer rental businesses in Bandar Lampung were unable to operate for several hours due to a power outage on Tuesday (4/6/2024)
The electricity blackout in Lampung and the southern Sumatra region gradually recovered on Tuesday evening
The electricity situation in the Sumatra region has been declared fully restored on Thursday
the community's activities and economic activities that were disrupted by the power outage have also returned to normal
the losses resulting from the power outage are not to be taken lightly
and medium enterprises (MSMEs) as well as industries are in the hundreds of billions of rupiah
If accumulated with other five provinces in Sumatra experiencing similar blackouts
the losses would certainly be much greater
Also read: Residents are troubled when electricity goes out in Lampung, buy generators and stay in hotels
The Coordinator of Deputy Chairman of Organization Affairs of the Lampung Chamber of Commerce and Industry
stated that power outages are detrimental to the industrial and small and medium-sized enterprises (UMKM) sectors
"Many MSME players cannot do anything when the electricity goes out
They lose hundreds of thousands to millions of rupiah in revenue
If in Lampung alone there are 700,000-800,000 MSME players
the losses in the MSME sector alone have reached tens to hundreds of billions of rupiah," said Romi
Power outages also trigger disruptions to telecommunications and internet services in several areas
This also causes difficulties in the provision of clean water in some regions
That is why there are questions about whether PLN will provide compensation related to the power outages
The atmosphere in genset shops in Bandar Lampung was bustling with buyers on Wednesday (5/6/2024) afternoon
Residents were on the hunt to buy gensets to meet their daily needs
The power outage in Lampung disrupted the activities of residents
When asked about the possibility of compensation
the Communication Manager and TJSL of PLN Unit Induk Distribusi Lampung
stated that they are still focused on maintaining the system's reliability after the transmission disruption has been resolved
the management of PLN (Indonesia's state-owned electricity company) conducted an inspection of the condition of the Sebalang and Tarahan Steam Power Plants in South Lampung to ensure that there are no further disruptions
"Until now we have not received any direction regarding this (compensation)
Also read: PLN Says Electricity in Lampung Has Been Recovered 100 Percent
Darma stated that the electricity condition in Lampung has been normal since Thursday (6/6/2024) at 00:59 AM
A total of 2.6 million PLN customers in Lampung have also received electricity supply
If there are minor outages in certain areas
but rather local disturbances or maintenance on the affected lines
The pitch-dark atmosphere in one of the residential areas in Ilir Timur II District
Public policy observer from Lampung University
stated that PLN is not enough to simply apologize to the community who suffer losses due to power outages
"The impact of losses due to prolonged power outages is certainly significantly felt by micro
small and medium-sized enterprises (MSMEs) and industries
This should be quickly responded to by PLN by providing compensation in accordance with existing regulations," said Dedy in Bandar Lampung on Monday (10/6/2024)
Also read: Blackout Harms Lampung Community, Ombudsman Asks PLN to Provide Compensation
He mentioned that it is possible that not all PLN electricity customers know that they are entitled to compensation if they experience service disruptions
a number of business and industry associations in Sumatra must raise the issue of compensation
PLN is also expected to immediately announce the amount of compensation to be provided to customers to demonstrate its accountability as a provider of public services
there have been many complaints expressed by the public through social media
The atmosphere in a store selling generator sets in Bandar Lampung was crowded with buyers on Wednesday (5/6/2024)
Residents are hunting for generator sets due to concerns that power outages caused by disruptions to the 275 kv Lubuk Linggau-Lahat SUTT transmission will continue
Similar views were expressed by the Head of the Ombudsman Lampung Representative Office
"We hope that PLN can provide compensation without waiting for complaints from the public," he said
Nur also regrets the widespread power outage in Lampung
Although it falls under the category of extraordinary events
PLN should be able to anticipate the impact of such disruptions to minimize the losses suffered by the community
PLN can provide information regarding the blackout schedule and duration in advance so that the public can anticipate

Chairman of the Indonesian Consumer Institution Foundation Tulus Abadi stated that there are already regulations that serve as a basis for PLN to provide compensation to their consumers if there are disruptions to electricity outages that exceed tolerance limits
The provision of compensation refers to the Minister of Energy and Mineral Resources Regulation Number 27 of 2017 regarding the Level of Service Quality and Costs Associated with the Distribution of Electricity by PLN
The regulation states that there are quality standards that PLN must meet in providing electricity services to customers
General Secretary of the Indonesian Consumer Foundation (YLKI)
was one of the speakers in a directed group discussion with the theme "The Aviation Business Potential in Line with the Increasing Connectivity Between Regions and People's Mobility in Indonesia"
duration of outages (hours per month per customer)
number of outages (times per month per customer)
speed of new connection service or power changes
speed of response to electricity disruption complaints
Each PLN service unit area has different levels of service quality
Compensation that is the right of customers is a reduction in electricity bills for postpaid customers
while prepaid electricity customers will also receive compensation in the form of discounts when purchasing electricity credit
The provision of compensation by PLN has been done when there was a blackout in the Jabodetabek area
the funds prepared by PLN as compensation for the power outage amounted to Rp 840 billion
There is already regulation that serves as a basis for PLN to provide compensation to customers if there is a power outage disturbance that exceeds the tolerance limit
Compensation was provided in the form of a reduction in electricity rates for September 2019 for customers affected by the outage (Kompas.id
Tulus mentioned that consumers actually don't really consider compensation from PLN
The compensation value received by each customer is actually smaller than the social and economic losses caused by power outages
consumers want an improvement in quality and better service
The compensation is certainly not a form of empathy or goodwill from PLN
but rather an obligation that must be given by the state corporation
It is similar to the obligation of fines that customers pay when they are late in paying their electricity bills

Siti Chodijah still remembers how most of her friends with disabilities hesitated to go to primary health care centres (Puskesmas)
Most Puskesmas in Lampung are not equipped with ramps
It was also very hard to access toilets in Puskesmas
with their narrow doors and no railings for support,” said Ibu Siti
we would usually choose to stay at home instead of getting health care in a Puskesmas.”

She is one of approximately 405,000 people with disabilities in Lampung
They constitute about 4.58% of Lampung’s population of 8.85 million.
To advance the lives of fellow women with disabilities
she joined the Indonesian Women with Disabilities Association (HWDI) in 2014
Way Seputih Conservation Foundation (YKWS)
that she joined the collective effort in 2021 to transform Puskesmas into inclusive facilities with water
sanitation and hygiene (WASH) access for all
“I became a member of the WASH task force in Puskesmas Pasar Ambon
I gave feedback on how the WASH facilities should serve everyone
widening doors and providing handrails in toilets means providing access for us
Such change will also be useful for the elderly and pregnant women,” said Susi
WASH Knowledge Management Officer of SNV Indonesia
participated in one of the Water and Sanitation for Health Facility Improvement Tool (WASH FIT) trainings conducted by WHO Indonesia
WASH FIT is a risk-based management tool for health care facilities
health care waste management and selected aspects of energy
as well as representatives of the Province Health Office
United Nations agencies and non-governmental organizations participated in the training sessions
“SNV did a research and pilot for WASH improvement in 2020 and at the same time there was the WASH FIT Training of Trainers
we adapted the tools and implemented the knowledge in three cities: Bandar Lampung
SNV Indonesia transferred their knowledge to their local partners and assisted the Puskesmas to improve WASH services
Nine Puskesmas – five in Bandar Lampung and four in Metro – were supported to transform their WASH quality to be more inclusive and gender responsive
WHO continued their support and technical assistance
providing inputs in SNV Indonesia and YKWS training sessions for Lampung participants
the nine Puskesmas started to improve their facilities to be more inclusive and gender responsive
Puskesmas Margorejo in Metro City added ramps in the entrance and toilets
Toilet doors were widened from 80 to 100 cm to allow wheelchairs to enter and exit more easily
Toilets were equipped with extra curtains to enhance users’ privacy
The Puskesmas also changed their registration process and waiting room to prioritize people with disabilities
along with pregnant women and elderly patients
“We have plenty of patients with disabilities
They have the same rights to healthcare services
and we prioritize the more vulnerable population groups to be served in Puskesmas,” said Rosnilam
From the two-year process of collective efforts
stakeholders in Lampung gained plenty of lessons learned
Annisa said her organization identified that involvement of various stakeholders in WASH task forces enabled a mutual feedback mechanism
The task forces’ members were representatives of people with disabilities
and religious organizations who live in the surrounding area of each Puskesmas
This means improvements in Puskesmas are based on actual needs of the beneficiaries
The Puskesmas can gather direct feedback from its users and in parallel feel the responsibility to fulfil their duty to the people
“Also important is support from the city governments and mayors
everyone from the top to the bottom will act together,” she said
YKWS’ participatory approach triggers a deep sense of belonging to Puskesmas management as YKWS facilitators involved them at every step of the programme
We asked them to collectively give feedback and decide indicators to be implemented in their Puskesmas,” said Yulian Gressando
This makes Puskesmas management enthusiastic to improve their services even more
representatives of the nine Puskesmas gathered in two workshops to establish standard operating procedures in improving WASH services
They actively participated and made the discussions alive with a common spirit to make Puskesmas better and more inclusive for everyone
Seeing the improvement of the participating Puskesmas
the Metro City Government has committed to replicate WASH FIT in seven other primary health care centres
Metro has decided to increase the Puskesmas’ budget in 2023 to ensure they have sufficient resources to improve their WASH
“No one should be left behind in the development process
Everyone should have access to safe water and proper sanitation and hygiene,” said Dr H
“We have seen impressive improvements in our Puskesmas and surrounding communities have been very supportive. We need to work continuously
involving as many stakeholders as possible
to provide better a future for the generations to come.”
Bandar Lampung City Government has also stated their commitment to replicate WASH FIT in other Puskesmas
the Puskesmas have been asked to revise their Budget and Business Plan for 2023 to include a budget for WASH improvements
Replication plans do not only come from cities of Bandar Lampung and Metro
but also from neighbouring South Lampung District
staff of the nine pilot Puskesmas will act as agents of change
spreading their knowledge as tutors for other Puskesmas in the region and beyond.
WASH FIT is supported by the Australian Government and implemented by WHO

North Teluk Betung or to be precise next to the Al Furqon Mosque has been complained by residents because they are suspected of polluting their sanitation

a resident who claims to have been affected by McD's waste
admits that his well is currently murky and gives off an unpleasant odor
since the last 10 years there had never been such an incident
since the establishment of McD for several months
McD had installed a water filter in his well
But to make drilled wells that are not polluted by waste," said Jaka
Chairman of Commission III Bandar Lampung City
with this complaint his party would go directly to the field to see the location
"I'm also confused why big companies can pollute the residents' environment
Maybe there is a leak from the Wastewater Treatment Plant (Ipal)," said Dedi
don't underestimate the things that affect local residents
so that later no new problems arise again," he said
said that his party was ready to facilitate and provide solutions to residents' complaints
"Regarding neighbors whose wells are polluted
then we also test the well water in the lab for clean standard of mineral water," She said
Because usually after installing the filter for 2 years the well water is already effective
So we provide a solution if it is ineffective for two years
then we will make a drilled well," she said

BANDAR LAMPUNG, KOMPAS — The tiger that attacked three residents in West Lampung Regency, Lampung, is estimated to be a male aged 8-10 years. The tiger, which is currently still being searched by officers, is a native population of the South Bukit Barisan National Park
This was stated by the Chair of the Our Tiger Forum

"The tiger is known to be male with an estimated age of 8-10 years or advanced adulthood
"This tiger is a native inhabitant of TNBBS and can be proven from the database," said Erni
who was involved in the evacuation efforts of the Sumatran tiger which attacked three residents in West Lampung Regency
He said the data was obtained after officers analyzed photos of tigers captured by camera traps installed near the location where the victim was attacked by a tiger in Suoh District
The data is then matched with data already stored in the TNBBS database
the tiger had previously been captured on a camera trap in 2019
Officials then tagged the individual tiger with code Male 13
The tiger is estimated to have roamed so far and is now often seen in the Suoh area of West Lampung
The tiger's roaming distance is approximately 20 kilometers compared to its previous sightings
The tiger is actually still within the TNBBS forest area

However, the officers' focus in carrying out the evacuation was divided due to the burning of the Suoh TNBBS Resort Office on Monday (11/3/2024)

this step can only be taken when officials can determine the location of the tiger
He added that the officials are still focused on finding new leads to track down the presence of the Sumatran tiger in the forest

Bandar Lampung - The Regional House of Representatives asked the Regional Government to take firm action against illegal coal stockpiles that are rife in operation in the Bandar Lampung and South Lampung areas
The decisive action given could be in the form of closing illegal coal stockpiles
Chairman of the Bandar Lampung Regional People's Legislative Council
recommended that the Bandar Lampung City Government impose strict sanctions on illegal coal stockpile companies in the form of closing them and paying fines
Wiyadi said members of Commission Three at the Bandar Lampung Regional House of Representatives had held hearings to discuss the issue of illegal coal stockpile which was rife in Bandar Lampung
"We ask the Bandar Lampung City Government through the leading sector
both the Environment Agency and the Public Housing and Settlement Area Office to look directly at the field," said Wiyadi
Wiyadi emphasized that if the illegal coal stockpile is allowed to continue
it will have an impact on damage to the surrounding environment
and the local community is prone to coal dust pollution
"The impact of environmental damage caused by illegal coal stockpiles is very high
So we ask the relevant agencies to look into the field," he said
Wiyada asked the Environmental Service to check the permits for all coal stockpiles in the Bandar Lampung area
whether they were in accordance with established procedures or not
"If you do have a permit but the spatial layout is not correct
when it was discovered that the coal stockpile company did not have a permit
the City Government of Bandar Lampung was obliged to give serious sanctions
Or when they have been operating for a long time and do not have a permit
Young Expert Policy Analyst for the Natural Resources Section of the Regional Secretariat of South Sumatra
explained that pollution from coal stockpiles can occur if the land is not built according to regulations
coal is piled up in an open field without a roof or plinth
coal will emit compounds such as dangerous heavy metals and when the coal is washed with rainwater
these compounds will flow into the surrounding land (agricultural land and residents' wells)," he said
This makes the land around the coal stockpile hotter than other locations
"So that it can damage the microclimate around the coal stockpile
it will cause respiratory diseases," said Eddy
Eddy said that the sanctions that could be given to illegal coal stockpile owners included warnings
The Head of the Lampung Province Environmental Service
there are two areas in Lampung that have the most stockpiles of coal
namely in South Lampung and Bandar Lampung Regencies
if the coal stockpile in its activities resembles warehousing both indoor and outdoor
then the authority lies in the area where the building is standing
only then will you know the Amdal or Environmental Management Efforts and Environmental Monitoring Efforts," he said
Emilia said that monitoring of coal stockpile requires special handling
He admitted that he had issued a circular regarding the management of this coal
He asked that each stockpile location be equipped with a liquid waste processing installation so that it meets environmental quality standards that are safe to be distributed to surface water bodies
it is very necessary to do afforestation around the coal stockpile area
The district head or mayor has the authority to supervise the compliance of those in charge of the business," he explained
the district government or city government can postpone or limit the issuance of permits for the establishment of coal stockpile
if the demand for coal in their area has been fulfilled
"There are sanctions that can be given to coal stockpile companies that are proven to have violated regulations
freezing or temporary closure to revocation of permits," he explained
Previously it was reported that unlicensed or illegal coal stockpiles were rife in the Bandar Lampung and South Lampung areas
there are only five licensed stockpiles in Bandar Lampung
currently there are only five companies that have licensed or legal coal stockpile businesses in Bandar Lampung
the licensed coal stockpile is PT Sinar Langgeng Logistics in Rangai Village
and PT Rindang Asia Energi in Tanjung Bintang District
Based on Kupas Complete's monitoring in the field
there are still several other coal stockpiles that are already operating outside of the five legal companies
the company must have obtained an Environmental Management Effort and Environmental Monitoring Effort permit when opening a coal stockpile
there is a coal stockpile located on the edge of Jalan Soekarno Hatta
There is also a coal stockpile belonging to PT Sumatra Bahtera Raya (SBR) which is located in Sukaraja Village
there is a coal stockpile owned by PT Interglobal Omni Trade located on Jalan Ir
and PT Sinar Laut Logistik in Pasir Island Hamlet
"So far it has been recorded that the five companies have obtained permits for Environmental Management Efforts and Environmental Monitoring Efforts in Bandar Lampung
and PT Bangun Lampung Sentosa," said a Kupastuntas.co source at the Bandar Lampung city government
This source said that apart from the five coal stockpile companies
there are no other companies that have applied for permits for Environmental Management and Environmental Monitoring Efforts for the coal stockpile sector
the Head of the Bandar Lampung Environmental Service
refused to comment much on the presence of coal stockpiles in Bandar Lampung
