The bridge will connect from the federal route to Kampung Binjai in Kuala Lipis
AZRB said the latest project will support the group’s ongoing strategic plans
continued growth and success over the next three years
“This new project is another milestone for the AZRB group and is a testament to AZRB’s good track record of completing similar projects,” it said
Among AZRB’s past infrastructure bridge projects are Jambatan Putra in Kuantan (Pahang)

If you like affordable private residences and loathe maintenance fees
The problem is that walk-up apartments aren’t always in the most convenient areas: they’re sometimes near inaccessible landed enclaves or far from the nearest bus or MRT station
For those who like this type of property though
we’ve picked out some older walk-ups that are surprisingly close to train stations:
Hoot Kiam Mansion is certainly old but could serve as a home if you’re not fussy
The facade shows its age: we’d guess it came up sometime in the 1960s (the developer and completion date seem lost to time).
Being along Hoot Kiam Road means it’s just a few minutes walk to Great World MRT station (TEL)
Great World City Mall also provides almost anything you’ll need; and as an alternative
you can walk to Valley Point (a River Valley Mall)
So you don’t have to go into Orchard and brave the crowd for your shopping; but we’d imagine that’s one of the highlights of living here.
There are only 15 units in this walk-up; and while there’s the common inclusion of shops on the ground floor
it is a decent selection with a butchery and spa among others
There are no KTVs or sleazy massage parlours
but because you are right next to the busy Hoot Kiam Road you will have to expect a certain level of road noise
the lack of transactions means there’s no certain way to gauge the price; not without a closer look inside
But there are records of units here being three-bedders
that are rented out for $1,900 to $2,600 per month
make it one of the cheaper places to rent near Orchard/Great World.
though that hardly stands out in District 10
Almost every private residence around here is also freehold
You can consider if you’re a no-frills type
and your number-one priority is just to be within the main shopping belt
Chun Tin Court is just a little bit further across the road from Beauty World Plaza
This also means you can walk to Beauty World station (DTL)
Right across the street – and all the way down Cheong Chin Nam Road – you’ll find a long stretch of popular food places
This does bring quite a lot of traffic and noise on the weekends though
ft Today we’d consider something half that size to be a three-bedder
so Chun Tin likely has the gigantic units common to the ‘80s
and it’s far enough from Upper Bukit Timah Road that you won’t be woken by honking and rumbling lorries
this is a very private place to live.
There are no recent transactions here; with the last home being sold in 2018 (at the time it reached $1,239 psf)
If you want a private property in Tiong Bahru that’s effectively freehold (999-years)
This development is just a short walk to Tiong Bahru MRT (EWL)
and hence just two stops to Tanjong Pagar in the CBD
no records of the completion date or developer
Besides the many hipster stores and artisanal cafes of Tiong Bahru
there’s a stretch of small businesses right outside – and on the ground floor – of Kai Fook Mansion
It is very convenient here as one of these is an NTUC FairPrice
There’s also Tiong Bahru Plaza near the MRT station – not the biggest mall by any stretch
but enough for a quick bite and some services like gyms
Tiong Bahru is the go-to place for boutique retail experiences and not big malls.
This is one of the bigger walk-ups on our list with 32 units
but a check of listings showed units that were in the range of 900+ sq
We also noticed asking prices of around $1.6 million or lower
so this may be a shot at living in the heart of Tiong Bahru
Binjai Park is surrounded by a landed housing enclave
is excellent for those who like their solitude
It’s also a short drive to Bukit Timah Plaza from here
and there’s easy access to the Linear Park
part of the appeal is the greenery and outdoor spaces.
There is a transaction on record for Binjai Park too: the most recent was in January 2023
Even though this apartment isn’t at Beauty World itself
that’s decent value for a prominent city fringe location
Novena Court was built in 1970 and is a freehold apartment with 107 units
this project can work for both owner-occupancy and as a rental asset.
Tan Tock Seng Hospital is relatively close by; given the high rental rates in Novena
an older freehold apartment is an affordable option for the hospitals’ nurses
(hospitals tend to have a large foreign workforce)
it’s just incredibly convenient to be within walking distance of the Novena MRT station (NSL)
the nearby VeloCity mall can more than meet daily needs
with fewer green spaces – but families who prefer convenience over greenery might not see the drawback
The main issue could be proximity to the hospital for some
if they harbour taboos (as far as noise and traffic go
Novena will present you with that whether there’s a hospital nearby or not!)
This project has a higher transaction volume than others on this list
Novena Court has 59 profitable transactions to 11 unprofitable ones
unit here transacts at just around $1.39 million
The smaller unit sizes are better for couples or small families though

I was curious as to what it would suggest for this landed tour series
so I fed ChatGPT the past articles I’d done on landed estates in Singapore and asked it to suggest the next one
a VERY exclusive landed enclave in District 21
home to some of Singapore’s exclusive Good Class Bungalows (also known as GCBs
which make up only around 2,800 properties in the entire country.) I guess ChatGPT must suffer from the delusion that Singaporeans are all super rich
Luckily, I spotted some smaller houses in the vicinity, so I decided to proceed with the walkabout. The “smaller” houses (semi-Ds) will still set you back around $7-8 million (based on past transactions) but at least that’s more attainable than a GCB!) As shown in the photo above
the houses run perpendicular to the Binjai Park GCBs
Since not everyone is interested in GCBs – whether for vicarious living or a potential investment – let’s look at the semi-Ds first
The semi-Ds can be found along a few streets: Dunearn Road (parallel to the main road and thus the noisiest)
These streets are the buffer between the GCBs and Dunearn Road
as they’re located closer to the main road.The good news is that they’re a shorter walk to public transport (the bus stop or King Albert Park MRT – about 15 minutes walk away
depending on where you live) as well as very close to the amenities located at the shophouses
that you might be able to hear some road noise
depending on where your property is located
(Dunearn Road gets VERY busy thanks to all the schools located in the area.) Having said that
Because the properties here are all on the larger side- and maybe because of the illustrious neighbours (I saw a security officer patrolling outside one of the GCBs
which was VERY keen on privacy (it had teeny windows.)- the roads are very empty and parking is not an issue here
as there are a few restaurants located at Binjai Park and no MSCP or underground carpark.)
enough to last your family several generations
OK now we’ve seen the “affordable” houses and the shops
let’s head down Binjai Park Road to look at the GCBs
but I’ll venture a little further to show you another “affordable” option for those who want to live here but can’t pay for a GCB: Binjai Crest (a cluster house.)

Designed by Lee and built in 1973, the house at 32 Binjai Park has been designated as a significant modernist building in Singapore.
the 3,800-square-foot home (353 sqm) is unassuming
with its white-painted brick and plaster walls
Although it does not stand out visually from its neighbours
it is when one walks through the front door that the unique qualities of the house are revealed
The house boasts a high ceiling with exposed timber beams and rafters as well as unobstructed
The open layout draws in natural light and breeze to create a spacious and airy feel
making the interior seem larger than it is
The relatively modest house sits on 21,304 square feet of land (1,979 sqm), most of which is occupied by a garden where the grass has been allowed to grow out, allowing biodiversity to thrive. Taking centre stage is a tall, majestic Binjai tree, which has been listed as a heritage tree by the National Parks Board. Wild chickens can be seen pecking away
Javan pipistrelles (a species of bat; Pipistrellus javanicus) emerge from within the frame of the sliding doors of the dining rooms where they have made their nests
They leave their hideaway to hunt before returning to roost at dawn
In the garden near the veranda is a wall made from red bricks salvaged from the former Raffles Institution building on Bras Basah Road
original condition and bears characteristics from the late Modernism period of the 1970s
Associate Professor Tse Swee Ling from the Department of Architecture at the National University of Singapore described Lee’s design approach as pure and down-to-earth. “He did not do fanciful things like the post-modernists with a lot of decorations,” she said. “He did not believe in all that.”
Tse had worked with Lee on many projects since the 1960s, including 32 Binjai Park. She pointed out that Lee’s home embodies his design philosophy. “The distinctive feature [of 32 Binjai Park] is the simplicity of the design,” she said. “The layout and setting are based on a simple square grid with recesses and void carved out. It is practically a single storey house except for the loft.”
Lee purchased the plot of land at Binjai Park in the early 1960s but he only started making plans to design and build a house on it in the latter half of the decade when he decided to move out from his family home on Amber Road
The house in Binjai Park is very different from the Amber Road one
also designed by Lee after the earlier house on the same site was demolished in 1960
Only a wall with a gate stood between the garden and the beach
kitchen and servants’ quarters were on the first floor
The balcony afforded panoramic views of the sea
which would not have been possible if the living room had been located on the first floor
He loved the sea and might never have left Amber Road if not for the Bedok-Tanjong Rhu reclamation works in the 1960s
Another factor was the impending construction of the multistorey Chinese Swimming Club sports complex adjacent to the house
the tax on the vacant land at Binjai Park was extremely high compared to what it would have been if the property was occupied
Lee decided to sell the house on Amber Road and move his family to Binjai Park
Lee based the proportions of the house on a square grid
This can be seen in the ground-floor plan of the house
At one point, the house was even meant to be double-storey. But in the final design, it was reduced to one storey with a loft. From the outside though, the loft is not apparent. “The loft was just a small area above the entrance area,” she said. “But the look of the house is single storey, and if you look from outside, you do not know there is a loft.”
Adding to the simple look is the use of brick walls to conceal the reinforced concrete columns inside the house
Lee used the rough finish of bricks as a contrast to the plastered walls
Tse added that Lee chose common bricks instead of “facing bricks”
which are used mainly for facades and hence more aesthetically pleasing
The design of the home also takes the local climate into consideration
Lee relied on the extensive use of louvres for windows and doors (some of which were bifold and trifold)
which allows for cross-ventilation even when closed
The use of louvres also extends to the main entrance door
While sliding glass windows and doors were coming into fashion about the time the house was built
Lee was adamantly opposed to them as he considered them to be unsuitable for the tropics: they cannot be fully opened and do not allow optimal use of the window and door apertures for ventilation
Lee also chose to use a sloping roof instead of a flat one because of the torrential downpours that Singapore regularly experiences
which is why Lee gave his house – as well as every house he designed – a sloping roof
A sloping roof would also create a high ceiling that improves ventilation
The house today reflects both the original design as well as changes resulting from a major refurbishment that took place in 1997
This was necessary because many things had begun to deteriorate from wear and tear
The wiring had been embedded in the concrete walls
Lee was unwell by that time and was not involved in the work
She firmly dismissed suggestions to replace the original steel window frames and wooden doors with more “modern” alternatives
Although newer alternatives might have simplified the refurbishment
the look and feel of the house would have been irretrievably damaged
One significant change that did occur during the renovation was the introduction of a false ceiling
Although this allowed the installation of recessed ceiling lights
it has subtly altered the appearance of the house
most evidently along the edges of the living room where the false ceiling ends
the false ceiling can be easily removed to restore the ceiling to its original height and purpose in the future
A more recent addition is the installation of a large ceiling fan in the living room in 2013 – of the type more commonly found in public spaces such as MRT stations
Although the high ceiling made the house seem larger than it really was
an unintended consequence was that it gave the living room a rather cavernous feel
This changed when the large fan was installed
at the suggestion of architect Tay Kheng Soon
the fan has also made the living room cosier and therefore popular
guests would naturally gravitate to areas with lower ceilings
such as the veranda or what is now the TV room
the living room has become more frequently utilised
In recent years, there has been an increased interest in Singapore’s modernist architecture. The public became more aware of modernist architecture here after the iconic Pearl Bank Apartments was demolished in 2019, despite international attention and proposals for conservation.
The loss of Pearl Bank Apartments prompted the formation of the Singapore chapter of Docomomo International
Lee’s Binjai Road house has been included in Docomomo Singapore’s Modernist 100 list
joining other buildings such as Golden Mile Complex
Asia Insurance Building and the flats in Tiong Bahru built by the Singapore Improvement Trust
Lee’s home is one of the few modernist homes in Singapore that has been opened for public visits. In March 2022, Docomomo Singapore organised two tours of the house, and tickets for both sold out almost immediately.

and for the MC and management to continue maintaining and improving them.”
He adds that the MC’s strict adherence to the by-laws contribute to the effective maintenance and management of the building
The commitment of and swift response from the MC is also important
Tan notes that the bi-monthly MC meeting with the property manager is always fully attended
which allows the MC to analyse the building’s issues and make decisions quickly
“We are able to carry out the maintenance before the worst happens and we are always ahead of the curve.”
MC secretary Chong Chow Mei notes that there is always maintenance and she reiterates the importance of fixing defects before they get worse
they report what needs to be done and all … it is a thorough job
so they will alert you before anything major happens
We try to settle the defects before they become big
We take their advice and that’s how we handle the ageing [of the building]
[For other changes,] we change according to what we need,” she says
To further enhance the efficiency of the overall maintenance and upkeep of the development
The Binjai On The Park relies on the Building Automation System (BAS)
a software that allows holistic monitoring of all M&E components in the development
check and monitor the status of M&E components in each of the blocks accordingly
Low reckons that good management and maintenance of a building go beyond just the hardware
He explains that a good relationship with the MC and owners is important in property management
Communication is the key as the smooth operation of the development depends largely on constant updated communication with all key stakeholders via WhatsApp
there are 17 active WhatsApp groups to cover communication with regard to maintenance updates
“Hardware is one thing because we have the necessary hardware
We work closely with the committee members and we have a good understanding of what they want,” says Low
The 24/7 concierge and buggy services continue to be offered after 14 years
The on-demand buggy service is just a phone call away and the waiting time is not more than five minutes
These buggies are replaced every four to five years
the concierge service aims to assist the owners at any time
Tan says the development has two buggies in operation: one in the daytime and the other at night
“No development in Malaysia has this service and it is the status of this condominium
there is no development anywhere in the world with a park right at your doorstep.”
The Binjai On The Park attracts a number of foreign residents

what we did was we took out the gymnasium equipment to put them in what was previously a yoga room that was underutilised,” he says
“This idea came from the feedback of the residents
we have two rooms — one for the gymnasium and the other for aerobics
The Binjai On The Park has just embarked on a repainting exercise
which MC treasurer Lim Yee Li says was delayed due to the Movement Control Order
It is a risk for The Binjai On The Park to make another submission for judging this year
it has maintained its standard over the years

Binjai 8 Premium was intended to be a serviced residence
It was later converted into a Small Office Home Office (SoHo) development to meet the demand for live-in working spaces at the time
The 40-storey tower comprises a total of 310 units and limited retail units
The layout offers options from one to four bedrooms
the units in Binjai 8 Premium SoHo are used as offices and residential units
There are also owners who rent out their units as Airbnb units
Henry Butcher Malaysia (Mont Kiara) Sdn Bhd (HBMK) has been the property management company for Binjai 8 Premium SoHo since 2015
owing to its nature as a commercial development
Binjai 8 Premium SoHo incurred a higher tariff on its utility bills
measures were taken to enhance income generation for Binjai 8 Premium SoHo
HBMK executive director Ho Kim Heung says the service charge was raised to 50 sen psf then
“It was a huge increase but we promised the floor that we wouldn’t increase in the next two to three years
we have never increased [again] and our account has a surplus now
The commitment from the committee is very important and we also have other side income such as the car park and retail units … That helps a lot,” he adds
When HBMK took over the management of Binjai 8 Premium SoHo
both the basement and five-level car parks were free to access and had no parking system
incorporating the installation of a ticketing and access card mechanism.
“The parking became chargeable via a per-entry or monthly pass
Parking became a substantial income for Binjai 8
which could be used to cover many maintenance costs,” he adds
noting that a cashless parking system was introduced for the visitor parking in the basement in August 2022
The management has been in charge of the car park to save money
and the income from the car park contributes 10% to 15% to the total service charges
there were initially no retail units on the ground floor
but the management subsequently made an application to Kuala Lumpur City Hall
seeking permission to introduce these units
It has since brought in retailers such as convenience retail chain store myNEWS.com and Zus Coffee
This move has also increased the monthly income for the development
Other changes to the development include the upgrading of the turnstile system
there were only three gates connecting to the main lift lobby; it was later upgraded to five gates to cater for the increasing traffic flow
Binjai 8 Premium SoHo recently awarded the rooftop waterproofing project to a company selected by the Management Corporation (MC) after several rounds of interviews and the project is now pending mobilisation
Ho says there are plans to upgrade the lobby to cater for food and parcel delivery as well as a better check-in flow for visitors and Airbnb guests
It expects to enhance the overall aesthetic of the lobby and the check-in process
Depending on the interior design to be proposed by the designer later
Tan says the MC is looking to add in more retail units on the ground floor for more income
we would love to do so … We are going to present [the upgrading idea] at the AGM for review and approval
We hope to have a better floor plan for everyone,” he says
Tan owns two units in Binjai 8 Premium SoHo; one has been rented out and the other is his office
I bought two units from the developer and I am still keeping them
I always thought it was hard to get an office space of 1,500 sq ft or smaller here
and there are not many individually owned offices
I thought it was a good opportunity to own an office in the KLCC area [with Binjai 8 Premium SoHo]
the occupancy rate was about 80% and now it is 82%
He adds that the development has a good mix of owner-occupiers (31%) and tenants (51%)
The space is used mainly for office purposes
The remaining 18% belong to people stationed outside of Kuala Lumpur and who do not occupy their units every day.

Asked about the challenges of safety and security in managing a development with residential
Tan says it is not as complicated as expected
“Henry Butcher proposes a very good check-in system
and the safety and security is so far so good
There are surveillance cameras on every floor and the guards make frequent patrols,” he explains
“The management has a records of which units are Airbnb because registration by the owners is required
managing a mixed-use development like this is not as complicated as we thought
or maybe Henry Butcher has done a great job.”
Tan says winning the award is an achievement for the development
“We hope it will help increase public awareness of this building and the units become more in demand
It also helps [take away the stigma] of a 10-year-old building.”
To ensure the quality of the maintenance and management of the building
Ho stresses that planned preventive maintenance and regular check-ups are important
It is also easier for the management to propose a budget for the necessary major upgrades and repairs
Regular planned preventive maintenance is carried out in Binjai 8 Premium SoHo
encompassing not only the service providers but also the building’s mechanical and electrical systems
A comprehensive inspection schedule is followed
the building’s façade and lobby are important elements
everything has to be up-to-date because it is in the KLCC area
so the car park is very important to us because it generates income for us,” he says
“The recently announced tariff increment means an additional RM25,000 per month in the utility bill [for common areas]
we need to do a lot of [energy-saving initiatives and] planned preventive maintenance such as LED lighting in most of our corridors
motion sensors and ensuring that the air-conditioning system has no leakage
We also look at the latest technology that will help save costs.”

The built-ups for the standard units range from 2,228 sq ft to 3,757 sq ft while the typical penthouses range from 4,230 sq ft to 7,298 sq ft

The bigger of the ultra-posh penthouses is tagged at RM50 million today

Once Henry Butcher was appointed as the property manager
the team began fixing the problem and the condo was rescued from a hole of debt
“We managed to achieve a collection rate of more than 100% for maintenance fee
which came up with instalment plans for the defaulters,” Low explains
the maintenance fee collection amounts to about RM400,000 per month at the same rate of RM0.74 psf
the team began preparing itself to face whatever challenges that it may encounter down the road — and there were quite a few
One major challenge for the property management team was in dealing with certain “dissatisfied” residents
There will always be some people who are more difficult to satisfy and would nitpick about the work done by the property manager while others come up with strange requests
a foreign tenant who constantly complained about the size of the gym room and refused to comply with house rules
and he would switch off the air-conditioning in the room every time
He argued that he wanted to sweat while he worked out,” Low recounts
he adds that the team has to constantly maintain its professionalism when dealing with all tenants or circumstances
unit owners and tenants naturally have higher expectations
Low believes that communication is one of the keys in ensuring a property is well managed
the relationship between all stakeholders can be strengthened and that can contribute towards smooth management operations
“Henry Butcher has allocated 15 staff members to take care of The Binjai on the Park
We work closely with the management committee members in the Joint Management Body (JMB),” he notes
Low points out that the quality and capability of property managers in the country vary greatly
the importance of property management has been ignored by property buyers who were
more concerned about the reputation of the developer of a project they are interested in
with the mushrooming of strata developments
he believes it is time for stakeholders to focus more on property management to ensure the long-term sustainability of such properties in Malaysia

Court records show that Kaung has indicated that he is not guilty
and intends to engage a lawyer as he had "no intention to hurt (his) girlfriend"
NTU said that Kaung is not a student from the school
The charge sheets did not state the nature of his relationship with the victim
He allegedly trespassed into a dormitory room at Binjai Hall on Jan 17 at about 8pm
Binjai Hall is a place of residence for NTU students and is located within the school campus
Kaung had allegedly threatened the victim by telling her that if he could not have her
choke you will be better than stabbing you," Kaung allegedly told the victim
it will take at least three days for them to find out you are dead and by (that) time
maybe I (am) already in my home country (and) nobody can catch me."
Court documents also stated that he allegedly warned the victim not to alert the police as it would "make (him) crazy" and he would kill the victim
NTU said that wellbeing support was provided to the student following the incident
"We urge the NTU community to remain vigilant
and to immediately report any suspicious person or activity to campus security
We are unable to comment further while the police investigation is ongoing," an NTU spokesperson said
Kaung is in remand and is expected to appear in court on Feb 5
he faces a jail term of up to three months

but that also means there’s no better time to seek out comfort in food that will warm you from the inside out
Located in Hup Choon Eating House within the residential area of 1 Binjai Park
Beng’s Bak Kut Teh is frequented by many regulars who come flocking for piping-hot bowls of peppery
Affectionately known as Uncle Beng to his patrons
the elderly chef has been honing his craft for more than ten years
His stall was previously located along Upper Bukit Timah Road
but Uncle Beng has his work cut out for him since the crack of dawn
as well as Mushroom ($4) and Vegetable Soup ($3)
There are also side dishes like Salted Veggie ($1/2) and Mixed Veggie ($3) to go along with your soup
which is why I added on White Rice ($0.70) and You Tiao ($1) to my Pork Ribs ($6)
Uncle Beng insists on only using fresh pork and you can definitely taste the freshness from the first bite
While some parts of the pork ribs weren’t as tender as I would have liked
the bits that were tender were amazingly soft
Be sure to dip it into the dark sauce-chilli combo
The flavourful broth brought an addictively satisfying and robust heat
Make the most of it by soaking your white rice or you tiao in the soup as well
While it’s best drunk when it’s nice and hot
the soup was still tasty even after it’s cooled
you’ll definitely be asking for refills (which they offer here!)
Another must-try on the menu is the Pig Trotter ($5) that comes braised in a dark
The meat was so tender that it easily fell off from the bone and the flavours of the sauce had thoroughly seeped into it
There was also a good balance of meat and fat to be found here
It’s a pity the portion was on the smaller side
but Beng’s Bak Kut Teh is too good to stay away from
I also loved the friendly service and would definitely make my way back here again
