The Davao-General Santos-Bitung roll-on/roll-off (RoRo) route is a faster alternative to the Manila-Jakarta-Bitung route, which takes about three to five weeks of shipping time. Direct shipping through the new service takes only one day and a half of sailing (excluding port stay).
The new loop is also cheaper, affording savings of up to US$1,500 (P74,000) per TEU, given its rate of $700 (P34,713) per 20-foot dry container unit, compared with $2,200 (P109,098) per TEU on the Davao-General Santos-Manila-Manado via Jakarta route.
The maiden voyage commenced from Kudos Port in Sasa, Davao City, then stopped off at General Santos International Port before heading to the final port of destination in Bitung, Manado, Indonesia.
The weekly service is provided by M/V Super Shuttle RoRo 12, operated by Asian Marine Transport Corporation, with a capacity of 500 twenty-foot equivalent units.
The Davao-General Santos-Bitung RoRo initiative is part of the Association of Southeast Asian Nations (ASEAN) RoRo Project and is also an undertaking of the Brunei, Indonesia, Malaysia, Philippines-East ASEAN Growth Area (BIMP-EAGA).
The ASEAN RoRo Project is in turn a Philippine initiative and takes off from the success of the comprehensive RoRo policy of the country in 2003, the Department of Trade and Industry (DTI) said.
“The ASEAN RORO, particularly the Davao-GenSan-Bitung trade corridor, is a legacy project of the Philippines and one of its the major deliverables for this year’s ASEAN chairmanship and in commemoration of ASEAN’s golden anniversary,” Trade Assistant Secretary Arturo Boncato, who also serves as Philippine Senior Official to BIMP-EAGA, said in a statement.
“The President has a tall order to bring development in the South, and once emphasized the need to put particular attention to sub-regional mechanisms, especially the BIMP-EAGA given its crucial role in pursuing development initiatives at the grassroots,” Philippine Trade Secretary Ramon Lopez said.
The connectivity will make Davao-GenSan-Bitung as the transshipment point to the EAGA, set to benefit Filipino producers, especially those in Mindanao and Palawan, as they grow their businesses and link their markets to Bitung and the rest of Indonesia.
DTI said the new route will provide local businessmen, especially micro, small and medium enterprises (MSMEs), greater access to international trade, as well as stimulate other areas of development such as joint tourism promotion, direct air linkages, and increased investment flows, among others.
The products expected to be traded from Mindanao include food, beverages, garments, and electronics. Among the companies that took part in the launch of goods to Bitung was Pilmico Foods Corporation, a subsidiary of Aboitiz Equity Ventures, that shipped flour during the opening and is processing shipment of animal feeds for succeeding runs.
“The launching of this shipping link is only the beginning, and we expect more jobs will be generated in both Mindanao and Sulawesi with the invigoration of trade and influx of investments,” Lopez added. “We hope that this initiative will be replicated not only in the BIMP-EAGA but in the whole of the ASEAN region if we are to truly attain a more integrated, inclusive and sustainable development for the people.”
Mindanao Development Authority (MinDA) chairman Datu Abul Khayr Alonto, for his part, said maritime transport is vital to the subregion’s development, and that the Philippines will continue to push for the opening of sea routes within.
“We are calling on and encouraging key industry and business players and traders to participate in this initiative and to take advantage of the business opportunities and benefits that this new route will provide,” he added. Private sector support is critical to sustain this project, which is the Philippine government’s maiden accomplishment under its chairmanship of the ASEAN this year.
In a 2012 feasibility study conducted by Japan International Cooperation Agency, the GenSan-Bitung route was selected as one of the pilot areas for a RoRo operation within BIMP-EAGA.
MinDA deputy executive director Romeo Montenegro assured that the route will be secure and safe, saying “we’re not seeing any such issues ever since in terms of security or piracy ever emerging out of this Celebes sea.”
The route is on the eastern part of the Celebes Sea, an area that has been a traditional trading route between the Philippines and Indonesia.

The new shipping route from the Philippines to Indonesia is expected to boost trade and relations between the two countries
the Mindanao Development Authority (MinDA) said in a press release Friday
“Sea linkage within the EAGA [East ASEAN Growth Area] sub-region is crucial in strengthening trade relations among its member countries since it supports the achievement of the goals of the other EAGA pillars such agribusiness
and socio-cultural and education,” said Secretary Datu Abul Khayr Alonto

Arturo Boncato Jr., assitant secretary of the Philipine Department of Trade and Industry, added the RoRo service is one of the priority projects of the BIMP-EAGA connectivity group as the new route provides a faster and cheaper channel for the trading of goods compared to the usual Manila to Jakarta to Bitung route
According to a statement released by MinDA
the Davao to Bitung route will take about one day and half (excluding port stay) as compared to the previous route
which takes about 3 to 5 weeks of shipping time
The Davao City to Bitung route is also expected to save up to P74,000 per TEU
the new route also improves competitiveness for products from the Mindanao region
which has been gaining interest in the sub-region
“The route will provide a more efficient access for local businessmen to engage trading with Indonesian counterparts,” Boncato said
Goods to be shipped from Mindanao include animal feeds
Previous media releases from MinDA also included products such as matured coconut
Alonto stressed the necessity of maritime transport in the sub-region’s development and added the Philippines will continue to push for the opening of sea routes within BIMP-EAGA
“We are calling on and encouraging key industry and business players and traders to participate in this initiative and to take advantage of the business opportunities and benefits that this new route will provide,” said Alonto
He added that support from the private sector in the Philippines is crucial to sustaining the project
Boncato said that the sustainability of the new route and declaration of Bitung as an international port is feasible as the Indonesian government has expressed its full support to the opening and operation of the trade and maritime link
While the new route provides grater access for local businesses to engage in international trade
it may also promote development in tourism
the establishments of direct linkages between countries in the sub-region
The new Davao to Bitung route was selected as a pilot area for RoRo operations within BIMP-EAGA through a feasibility study conducted in 2012 by the Japan International Cooperation
The study also highlighted the possibility of dedicating freight services to the route once shipping and service requirements are in place

The vessel is owned by the Asian Marine Transport Corporation
The cargo and roll-on/roll-off car carrier has a gross tonnage of 6,974 tons and a capacity of 100 TEUs (twenty-footer equivalent units)
chairman of the Mindanao Development Authority said the route is considered by government as “one of the greatest highlights of the country’s chairmanship of the (Brunei-Indonesia-Malaysia-Philippines-East ASEAN Growth Area) and (Association of Southeast Asian Nation) Summit this year.”
“It can be recalled that President Duterte committed the establishment of this route during the ASEAN Business and Investment Summit in Laos last year,” said Alonto
Indonesian Consul General Berlian Napitupulu said the new route will cut the travel time and travel cost between the two countries
it’s only 33 hours compared to three weeks of the existing sea connection,” he said
Using the new shipping service will cut down shippers’ expenses from $2,200/TEU to only $700/TEU
and will speed up the travel from three to five weeks taking the Davao-Manila-Jakarta-Bitung route to only 1.5 days
Napitupulu said the connection will boost direct trade and business to business cooperation
is in line with the priority development of Indonesian President Jokowi Widodo
Napitupulu said that both countries are facing two challenges in realizing the plan
Bitung has three seaports and it still needs to be determined which port to use for the new route

“Cargo and commodities are needed by the people wherever they live
So we have to guarantee there will be continuous flows of load from both sides,” Napitupulu said
He stressed the importance of the new route to the bilateral trade relations of Philippines and Indonesia
He also said that products from Philippines and Indonesia must be prioritized in the shipping service
“The commodities that will be traded in this route originated from Philippines and Indonesia
but let us first focus and prioritize our capacity
our capability of productions from both countries before relying on others,” he said
Alonto said the Bitung Port is already reclassified as an international gateway
“This will open additional opportunities in Mindanao commodities to be traded once we operationalize the RORO shipping services that will be plying this route,” he said
Alonto bared that this month the Autonomous Region of Muslim Mindanao sent a delegation to the 2017 BIMP-EAGA Strategic Planning Meeting in Jakarta
Indonesia as part of the plan to open “cross-border trade” between the ARMM and all BIMP-EAGA countries
I also met with Brunei Minister of Foreign Affairs and Trade II Pehin Dato Lim Jock Seng to discuss broad issues of mutual interests to Mindanao and Brunei in the context of BIMP-EAGA,”Alonto said
