tradition emerged whereby thousands would descend on Blitar each 21 June grimly reminding Suharto of what many people felt they had lost A strong police presence was maintained to prevent over-enthusiastic expressions of support for populist Sukarnoism But this did not reduce the vigour of his supporters When the mausoleum was completed in 1979 tens of thousands (and perhaps hundreds of thousands) turned out to witness its dedication As Suharto’s former minister of mines Slamet Bratanata reflected at the time ‘young people don't see Suharto as a leader… They see a dead man as better than the living.’ This association with Sukarno has powerful cultural roots when the New Order regime was at the height of its power many Javanese looked back to Sukarno as a ‘ratu adil’ the legendary just king who would have ushered in a glorious future if he had not been overthrown The site thus became a venue for critics to express implicit opposition to the regime in the lead-up to the four five-yearly elections that were held in the 1980s and 1990s it became something of a holy shrine for the PDI (Indonesian Democracy Party) the political party led by Sukarno’s daughter Megawati Soekarnoputeri (later renamed PDIP In the post-Suharto era both aspiring and serving politicians still come to the grave to pay their respects Before he was elected president in 2014 Joko Widodo (Jokowi) visited the grave to seek Sukarno’s blessing – and thus gain the support of his followers before announcing that they will run for office politicians religiously come to Blitar to pledge their loyalty to Sukarno’s legacy indicating that the grave remains a source of legitimacy beyond the power of government The second irony relates to the religious significance often given to the mausoleum for the grave itself has become a place of pilgrimage for many Muslims the veneration of gravesites is controversial Many Muslims consider it blasphemous (syirik) to pray to someone who is now deceased Yet there is a deep tradition in Java of visiting the graves of holy men on the anniversary of their death Followers thus often come to pray at the graves of the Wali Songo the nine saints said to have brought Islam to Java and whose graves are scattered around the island tens of thousands of devout Javanese visit Sukarno’s grave every year hoping to gain his spiritual blessing (berkat) It has now became a major site for what is called grave-visiting tourism (wisata ziarah) when visiting the site in late 2018 I witnessed a group of men and women crouched around the grave chanting as they rocked backwards and forwards while repeating the first and most important of the Five Pillars of Islam the affirmation in Arabic that ‘I give witness that there is no God but God’ The reverence displayed by devout believers today is doubly ironic for Sukarno was a very pragmatic politician whose motives were not particularly religious He did make use of Islamic symbols when it served his political agenda such as prior to 1945 when he marshalled the diverse groups struggling for independence But after he became president and eventually instituted Guided Democracy naming himself Great Leader of the Revolution he maintained his power base through populist appeals to charismatic leadership while drawing on coalitions of primarily secular political forces – nationalist devout Muslim politicians became some of his most fierce critics The third and final irony is to be found in how Sukarno’s legacy has been institutionalised In recent decades various governments have attempted to formalise his influence partly in order to cope with the growing number of visitors the mausoleum was considerably expanded and modernised in a joint effort between the national by the initiative of the Blitar district government the massive Bung (‘Comrade’) Karno Library and Museum was opened by the then president Megawati the purpose of these two buildings is to preserve ‘the concepts ideas and intellectual legacy of Bung Karno as a national asset’ When we delve into this political ideology The noted scholar of Indonesian cultural history once warned against the danger of the ‘fossilisation’ of Sukarno’s thought whereby his ideas for building the Indonesian nation were celebrated without reference to their shortcomings – or the need to adapt to changing contexts Yet this seems to have been precisely what has occurred in Blitar The mausoleum lies next to a modern building containing a large metal statue of the first president which has become a place of special significance for many young people seeking to revere the past Scattered around this statue are excerpts and slogans from his most famous speeches emphasising the need for the people to unite against foreign enemies while exhorting the nation to build the world anew the populist appeals that run throughout Sukarno’s numerous writings and speeches are becoming less and less relevant as Indonesia is increasingly required to interact with other nations and international organisations to obtain the political and economic resources it requires the veneration of Sukarno is little more than a sentimental longing for a glorious past it is perhaps the very vagueness of such appeals that accounts for their popularity Sukarno’s populism continues to attract support from a diverse range of groups that seek a historical basis for their social and political agendas: devout Muslims martial arts groups and right-wing critics of contemporary political trends – as well as serving and aspiring politicians as is the case for all forms of populist ideology Sukarno’s populist nationalism is enormously powerful as an ideology but provides no formula for political change Ian Chalmers rebuild after the 1965 massacre called the Trident (Trisula) Operation obliterated attempts by remnants of the Indonesian Communist Party (Partai Komunis Indonesia PKI) to organise resistance against Suharto’s authoritarian New Order regime from bases in southern rural East Java because leftists were being sought and detained or killed in the rest of Indonesia It was pro-China and was critical of the Soviet Union’s peaceful coexistence strategy in the Cold War It had enjoyed a close relationship with Indonesia’s President Sukarno who was sympathetic to leftist ideas following its implication in the abduction and murder of seven army officers the PKI has been subjected to violent army-led pogroms inspired by the rise of guerrilla movements in other parts of the world the PKI leadership tried to salvage what was left of the party after vicious and murderous terror against its members and sympathisers The army organised and led a violent suppression campaign against the PKI after linking it with a group calling itself the Thirtieth September Movement The Movement abducted and killed seven army officers including the highest leadership of the army to reveal to Sukarno the identities of army officers who were conspiring against him in support of the United States and its Western allies the PKI issued an editorial to support the Thirtieth September Movement in its newspaper linked the PKI to the army officers’ killings as a pretext to destroy it as a political force in Indonesia Evidence has now come to light about minor involvement in the Movement’s activities on the part of the PKI chairman DN Aidit and the party’s Special Bureau (a section tasked with liaising with members of the armed forces sympathetic to the party) who had little or no knowledge of the plans and in hastily established informal detention and interrogation centres Scholarly consensus now places the death toll at half a million where the death toll is thought to be the highest at 200,000 civilian perpetrators of violence were Banser militias a paramilitary group associated with Indonesia’s largest Muslim organisation Amnesty International estimates in 1977 that between 600,000 and 750,000 leftists were detained for varying lengths of time from October 1965 accused of being involved in the Thirtieth September Movement With key leaders killed or missing (Aidit for example was shot dead by late November 1965) a new underground leadership under Sudisman attempted to reorganise the PKI in 1966 that Aidit had committed grave errors by putting too much faith in Sukarno and not safeguarding the party sufficiently against risks of "white terror" including founded in 1914 by a group of Dutch social democrats as the ISDV had operated underground from 1926 to 1945 during the Dutch and Japanese colonial occupation under Aidit who assumed leadership of the party in 1951 it had operated largely in the open (except for the shadowy operations of the Special Bureau) The PKI enjoyed considerable support in Indonesia with Aidit estimating the size of its membership and sympathiser base including those in leftist mass organisations under the political control of the PKI The PKI influenced organisations such as trade unions It was the fourth strongest party in the 1955 general elections and performed extremely well in Central and East Java in the 1957 regional elections Such successes suggested that the party had little need for a clandestine or underground section conscious that they were vulnerable against the army who saw the PKI as a threat to its wide-ranging roles in Indonesian society Aidit proposed publicly the creation of a Fifth Force consisting of armed peasants and workers The PKI had also insisted that the army be subjected to Sukarno’s doctrine of Nasakom (an acronym consisting of nationalism not wanting to cede its "near monopoly of the instruments of violence," as renowned scholar The actual experience of "white terror" in 1965-66 influenced the new PKI leadership’s thinking when considering how to salvage the party and its members as well as examples from sister parties in China and North Vietnam led them to conclude in 1966 as set out in a document called the "Criticism – Self Criticism" that the party needed to establish progressive rural bases from which to rebuild was the sole surviving leader of the South Blitar base the party needed to take up armed resistance with the disappearance "of any legal guarantees" for communists in Java Communists were still being hunted three years after the Thirtieth September Movement The party leadership faced significant challenges The army had stripped President Sukarno of his powers and eventually of his presidency for his failure to deal decisively with the fallout from the Thirtieth September Movement by banning the PKI Suharto took over as president formally from 1967 with the blessing of the Provisional People’s Consultative Assembly The New Order regime under Suharto was inaugurated A 1966 parliamentary decree imposing a ban on the PKI and on Marxism-Leninism remains in place today A July 1966 American edition of Time magazine hailed Suharto’s accession to power as "the West’s best news in Asia." It was in this context that the PKI decided to establish rural bases in the mountainous limestone areas of southern Java there was strong support for leftist politics and cultural activities The 1965-66 operations had focused on the town of Blitar and plantations surrounding it where peasant activists and unions were active but South Blitar was somewhat too isolated to merit a great deal of attention from the army As the anti-communist operations continued in the capital the PKI East Java regional committee began to investigate where surviving leaders and activists could go to escape Dozens of party activists and leaders journeyed to South Blitar They lived with local villagers and helped with farmwork and tried to blend in with the community so as not to arouse suspicions The relative safety of South Blitar provided them with opportunities to reunite with family and friends since the 1965-66 violence Some party members then began to operate clandestinely in cells to investigate the possibilities of reestablishing the party and to resist the army-dominated New Order regime Though the regime was to endure for 32 years in the late 1960s it was still possible to be optimistic about resistance Major General Mochamad Jasin took over as the new commander for the army’s Brawijaya territorial division that presided over East Java "because he needed a strong man" to “New Orderise” East Java Coming from his position as military attache in Moscow Jasin was shocked to find that the other branches of the Armed Forces in East Java were extremely dissatisfied with the army’s unseating of Sukarno he explained to the East Java regional parliament in 1968 a fast diminishing will to crush the communists once and for all including from those sitting in the chamber Jasin then purged organisations and parties including Sukarno’s Indonesian Nationalist Party that could have been communist front groups His efforts to New Orderise the province was greatly assisted when he began receiving reports of the presence of "new people" in South Blitar and an increase in violent crimes in that area Some 5000 soldiers and 3000 "militias and vigilantes" were deployed in an area roughly the size of 3000 square kilometres The size of the force and the choice of a counterinsurgency strategy aimed to secure rapid victory and to portray the enemy as being larger and fiercer than it had been The area was divided into three operation zones under the control of six army battalions Local administration was brought under an army caretaker system that then proceeded to register the population in their efforts to find newcomers to the area The army evacuated villages of their inhabitants to screen them for their allegiances to the PKI and to prevent them from helping the fugitives who were hiding and surviving in the forests nearby They instructed villagers to pull out food crops such as sweet potatoes from gardens on the edge of forests so much so that at the end of the three-month operation Villagers were also forced to help the army such as burying those killed in operations and participating in "fence of legs" patrols walking for days with soldiers in order to flush out fugitives across the mountainous Though the fugitives had begun preparations for guerrilla training they were no match for the army’s firepower Army sources told the New York Times in August 1968 that an estimated 2000 "party members" were captured or killed as part of operations from April that year given that the number of political fugitives in the area those captured or killed would have included a significant proportion of local villagers Villagers captured in the operations were detained and forced to supply their labour to roadbuilding and other infrastructure projects that were designed to open the area up to long term military surveillance The Trisula Operation ended formally on 7 September 1968 The army transported the PKI leaders and activists out of South Blitar to Jakarta and other cities in Java for detention and eventual trials this time the New Order regime was concerned to promote itself as law abiding in its ongoing commitment to fighting communism was formerly a teacher and a member of the Indonesian Women’s Movement (Gerwani) she was tried in 1978 and sentenced to 15 years’ jail for her role at South Blitar The judge paid no regard for the ten years she had waited in the Malang Women’s Prison in East Java who formerly served as secretary of the South Blitar base was sentenced to death and executed in July 1985 Relatives had cared for the couple’s two children from 1967 when the two went on the run to South Blitar She lived her last remaining years with her former fellow inmates and enjoyed visits with her children and grandchildren Although small-scale guerrilla operations by PKI remnants continued in West Kalimantan until 1974 the obliteration of the South Blitar base in 1968 closed an important chapter in the history of Indonesia’s left movement Following one of the worst instances of mass violence in the twentieth century sections of the PKI became inspired by the rise of guerrilla movements throughout the world in the late 1960s the crushing of the PKI base at South Blitar allowed it to consolidate its rule and silence its critics Vannessa Hearman is a historian of South East Asia She has researched and written unaware that their movements are observable from a small police station below at the foot of the hill built as a joint effort between the military and local people to commemorate what is said to have been a counterinsurgency operation against remnants of the PKI (Indonesian Communist Party) is also symbolic of the monitoring and surveillance the area was subjected to after the local people were accused of harbouring communists in the 1960s many PKI leaders had been killed or had disappeared those on the run had few places to hide or people to turn to for support Safe houses were becoming scarce and repression was spreading remnants of the PKI leadership tried to reorganise and an 'emergency' Central Committee was hastily appointed to salvage what was left of the party Surviving members moved to set up bases in several different parts of Java in an attempt to regroup spurred by the pressures that military operations exerted on them One such place of retreat was South Blitar a member of the PKI's Central Committee from Central Java dozens of PKI members sought refuge in this isolated pocket of East Java Their main motivation was to find somewhere safe passing on messages and hiding important party leaders where she had moved houses regularly and eked out a meagre existence relying on donations of money and food that were then pooled together with six other women Lestari went to South Blitar to be reunited with her husband Suwandi the East Java provincial secretary of the PKI Journalist Lies Katno came in search of her husband had been released from Salemba Prison in Jakarta at the end of 1966 but felt that his village was less safe than the capital these fugitives felt a sense of relative freedom and lived with local families looking after farm animals and helping with household chores There is still controversy about the PKI's agenda in South Blitar Some have portrayed the party remnants as planning to shift to peasant-based revolutionary war according to a Maoist model while others have argued that the party members simply sought sanctuary from persecution by the Indonesian army and its allies While it is true that remaining leaders no longer believed that it was possible for the PKI to take power peacefully has argued that the possibility of organised armed resistance was negligible after 1966 soon came to the attention of anti-communist forces and the perception grew that 'PKI remnants' were trying to rebuild the villages of South Blitar were divided as militias of the Islamic youth organisation affiliated with the conservative Nahdlatul Ulama efforts to regroup the party were limited to finding and meeting with former party activists and the tasks of gathering weapons and ammunition and training guerrilla forces proceeed slowly At the time of the Trisula Operation in mid-1968 they had only managed to organise one detachment of young men to train Certainly this was no match for the thousands of soldiers deployed during Trisula the counterinsurgency operation carried out between June and August 1968 According to army figures supplied to the New York Times backed by the Strategic Reserve Command armour units and commandos were involved in the Trisula Operation assisted by 3000 vigilantes armed with bamboo spears soldiers sidelined the civilian defence guards accused of passing on information about military movements to PKI members and installed military personnel in place of village leaders suspected of having sympathies with the PKI The soldiers then isolated the PKI fugitives from villagers by drafting locals into joint patrols As locals understood the terrain better than the military they were forced to participate in so-called 'fence-of-legs' patrols to flush out fugitives in the forests local people formed a human chain under military supervision moving across the landscape so that fugitives had no chance of slipping past military personnel The army also made local men dig mass graves and later cover them over once transported prisoners had been shot The military forced villagers who were under suspicion of leftist sympathies to prove themselves by taking part in the killings These suspects were forced to hit prisoners on the back of the head with iron bars and to plunge them into deep vertical caves such as Luweng Tikus (Rat Hole) was killed when a villager called Slamet smashed his skull with a rock during military patrols on 21 July 1968 Slamet was lauded publicly at a ceremony in Lodoyo His photograph is still on display today at the Brawijaya Museum in Malang Whole villages were then evacuated so that local people were no longer able to support those on the run or in hiding Infantry Unit 511 placed thousands of locals in holding camps in Sukorejo and Maron villages A woman from Ngrejo village recounted that in August 1968 recordings of torture were played and amplified in order to intimidate the thousands of evacuated villagers gathered in Bakung subdistrict centre The refugees had been told to bring their own food provisions but many could not do so and dug up and ate a field of sweet potatoes nearby The woman from Ngrejo recalled that some returned to their villages for supplies only to be shot by the occupying military forces the fugitives tried to escape westwards towards Tulungagung subdistrict Lestari left her months-old baby with a local villager whose own child had recently died the villager became so scared that she abandoned the baby at the entrance of the local cemetery and hoped someone else would look after her Many fugitives hid in the teak forests near the villages military intelligence directed people to pull out any edible plants in and around the forests so the fugitives would starve The New York Times article published on 11 August 1968 cited a figure of 2000 'party members' killed or arrested over the preceding four months The 'rehabilitation' phase that followed the operation changed South Blitar in many ways Military caretaker village leaders stayed on To enable greater patrol and surveillance of the area the East Java local government built new roads to open up the region which villagers were forced to use when the government prohibited the use of local roads and shortcuts with houses and their inhabitants brought closer to the main roads Land close to main roads was seized to house several families Part of the government's thinking was that some improvements to the people's lives were badly needed to avoid them falling prey to communist ideology mosques and other prayer houses were built for education and 'spiritual guidance' was greater surveillance over their movements and long-term sanctions for harbouring communists particularly in remote areas of South Blitar have suffered as a result of their association with the communists in the wake of the Trisula Operation they have drawn strength from their sense of shared grievance from the feeling that what they experienced was not theirs alone but something they have in common with others living in the area a woman who was sexually enslaved by her local village head said she was not an object of shame because 'what happened to me was a common experience' in South Blitar although visitor numbers to the Trisula Monument have declined it continues both to commemorate the Suharto regime's version of history and to remind villagers of the brutal way in which they were treated the charge of armed insurrection against the Blitar PKI remains in force But now at least the villagers and former political prisoners are able to tell their side of the story and to an audience that is a little more receptive than before has spoken to the media and non-government organisations about her experiences and her arrest in South Blitar while the Indonesian Social History Institute's Andre Liem conducted interviews in the area for an oral history project In 2005 local youth in the Nahdlatul Ulama-linked organisation Lakpesdam collected testimonies about the impact of Trisula and they have tried to bring together informal gatherings of local villagers and NU leaders as NU is still seen as
