sejak awal Nopember 2003 Pembanguan tersebut sebagai kelanjutan pencanangan BKT oleh Presiden RI Megawati SoekarnoPutri Juli 2003 yang lalu dan akan menelan dana sekitar Rp Demikiandiungkapkan Direktur Jenderal Sumber Daya Air Dr.Ir.M.Basuki Hadimoeljono M.Scketika melakukan kunjungan kerja ke lokasi proyek BKT di Marunda Jakarta UtaraRabu (20/12) didampingi Primpro.Induk Pengembangan Wilayah Sungai CiliwungCisadane  ( PIPWSCC) dan Ir.BambangSuciptoYuwono Pimpro Pembangunan Banjir Kanal Timur  Menginatketersediaan lahan tahun 2003 ini akan dikerjakan sepanjang 2 Km dari muara keHulu  Ujar Basuki Tujuannya agar supaya BKT ini segera berfungsi dan tidakmenunggu keseluruhan saluran selesai  Imbuhnya Untuk pembangunannya dimulaidari Cipinang sampai Buaran akan dikerjakan dengan melakukan pengerukan lahan.Dengan demikian setelah sampai ke Buaran Saluran tersebut dapat berfungsi Ditambahkannya,Lebar pembangunan kanal tersebut sekitar 200 dan muaranya sekitar 300 m dengankedalaman 4 meter Semua pengerukan nantinya sekitar 1,4 jut M3 dan akan dibuangsekitar kawasan brikat nasional Progres saat ini mencapai 30 % dan diharapkanakhir Desember 2003 mencapai 90 %  Dirjenmengakui bahwa dengan selesinya BKT tersebut belum semuanya dapatmengatasibanjir Proyek pembangunan Banjir Kanal Timur (BKT) untuk menanggulangibanjir di Jakarta Timur dan Utara sepanjang 24 kilometer sampai akhir tahun2003 diperkirakan baru selesai sepanjang dua kilometer Menurutnya,pemerintah saat ini telah menyiapkan anggaran sebesar Rp 40 miliar untuk tahun2003 sedangkan tahun 2004 dipersiapkan sebesar Rp100 miliar dari APBN dan bisa lebih tergantung biaya untuk pembebasan lahan dimulai dari Jakarta Utara sampai Jakarta Timur melaluikawasan Kepala Gading sampai Klender memotong limaaliran sungai yang melalui Jakarta yakni Kali Cipinang Lahan yang harus dibebaskan untuk proyek BKT tersebut sekitar 230hektar yang akan dilaksanakan Pemda DKI Jakarta sedangkan Depkimpraswil akanmelaksanakan pembangunan fisiknya Sedangkanpekerjaan BKT sendiri dilaksanakan oleh Proyek Pengendalian Banjir danPengamanan Pantai Ciliwung-Cisadane ( PIPWSCC ) yang berdasarkan "masterplan" membutuhkan waktu tujuh tahun untuk menyelesaikannya menurut Basuki akan dilaksanakan dua arah yakni mulaidari Muara serta dari Hulu sehingga diharapkanproyek yang dilaksanakan tiga kontraktor yakni PT.Waskita Karya dan PT.NindyaKarya serta satu dari swasta akan segera  diselesaikan BKTuntuk di hulu sungai memiliki lebar 80-100 meter sedangkan di muara mencapai300 meter dengan kedalaman rata-rata empat meter sehingga lahan yang dikerukdiperkirakan mencapai 1,1 juta meter kubik yang akan ditempatkan di KawasanBerikat Nusantara (BKN) Basukimemperkirakan pembangunan BKT sampai dengan akhir tahun 2003 diperkirakan akanmencapai 30 persen memang belum dapat berfungsi banyak namun diharapkan tahun2004 sudah dapat dimanfaatkan untuk mengamankan banjir di Jakarta Sedangkanuntuk mengantisipasi kemungkinan terjadinya banjir di Jakarta menghadapi musimhujan pada bulan Januari 2004 telah dipersiapkan pompa-pompaair pada beberapa waduk di Jakarta Sampaisaat ini untuk wilayah Jabotabek terdapat sekitar 14 waduk dan empat pompa airyang telah dipersiapkan untuk mengamankan dari kemungkinan banjir Menurutdirjen sumber Daya Air Waduk di Setiabudi saat ini telah dilengkapi 5 pompa baruuntuk memperkuat pompa lama dengan kemampuan 15 meter kubik per detik sehinggadiharapkan banjir yang menjadi langgan di Setiabudi setiap musim hujan tidakterjadi lagi Disampingitu juga telah ditambah empat pompa baru di Waduk Melati untuk menambah empatpompa lama sehingga memiliki kemampuan 9 meter per detik untuk pembangunan BKT tahun 2004 akan difokuskan pada masalahpembebasan lahan karena harga yang diminta masyarakat mencapai tiga kali lipatdari Nilai Jual Obyek Pajak (NJOP) untuk pembebasan lahan untukwilayah Bojongmenteng tahun 2003 diharapkan selesai untuk kemudian dilanjutkantahun 2004 di Buluhperindu Dua kawasan itu berlokasi di Jakarta Timur Anggaranuntuk pembebasan lahan menurutnya untuk tahun 2003 sekitar Rp100 miliar,sedangkan tahun 2004 sebesar Rp150 miliar yang pelaksanaannya akan diserahkankepada Pemda DKI Jakarta Diajuga menginformasikan pelaksanaan pembangunan BKT dimulai sejak tanggal 6November 2003 penyelesaian sesuai master plan tujuh tahun tetapi kemungkinandapat
