Raditya Jati is Director for Disaster Risk Reduction (DRR) with BNPB Indonesias National Disaster Management Authority
The agency was established in 2008 following the devastating 2004 Indian Ocean Tsunami which claimed over 126,000 lives on the island of Sumatra.
Jati is at the forefront of initiatives to take Indonesias ambitious DRR agenda from national to local levels
He has been closely involved in the implementation of a European Commission funded project Making Cities Sustainable and Resilient
part of a global effort to implement the Sendai Framework for Disaster Risk Reduction at the local level
The project is jointly led by the UN office for Disaster Risk Reduction (UNDRR) who is supporting 20 cities around the world to develop local DRR action plans.
The Indonesian city of Cilacap is one of the 20 cities
Situated on the south coast of the island of Java
tsunamis and a range of hydro-meteorological disasters
the city was struck by a 3-metre high tsunami triggered by a 7.7 magnitude offshore earthquake. 600 people were killed and damages were estimated at $44 million USD.

We experience frequent disasters and we must be quick to prepare and respond
This means everyone must have the same level of awareness and understanding about DRR. Development starts from the village level but we must make DRR everyones business

He sees a future for Cilacap as the Singapore of Java and is keen to attract investors to the city.
Being part of this project has helped us to understand our achievements in DRR but also where the gaps exist
Economic growth is dependent on being risk informed and our DRR action plan must serve as an assurance to investors
Central to the project is the Disaster Resilience Scorecard for Cities
a tool that enables local governments and other stakeholders to carry out a self-assessment exercise to determine their levels of disaster resilience. In Cilacap the scorecard process was driven by representatives of BPBD
the local Disaster Management agency working with 12 government agencies and external partners such as the Indonesian Red Cross and Holcim cement.
The scorecard showed up various institutional and structural weaknesses in the city. A lack of understanding of DRR amongst the different stakeholders achieved a low score
as did the lack of coordination in DRR between government agencies.
The cities disaster preparedness infrastructure was considered inadequate and while Cilacap already included risk assessments in spatial planning
no institution assumed responsibility for enforcing zoning regulations
The local authorities also lacked any kind of post-disaster recovery plan as budgets for reconstruction activity could only be allocated in the wake of emergencies.
But participants also identified areas of strength
They determined that Cilacap had high levels of disaster resilience in its infrastructure and institutions
Good natural ecosystems are also in place that protect the city
In the 2006 tsunami the offshore island of Nusa Kambangan acted as a buffer
reducing the impact of the incoming waves on the city.
Andi Susilo Head of BPBDs technical implementation Unit was trained by UNDRR to facilitate the scorecard training and lead the development of the subsequent action plan.
Traditionally our focus in disaster management was mainly on disaster response but after the scorecard process there was a big shift towards prioritizing mitigation and prevention activities
On 31 Jan the action plan became a binding commitment when it was presented to the Mayor for his signature
Cilacaps first multi-stakeholder DRR plan will initially run until 2020
While most activities are already budgeted under existing plans
newer projects will be integrated into the cities five-year development plan.
Disaster risk insurance is one new area that most stakeholders were unfamiliar with but were keen to learn more
BPBD will now initiate discussions with insurance providers and undertake a feasibility study to explore this area further
Investments will also be made to upgrade disaster preparedness infrastructure
The reach and coverage of current tsunami early warning systems was found to be limited
Warning sirens in some coastal areas had fallen into disrepair and more evacuation routes and evacuation centres are needed on high ground.
We are also working with the public works department to create local policy that ensures building codes are inclusive of the needs of people with disabilities
Budget allocations for DRR in Cilacap are increasing
The cities planning department recently approved a greenbelt programme designed to safeguard natural ecosystems and strengthen the disaster resilience of rural communities
The programme includes the planting of protective mangroves along exposed stretches of coast to act as a breakwater in the face of storm surges or tsunamis
Other community based DRR activities included in the programme will be regular disaster simulation exercises and earthquake drills in schools
The planning department will also be offering incentives to relocate some 70,000 at risk people living in the Red Zone areas of the coast vulnerable to tsunamis
Under the scheme the Government will offer to buy back land in an effort to prevent any further unauthorised development
local leadership is critical to the future success of Cilacaps DRR action plan.
People now recognise that DRR is multi-dimensional
By bringing stakeholders together from different government agencies and other organisations we have broken the traditional silo-thinking
Sustained commitment from the Mayor will be essential to ensure that everyone is on board.
Jati is now keen to apply the scorecard as a tool in other towns across Indonesia
In October 2018 he initiated a nationwide campaign to make 100 cities across Indonesia more disaster resilient and he sees the scorecard as an important tool in the self-assessment process
The scorecard process has helped local government see itself more clearly
It has not only increased knowledge and understanding of DRR
it has enabled a wide cross-section of stakeholders to question and challenge whether they are investing in the right things.

my father wanted me to continue my education at a pesantren (Islamic boarding school) since my entire family attended pesantren
my mother supported me in attending high school because of my good grades in junior high; I was always at the top of my class
My teachers also encouraged me to go to high school,” he explained
This support strengthened Johar’s resolve to pursue higher education
He continued his studies at SMA N 1 Cilacap
where he excelled academically and participated in various competitions
Johar openly expressed his desire to attend college to his parents
Understanding his family’s financial situation
Johar assured them he would seek a scholarship
but I explained that the government provided the KIP-K scholarship for students from underprivileged families
I assured them I would take advantage of this opportunity,” he said
Johar applied for college through the 2020 national university test (SBMPTN) and was accepted at Diponegoro University
he initially did not choose it due to the intense competition
Although he had secured a place at another university
He decided to take one last chance and applied to UGM through the independent admission test (UM) for the Accounting program at FEB UGM
My fear of not getting into UGM was unfounded
My parents immediately cried and offered prayers of gratitude upon hearing the news,” he revealed
Johar acknowledged that the KIP-K scholarship was a significant help during his time at UGM
This scholarship enabled students from economically disadvantaged backgrounds to achieve their dreams of pursuing higher education

in the Meeting Room of the Central Java Provincial Government
Becoming the object of management of a number of border segments between West Java and Central Java

I told them they should definitely go after her
Fortunately she met their budget and now that she’s showing plenty of promise
“She’s getting better with every run and she’s bred to get over further ground
given her dam was placed in a Queensland Oaks
She’s quite big and rangy and there’s definitely further improvement to come
so Alan and Brian are both quite excited about her
“Alan and I certainly enjoyed the win at Caulfield on Saturday
and we stopped off for a very nice celebratory meal at the Torquay Hotel on the way home
so I might have to send him an invoice for that
he’s enjoying the journey with her and even though we knew she was a very good winning chance on Saturday
I probably didn’t expect her to win as comfortably as she did
“The boys have had some luck in the past with Grahame
he trained a nice mare called Purrpurrlena who won a few races in the city and was stakes placed
So hopefully they’ve found another nice one with this filly
I know that Graham has a bit of an opinion of her
so I’d like to think it won’t be the last time we get to celebrate a win after the races.”
Begg has hit a purple patch of form himself
having sent out four winners and four minor placegetters from the stable’s last 11 runners
The Cranbourne-based trainer is renowned for his patient approach with his horses
but even he is excited about the potential for Cilacap to scale some loftier heights next year
“She’s not a flash trackwork rider and she’s quite an assuming type in the stables
but she definitely knows when it’s game day,” said Begg
and even though she didn’t win on debut we knew we had something on our hands the way she ran home and hit the line after drawing a wide barrier
“She won well at her next start and I thought her performance at Caulfield on Saturday was really professional
so she’s better than that grade and we’ll aim her at some bigger races in the autumn
“She sat wide but still had that quick turn of foot at the end of the race
She’s got a great stride on her and all she wants to do is find the line
so she’s got that real will to win which all the good horses seem to have
She can maintain a good gallop and still have that sprint in her legs at the end of her races
“She’s very relaxed in the run and travels sweetly
and the way she finished off on Saturday would suggest that the mile won’t be any issue for her
To have the ability to switch off is a really important tool
and the fact that she has that in her arsenal means we can take her to some stakes races early next year
“She’s an exciting prospect and I think she’d be really well suited to Flemington
so a race like the Kewney Stakes is very much in our thoughts now.”

“Alhamdulillah (Thanks God) we’ve managed to conduct a commercial test of bioavture 2.4% with Garuda airplane
It has proven that we’re able to produce bioavture 2.4%,” he said during the event of Energy Corner CNBC Indonesia on Tuesday (02/01) in Jakarta
