especially since a number of irregularities have appeared since the two young people were found dead on August 27
Cirebon City Police initially said that the couple died as a result of a motorbike accident
the police changed their account: Vina had been raped and together with her boyfriend

The case came to public attention again after the release of the movie Vina: Before 7 Days on May 8 this year

Namun dalam prosesnya terdapat tantangan yang harus dihadapi
Menteri Keuangan Sri Mulyani Indrawati mengatakan pemerintah masih mempertimbangkan biaya dan konsekuensi yang akan terjadi jika rencana tersebut dilaksanakan
Sebab memensiunkan sebuah PLTU akan membutuhkan biaya yang besar dan berdampak pada PT Perusahaan Listrik Negara (Persero) atau PLN

"Challenge-nya (tantangannya) kita lihat dari biaya yang muncul akibat dari keputusan itu

Selain itu, pihaknya juga perlu memastikan upaya pensiun dini PLTU ini secara hukum tidak dianggap sebagai program yang merugikan negara
tujuan dari penyuntikmatian PLTU merupakan hal yang positif
yaitu untuk memulai transisi energi yang lebih ramah lingkungan agar emisi gas rumah kaca dapat berkurang
"Bagaimana ini being seeing (akan terlihat) sebagai transaksi yang baik dan akuntabel untuk dari sisi hukum sehingga tidak dianggap sesuatu yang merugikan negara," imbuhnya

Namun dia belum dapat memastikan kapan rencana ini dapat terlaksana
PLTU Cirebon-1 diresmikan oleh mantan Menteri Energi dan Sumber Daya Mineral (ESDM) Jero Wacik pada 18 Oktober 2012
PLTU yang terletak 10 kilometer sebelah timur Kota Cirebon
Jawa Barat ini berkapasitas 1 x 660 MW dan memproduksi pasokan listrik hingga 5.500 GWh per tahunnya
Dengan nilai investasi mencapai 877 juta dollar AS
PLTU Cirebon ini dibangun dengan skema Independent Power Producer (IPP) oleh konsorsium Indika Energy Tbk

Hisyam had been mining since he was a teenager in one of the Kromong Mountains
He was paid 30 thousand rupiah for every pickup truck’s load

he and other Cikeusal locals mined only as a means of subsistence to sustain their lives
when PT Indocement Tridaya Manunggal factory (hereinafter referred to as Indocement) started operating
Indocement obtained a land concession as wide as 480 hectares
The locals only received a 21-hectare leftover land outside of the concession area
This minuscule area only offered small resources of chalk that ran out after several years of extraction
and I even went to Jakarta to look for a job.”
Indocement also became a sign of a new round of capital expansion that proceeded to marginalize the people
They were forcibly displaced and kept away from the source of life
Curi Mountain which had been extracted since 1985 could not sustain the demand of the cement industry

With respect to the Cirebon Coal-Fired Power Plant Project – Expansion Plan (Unit 2
1,000 MW) (hereinafter “Cirebon 2") in West Java
for which the Japan Bank for International Cooperation (JBIC) has been disbursing the loans since November 14
we have confirmed that the conviction of the former Cirebon regent was confirmed
which has continued to provide public finance for the unjustly proceeded Cirebon 2
promptly take measures to suspend your loan disbursement
and to enforce mandatory prepayment of loans that you have disbursed to Cirebon 2
in accordance with the “Recommendation of the Council on Bribery and Officially Supported Export Credits” (hereinafter “OECD Bribery Recommendation")[3] and JBIC’s “Anti-Bribery Policy” [4]
Bribery allegations related to the Cirebon 2 have been raised since 2019
the Indonesian Corruption Eradication Commission (KPK) indicted the former Cirebon regent in relation to a series of bribery and money laundering
and the former Cirebon regent was convicted in the first verdict dated August 18
2023 and the second verdict on appeal dated October 17
including the bribery case related to Cirebon 2
Although KPK and the defendant respectively filed appeals thereafter
it has been revealed that the Supreme Court made a decision on April 3
the decision of the Court of Appeals is now valid
the Court of Appeals’ verdict generally included the following information about the bribery cases related to Cirebon 2 (positions of the persons indicated are of that of the time of the cases);
the former Cirebon regent and a former senior official of Hyundai had already been identified as suspects by the KPK in 2019
and the above-mentioned two former senior managements of CEPR had also been banned from traveling outside Indonesia
it is an extremely crucial fact that the court decision mentions that the bribery in connection with Cirebon 2 was definitely committed
and that not only Hyundai but also former senior managements of CEPR
were also involved in the said bribery.
We have consistently demanded that JBIC stop the disbursement of the loan and the likes
The main reason for such a request is the impact on the life
when the construction of the Cirebon Coal-Fired Power Plant Project- Unit 1 (660 MW) (hereinafter “Cirebon 1") began
coastal livelihoods such as small-scale fisheries and salt pans have been severely affected and the local people have been forced to live in hardship
The concrete explanations for those damages are provided in the residents’ objection letter concerning Cirebon 1 (November 2016) [5] and the objection letter concerning Cirebon 2 (May 2017) [6]
which pointed out violations of the “JBIC Guidelines for Confirmation of Environmental and Social Considerations.”
It is an intolerable injustice that the serious damage to livelihoods and health faced by the local community have been caused by Cirebon 2
or corruption-ridden and dirty projects with huge profits for big companies and local politicians
many issues have been pointed out that cannot be overlooked
such as violation of the Cirebon Regency Spatial Plan and the improper issuance of environmental permits; human rights violations
such as harassment and intimidation against residents who express opposition and concerns; and retrogression against climate change measures
the necessity of the Cirebon 2 project in the Java-Bali power grid
which is expected to have a reserve margin of 40-60% (from 2021 to 2030) [7]
The Japanese government and JBIC must take responsibility for continuously providing public finance for the unjust
and unnecessary Cirebon 2 project by promptly suspending the loan disbursement
and enforcing mandatory prepayment of loans for Cirebon 2 project
And it must also fulfill its accountability as a public institution with regard to what measures JBIC is planning to take/ has taken in response to the confirmed conviction in the bribery case related to Cirebon 2
We reiterate our strong demand that the Japanese government and JBIC take immediate and appropriate actions

The 2022 G20 Summit marked a turning point for Indonesia’s energy transition with the signing of an agreement to explore the early retirement of Cirebon-1 coal-fired power plant
The 660-megawatt Cirebon-1 is historic for being the first coal-fired power plant in Indonesia owned by an independent power producer
The agreement signing was therefore celebrated on a global stage as it signalled Indonesia’s first decisive move towards phasing out its reliance on coal
A year later at COP28, a follow-up agreement was signed in which the Asian Development Bank (ADB)
and state-owned electricity company PLN conditionally committed to shortening the power purchase agreement of Cirebon-1
terminating its electricity supply by December 2035
six-and-a-half years ahead of its original closure month of July 2042
However, the next step to finalise this transaction, initially set to be realised by mid-2024, has faced delays
With the UK recently shutting down its last coal-fired power plant and hopes to build on climate negotiations globally
the momentum and urgency to demonstrate real progress is clear
This highlights the need to address ongoing technical
financial and legal challenges that have formed a stumbling block in finalising the transaction
As Cirebon-1 feeds into a transmission grid controlled by PLN
its retirement will have implications on the grid stability
PLN is bound by a requirement for the grid to preserve 30% reserve margin – a safety buffer that helps absorb demand changes
PLN is expected to add various renewable energy sources into the grid to replace power lost from Cirebon-1’s closure and invest in energy storage and smart grid technology to ensure smooth integration without blackouts or disruptions
Indonesia can’t afford to let this momentum slip as its reputation and economic competitiveness are at stake
However, given Indonesia’s energy transition targets
investing in energy storage and smart grid technology is something PLN needs to do irrespective of Cirebon-1’s closure
The closure serves as a catalyst for the much-needed system upgrades
which brings us to financing as the second key aspect
Cirebon-1’s early retirement uses a refinancing model where ADB pre-pays existing creditors and becomes the new lender at a lower interest rate and shorter tenor
This is a common business-to-business refinancing scheme
with the added innovation that debtor must agree to shutting down operations after debt repayment and return on investment
The refinancing package to retire Cirebon-1 is estimated at US$230-300 million
including a portion for shareholders’ loss of future dividends
have placed significant investments in grid optimisation
This is where Indonesia ETM Country Platform should serve its purpose as a blended finance mechanism to mobilise various public and private
international and domestic financing sources
It needs to prove that it can accelerate a just and affordable energy transition
including key infrastructure investments needed to achieve it
One of the regulatory issues pertains to whether the US$1.3 billion systems cost can be classified as “allowable costs” under Presidential Regulation 112/2022
Recognising these costs as strategic investments and therefore “allowable” would alleviate pressure on PLN and ensure that it will not be viewed as state loss
and Ministry of State-owned Enterprises should issue written instruction for PLN to proceed with the investment given its national priority
MEMR should also establish an Early Retirement Roadmap to formalise the process
while PLN should integrate early retirement into its Electricity Supply Business Plan (RUPTL)
ensuring the inclusion of Cirebon-1 closure into a broader national strategy
This includes incorporating force majeure clauses to address unforeseen circumstances
acknowledging contractual social obligations
