Suadi mengklaim surat edarannya ini didukung masyarakat Lhokseumawe, setidaknya kalangan ulama di wilayah itu. Menurutnya, alasan yang berkembang di kalangan ulama Lhokseumawe menyebutkan, jika kaum perempuan duduk tidak mengangkang saat dibonceng sepeda motor, terlihat karakter perempuannya. "Kalau duduk mengangkang, itu kayak lekaki, kalau dilihat dari samping. Tapi kalau duduk menyamping, ciri khasnya terlihat kalau itu perempuan," jelas Suadi. Ditanya bentuk sanksi bagi kaum perempuan yang tetap duduk mengangkang saat dibonceng sepeda motor, Suadi belum bersedia mengungkapkannya. Namun menurutnya, "kalau kita sudah mengeluarkan aturan pemerintah, seperti peraturan walikota, sudah otomatis ada sanksinya". Menanggapi pendapat sejumlah kalangan yang menyebut duduk menyamping di sepeda motor membahayakan keselamatan buat pemboncengnya, Suadi kurang sependapat. "Itu mungkin terjadi, mungkin tidak," katanya seraya menambahkan, itu sangat tergantung kepada yang mengendarai sepeda motor tersebut. Dia kemudian merujuk praktek duduk menyamping di kalangan pembonceng bersepeda motor di Aceh, yang menurutnya, jarang terjadi kecelakaan.
