Java province) Plan Indonesia has been working closely with subnational Community Engagement and Accountability Working Groups (CEA-WGs) This case study aims to provide an analysis of the implementation of the three pillars of CEA in the recent three emergencies in Lembata and Lumajang to which Plan Indonesia had responded The experience and lessons learned are expected to positively contribute to improvement in accountability and effectiveness of future humanitarian response in Indonesia The first case study in Lembata showed how resources were allocated specifically for key lessons on what communication mechanisms worked better with the rural community whose connectivity and ICT infrastructure are limited The third case study emphasised the integration of the existing social accountability platform Plan Indonesia team supported the response lead with a summary report in the cluster meetings as an entry point for discussing the needs of CEA Technical training for Community Information Group (KIM) was agreed to be a strategic step to leverage the public information outreach and proactively collect feedback from the community Since the platform was designed for general feedback to public services the platform is not suited for handling sensitive issues/reports especially because of its requirement for personal identification the lack of integration with the nongovernmental feedback mechanisms and accessibility issues (web-based platform) the platform offers the potential for a scalable model for promoting commitment to nexus it is concluded that effective CEA requires the right mindset and commitment the presence of COVID-19 has stretched local resources and capacity to respond to feedback in regards to requests for assistance some key recommendations include investment in evidence-based advocacy messages and inclusive engagement increasing wider visibility of CEA-WG and maintaining its regular engagement improving cross-cutting issues understanding in CEA addressing capacity gaps of humanitarian organisations at the subnational level and setting up coordinated and accountable responses to coping with multiple emergencies Metrics details Mamuju is one of the regions in Indonesia which retains natural conditions but has relatively high exposure to natural radiation The goals of the present study were to characterize exposure of the entire Mamuju region as a high natural background radiation area (HNBRA) and to assess the existing exposure as a means for radiation protection of the public and the environment A cross-sectional study method was used with cluster sampling areas by measuring all parameters that contribute to external and internal radiation exposures It was determined that Mamuju was a unique HNBRA with the annual effective dose between 17 and 115 mSv The lifetime cumulative dose calculation suggested that Mamuju residents could receive as much as 2.2 Sv on average which is much higher than the average dose of atomic bomb survivors for which risks of cancer and non-cancer diseases are demonstrated The study results are new scientific data allowing better understanding of health effects related to chronic low-dose-rate radiation exposure and they can be used as the main input in a future epidemiology study Health studies of populations living in HNBRAs are a potential source of information on the effects of chronic low-dose-rate exposures Although the studies of atomic bomb survivors provide strong evidence of health effects such as cancer and non-cancer diseases associated with single acute exposure to moderate to high doses of ionizing radiation the effect of low dose-rates on health and cancer risks after exposure to ionizing radiation is it is necessary to make a comprehensive environmental assessment of the existing exposure situation in a HNBRA to get scientific evidence of health effects due to chronic low-dose-rate radiation exposure daily life in Mamuju is dependent on nature Most residents work outdoors and consume food that is mainly locally grown or produced or that comes from traditional markets The drinking water sources for almost 86% of the residents are wells and springs and just a small percentage buy bottled drinking water The drinking water habit is consuming it directly without boiling the Mamuju residents are vulnerable to becoming contaminated by natural radionuclides and heavy metals so it is important to measure the quality of drinking water following the SDGs mandates to ensure cleanliness of drinking water and feasibility of sanitation we found that the average consumption of drinking water per day was 1.6 L The concentration of 238U is 23–30 times greater than the world average The Mamuju region is unique because it has a high concentration of both 238U and 232Th natural radionuclides The personal dosimeter measures the integration of external radiation so no conversion factors are required The individual external effective dose obtained using the personal dosimeter in the high radiation area ranges from 1.9 to 14.3 mSv year−1 with a geometric mean of 4.7 mSv year−1 the individual external effective dose ranges from 0.3 to 0.9 mSv year−1 with a geometric mean of 0.5 mSv year−1 For the medium radiation area in the HNBRA the individual external effective dose ranges from 0.5 to 1.0 mSv year−1 with geometric mean of 0.75 mSv year−1 meat + vegetables and fruits to annual effective dose 0.01–2.51 mSv (geometric mean 0.54 mSv) and 0.01–0.1 mSv (geometric mean 0.05 mSv) Among the radioactivity results obtained in foodstuffs The presence of radionuclides in food may be a result of root uptake from the soil direct deposition from the atmosphere onto crops or transfer through aquatic pathways it is necessary to carry out further research on the transfer of factors from soil to these foodstuffs Annual effective doses from radon in the HNBRA are between 4 and 78 mSv caused by radiation and heavy metals from radionuclide decay that eventually enter the human body The activity concentration data presented in this paper have high values even exceeding the values for radiation workers and they are of particular concern from the viewpoint of public health If we consider the internal dose received by the population of Mamuju it is necessary to study the situation Bodies retrieved by rescuers were sent to a police hospital for identification by relatives, said West Sulawesi police spokesperson Syamsu Ridwan. The fate of Catherine and other family members was unclear. The quake set off landslides in three locations and blocked a main road connecting Mamuju to Majene. Power and phone lines were down in many areas. Mamuju, the capital of West Sulawesi province with nearly 75,000 people, was strewn with debris from collapsed buildings. A governor office building was almost flattened by the quake and a shopping mall was reduced to a crumpled hulk. A large bridge collapsed and patients with drips laid on folding beds under tarpaulin tents outside one of the damaged hospitals. Two hospitals in the city were damaged and others were overwhelmed. Many survivors said that aid had not reached them yet due to damaged roads and disrupted communications. Video from a TV station showed villagers in Majene, some carrying machetes, forcibly stopping vehicles carrying aid. They climbed onto a truck and threw boxes of instant noodles and other supplies at dozens of people who were scrambling to get them. Two ships headed to the devastated areas from the nearby cities of Makassar and Balikpapan with rescuers and equipment, including excavators. State-owned firm AirNav Indonesia, which oversees aircraft navigation, said the quake did not cause significant damage to the Mamuju airport runway or control tower. Indonesian President Joko Widodo said Friday that he instructed his Cabinet ministers and disaster and military officials to coordinate the response. In a telegram sent by the Vatican on behalf of Pope Francis, the pontiff expressed “heartfelt solidarity with all those affected by this natural disaster.” The pope was praying for “the repose of the deceased, the healing of the injured and the consolation of all who grieve.” Francis also offered encouragement to those continuing search and rescue effects, and he invoked “the divine blessings of strength and hope.” International humanitarian missions including the Water Mission, Save the Children and the International Federation of Red Cross said in statements that they have joined in efforts to provide relief for people in need.
